Abstract

The Batak Mandailing community adheres to a patrilineal system and patriarchal culture that still affects gender relations, but social changes have encouraged a shift in the role of women in people's lives. This study aims to analyze public perception of gender equality, its implementation in daily life, and the factors that affect its implementation in East Sambirejo Village, Percut Sei Tuan District. The study uses a descriptive qualitative approach with data collection techniques through semi-structured interviews, observations, and documentation of purposively selected informants. Data is analyzed through data reduction, data presentation, and conclusion drawn. The results of the study show that society is starting to have a more open view of gender equality, especially in the fields of education, economics, and women's social participation. However, patriarchal culture and the patrilineal system still influence the division of family roles, decision-making, and the position of women in indigenous life. Driving factors include education, economic conditions, multi-ethnic social environment, and the development of the times, while inhibiting factors include patriarchal culture, patrilineal systems, male dominance in customs, and women's dual workload. This study concludes that the Batak Mandailing community is in a transition phase towards more equal gender relations, although it is still limited by patriarchal culture and patrilineal systems.

Abstract

Marsialapari is a tradition of mutual cooperation of the Mandailing people in agricultural activities. However, the modernization of agriculture, the use of technology, and the increase in the wage work system have affected the sustainability of this tradition in Sipiongot Village. This study aims to analyze the sustainability of Marsialapari in the midst of changes in community agriculture. The method used is descriptive qualitative research with observation, interview, and documentation techniques. The research informants consisted of community leaders, farmers, youth, and local residents. The results of the study show that Marsialapari is still carried out in agricultural and social activities, although its intensity has decreased due to changes in people's work patterns. This tradition is still maintained because it is considered a cultural identity that contains the values of mutual cooperation, solidarity, and social responsibility. The sustainability of Marsialapari depends on the role of the community and the young generation in maintaining local cultural values in the in the midst of social and agricultural changes.

Abstract

This study aims to identify the basic needs in developing interactive video media as a tool for problem-based learning to enhance road safety awareness among students with intellectual disabilities, to produce feasible interactive video media, and to create effective interactive videos. The study employed the ADDIE development model. The subjects of this research were ten students with intellectual disabilities. Data collection techniques included interviews, expert validation questionnaires, teacher response questionnaires, and road safety comprehension tests. The data were analyzed using both qualitative and quantitative methods. The results of the study indicate that: (1) the interactive video product was designed with various features, including motion animation, image animation, text, audio, and factual videos tailored to the needs of the students. The material expert validation yielded a score of 79.5 (Very Good), while the media expert validation scored 82 (Very Good). (2) The interactive video was effective for students with intellectual disabilities, as evidenced by an improvement in test scores of 39% and an increase in students' comprehension of road safety.

Abstract

This study aims to describe the implementation of the Problem Based Learning (PBL) model in science and social studies (IPAS) learning and to analyze the process of developing students’ civic disposition through problem- based learning in elementary school. The research was conducted at SD Negeri 1 Mojosongo, Boyolali Regency, using a qualitative descriptive approach with a case study strategy. The research subjects consisted of third- grade and fifth-grade teachers, students, and the school principal. Data were collected through observation, in-depth interviews, and documentation. Data validity was ensured through technique triangulation and source triangulation. The findings revealed that the implementation of PBL was carried out systematically through stages of problem orientation, student organization, investigation, data analysis, presentation, and reflection. The process of developing civic disposition occurred gradually through contextual and collaborative learning experiences. The aspects of civic disposition that developed included social responsibility, environmental awareness, collaboration skills, active participation, empathy, and democratic attitudes. Observation results showed that responsibility, communication, active participation, and empathy were categorized as excellent, while environmental awareness and collaboration were categorized as good. The study concludes that Problem Based Learning is effective as a strategy for developing civic disposition among elementary school students because it integrates cognitive, affective, and social dimensions within the learning process.

Abstract

The education system worldwide mostly witnessed an aggregate approach considering the generalized demand of public education ignoring the individualized learning need and critical reflection into it. This results in transferring obsolete and static knowledge to the stakeholders making them nugatory depositors in a banking system. Paulo Freire’s groundbreaking theory of oppression in pedagogical approach had justified the notion of banking knowledge system where a dominant institutional ideology holds the power to disburse a conventional approach of curriculum transaction that inhibits the learners to inculcate critical consciousness. This type of education had failed to trigger the critical and reflective inquiry within the learners leading to passive receptors among learners. In the current educational scenario, AI-driven automated learning management system with its capability to produce diverse range content, assessment and data surveillance based predictive analytics revitalizes the banking concepts of knowledge while turning the learners into mere data points creating a new form of oppression and control in educational context. Though there are possible risks associated with it, AI’s enormous prospective to recapitulate the Freire’s philosophy of problem posing education, praxis, conscientization, dialogue practices into fostering critical AI literacy among stakeholders, growing human- AI interaction transforms AI as a tool for pedagogical liberation rather than oppression. This study aimed to propose a revived Freirean framework redefining the possible human-AI partnership in balancing the newly formed algorithmic educational model. A qualitative study of critical hermeneutical interpretation was used to redefine the existing theory to provide subjective meanings within the contexts. This approach simultaneously adjoins and critiques the traditional method to reinterpret newer algorithmic banking model of education in AI-embedded learning environment. This method also tried to elucidate AI’s enormous role in democratizing education with its tendencies towards automated knowledge oppression. This critical interpretative study also highlighted how critical pedagogy can foster a futuristic education where the automated intelligence serves pedagogical liberation centering human learning needs in its core.

