Abstract

This research investigates the effectiveness of government policies aimed at improving inclusive education in public schools, focusing on the barriers and challenges that impede successful implementation. Employing a mixed-methods approach, the study combines quantitative data from surveys of educators and administrators with qualitative insights from interviews and focus group discussions with stakeholders. The findings reveal significant gaps in teacher training, insufficient funding, and inadequate resource allocation, particularly in rural and low-income areas, all of which hinder the successful inclusion of students with disabilities. Additionally, societal attitudes and stigma surrounding disabilities continue to pose challenges to inclusivity. The research highlights the importance of community and parental involvement, emphasizing that active engagement can foster a more supportive and accepting educational environment. Furthermore, it underscores the necessity for a culture of continuous improvement through regular assessment and feedback mechanisms. Based on these findings, the study offers actionable recommendations for policymakers and educators to enhance the effectiveness of inclusive education practices, ensuring that all students, regardless of their abilities, receive equitable access to quality education. Ultimately, this research contributes to the ongoing discourse on inclusive education, providing valuable insights for future policy development and implementation strategies.

Abstract

This research explores the transformative role of information technology (IT) in public administration, examining its impact on service delivery, transparency, and citizen engagement. With the increasing demand for efficient governance in a rapidly evolving digital landscape, this study investigates how IT integration can enhance public sector operations and improve interactions between government institutions and citizens. Employing a mixed-methods approach, the research analyzes existing literature, case studies, and empirical data to identify best practices for IT adoption and implementation in public administration. Key findings indicate that successful IT integration leads to streamlined processes, increased accountability, and improved access to services. However, significant challenges remain, including insufficient infrastructure, resistance to change, limited digital literacy, and data privacy concerns. The research offers practical recommendations for overcoming these barriers, emphasizing the importance of fostering a culture of innovation, investing in training, and developing robust data governance frameworks. Ultimately, the study highlights the ongoing potential of IT to reshape public administration, suggesting that effective digital transformation is essential for building a more inclusive, responsive, and effective governance framework in the digital age.

Abstract

Abstract

This research examines the role of village officials in the implementation of public health programs, focusing on their contributions to improving health outcomes within their communities. Through a mixed-methods approach, including qualitative interviews and quantitative surveys, the study investigates key factors influencing the effectiveness of public health initiatives. Findings reveal that village officials play a crucial role as facilitators, mobilizing resources, engaging the community, and fostering collaboration between health agencies and local stakeholders. The research highlights significant challenges faced by these officials, including limited resources, inadequate training, and sociocultural barriers, which can hinder program implementation. However, proactive strategies employed by village officials, such as community outreach and partnership development, have shown to enhance program success. The study emphasizes the need for targeted capacity-building initiatives, stronger interagency collaboration, and supportive policy frameworks to empower village officials in their public health roles. By recognizing and leveraging the unique contributions of village officials, stakeholders can improve the planning, coordination, and implementation of public health programs, ultimately leading to better health outcomes in underserved communities. This research contributes to the existing literature on public health by providing actionable insights and recommendations for enhancing the effectiveness of health initiatives at the village level.

Abstract

Sumber daya alam dan aset negara merupakan kekayaan yang dimiliki oleh suatu negara, yang digunakan untuk kesejahteraan seluruh rakyat. Penelitian ini bertujuan untuk menegakkan keadilan dalam pengelolaan sumber daya negara melalui studi kasus korupsi pengoplosan BBM oleh PT Pertamina Patra Niaga. Kasus ini mencerminkan pelanggaran terhadap nilai-nilai keadilan pancasila sila ke-5. Praktik pengoplosan yang dilakukan oleh oknum pejabat perusahaan menyebabkan kerugian negara hingga triliunan rupiah dan menurunkan kualitas pelayanan produk. Penelitian ini menunjukkan bahwa lemahnya pengawasan internal dan rendahnya integritas kelembagaan yang menjadi faktor utama terjadinya korupsi. Oleh karena itu, diperlukan pengawasan yang ketat dan tata kelola BUMN untuk memastikan pengelolaan sumber daya negara berjalan dengan adil dan transparan.

