Abstract

The Jambi Province Human Resources Development Agency has created a training information system in an effort to manage human resource management in regencies, cities and throughout the province of Jambi. However, along with the implementation of the use of this training system, several problems were still found in the use of the system, both from the apparatus in the BPSDM agency and the apparatus as training participants. There are some obstacles to the implementation of the system, such as the lack of consistency of the organizing committee in using the education information system on the grounds that it is still difficult to understand the interface pattern in the application system, so the committee is reluctant to input data and use the application system as a registration facility for training participants. So in the implementation of activities, there are often errors in data and information of training participants which result in errors in the training implementation report. To solve this problem, the researchers conducted an analysis and development of the education management information system at the Jambi Province Human Resources Development Agency with the aim of making users it easier forto easily understand the use of these web-based applications.

Abstract

The health and safety of CPNS training participants, Widyaiswara, families, and communities is a top priority in setting learning policies. Latsar CPNS is one of the training that feel the impact of the pandemic. In this COVID-19 emergency, procedurally, by Plan No. 12 of 2018 and Circular No. 10/K.1/Hkm.02.3/2020 concerning Technical Guidelines for the Implementation of Training During the Coronavirus Disease (Covid-19) Pandemic, participants Latsar CPNS and related parties began to change the learning strategy which was originally face-to-face to online learning. The entire implementation of the CPNS latsar in Indonesia was impacted by the pandemic by holding online learning methods. This study describes the implementation of online learning during the pandemic. This research is a literature review research with the dynamic search method of learning resources conducted online. Data collection includes documents, articles, or news related to learning resources used during COVID-19 online learning. Furthermore, the collected data is analyzed for description. Online learning resources used during the CPNS Latsar training are using WhatsApp (WA), Google Forms, Google Classroom, Google Drive, Youtube, WA groups, and even face-to-face with the Zoom Meeting application. The purpose of this research is to get input and improvements for better online learning resources.

Abstract

This article aims to explain online learning in the latsar CPNS since the COVID-19 outbreak. The research method uses a pre-test and a post-test. The number of samples is set at 40 respondents. Data was collected through an open survey technique with a questionnaire-assisted instrument form Google. Analysis data is used as quantitative descriptive. The results of the study showed that the implementation of online learning had been carried out well amid the COVID-19 pandemic. The conclusion is an online learning model that is quite effective and can be used as a learning medium accompanied by a pandemic. In addition, as an immediate policy on education costs must be carried out, which is the impact of COVID-19.

Abstract

This study aims to analyze the accuracy of receipts and mechanisms for disbursement of Tax Revenue Sharing funds and Non-Tax Revenue Sharing of the Jambi provincial government in the fiscal year 2015 - 2019. Research is quantitative by using secondary data from the Jambi Provincial Government Budget Realization report for the Fiscal Year 2015 - 2019. Based on the results of the analysis can be concluded that the accuracy of receipts using the formula of efficiency calculation between the budget/target with the realization of balance funds dagi tax revenue sharing and Non-Tax Revenue Sharing in the five years in Jambi Province is inaccurate so as to cause the realization far exceeds or less than the budgeted revenue, and the distribution mechanism is also not on time and often late for reasons of miscalculation so that it must be recalculated, this will result in delays and even unenforceable project activities for regional development.

Abstract

One of the program activities of BPSDM Jambi Province which is carried out every year is a training program for retired personnel, the aim is to prepare a number of alternative activities for officials who will enter retirement. This research is about the implementation process of retired entrepreneurial training. This research is a qualitative descriptive study, the informants in this study were the Head of the Jambi Province Human Resources Development Agency, the Head of the Core Technical Competency Development Division, the Heads of Sub-Heads, and the organizing committee. Data were obtained through interviews and activity report books and observations. The data analysis method is to use the data triangulation method, namely by making comparisons and discussions between the data obtained in the field. This research resulted that the implementation of entrepreneurial training Pra Purnabakti at BPSDM Jambi Province has been going well and quite systematically. The implementation process is divided into two parts, namely the planning process and the implementation process. This training planning activity is divided into two parts of planning, namely program planning, and implementation planning. Program planning consists of analyzing the needs of prospective participants of the Retired Entrepreneurship Training and compiling a module for the Retired Entrepreneurship Training program. Meanwhile, the planning for the implementation consists of determining the partners for the implementation of the training, the setting of the place, and the time of the implementation. For more success in the implementation of the training, it is hoped that the BPSDM will budget an adequate budget, due to the implementation of activities in the field.

