The Jurnal Ilmu Administrasi dan Pemerintahan Indonesia (The JIAPI) is a media for publishing articles and scientific works that have been reviewed. JIAPI is open to accept manuscripts on any aspects related to Public Administration, Government, Business Administration, and Taxation. JIAPI accepts scholarly empirical (qualitative or quantitative) research articles, literature reviews, theoretical or methodological contributions, meta-analyses, comparative or historical studies that meet the standards established for publication in the journal. All submitted papers are reviewed before being accepted for publication. The acceptance decision is made based upon an independent review process. The JIAPI is an open-access journal that is published by Department of Government Science, Faculty of Law, Social and Political Science, Universitas Terbuka.

Abstract

Merdeka Belajar-Kampus Merdeka, including political policies, which are relevant to the development of the Industrial Revolution 4.0 era. This political policy can also answer the problem of the impact of the Covid 19 pandemic on the teaching and learning process in higher education. The political policy of Merdeka belajar-Kampus Merdeka will determine the direction of the future development of Indonesian education. For this political policy to be accepted, it must be supported by an adaptive organizational culture. This research discusses the political policy of Merdeka belajarKampuss Merdeka, and the organizational culture that universities must prepare to support these political policies. This research is qualitative research. Retrieval of data, through literature study. The results of the research show that the political policy of Merdeka Belajar-Kampuss Merdeka is predicted not to be followed by an adaptive organizational culture in support of Merdeka belajaKampusus Merdeka.

Abstract

This study aims to describe the relationship between communication competencies in aspects of communication knowledge, communication skills, and attitudes toward communicating with employee performance. The research uses a quantitative approach to collect data from the entire population consisting of all employees of the state civil apparatus at the University of West Sulawesi. The sampling was conducted proportionally stratified sampling using Slovin formula, the number of samples is 64 respondents. Research data is obtained through questionnaires, interviews, field observations, and document analysis. Data analysis is conducted through two stages, namely descriptive analysis and inferential statistical analysis using the Pearson correlation test. The results of the research obtained showed the communication competence of employees in principle has been carried out well in aspects of communication knowledge, communication skills, and communication attitudes. Correlation test results showed a positive relationship between communication competence and employee performance as evidenced by the r-count value of 0.381 > r-table 0.244. The value of coefficient determination of 0.381 means that the variance of employee performance can be explained by a competency variance of 38.1% while the rest correlates with other variables. The low significance of this variable relationship provides information that to improve employee performance it is necessary to strengthen other variables.

Abstract

The purpose of this research is to find out how to implement forest and land fire disaster management policies in Ogan Ilir. The research method used in this research is qualitative research. The results show that by using Edward III's theory to analyze there are four indicators, including Communication, Resources, Disposition, and Birocration. First is communication, information delivery is only in the form of banners and banners that are installed near village settlements. Second, resources are also sufficient to consist of 110 Regional Disaster Management Agency personnel and 28 volunteers. Third, Disposition, this indicator is the lack of responsiveness given by the personnel of the Village Task Force and the Subdistrict Task Force to the community in Palemraya Village when forest and land fires occur. Fourth, Bureaucratic Structure, on this indicator the author finds irregularities in the bureaucratic structure, this can be seen from the disaster management procedures which are too convoluted and a waste of time. Based on the results of the research and discussion, it can be concluded that the Implementation of the Forest and Land Fire Disaster Management Policy in Ogan Ilir Regency in 2019 has gone well although there are several obstacles faced by the Ogan Ilir Regency Regional Disaster Management Agency and the parties in the implementation of the policy. However, all can be overcomed. Suggestions in this study are the Regional Disaster Management Agency of Ogan Ilir Regency can provide socialization to the community, can minimize the flow of procedures in handling fire disasters and the Regional Disaster Management Agency of Ogan Ilir Regency can further improve responsiveness in the field when a fire occurs.