Abstract

This study investigates the implementation of e-government at the village level and its impact on public service delivery. With the increasing integration of digital technologies in governance, understanding the effectiveness of e-government initiatives is crucial for enhancing citizen engagement and improving service efficiency. The research employs a mixed-methods approach, combining quantitative surveys and qualitative interviews to assess user satisfaction, service accessibility, and transparency in local governance. The findings reveal that e-government significantly enhances service efficiency, with reduced waiting times and streamlined processes, leading to increased user satisfaction. However, challenges such as the digital divide, data privacy concerns, and varying levels of digital literacy among residents present obstacles to full engagement. The study emphasizes the need for targeted investments in digital infrastructure and literacy programs to ensure equitable access to e-government services. By addressing these challenges, policymakers and local governments can harness the full potential of e-government to foster more inclusive and transparent public service delivery, ultimately strengthening community trust and engagement. This research contributes to the growing body of literature on e-government, providing insights into the dynamics of digital governance in rural contexts and highlighting best practices for effective implementation.

Abstract

Decentralization has become a key policy approach for improving public health services by granting local governments greater autonomy in decision-making and resource allocation. This research examines the implementation of decentralization policy in enhancing healthcare services in urban areas, analyzing its benefits, challenges, and impact on governance efficiency. Using a mixed-methods approach, including policy analysis, case studies, and stakeholder interviews, the study evaluates the effectiveness of decentralized healthcare systems in addressing urban health disparities. The findings reveal that decentralization improves service accessibility, responsiveness, and efficiency by allowing municipal authorities to tailor healthcare initiatives to local needs. Additionally, the integration of digital health technologies, such as telemedicine and electronic health records, has strengthened decentralized healthcare delivery. However, financial disparities between municipalities, weak intergovernmental coordination, and inconsistencies in crisis response pose significant challenges to policy effectiveness. Comparing these results with previous research, this study confirms decentralization’s role in improving healthcare outcomes while highlighting the need for stronger fiscal redistribution mechanisms, enhanced governance structures, and digital health integration. To optimize decentralized healthcare governance, the study recommends targeted financial support for underfunded areas, improved coordination between national and local health agencies, and the expansion of technology-driven healthcare solutions. This research contributes to the ongoing discourse on decentralized governance by providing policy-oriented solutions to enhance healthcare equity and efficiency in urban settings. Future research should explore long-term policy impacts and innovative strategies to address persistent challenges in decentralized healthcare systems.

Abstract

Infrastructure development is a key driver of economic growth, social progress, and improved quality of life. Effective government policies play a crucial role in ensuring that infrastructure projects are well-planned, efficiently executed, and sustainable. This research evaluates government policy effectiveness in infrastructure development by analyzing policy frameworks, financing mechanisms, governance structures, and technological advancements. The study also assesses public perception and the social, economic, and environmental impacts of infrastructure projects on communities. By comparing infrastructure policies with global best practices, the research highlights the importance of strategic planning, public-private partnerships (PPPs), digital transformation, and sustainable development principles. Findings suggest that countries with transparent governance, long-term investment strategies, and strong community engagement achieve more successful infrastructure outcomes. Conversely, challenges such as corruption, inadequate funding, and lack of public participation often hinder policy effectiveness. The study concludes that governments must enhance policy effectiveness by adopting adaptive policymaking, innovative financing, and inclusive planning approaches to maximize infrastructure benefits. Future research should explore technological innovations and policy reforms that can further optimize infrastructure development for long-term economic and social resilience.

Abstract

Maternal and neonatal mortality remains a significant public health challenge, particularly in remote and geographically isolated areas. This study examines the implementation of Maternal and Child Health (MCH) programs in the Anambas Islands, Riau Islands, and evaluates their effectiveness in reducing maternal and neonatal mortality rates. The research employs a mixed-method approach, combining quantitative data analysis from health records and surveys with qualitative insights from interviews with healthcare professionals and local communities. The findings indicate that while MCH programs, including antenatal care (ANC), skilled birth attendance, and emergency referral systems, have contributed to a decline in maternal and neonatal mortality, several challenges remain. Geographical barriers, limited healthcare infrastructure, transportation difficulties, and cultural preferences for traditional birth attendants hinder the full effectiveness of these programs. The study also highlights the role of trained midwives and community health workers in improving maternal health outcomes, though their reach is often constrained by logistical and resource limitations. Despite these challenges, the research confirms that MCH programs have positively impacted maternal and neonatal health in the Anambas Islands, though additional efforts are required to overcome geographical constraints, improve emergency response mechanisms, and enhance community-based health interventions. The study concludes that strengthening healthcare infrastructure, expanding mobile health services, and implementing culturally sensitive health education programs are crucial for further reducing maternal and neonatal mortality rates in remote island communities.