Abstract

Leadership Education and Training is one type of training for civil servants in order to support structural positions. This training should be followed by all Officials / Prospective Officers who occupy and/or will occupy structural positions. The success will have an impact on the performance of employees in their respective agencies. This study will examine how much influence leadership education and training have on the performance of the Raden Mattaher Hospital Jambi employees? The population and sample were carried out on the alumni of Post-Education and Training 2016-2020 who served at Raden Mattaher Hospital Jambi as many as 10 people, were selected by persuasive sampling. Data was obtained by distributing questionnaires, then analyzed using a simple regression method processed using SPSS 20. The results of this study are that education and training have a positive and significant effect on employee performance and the effect is in the medium category as shown by the regression equation Y = 0.867X + 12.678 with a regression coefficient (recount) obtained at 0.744 when compared with rtable of 0.351, then rcount> rtable (0.744> 0.351). This shows that the regression coefficient is significant so that Ha in this study is accepted. To improve the performance of Raden Mattaher Hospital Jambi employees in serving the community, it is necessary to suggest that every employee is required to attend training education conducted by educational institutions such as the Jambi Province Human Resources Development Agency.

Abstract

The basis of the state for a nation is very important as the goal of living as a nation and state. Indonesia has a state basis called Pancasila. In today's era, the noble values ​​of Pancasila have begun to fade and are practiced by citizens. Therefore, this paper describes the understanding of Pancasila as the purpose of life for the State. This paper is a collection of various books as a reference for citizens in fulfilling their independence. The discussion can be concluded that as the basis of the state, Pancasila acts as a source of all sources of state law and a source of value for the entire Indonesian nation. As the basis of the state, Pancasila is an important guideline in regulating the administration of the state, a source of inspiration, motivation, a source of law, and also the moral ideals of a country, and is a source for the preparation of the constitution in the Indonesian state. The ideals of the state law of the Republic of Indonesia in the four main ideas of the 1945 Constitution are essentially the same as Pancasila, namely God and Humanity, Unity State, Social Justice, and People's Sovereignty. Pancasila is the basis of the state of the Republic of Indonesia, therefore Pancasila is the source of all sources of state law of the Republic of Indonesia. The objectives of the State of Indonesia are stated in the fourth paragraph of the Preamble to the 1945 Constitution of Indonesia, namely: 1) Protecting every nation and the entire homeland of Indonesia: 2) Promoting public welfare. 3) To educate the nation's life, and 4) to Participate in carrying out a world order based on eternal peace and social justice.

Abstract

This study aims to describe the tendency of learning independence of participants in the Basic Training for Candidates for Civil Servants (CPNS) in Sarolangun Regency who applies blended learning in training. The method used is qualitative descriptive. The research subjects were participants in the basic training for CPNS Sarolangun Regency in 2021 as many as two groups consisting of 18 participants. Data collection is done through direct observation of research subjects, researchers, as well as research instruments, directly observe when teaching CPNS Latsar training participants online. The results of the analysis show that the learning independence of the basic CPNS training participants is in the very good category. The indicators of learning independence include: 1) Independence from others, 2) self-confidence, 3) Behave in a disciplined manner, 4) Having a sense of responsibility, 5) Behaving on their own initiative, and 6) Exercise self-control.. The limitations of this study only describe the independence of the trainees, in the future, it is necessary to know the independence of the instructor.

Abstract

In the implementation of Supervisory Leadership Training (PKP), the role of Widyaiswara is not only limited to being a teacher or facilitator but also plays a role as a coach in guiding Action for Change. Action for Change is a working paper for PKP participants whose assessment weight reaches 50 (fifty) percent of the total final score of the participants. In order for participants to get the expected results when participating in the training, the coach is expected to be able to carry out his role to the maximum, starting from the preparation of the change action plan, the implementation process in the workplace, and during the preparation of the change action report. Seeing the importance of this, in this study, the author will try to describe how the coaching process is carried out by coaches and analyze it by comparing it with theories about coaching and regulations issued by LAN regarding morning coaching for PKP participants. Field findings show that the coaching process is in accordance with LAN requirements, the coaches have carried out their role as coaches to explore the potential of participants and provide guidance, motivating participants from the beginning of the mentoring process and when they face obstacles in the field, but when compared with theory-based -The specific skills needed to become a reliable coach, still need development efforts through activities, workshops/training to improve the coaching skills of Widyaiwaras in Jambi Province, which are expected to have an impact on improving the quality of action results changes in PKP participants at BPSDM Jambi Province.

Abstract

Objective: Describe factors that influence the implementation of a new learning paradigm. This study used Edward’s policy implementation theory. According to Edward, there are four factors of policy implementation: communication, resources, disposition, and bureaucracy structure. Methods: The study used a descriptive qualitative method. The researcher applied depth interviews to collect the primary data from Kepala Sekolah Penggerak of high school and shared the google forms with teachers and school supervisors based on self-experience as a Kepala Sekolah Penggerak consultant. The sources of secondary data are school reports and literature. Results: The implementation of the new learning paradigm faced some problems. The main obstacles are forming an operational curriculum for the education unit (OCfEU), diagnostic assessment, studying the report, and framing the Pancasila student profile.
