Abstract

The purpose of this research is to find out the semiotic representation of Ferdinand De Saussure in the film Jakarta vs Everybody, to find out the signifier conveyed in the film Jakarta vs Everybody, to find out the signified conveyed in the film Jakarta vs Everybody. This type of research is descriptive qualitative using Ferdinand de Saussure's semiotic analysis method. In his method he develops two systems, namely the signifier, the signified and the meaning contained and conveyed in it. This film tells the story of the life of a young man from Padang, West Sumatra who migrates to the metropolitan city, namely Jakarta to fulfill his dream. But instead of getting a life according to what he wished for, Dom instead gets a rather winding and complicated life. Early in his life in Metropolitan City, Dom met a drug dealer and offered him to become a drug courier. The results of the study draw conclusions regarding the signifier and signified and the meaning of the film, namely this film is more directed towards a moral message, which can be seen from the scenes per episode.

Abstract

This study aims to analyze the implementation of the Mandatory Reporting Recipient Institution (IPWL) at UPTD Khusus RSJ Prof. Dr. Muhammad Ildrem, North Sumatra Province, and to identify the inhibiting factors in its implementation. The IPWL program is mandated by Law Number 35 of 2009 concerning Narcotics and Government Regulation Number 25 of 2011, which emphasize a rehabilitative approach for drug addicts and victims of drug abuse. This research employs a qualitative method using interviews, observation, and documentation as data collection techniques. The informants consist of the hospital director, medical staff, nurses, counselors, and IPWL residents. The analysis applies Edward III’s policy implementation theory, which includes four key variables: communication, resources, disposition of implementers, and bureaucratic structure. The findings indicate that the implementation of IPWL at UPTD Khusus RSJ Prof. Dr. Muhammad Ildrem has been conducted in accordance with established standard operating procedures, particularly in medical and psychosocial rehabilitation services. However, several challenges remain, including limited human resources, inadequate public socialization, negative societal stigma toward drug users, and budget constraints. The study concludes that the success of IPWL implementation is strongly influenced by effective policy communication, adequate resources, implementers’ commitment, and supportive bureaucratic structures. Therefore, enhanced public awareness campaigns, institutional capacity strengthening, and sustained policy support are necessary to improve the effectiveness of narcotics rehabilitation programs in North Sumatra Province.

Abstract

This study aims to analyze the role of the Family Welfare Empowerment (PKK) organization in community empowerment in Terusan Tengah Village, Tinggi Raja District, Asahan Regency, and to identify the factors contributing to the lack of participation of the village PKK in district and provincial PKK competitions. This research employs a qualitative descriptive approach. Data were collected through observation, interviews, and documentation involving the Village Head, the Chairperson of the PKK Team, the PKK Secretary, Working Group (Pokja) Chairpersons, and community members. Data analysis was conducted using the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. The findings reveal that the role of PKK in community empowerment has been implemented through facilitative, educative, representative, and technical roles in accordance with Ife and Tesoriero’s role theory. PKK acts as a facilitator in mobilizing community participation, as an educator through counseling and skills training programs, as a representative in conveying community aspirations to the village government, and as a technical implementer in economic and family health empowerment programs. However, these roles have not been carried out optimally due to several constraints, including limited funding, low community participation, insufficient human resources, and inadequate external support. Therefore, it is necessary to strengthen cadre capacity, enhance government support, and develop more innovative strategies to increase community participation in order to optimize the role of PKK in community empowerment.

Abstract

The implementation of technology-based public service policies represents one of the government’s strategic efforts to enhance the quality and effectiveness of public service delivery. One such policy is the Regulation of the Minister of Manpower of the Republic of Indonesia Number 39 of 2016 concerning Manpower Placement, which regulates the online issuance of the Job Seeker Card (AK-1). This study aims to analyze the implementation of the policy on online Job Seeker Card (AK-1) services at the Manpower Office of Langkat Regency and to identify the supporting and inhibiting factors affecting its implementation. This research employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews, observation, and documentation. The analysis of policy implementation refers to George C. Edward III (1980) model, which includes communication, resources, disposition, and bureaucratic structure [4]. The findings indicate that the implementation of the online AK-1 service policy has been carried out in accordance with the applicable regulations. However, the implementation has not yet reached an optimal level. The main challenges include limited human resources, technical system disruptions, low levels of digital literacy among certain segments of the community, and suboptimal bureaucratic coordination. Therefore, strengthening institutional capacity, improving information technology infrastructure, and enhancing policy socialization are necessary to ensure more effective and efficient service delivery.

Abstract

This study aims to analyze consumer behavior toward halal tourism in West Sumatra using the Theory of Planned Behavior (TPB) framework extended by the construct of religiosity. The research is motivated by the need to understand how religious values are translated into halal tourism decisions that contribute to sustainable regional development. The study employs a quantitative approach using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The variables examined include religiosity, attitude, subjective norm, perceived behavioral control, and halal tourism decision. The findings indicate that the extended TPB model explains 61% of the variance in halal tourism decisions, with attitude (? ? 0.453) and perceived behavioral control (? ? 0.398) emerging as the dominant factors. Religiosity does not have a direct effect but exerts a strong indirect influence through attitude (? 0.328) and perceived behavioral control (? 0.281). These results suggest that halal tourism behavior is primarily attitude-driven and control-driven, with religiosity serving as a psychological foundation that shapes positive attitudes and perceptions of ease in performing the behavior. The study concludes that religiosity plays a pivotal role in fostering sustainable and ethical tourism behavior among Muslim tourists. Practical recommendations include enhancing halal sustainability literacy, standardizing halal facilities, empowering community-based MSMEs and homestays, and strengthening evidence-based digital marketing and destination reputation management.

Abstract

Bullying remains a critical issue in educational settings, with increasing evidence highlighting the role of family environment in shaping adolescents’ social behavior. This study aims to explore the role of family functioning in both perpetrators and victims of bullying, as well as to examine the dynamics of bullying behavior among high school students in Medan, Indonesia. This research employed a qualitative phenomenological approach involving six primary participants and three triangulation informants selected through purposive sampling. Data were collected through in-depth interviews and observations, and analyzed using data reduction, data display, and conclusion drawing techniques. The findings reveal that adolescents from dysfunctional family environments are more likely to engage in bullying behaviors. Conversely, effective family functioning serves as a protective factor that mitigates the negative impacts of bullying. The study also identifies that bullying behavior is influenced by both internal and external factors, characterized by power imbalance, repetitive aggressive actions, and perceived enjoyment by perpetrators. Furthermore, bullying produces significant psychological and social consequences not only for victims but also for perpetrators and bystanders. This study contributes to the understanding of bullying from a family systems perspective, emphasizing the importance of strengthening family functioning as a preventive strategy in educational contexts.
