Abstract

General Background: The integrity of a nation's leadership is fundamentally shaped by the credibility of its electoral process. A free, secret, and fair presidential election ensures the emergence of leaders who govern with professionalism, transparency, and accountability. However, the effectiveness of electoral institutions is often compromised by political influence and material interests. Specific Background: In Indonesia, electoral integrity is upheld by institutions such as the General Election Commission (KPU), the Election Supervisory Body (BAWASLU), and the Honorary Council for General Election Organizers (DKPP). Despite their mandate, these institutions face significant challenges related to political interference, which undermines their ability to conduct elections transparently and fairly. Knowledge Gap: While numerous studies have examined election integrity, limited research specifically addresses the moral and professional challenges faced by electoral institutions in Indonesia. The extent to which political and economic pressures affect the neutrality of election organizers remains an area requiring deeper investigation. Aims: This study aims to analyze the professionalism of electoral organizers in Indonesia’s presidential elections by assessing legal frameworks, ethical considerations, and institutional challenges. Results: Findings indicate that electoral officials must uphold strong moral principles and legal accountability to withstand internal and external pressures. Ensuring free and fair elections requires institutional integrity, which is currently threatened by undue influence from powerful political entities. Novelty: This research highlights the ethical dilemmas faced by election organizers, emphasizing the need for robust legal and institutional safeguards to protect electoral integrity. Unlike previous studies, it provides an in-depth analysis of both internal and external challenges affecting electoral professionalism. Implications: Strengthening legal mechanisms and enhancing institutional independence are crucial to maintaining the credibility of electoral processes. This study underscores the necessity of professional and ethical electoral organizers in fostering democratic governance and national stability. Abstract

General Background: Regional planning plays a crucial role in achieving balanced development by optimizing the use of natural and human resources across geographic areas. Specific Background: In federal systems like Iraq, the effectiveness of decentralized development plans is often undermined by ambiguity in administrative authority and the uneven distribution of wealth and resources among regions. Knowledge Gap: Limited research has examined how decentralization impacts the successful implementation of regional development plans in governorates not affiliated with any specific region. Aims: This study aims to analyze the role of decentralized regional planning in reducing disparities and improving the efficiency of development strategies in Iraq. Results: Using a SWOT analysis framework, the study reveals that administrative ambiguity and regional inequality are significant barriers to effective development. It highlights that empowering local authorities and redirecting investments toward marginalized areas can reduce unemployment, improve living standards, and stabilize populations. Novelty: The study uniquely links regional planning with decentralization and proposes a model integrating community participation and legislative restructuring as tools for sustainable regional development. Implications: The findings emphasize the urgent need for strategic regional planning that supports decentralized governance to achieve social and economic balance across Iraq’s diverse regions. Abstract

General Background: Street children represent a major social issue worldwide, reflecting poverty, social inequality, and weak institutional protection mechanisms. This problem threatens not only the welfare of children but also the social fabric and future human capital of affected societies. Specific Background: In Afghanistan, particularly in Pul-e-Khumri city, the phenomenon has intensified due to ongoing economic hardship, family disintegration, and limited access to education and social services. Knowledge Gap: Despite global studies, little empirical research has explored the sociological dimensions of street children in Afghanistan, leaving local causes, consequences, and contextual solutions largely understudied. Aims: This qualitative study aims to identify the social, economic, and familial factors leading to the emergence of street children in Pul-e-Khumri, examine its individual and societal impacts, and propose practical solutions. Results: Findings indicate that poverty, unemployment, inadequate parental care, and domestic violence are key determinants, while consequences include physical and psychological harm, social exclusion, and increased inequality. Novelty: The study contributes original insight by contextualizing the street children phenomenon within Afghan socio-economic realities. Implications: The research underscores the urgent need for targeted policy interventions, including poverty alleviation, job creation, and educational programs to prevent and mitigate street child vulnerability in Afghanistan.Highlight : Economic poverty and lack of guardianship are major causes of street children in Pul-e-Khumri. Street children suffer from physical, psychological, and social problems. Financial aid and job creation are effective solutions to reduce this issue. Abstract

Background: Stunting remains a major nutritional problem in Indonesia, particularly at the village level where implementation of national policies varies in effectiveness. Specific Background: Sidokerto Village in Sidoarjo is among the prioritized areas for stunting reduction programs. Knowledge Gap: Limited studies have examined how local governments apply national stunting policies through village-based health systems. Aim: This study analyzes the implementation of the stunting prevention program in Sidokerto Village using Edward III’s policy implementation theory. Results: The findings reveal effective communication and community engagement but limited resources, delayed fund disbursement, and insufficient training. Novelty: This research integrates psychosocial approaches with administrative perspectives to assess village-level health policy implementation. Implications: Strengthening local resource management, continuous cadre training, and bureaucratic efficiency are essential for sustainable stunting prevention in rural communities. Abstract

