Abstract

Effective management of official letters is crucial for village governance, yet many villages face challenges in this area. Specific Background: Tambak Kalisogo Village in Jabon District, Sidoarjo Regency, implemented the E-Buddy application to address these challenges. Knowledge Gap: While digital solutions like E-Buddy promise efficiency, their practical implementation in village administration is not well-documented. Aims: This study aims to describe and assess the implementation of the E-Buddy application in managing official letters within the Tambak Kalisogo Village Government using a descriptive qualitative method. Results: The study utilized purposive sampling, involving key informants such as the village head, village secretary, and the head of the service section responsible for E-Buddy. Findings indicate that communication within the application was generally effective; however, the transmission was one-directional, focusing solely on communication from the village head to the E-Buddy operator instead of all users. Resource availability, including facilities and infrastructure, was deemed sufficient to support E-Buddy's optimal implementation. However, issues such as margin-setting difficulties and application errors posed challenges. The disposition indicator was aligned with the management of incoming letters, while the bureaucratic structure demonstrated adequate standard operating procedures. Novelty: This study highlights specific implementation challenges, such as margin-setting difficulties and delayed notifications, that need attention from service providers. Implications: The findings suggest the need for improved communication channels and technical support within E-Buddy to enhance official letter management at the village level, with the Sidoarjo Regency Government's support in addressing these obstacles. Highlights: Communication Gap: One-directional communication limits effective use of E-Buddy among village officials. Technical Challenges: Margin-setting and application errors hinder optimal letter management. Abstract

The Specific background shows that although many E-Government applications have been implemented, the effectiveness of the next generation social welfare information system (SIKS-NG) in processing poverty data at the village level is still poorly understood. Knowledge gap raises questions about how SIKS-NG can be optimized to meet social welfare objectives. The aim of this study is to evaluate the performance of SIKS-NG as a poverty data processing application and identify the challenges faced in its implementation. Results of the study show that accuracy in determining program targets, lack of effective socialization, and inadequate monitoring are obstacles to the optimization of SIKS-NG. The novelty of this study lies in the descriptive qualitative approach that reveals the direct experiences of stakeholders in using the application. Implications of these findings suggest the need for improvements in program socialization and monitoring so that SIKS-NG can function optimally and provide maximum benefits to the community in managing poverty data and improving public services in the field of social welfare. Abstract

General Background: Economic development in developing countries aims to enhance economic growth, job opportunities, income distribution, and balance the economic structure. Specific Background: Indonesia, known as an agrarian country due to its fertile land, still relies on rice imports despite its agricultural potential. Knowledge Gap: The effectiveness of government roles in increasing rice production remains unclear, especially at the local level, where farmers face challenges with seed and fertilizer assistance. Aims: This study examines the government's role in increasing rice yields in Karangtanjung Village, Candi District, Sidoarjo Regency, focusing on its function as a stabilizer, innovator, pioneer, and implementer. Results: The findings reveal that the government’s role has been implemented but not fully effective. Farmers perceive challenges with assistance, notably in obtaining superior seeds and affordable, environmentally friendly fertilizers. Moreover, government efforts to enhance production through agricultural support face obstacles, including irrigation issues and limited farmer participation in training programs. Novelty: This study highlights the gaps in the current government interventions, emphasizing the need for improved policies to provide superior seeds and sustainable farming practices tailored to the specific conditions of Karangtanjung Village. Implications: For the government to enhance rice production effectively, there must be efforts to address the supply of superior seeds and environmentally friendly fertilizers, tailored training programs, and better irrigation systems to meet the needs of local farmers. This study underscores the importance of a more targeted approach in agricultural policy to ensure sustainable and increased crop yields. Highlights: Government acts as a stabilizer, innovator, pioneer, and implementer to support rice farming. Empowerment programs include providing seeds, fertilizer, irrigation systems, and agricultural machinery. Abstract

Background: Effective policy implementation is essential for achieving developmental goals, particularly in rural areas. Specific Background: This study examines the implementation of the Government Work Plan (RKP) in Kedungrejo, Jabon District, Sidoarjo. Knowledge Gap: There is limited research on the operational challenges of RKP implementation in rural Indonesia. Aims: The research analyzes RKP implementation, focusing on communication, resources, disposition, and bureaucratic structure per Edward III’s framework. Results: Findings reveal that village officials engage in monitoring infrastructure projects but lack Standard Operating Procedures (SOPs) and dedicated oversight teams. Novelty: This study offers empirical insights into the practical challenges faced in RKP implementation. Implications: Establishing SOPs and dedicated teams is recommended to improve coordination and accountability, enhancing governance and community participation in rural development efforts. Abstract