Abstract

The development of modernization and global dynamics basically brings a comprehensive impact on the socio-economic and cultural life of the community. In addition to being a shared goal, it also has a negative impact on society. This study uses a literature study methodology with a narrative analysis approach. The study uses data, theoretical literature, and previous studies as strengths in writing analysis. The results of the study show that technological developments have both positive and negative impacts on society, such as poverty, inequality, and other social ills. The impact was running which initially took place in urban areas, then continued in rural areas considering the trends that occurred in urban areas began to enter and develop in rural areas. On the other hand, the limitations of stakeholders (in this case the police) demand synergy with groups outside of these stakeholders, which in this case is the involvement of the community to contribute to creating stability, security and environmental order. In this regard, the community policing strategy becomes an alternative in overcoming and overcoming disturbances and threats to security and public order. The urgency and contribution of this study is that it is important to carry out community policing efforts to overcome criminal acts and even crimes in the community that can cause losses and damage in practice.

Abstract

In the context of the 2014 Village Law, village government intervention in agricultural development is very important in improving the welfare of village communities. This study aims to determine the intervention of the village government on agricultural development programs and to find out the opportunities and limitations of the village government in agricultural development in the village. This research uses a qualitative method with a literature study approach. This study uses Henry Bernstein's theory of agrarian political economy. Data collection was carried out through secondary data sourced from books, journals, the internet, official documents related to village government and agricultural development. Data analysis used the interactive model Miles, Huberman and Saldana. The scope of this research is limited to village government intervention in the planning and implementation of agricultural development. The findings in this study are that the change in the system from centralization to decentralization has also changed the planning of agricultural development programs in villages that are more decentralized, participatory between the community and the village government. The recommendations/implications of these findings are expected to be able to contribute findings/ideas to studies of rural development in Indonesia, particularly the role of village governments in agricultural development and a political economy perspective in agricultural development to alleviate poverty, food security, and increase the income of people in rural areas. In addition, recommendations for village government intervention in development that are more pro-poor in rural areas.

Abstract

Tax Center (TC) in Higher Education becomes the third party between the Directorate General of Taxes and the Community (Taxpayers) in carrying out their tax obligations. The number of universities that have Tax Centers in Indonesia is only 10.7% of the total 3,119 universities in Indonesia. This indicates that awareness of the existence of TC is still unknown, universities must synergize with students because they are the successors of the nation which opens people's eyes to the importance of the role of taxes for development in Indonesia. This research examines the level of understanding of students and the role of the Tax Center at the Universitas Terbuka, the method used is mixed methods. The sample used convenience sampling in distributing questionnaires to students whose results were 67.92% which was not good about the existence of TC UT. Its role has been carried out is only 25%, namely: collaboration with third parties, and the Tax Center is open to all disciplines. This needs to be optimized because when partners are ready to help, then how do we synergize with students. After that, an interview was conducted with the person in charge of the Tax Center at the Distance Learning Program Unit-UT Surabaya (UPBBJ-UT) whose result was that the Tax Center had to be vacuumed due to limited Human Resources in managing the Tax Center and workload for each employee there was aggravated by the pandemic. The result of this study is that the role of the Tax Center is far from being well understood by students, so an FGD was carried out with the Universitas Gunadarma Tax Center as a reference for a better UT TC in the future. As a result, we need the support of the leadership (Rector) because TC can be a potential core business and is structurally recommended to become a unit under the Rector.

Abstract

The performance of local economic institutions in a country is very strategic to improve the welfare of citizens. Therefore, research on strategies for developing local economic institutions to improve their performance is very significant. This study aims to compare several strategies for developing economic institutions in several countries. More specifically, this study compares the value systems that support local economic institutional performance. The effectiveness of local economic institutional capacity development is not only determined by the professionalism of managers, determination of the type of business, community involvement, and innovative management systems but is also influenced by the integration of the local economic institutional development program with development planning, visionary local leadership, and a supportive value system. Therefore, the makers and implementers of the local economic institutional capacity development program not only pay attention to the professionalism of managers, determining the type of business, community involvement, and innovative management systems but are also required to integrate the local economic institutional capacity development program with development planning, requiring visionary local leadership, adequate management default, and have a value system that supports performance.
