Abstract

This descriptive qualitative study investigates the empowerment of the Community Protection Unit (SATLINMAS) in fostering security, peace, and order in Sidoarjo Regency. Employing purposive sampling, data collection includes interviews, observation, and documentation. Analysis involves data collection, reduction, study, and conclusion drawing. The findings reveal suboptimal empowerment of SATLINMAS, as evidenced by the absence of key indicators. This study underscores the need for enhanced empowerment strategies to strengthen SATLINMAS' role in creating a secure and peaceful environment in Sidoarjo Regency. Highlight : The study assesses the effectiveness of SATLINMAS empowerment in fostering security and peace in Sidoarjo Regency. Abstract

This study investigates the government's role in waste management at Jabon TPA, Jabon District, Sidoarjo. Employing a descriptive qualitative approach, data collection involves interviews, observation, and documentation, utilizing purposive sampling. Abstract

This descriptive qualitative study investigates the implementation of village fund policies in Kemiri Village, Sidoarjo District, Sidoarjo Regency, employing observation, interviews, and documentation as data collection methods. Through purposive sampling, the study analyzes the clarity of information on village funds in alignment with the Ministry of Finance's directives, focusing on development and community empowerment. The results demonstrate optimal implementation, showcasing the village government's commitment to inclusive decision-making, ensuring community involvement and support for planned initiatives. This research contributes insights into effective local governance practices, with implications for policymakers and practitioners seeking to enhance the impact of village fund policies on rural development and community empowerment. Abstract

This qualitative research endeavors to assess the implementation of the Tangguh Semeru Village program in Gilang Village, Taman District, Sidoarjo Regency, with a particular focus on handling the COVID-19 pandemic. Employing a descriptive research approach, primary and secondary data were collected through observation, interviews, and documentation. Despite the overall effectiveness of the program, reluctance among some residents to report to the COVID-19 Task Force due to fear of social ostracism remains a challenge. The study reveals that human resource efficiency in the program is compromised, as volunteers' participation declines due to remote work commitments. Furthermore, issues related to the equitable distribution of COVID-19 vaccinations and the lack of firm sanctions for non-compliance with isolation measures highlight areas for improvement. The positive response from both village officials and residents underscores a potential for enhancing the program's responsiveness. This research calls attention to the need for targeted interventions to address these challenges, ensuring the equitable and efficient implementation of community-based COVID-19 response programs. Highlight : Social Stigma Challenges: The study identifies and addresses the reluctance of residents to report COVID-19 cases due to fear of social ostracism, emphasizing the crucial role of community perception in effective pandemic management. Abstract

This study explores the implementation of SIPRAJA, an e-government platform, in a rural Indonesian village. Using a qualitative approach and T.B. Smith's framework, we analyzed the interaction between policymakers, target groups, implementing organizations, and environmental factors influencing its adoption. Findings reveal positive community reception, highlighting SIPRAJA's potential to streamline public services. However, limited outreach and technical challenges raise concerns about inclusivity and sustainability. This research suggests targeted awareness campaigns and infrastructure improvements are crucial for bridging the rural-urban digital divide and maximizing the impact of e-government initiatives. Abstract

This study investigates the public value of the Trans Java East bus rapid transit (BRT) system, implemented to address urban congestion in Indonesia. Employing descriptive research methods with data collected through observation, interviews, and literature review, the analysis finds that while Trans Java East meets public value criteria for accessibility, affordability, and comfort, it falls short in fully mitigating congestion. Recommendations for optimization include route expansion, improved integration with other modes of transport, and enhanced operational efficiency. The study concludes that regional BRT systems, despite limitations, offer attractive mobility alternatives and require continuous development to maximize their impact on urban transport challenges. Highlight : Reduces congestion: While not a complete solution, Trans Java East offers a more attractive alternative to private vehicles, potentially easing traffic in the region. Abstract

This study investigates the implementation of the Smart Indonesia Program (PIP) at Buduran 1 State Vocational School in Sidoarjo Regency using a qualitative descriptive research method. Through interviews, observation, and documentation, data was collected from key informants, including the school principal, administrative staff, and program beneficiaries. The study reveals that PIP is effectively communicated through special events and verbal interactions with students. The school has provided sufficient facilities, such as computers and wifi, and benefits from supportive factors like parental involvement and collaboration between Guidance and Counseling teachers. However, challenges arise from communication gaps between funding agencies and schools, impacting data accuracy. The findings underscore the need for streamlined communication channels to optimize PIP implementation. Highlight : Effective Communication: The study emphasizes the importance of special events and verbal communication in disseminating information about the Smart Indonesia Program, ensuring awareness among students and stakeholders. Facility Provision: Buduran 1 State Vocational School's proactive approach in providing adequate facilities, including computers and wifi, contributes to the successful implementation of the Smart Indonesia Program. Abstract

This research employs a qualitative descriptive method to assess the effectiveness of e-Government through the Village Apparatures Information System (SIPEDE) in Sidoarjo Regency. Utilizing observation, interviews, and documentation, both primary and secondary data reveal that the SIPEDE web application is maximally utilized by village officials. While the accuracy of program objectives and program socialization demonstrate success, challenges persist, including imperfect program utilization due to operational limitations. However, effective alignment with goals and regular online monitoring through a WhatsApp group indicate overall positive outcomes. The study underscores the significance of SIPEDE in enhancing information accessibility for the Department of Community and Village Empowerment. Highlight : Maximized Utilization: The research highlights the successful and maximized use of the SIPEDE web application by village officials in Sidoarjo Regency, emphasizing the positive impact on e-Government implementation. This study examines the implementation of a conditional cash transfer program (CCT) in a rural Indonesian village using Charles O. Jones' model of policy execution. Qualitative data collected through observation, interviews, and documentation revealed the program's strengths and weaknesses. While organizational structures and policy interpretations aligned with central government guidelines, limitations emerged in program application. Key shortcomings included inadequate human resource allocation for participant monitoring, lack of access to necessary facilities, and insufficient community awareness. These findings highlight the importance of context-specific adjustments and improved resource allocation within CCT programs to maximize their impact. Abstract

This study examined the implementation of E-Buddy, an electronic official letter system, in a rural Indonesian village. Using observation, interviews, and document analysis, we found that while legal and technological frameworks were in place, human infrastructure posed significant challenges. Officials lacked training and understanding of E-Buddy, hindering its effectiveness. This highlights the crucial role of user-centric design and capacity building in successful e-government initiatives, particularly in resource-constrained settings.