General Background: Food security is a critical issue in rural areas, especially in developing countries, where sustainable agricultural practices and government support play a vital role in ensuring a stable food supply. Specific Background: In Sumorame Village, Candi District, Sidoarjo Regency, the local government has implemented a food security program aimed at improving agricultural productivity and community welfare. Knowledge Gap: Despite the program's significance, little is known about the specific factors influencing its success, particularly in the context of rural governance and local agricultural conditions. Aims: This study aims to describe and analyze the implementation of the food security program in Sumorame Village, focusing on four key factors: communication, resources, disposition, and bureaucratic structure. Results: The findings reveal that communication between the village government, farmers, and community groups has been effective through targeted socialization efforts. Human resources are competent, with strong collaboration among farmer groups. Financial resources have been allocated in accordance with regulations, but physical infrastructure remains inadequate due to limited agricultural land, unfavorable geographical conditions, and suboptimal hydroponic yields. Disposition among stakeholders is positive, with high commitment observed. The bureaucratic structure has been functioning in accordance with established Standard Operating Procedures (SOPs). Novelty: This study highlights the importance of resource optimization, particularly in agricultural infrastructure, and stresses the need for improved technological integration to enhance program outcomes. Implications: The results suggest that strengthening communication and addressing physical resource limitations are crucial for improving food security program effectiveness in rural areas. This study provides valuable insights for policymakers seeking to enhance rural food security initiatives. Highlights: Communication is crucial for successful food security program implementation. Abstract

General Background: The adoption of E-Government systems is increasingly important in improving public services, particularly at the local government level, to enhance transparency and accessibility. Specific Background: In Indonesia, Village Information Systems (SID) have been introduced to streamline communication, resource management, and service delivery in rural areas. Sugihwaras Village in Sidoarjo Regency is one such location where SID has been implemented. Knowledge Gap: Despite its potential, the effectiveness of SID implementation remains underexplored, particularly in terms of communication, resources, and its impact on rural governance. Aims: This study aims to analyze and describe the implementation of E-Government through SID in Sugihwaras Village, focusing on the four indicators: communication, resources, disposition, and bureaucratic structure, using Edward III's policy implementation model. Results: The findings indicate that communication and resource allocation are the primary issues hindering SID effectiveness. Inadequate operator training and a lack of budget for operator fees have led to outdated information and diminished motivation. However, strong commitment from local government and adherence to standard operating procedures (SOPs) have ensured that the system continues to function. Novelty: This study highlights the crucial role of consistent training and budgetary support in enhancing E-Government systems at the village level, particularly in rural Indonesia. Implications: Strengthening operator skills and ensuring adequate financial support are essential for optimizing SID as a tool for public information transparency and service delivery, contributing to improved rural governance and E-Government effectiveness. Abstract

General background: Efficient public administration in village governance is key to improving community services. Specific background: The Siwalanpanji Village Government has implemented the Sipraja program, aiming to enhance population administration services. Knowledge gap: Despite the use of Sipraja, challenges remain in budget allocation, communication, and operator motivation, suggesting the need for evaluation to determine its effectiveness. Aims: This study analyzes the implementation of the Sipraja program in Siwalanpanji Village using Edward III’s policy theory framework, focusing on communication, resources, disposition, and bureaucratic structure. Results: The findings reveal that communication has been effectively facilitated by village officials who guide residents in using the application. Resources are adequate in terms of facilities, and officials can operate Sipraja, though budget sources remain unfulfilled as a motivator for operators. The disposition aspect is positive, with policymakers’ commitment aligning with existing regulations. The bureaucratic structure is relatively efficient, supported by clear standard operating procedures. However, the need for community socialization and consistent financial support is evident. Abstract

General background of this study examines the role of commercial advertising in marketing, particularly in Sidoarjo Regency. The specific background focuses on whether licensing policies for advertisements account for environmental sustainability. The knowledge gap is the lack of clear distinction between commercial and non-commercial advertisement regulations and their environmental impact. The aims are to analyze Sidoarjo’s advertising licensing procedures, including rules on placement and environmental considerations. The results indicate that while policies exist, unauthorized advertisements still cause environmental harm. The novelty is the focus on integrating environmental aspects into advertising policy. The implications suggest stricter enforcement to protect the environment. Highlights: Advertising licensing in Sidoarjo lacks clear distinction between commercial and non-commercial types. Abstract

General Background: E-commerce platforms, such as Tokopedia, have expanded to offer Mutual Fund investments, creating new opportunities in the digital investment space. Specific Background: The sale of Mutual Funds on Tokopedia is governed by OJK Regulation No. 39/POJK.04/2014, aimed at reducing legal risks for investors. Knowledge Gap: There is limited research on how these regulations are applied to protect investors in e-commerce settings. Aims: This study examines the legal risks associated with Mutual Fund sales on Tokopedia and evaluates the effectiveness of existing policies. Results: The collaboration between Tokopedia and a Mutual Fund Securities Agent demonstrates compliance with OJK regulations, enhancing investor protection, reducing transaction costs, and simplifying investment monitoring. Novelty: The research introduces legal issues related to privacy and investment policies within e-commerce platforms. Implications: It highlights the importance of regulatory compliance to ensure investor protection and increase the credibility of digital investment platforms. Abstract

General background, many Indonesian villages have economic potential that requires strategic development. Specific background, Bluru Kidul struggles with asset utilization and income generation. Knowledge gap, strategies for improving Village Original Income (PADesa) in similar contexts are underexplored. Aims, this study analyzes the village government’s strategies to increase income. Results, qualitative research reveals that while internal stakeholders like BUMDes and PKK are engaged, income targets remain unmet due to inconsistent training and limited actions. Novelty, the study identifies the lack of consistent training as a key issue. Implications, improving training and resource mobilization can enhance income generation and provide a model for other villages. Highlights: Village income is hindered by poor asset management and undeveloped potential. Stakeholders like BUMDes and PKK are involved but not fully optimized.
