Abstract

The COVID-19 pandemic accelerated the digitalization of public administration in Indonesia. This study examines the Sistem Informasi Ormas Asing (SINGO), a digital platform developed by the Ministry of Home Affairs to address administrative constraints in cooperation between local governments and foreign non-governmental organizations. This research employs an exploratory qualitative approach using in-depth interviews and document analysis, with data analyzed through thematic analysis and validated by source triangulation. The findings show that prior to SINGO, administrative processes such as the preparation of Annual Work Plans, reporting, and coordination with multiple local governments were conducted manually, creating inefficiencies and compliance burdens for partner organizations. The implementation of SINGO digitized these procedures, improving coordination efficiency, transparency, and accountability through integrated reporting and the documentation of best practices. Based on the public service innovation typology, SINGO can be classified as an externally oriented service innovation developed through collaboration with non-governmental partners. Despite challenges related to system features and institutional capacity, SINGO demonstrates strong prospects for sustainability as a digital governance innovation in managing government cooperation.

Abstract

This study aims to examine the implementation of human rights values within criminal procedural law as a form of protection for suspects, alleged offenders, and defendants. The main issue addressed is the gap between legal norms that guarantee human rights protection and law enforcement practices that still demonstrate violations, particularly at the investigation stage. This research employs a normative legal method with statutory, conceptual, and case approaches, supported by library research as the data collection technique. The findings indicate that, normatively, Indonesia’s criminal procedural law has accommodated fundamental human rights principles, such as the presumption of innocence, the right to legal counsel, and the prohibition of torture. However, in practice, violations persist due to ambiguous legal provisions, weak accountability of law enforcement officials, and the dominance of a repressive paradigm within legal culture. The novelty of this research lies in the formulation of a reconstructive approach to criminal procedural law as an integrative human rights protection system through strengthening the aspects of legal substance, structure, and culture. This study concludes that comprehensive reform of criminal procedural law is necessary to achieve a fair and substantively just criminal justice system.

Abstract

The use of subordinating conjunctions in bold news texts is an important aspect that influences the cohesion and coherence of the text. However, the accuracy of the use of conjunctions in news texts remains a problem in writing journalistic wakana. The purpose of this study is to describe the errors in the use of subordinating conjunctions in news texts published on Detik.com. and to examine their potential use as Indonesian language learning resources. This study uses a qualitative descriptive approach with content analysis techniques. The research data consists of 30 news texts for the period January–April 2026 collected through documentation techniques with the reading and note-taking method. The results of the study showed 70 errors in the use of subordinating conjunctions including conjunctions of time, cause, condition, purpose, opposition, and comparison, with a dominance of inappropriate forms and incomplete clauses. These findings indicate that the use of conjunctions is not optimal in building text cohesion. Pedagogically, Detik.com news texts have the potential to be used as authentic teaching materials in Indonesian language learning in junior high schools to practice conjunction analysis, although it has not been implemented in schools.
INTERCULTURAL COMMUNICATION AND SOCIAL IDENTITY FORMATION OF UNDOCUMENTED INDONESIAN MIGRANT CHILDREN IN MALAYSIA

Abstract

This study examines intercultural communication practices among undocumented Indonesian migrant children in Malaysia and explains how these practices contribute to social identity formation under conditions of legal vulnerability. Using a qualitative case study design, the research was conducted at a non-formal learning center in Klang, Selangor, involving ten children aged 12–17 years, two educators, and one coordinator. Data were collected through participant observation, in-depth interviews, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings reveal that children’s intercultural communication is reflected in multilingual practices, code-switching, and communication accommodation strategies. Convergence emerges as the dominant adaptive strategy, not merely as a voluntary attempt to build social closeness, but also as a response to structural constraints produced by undocumented status. This legal vulnerability limits children’s confidence to express Indonesian identity in public spaces and encourages situational identity negotiation. Meanwhile, the learning center functions as a safe space that enables children to maintain cultural belonging, use Indonesian more openly, and negotiate their identity beyond public restrictions. The study contributes to intercultural communication studies by positioning undocumented status as a structural factor that shapes communication adaptation and social identity formation among migrant children.

