Abstract

This study delves into the pivotal role of service quality in organizational development, focusing on public service satisfaction at the Suko Village Office, Sidoarjo Sub-district, Sidoarjo Regency. Employing a descriptive quantitative approach through survey methodology, 390 respondents were randomly sampled. Data collection involved primary and secondary sources, while analysis utilized the Community Satisfaction Index (CSI) based on 9 service elements following the Indonesian Minister of Administrative and Bureaucratic Reform Regulation No. 14/2017. Results reveal an average score of 0.111 across the 9 service elements, with the perception interval indicating service quality and performance falling within the "Very Good" category (A). Notably, Service Element U7 (Service Behavior) attained the highest score with an interval value of 3.48 (A), while U9 (Facilities and Infrastructure) marked the lowest with a score of 3.30 (A). This underscores the need for continued focus on infrastructure improvements despite commendable service quality and performance across most domains. Service Element Analysis: Revealed varying satisfaction levels across 9 service elements, highlighting high performance in Service Behavior and the need for improvement in Facilities and Infrastructure. Abstract

This study investigates the implementation of SIPRAJA as a manifestation of smart governance in the administration of Suko Village, Sidoarjo Sub-district, Sidoarjo Regency. Employing a descriptive research design with qualitative methodology, data were collected through interviews, documentation, and observation. Findings reveal key aspects for improvement, notably in communication among RT RW entities for more effective dissemination of information to the community. However, the human resource, infrastructure, and disposition factors within SIPRAJA in Sidoarjo Sub-district align effectively with the objectives set by the local government. The village officials in Suko demonstrate optimal performance in service delivery, exhibiting friendly attitudes and assisting residents unfamiliar with the SIPRAJA application. Additionally, the bureaucratic structure ensures clear task allocation and service responsibilities, exemplified by the Village Head's management and the SOP that ensures the issuance of documents without charge, obtainable directly at the village government office. This study underscores the need for enhanced communication strategies while highlighting the successful alignment of resources and bureaucratic structure toward efficient service provision, ultimately advancing the discourse on smart governance implementations in rural settings. Abstract

This study investigates governmental accountability regarding permits granted for the domestication of protected wildlife. Employing a juridical-normative method with a conceptual approach, it scrutinizes scenarios where wild animals, under domestic care, cause harm. Findings indicate that accountability remains with the owner in the event of wildlife attacks. However, negligence in adhering to granted permits resulting in animal death invokes penalties per Conservation Law No. 5/1990: imprisonment up to 5 years and fines up to Rp. 100,000,000. Notably, dispensations granted due to permit discrepancies underscore the complexity of the issue. This research underscores the legal intricacies and implications of wildlife ownership, stressing the imperative of stringent compliance with conservation laws to preserve endangered species. Abstract

This study investigates the critical role of coding accuracy in managing medical records, focusing on data completeness in healthcare services. Utilizing 30 medical records from two distinct hospitals, the research evaluates the completeness of diagnostic information. Results reveal significant differences between Hospital Bhayangkara Pusdik Porong, with 46.7% complete records, and Hospital 'Aisyiyah Siti Fatimah Tulangan, presenting 73.3% completeness. The Non-Parametric Independent-Samples Mann-Whitney Test yields a significant value of p=0.037, indicating a noteworthy disparity between the two institutions. These findings emphasize the necessity of standardized coding practices to enhance data accuracy and consistency in healthcare, highlighting implications for improved record-keeping and information management strategies. Abstract

This study aims to evaluate the effectiveness of the Plavon website, an online service introduced by the Civil Registry Office in Sidoarjo, Indonesia, for population administration. The innovative service, initiated in 2021, aimed to streamline document processing for citizens, including birth certificates, change of address notices, family cards, identity cards, and death certificates. Utilizing a descriptive qualitative research method and employing data collection techniques such as observation, interviews, and documentation, this study employed both primary and secondary data. The research utilized purposive sampling and focused on e-government effectiveness theory. The findings indicate that the Plavon website has not reached its intended audience effectively. Many elderly individuals lack understanding of its usage, possess no smartphones, or face technological gaps with smartphones and computers. Suboptimal program awareness among the populace remains a challenge. Additionally, the program lacks clear operational instructions, particularly regarding the implementation of the Plavon website. Despite operating under the legal framework of Ministerial Regulation No. 7 of 2019 for online population administration services, this study highlights crucial gaps in implementation and audience outreach, indicating the need for strategic improvements and enhanced public awareness campaigns. Highlights: Accessibility Gap: Elderly and Technologically Disadvantaged: Elderly individuals and those lacking technological proficiency face challenges accessing and utilizing the Plavon website for administrative services. Abstract