Abstract

Bilal corpses or socio-religious-based corpse management officers carry out community service duties, but often do not have a fixed wage system or formal social protection. The implementation of the Bilal Mayit assistance program policy is regulated in Langkat Regent Regulation Number 4 of 2022 concerning Procedures for Budgeting, Implementation and Administration of Reporting and Accountability as well as Monitoring and Evaluation of Grants and Social Assistance Sourced from the Regional Revenue and Expenditure Budget. This article will answer how the bilal mayit program policy is implemented in Finish District, Langkat Regency and what factors hinder implementation. This paper uses descriptive qualitative methods. Data was obtained through observation, interviews and literature study. The results of the research found that the sub-district government together with the village government had attempted to implement the program in accordance with applicable regulations. The communication aspect between program implementers has gone quite well through coordination between sub-district and village parties. Apart from that, the support from government officials and the community also helps the smooth implementation of the bilal deceased assistance program.

Abstract

The implementation of Electronic Medical Records (EMR) is a strategic policy of the Ministry of Health of the Republic of Indonesia, based on Ministerial Regulation Number 24 of 2022, which mandates that all healthcare facilities, including the Lung Specialist Hospital Technical Implementation Unit (UPTD), be implemented optimally. This study aims to analyze the implementation of Ministerial Regulation Number 24 of 2022 concerning Electronic Medical Records at the UPTD Lung Specialist Hospital in North Sumatra Province and identify the inhibiting factors in its implementation. This study used qualitative methods and analyzed policy implementation using George C. Edward III's theory, which encompasses aspects of communication, resources, disposition, and bureaucratic structure. The results indicate that the implementation of Ministerial Regulation Number 24 of 2022 concerning Electronic Medical Records at the UPTD Lung Specialist Hospital in North Sumatra Province has progressed well in stages, but still faces various challenges. Research suggestions include the need to increase human resource capacity through intensive and continuous training for health workers and administrative staff so that they are better prepared and skilled in operating the Electronic Medical Record system.

Abstract

This study examines the implementation of food policy through a partnership between the Madiun Regency Government and PT Eratani Teknologi Nusantara to strengthen food security and improve farmers’ welfare. The study employs a qualitative approach using a case study method, conducted in Balerejo Sub-district, Madiun Regency. Data collection was carried out through interviews, observations, and documentation involving government agencies, agricultural extension officers, Bulog, PT Eratani Teknologi Nusantara, and farmers. The results of the study indicate that multi-stakeholder collaboration makes a significant contribution to the effectiveness of food policy implementation through increased agricultural productivity, expanded access to finance, the utilisation of digital technology, and improved market access for farmers. Rice productivity increased from 6.2 tonnes/ha to 7.8 tonnes/ha following the implementation of the partnership programme. Furthermore, farmers experienced increased income and a stronger bargaining position within the agricultural supply chain. This study also identified several implementation challenges, including limited integration of agricultural data, low technological literacy among farmers, and weak farmer succession. This study underscores the importance of sustainable agritech-based partnerships in strengthening regional food security through collaborative governance, technological innovation, and inclusive farmer empowerment.

Abstract

This study examines the transformation of academic library services at UINSU Campus IV Tuntungan as a collaborative learning space and its contribution to strengthening the social solidarity of Library Science students. The main problem addressed in this research is the shifting role of academic libraries from conventional information providers to learning commons that facilitate academic interaction, collaborative learning, and social connectedness among students. This study employed a descriptive qualitative approach. Data were collected through observation, semi-structured interviews, and documentation involving librarians, library staff, and Library Science students who actively used library services. The findings show that the transformation of library services is reflected in three main aspects: spatial transformation through open and flexible learning areas, service transformation through user-centered facilities, and social transformation through increased academic interaction among students. Students used the library not only to access references but also to conduct group discussions, complete collaborative assignments, carry out research interviews, and build interpersonal relationships. These activities encouraged mutual assistance, academic communication, and a stronger sense of togetherness among students. The novelty of this study lies in its integration of the learning commons concept with the analysis of students’ social solidarity in the context of an academic library. This research concludes that academic libraries play a strategic role not only as information centers but also as collaborative and inclusive academic social spaces that support learning productivity, digital access, and student social cohesion.

Abstract

This study analyzes the community-based health tourism promotion strategy implemented by the Mencirim Gowes Community in Sei Mencirim Village, Deli Serdang Regency, North Sumatra, from the perspective of tourism communication. The study is motivated by the underdeveloped potential of local health tourism, although the cycling trend has considerable potential to promote healthy lifestyles, active recreation, social interaction, and sustainable tourism destinations. This research employed a descriptive qualitative approach, with data collected through observation, semi-structured interviews, and documentation involving the leader and members of the Mencirim Gowes Community. The data were analyzed descriptively using source triangulation. The findings show that the community’s promotional strategy is implemented through the 4P marketing mix framework. In terms of product, cycling activities are positioned as a health tourism product that integrates sport, recreation, physical fitness, mental well-being, and social togetherness. In terms of price, the community applies a low-cost model, making the activity accessible to various social groups. In terms of place, cycling routes utilize local tourism potential, rice fields, open natural areas, and destinations such as Wak Jowo Natural Spring. In terms of promotion, the community uses social media, digital storytelling, WhatsApp groups, and collaboration with other cycling communities. The novelty of this study lies in the development of community-based cycling health tourism as a tourism communication strategy that not only promotes destinations but also positions community activities as healthy, inclusive, and sustainable tourism products. This study confirms that community-based health tourism promotion can serve as an alternative model for local tourism development by integrating health, recreation, social solidarity, and the preservation of local potential.
