Abstract

Public information disclosure is a fundamental prerequisite for achieving transparent and accountable governance. However, the implementation of open data in Medan City continues to face significant challenges due to the absence of an integrated data access system linking village (kelurahan) administrations and local government agencies. This condition has reduced governmental transparency, limited public participation, and weakened the effectiveness of evidence-based decision-making. This study aims to identify the main challenges and formulate policy recommendations to improve public data accessibility. The research employs a descriptive qualitative approach using the Urgency, Seriousness, and Growth (USG) analysis method. The findings reveal that the primary issue is the absence of an integrated open data portal, which is driven by the local government's limited commitment, inadequate human resource capacity, and the lack of standardized data management. Therefore, this study recommends the enactment of a Mayoral Regulation on public data governance to establish an integrated, transparent, and accountable data system that supports bureaucratic reform and enhances the quality of public service delivery.

Abstract

This study aims to analyze the implementation of the Minister of Home Affairs Regulation Number 20 of 2018 in village financial management at Banyuraden Village, Gamping District. The study is motivated by the importance of transparent, accountable, effective, and regulation-compliant village financial management in supporting good village governance. A qualitative descriptive approach was employed. Data were collected through interviews with relevant stakeholders and analysis of various village financial management documents. The data were then analyzed using an interactive analysis model, which includes data reduction, data presentation, and conclusion drawing. The findings indicate that financial management in Banyuraden Village has been carried out in accordance with the provisions of Regulation Number 20 of 2018, covering the stages of planning, implementation, administration, reporting, and accountability. The application of transparency and accountability principles, along with the use of the Siskeudes application, has contributed to more orderly, systematic, and effective financial management.

Abstract

This study aims to analyze the effect of population growth on the unemployment rate in Indonesia. High population growth without being accompanied by an expansion of employment opportunities is one of the contributing factors to the high unemployment rate. The study employs a quantitative approach using secondary data sourced from the Central Bureau of Statistics (BPS) for the period 2015–2023. The data analysis technique applied is multiple linear regression with a panel data model. The results indicate that population growth has a positive and significant effect on the unemployment rate in Indonesia. This finding suggests that every increase in population will raise the number of labor force participants, which in turn leads to higher unemployment if available job opportunities are insufficient. The study provides a theoretical contribution to strengthening population and employment theories, as well as policy recommendations for the government to control the rate of population growth and create productive employment opportunities.

Abstract

The purpose of this study is to analyze the effects of village apparatus competence, internal control systems, and transparency on the accountability of village fund management. This study employed a quantitative approach with a sample of 78 village officials in Tanjung Morawa District. The sampling technique used was total sampling or census method, in which the entire population was included as the research sample. Data were analyzed using multiple linear regression, including partial testing (t-test), simultaneous testing (F-test), and the coefficient of determination test. The results showed that village apparatus competence had a positive and significant effect on the accountability of village fund management. The internal control system also had a positive and significant effect on the accountability of village fund management. In addition, transparency was found to have a positive and significant effect on the accountability of village fund management. Simultaneously, these three variables contributed to improving the accountability of village fund management.

Abstract

This study aims to analyze the influence of education levels on population quality in Indonesia. Population quality is an important indicator in determining a nation's competitiveness amid the dynamics of global competition. This study employs a quantitative approach using secondary data obtained from the Central Statistics Agency (BPS) and relevant literature. The analysis focuses on the relationship between education levels, including mean years of schooling, expected years of schooling, and educational participation, and population quality as measured by the Human Development Index (HDI). The results indicate that education levels have a significant influence on improving population quality in Indonesia. Increases in mean years of schooling and expected years of schooling contribute positively to the HDI. However, disparities in access to education between urban and rural areas and across economic groups remain major challenges. Therefore, affirmative policies are needed to expand equitable access to quality education.