This study investigates the efficacy of the Poedak application in population administration services within Karangandong village, utilizing a descriptive qualitative approach. Employing purposive sampling, primary and secondary data were collected via observation, interviews, document abstracts, and recordings. Results indicate Poedak's effectiveness through four key indicators: precision in program objectives, successful program dissemination, alignment with program goals, and program monitoring. The findings reveal commendable precision in program targeting, robust program dissemination through online media and direct community engagement, goal congruence with Gresik Regency's expectations, and effective program monitoring. However, challenges such as limited village-level Poedak awareness among residents and server connectivity issues in Karangandong Village hindered its seamless operation, impeding the application's effectiveness. This study underscores the need for enhanced community awareness initiatives and robust technological infrastructure to optimize the Poedak application's effectiveness in rural population administration. Abstract

This qualitative descriptive study investigates waste management in Kejapanan Village, Gempol District, Pasuruan Regency, focusing on the government's role and influencing factors. Employing interviews, observation, and documentation, the research reveals the government's dual role as motivator and facilitator through community empowerment, training, and providing essential facilities. Collaborations with environmental services address staffing shortages. Supporting factors include community appreciation and cooperation, while hindrances involve damaged garbage trucks and insufficient waste management machinery. The implications underscore the need for repairs, additions, and improved collaboration to enhance waste management in Kejapanan Village, offering insights applicable to global waste management challenges Highlight : The study explores the multifaceted role of the government in waste management, emphasizing its function as a motivator and facilitator through community empowerment initiatives. Abstract

This study examines the financial management of Wedi Village in Gedangan District, Sidoarjo Regency, focusing on the alignment between the Annual Village Budget (APBDes) and the Village Medium-Term Development Plan (RPJMDes), the capacity of village officials in report preparation and financial accounting, and the proficiency of SISKEUDES application operators. Applying a qualitative approach, the research employs observations, interviews, and documentation for data collection. While the village demonstrates adherence to regulatory guidelines, hindrances include incomplete accommodation of community aspirations in the APBDes, conflicting central government regulations, and diminished village autonomy in financial management. The study highlights the need for streamlined regulations to enhance village financial autonomy and recommends targeted training programs for officials to address operational challenges in financial management. Highlight : Comprehensive Analysis: This study provides a thorough examination of the financial management practices in Wedi Village, shedding light on the compatibility issues between the APBDes and RPJMDes, as well as challenges in utilizing the SISKEUDES application. Abstract

This study employs Edward III's policy implementation theory to examine the implementation of the Social Cash Assistance (BST) program in Gebang Village, Sidoarjo Regency. Utilizing a descriptive qualitative method with data gathered through observation, interviews, and documentation, the research identifies communication, resources, dispositions, and bureaucratic structure as critical factors. The findings reveal that the BST program in Gebang Village has been effectively executed, with robust communication facilitated through coordination meetings and outreach. Human resources, comprising village employees and supporting staff, demonstrate high commitment and operate within health protocol guidelines. Despite optimal implementation, challenges such as limited beneficiaries, social jealousy, and program discontinuation in 2022 are identified. The study underscores the need for addressing these challenges to enhance the program's sustainability and effectiveness. Abstract

This study investigates the quality of Integrated Administrative Services (PATEN) in the Dlanggu sub-district office, Mojokerto Regency. Utilizing a descriptive research design with a qualitative approach, the performance of administrative service employees is analyzed. Data collected through interviews, observation, and documentation reveal that service speed is commendable, and employee politeness and friendliness are satisfactory. While some service quality indicators are met, the overall service quality in Dlanggu District is deemed good and reasonably optimal. The study identifies both supporting factors and constraints affecting employee performance. This research contributes to the understanding of integrated administrative services and suggests potential areas for improvement in Dlanggu District, providing insights applicable to similar contexts globally. Highlight : Performance Assessment: Utilizing a qualitative approach, this study evaluates the performance of employees providing Integrated Administrative Services (PATEN) in Dlanggu Sub-District, offering insights into service quality indicators and efficiency.