Abstract

Parental involvement in mathematics learning is a key predictor of students' mathematical achievement, yet existing studies examine this relationship through single-dimensional lenses (social, psychological, or academic) producing fragmented understanding. This Systematic Literature Review (SLR) follows PRISMA 2020 guidelines, searching six databases (Scopus, Web of Science, ERIC, PsycINFO, SpringerLink, Google Scholar) for studies published 2014–2026. After four-stage screening (Cohen's k = 0.79–0.84), 32 open-access studies were included. Quality was assessed using MMAT 2018, AMSTAR-2, and CASP. Three convergent findings emerged: (1) socioeconomic status (SES) is the primary structural predictor of parental involvement quality, operating through mediating pathways of parental expectations, investment capacity, and psychological readiness; (2) parental math anxiety combined with frequent homework assistance constitutes an active mechanism of intergenerational transmission of low mathematics achievement [7, 21, 23]; (3) systematic misalignment exists between HOTS-based school curricula and parents' procedural mathematical understanding, compounded by weak teacher–parent communication. These three dimensions form a cyclical causal system with reinforcing feedback loops, mediated by students' mathematics self-efficacy and mental health [29, 26]. Effective interventions must target all three dimensions simultaneously: reducing parental math anxiety, bridging curriculum knowledge gaps through structured parent workshops, and strengthening teacher–parent communication. This study contributes an integrative causal model as a foundation for designing contextually responsive parental involvement programs in the Southeast Asian educational context.

Abstract

This study examines the role of I Nyoman Wenten in the development and promotion of Balinese arts in the United States. Using a qualitative descriptive-analytical approach, the study draws on interviews, observations, documentation, and literature sources to analyze Wenten’s artistic trajectory and cultural activities. The findings show that his artistry was shaped by Balinese cultural traditions, family influence, and formal artistic education. As an artist, educator, innovator, and cultural mediator, Wenten has contributed to the global dissemination of Balinese arts through performances, workshops, cross-cultural collaborations, and arts education in academic and community settings. He also adapted traditional performances to non-Balinese audiences while maintaining essential cultural values. This study concludes that Wenten plays a significant role in sustaining and promoting Balinese arts internationally by bridging traditional artistic practices with transnational cultural exchange.

Abstract

This study examines the utilization of Instagram Reels on the @biestro.indonesia account as a digital promotional medium for Biestro Binjai Tourism and analyzes how short-form video content constructs destination appeal, encourages audience engagement, and supports visitor decision-making. This research employed a descriptive qualitative approach, with data collected through observation, in-depth interviews, and documentation involving the social media administrator, management, and visitors of Biestro Binjai from January to March 2026. The data were analyzed using Robert Entman’s framing theory and the AIDA model (Attention, Interest, Desire, Action) to explain how promotional messages are constructed and how audiences respond to them. The findings show that Biestro’s Reels content is managed through weekly thematic planning, the use of strong opening hooks such as “free entrance and parking,” the framing of exclusive attractions, emotional moment capture, relevant music selection, creative captions, and internal quality control. The “real only” content policy also strengthens the consistency between digital representation and visitors’ actual experiences. The use of Instagram Reels indicates an expanded audience reach beyond Binjai, increased public interaction, and stronger visitor trust, particularly after viral and collaborative content. However, the effectiveness of Reels is also shaped by challenges such as the need for continuous content innovation, audience fatigue, repetitive questions, and comment management to maintain brand image. This study contributes to digital marketing communication by showing that Reels can function not only as a promotional tool, but also as a strategic medium for framing local tourism identity, building authenticity, and converting digital attention into actual tourist visits.

Abstract

This study analyzes communication coordination based on network governance in addressing juvenile delinquency in Aceh Tamiang Regency. The main focus of this study is to explain how inter-institutional communication is constructed, negotiated, and constrained in local government practice. This research employed a descriptive qualitative approach with a case study method. Data were collected through in-depth interviews with five key informants, field observation, and documentation studies. The findings show that the Youth and Sports Agency (Dispora) of Aceh Tamiang acts as the lead organization in a multi-actor communication network involving the police, schools, KNPI, and community leaders. Communication coordination has been established through formal forums and informal communication, but it remains suboptimal because the network is still centralized and not fully participatory. Supporting factors include regional policy support, stakeholder participation, and institutional resource availability. Meanwhile, inhibiting factors include weak cross-sectoral coordination, inter-institutional sectoral ego, budget constraints, and bureaucratic communication barriers. The novelty of this study lies in its analysis of inter-institutional communication within network-based youth development governance at the district level. This study emphasizes the need to strengthen more structured, inclusive, and sustainable communication coordination mechanisms to improve the effectiveness of juvenile delinquency prevention.
