Abstract

The French colonial system in Algeria was a political system based on the establishment of political, economic, social and cultural domination of the colonists over the colonized people (G.Pervillie, 1975). In concrete terms, it resulted in the establishment of a set of discriminatory norms tending to grant privileges to European settlers to the detriment of Algerians in all areas of social life. This organized discrimination was at the origin of a visible social inequality that materialized through spatial segregation aimed at separating Algerians from settlers (T.Guillope, 2020). In fact, the European districts benefited from infrastructures that almost systematically included public services in a high quality designed urban environment. While the Algerian neighbourhoods benefited from very little public investment. The juxtaposition of this discriminatory notion on the architectural and urban design of the district of Diar El Mahçoul is a perfect illustration of this, which makes it an ideal case to be examined in this article.

Abstract

The people of Cireundeu Village are known as a community group that still maintains the tradition of ancestral heritage of consuming rasi (cassava rice) as a staple food since 1918. This consumption process imbues rasi with the meaning that it is part of their culture. This study employed a qualitative approach with a semiotic method in decoding the meaning of rasi among the people of Cireundeu indigenous village. The purpose of this study was to find out 1) what meaning is constructed from rasi as their staple food 2) and what identity is built among the Cireundeu indigenous people. The results of this study show that 1) rasi is a form of struggle for religious identity that has been discriminated against, namely the struggle for belief in Sunda Wiwitan as their religious identity and 2) rasi as a group identity is a pseudo-identity of the Cireundeu indigenous people who primarily exist to maintain group beliefs in their beliefs.

Abstract

The purpose of this study is to determine the form of Pancasila's moral relationship as Indonesia's legal ideology in defending the prosecutor's office in the midst of political determination. In this work, a conceptual method is employed as a foundation for thinking to help answer problems that will subsequently be qualitatively investigated. The study's findings suggest that Pancasila, as Indonesia's legal ideology, can protect the prosecutor's office through moral relationships, which are reflected in the prosecutor's integrity. The consequence is that in order to achieve the objectives of justice in law enforcement, it is essential to maximize the implementation of the prosecutor's office's integration with a Pancasila worldview. Pancasila values can influence the prosecutor's office's integrity by allowing them to use their roles and powers to counter political determinism in the form of government interference.

Abstract

Cultural heritage is an invaluable resource for the development of cultural tourism. It offers a wide range of economic and social opportunities, contributing to job creation, income generation and the promotion of local identity. However, to fully exploit its potential, heritage needs to be carefully integrated into an overall tourism strategy. Such a strategy must include specific measures for the preservation and enhancement of cultural heritage. Recognizing the profound synergies between cultural heritage preservation and tourism development strategies, we undertook an in-depth analysis of the current heritage situation in the town of Dellys. This analysis identified the challenges and opportunities associated with heritage enhancement in the context of tourism and local development projects. The results reveal that the implementation of the current tourism strategy in Dellys is not fully achieving its objectives. Nevertheless, its effective realization, coupled with better coordination between players in the sector, could make a significant contribution to safeguarding, revitalizing and enhancing the town's heritage.

Abstract

The COVID-19 pandemic advent has put the spotlight back on debates about the relationship between urban planning and health-related issues, prompting a certain amount of research works worldwide. This study set out to build an analysis grid for this relationship on the basis of a literature review and apply it to the case study. To this end, our work used two levels of bibliographical analysis: the first level focused on review of research papers, which helped identify three topics related to the consequences of coronavirus disease and subsequent restrictive measures on urban uses, namely public open space, mobility, and online uses. Our study considers these latter because of their impacts on urban use and, by ricochet, on urban planning and design. The next level based exclusively on original articles review, allowed more in-depth investigations, to break down these topics into sub-topics, and to define criteria for analyzing them, which mainly include use patterns and behavioral changes and perceptions. Drawing from the insights revealed by these studies, the present article endeavors to examine the Algerian case with the aim of nourishing the debate on the resilience of cities to health crises and suggesting better guidance for urban planning and design measures.

Abstract

The objective of this research is to analyze land use changes in the municipality of Constantine over a thirty year period (1993 – 2023) using Landsat satellite data provided through the Google Earth Engine (GEE) platform and a supervised classification approach. Five land cover classes were mapped at six key dates: water bodies, green spaces, built-up areas, bare soil and agricultural land. The quantified changes highlight a considerable reduction in bare soil in favor of an increase in cultivated land, as well as an expansion of artificial surfaces during certain periods (2008 to 2023). These dynamics reflect the processes of urban sprawl and peri-urbanization at work in this territory. The results obtained demonstrate the potential of remote sensing through GEE for detailed spatio-temporal monitoring of land use. Coupled with other data, this approach contributes to a better understanding of territorial evolutions and provides valuable information for sustainable land use planning.

Abstract

The concept of natural risk represents a challenge to the economic and social development of a given territory, which leads to the adoption of a rational and studied approach to addressing the critical situation imposed by risks. Flooding is one of the most dangerous phenomena, capable of causing enormous damage to life, the economy, and the environment. The locality of Bab el Oued experienced a painful episode in its history in terms of flood damage during the year 2001. The risk in this locality is classified as very high, which implies that it is necessary to continuously reassess preventive measures and disaster management strategies if flooding occurs. This should be based on both natural and human factors, making risk a devastating reality and a constraint on sustainable development. Through this article, attempts have been made to find intelligent solutions for flood disaster management in the highly threatened neighbourhood of Bab El Oued within the framework of current legislation and regulations, following a likely scenario.

Abstract

The sales contract is one of the most important contracts in the lives of individuals and nations, as it is the customary means of exchanging money after the decline of bartering. With the passage of time, the shortcomings of bartering became evident due to the development of industry and commerce, and the varying needs of people. This led to the emergence of the sales contract, as it became a more suitable method of transaction compared to bartering, serving as a common ground for transactions between parties more than bartering. The aim of this research is to analyze the concept of rights sale in the conflict between Algerian law and Islamic law, and to understand the differences and similarities between the two legal systems in this context. Methods Used: An analytical methodology was employed, involving a comparative study of laws and judicial rulings in Algerian law and Islamic law pertaining to rights sale. Findings: The study revealed significant differences between Algerian law and Islamic law regarding the concept, conditions, and transactions of rights sale. Additionally, the findings pointed out some of the challenges and contradictions that arise when applying Sharia principles in a non-Islamic legal system.

Abstract

This study investigates the complex relationship between user perceptions and subsequent behaviors in the multisensory environment within Kenadsa’s heritage office building, located in the oasis of Bechar, Algeria. Using a combination of quantitative and qualitative subjective data collection methods, the research aims to assess the perceptual dimensions of the office building's interior space, thermal conditions and lighting environment, as well as to evaluate its performance based on users' perceptions and behaviors. The methodology includes in situ questionnaire surveys conducted after each user's work experience, complemented by thermal and visual assessments observation of the lighting during the winter and summer seasons. The results highlight the dynamic interplay between user perception and behavior, and provide valuable information for improving the design and functionality of heritage buildings in similar contexts.

Abstract

This article examines the factors behind attractiveness at street level. It postulates that attractiveness is induced by what the street offers in terms of consumption spaces and by the presence of convenience. The study focused on two streets in Algiers: one historical entity and one emerging entity. A sample of 269 individuals was used to collect data using a tool that measures attractiveness, convenience, and consumption spaces. These include commercial, cultural, leisure, symbolic, social and landscape dimensions. Linear regressions were used to determine the impact of these dimensions on the attractiveness. The results show that the symbolic dimension, followed by the social dimension, are the factors with the greatest influence on street attractiveness.