Background: Menstrual leave represents a normative right for female workers under Indonesian labor law; however, its implementation remains inconsistent in many workplaces. Specific Background: PT. XYZ provides an example of limited policy application due to unclear internal regulations and gender-insensitive culture. Knowledge Gap: Previous studies focused on normative aspects, with little emphasis on empirical evidence of how menstrual leave is practiced. Aim: This study examines how menstrual leave policies are implemented at PT. XYZ through an empirical legal approach. Results: The findings reveal that ambiguous procedures in the Collective Labor Agreement, inadequate socialization, and medical verification requirements hinder access to menstrual leave. Novelty: The study highlights the intersection between legal norms and reproductive justice in the workplace. Implication: Strengthening company regulations, increasing gender awareness training, and enhancing government supervision are essential to ensure inclusive and equitable labor rights. Abstract

Abstract: (General Background) Fiscal incentives such as bonded zone facilities have become key instruments for enhancing industrial competitiveness and export growth in Indonesia. (Specific Background) Despite their potential benefits, not all companies have successfully optimized customs and tax policies to improve financial performance. (Knowledge Gap) Previous studies mostly focused on export performance, leaving a gap in understanding their impact on profitability and capital structure. (Aims) This study examines how Customs Policy and Tax Restitution affect profitability (ROA) and capital structure (DER) among bonded zone companies listed on the Indonesia Stock Exchange from 2022–2024. (Results) Using multiple linear regression, results reveal that both Customs Policy and Tax Restitution significantly increase profitability and reduce leverage. (Novelty) This study provides new evidence on how fiscal policy effectiveness strengthens internal financing and financial stability. (Implications) The findings guide policymakers in improving fiscal incentive implementation and encourage firms to optimize internal cash management for sustainable financial growth. Abstract

This study critically examines the basic tenets of liberalism and their implications for the discourse between Islam and the West. With reference to texts from thinkers such as John Locke and John Stuart Mill, it challenges the rationality and coherence of liberal ideology, particularly regarding equality, freedom and hedonistic morality. Islamic perspectives on these issues are considered, highlighting differences in epistemological foundations. Abstract

General Background Land and Building Tax (PBB) is a primary revenue source vital for local development, making taxpayer compliance essential for municipal financing. Specific Background Despite the strategic importance of PBB, compliance rates in Sidoarjo Regency remain variable , particularly in Keper Village, where PBB realization consistently hovers between 50% to 60%. Knowledge Gap This persistent underperformance suggests a suboptimal role of the local village government in mobilizing and motivating its taxpayers. Aims This qualitative descriptive study aims to analyze and describe the implementation of the Keper Village Government's role based on Bintoro Tjokroamidjojo’s (2000) framework: motivator, facilitator, and mobilizer. Results Findings indicate the motivator role is suboptimal due to the lack of formal socialization and absence of legal sanctions. The facilitator role is constrained as payment services at the village hall are strictly limited to working days and hours. Although the mobilizer role employs direct SPPT distribution and social media, these efforts have not succeeded in raising public awareness or collection rates. Novelty The study provides an indicator-based diagnostic of local governance deficits that impede tax compliance in rural settings. Implications The findings imply that a systematic shift towards mandatory socialization, clear incentive structures, and flexible service facilitation is required to boost tax collection and support local development. Highlights: Lack of formal socialization weakens the village government's role as a tax motivator. PBB payment services at the village hall are restricted to working days and business hours. Despite various mobilization efforts, public awareness and tax collection rates remain consistently low. Abstract

General Background: Sustainable rural development hinges on empowering local economies, with Village-Owned Enterprises (BUMDes) serving as the primary vehicle for achieving community welfare. Specific Background: The Village Government plays a crucial statutory role as regulator, dynamizer, facilitator, and catalyst to ensure BUMDes' success, as mandated by the Village Law in Indonesia. Knowledge Gap: While the government's role is well-defined, the specific challenges encountered in operationalizing this role and their direct link to the BUMDes' success in a particular region require detailed examination. Aims: This research analyzes and describes the Village Government's multifaceted role in developing BUMDes in Ketapang Village, Sidoarjo. Results: The government actively provides capital (e.g., Rp 230 million for Califour Tourism) and technical training, but the primary constraint is the BUMDes management's lack of innovation, digital promotion skills, and general capability. Novelty: This study provides empirical evidence of how the government's four roles (Regulator, Dinamizator, Facilitator, Catalyst) interact with specific HR and financial limitations in Ketapang Village, offering precise local solutions. Implications: To achieve sustainable development, the government must shift its focus from general training to targeted capacity-building programs that specifically address human resource quality and digital literacy. Highlights: Village Government actively provides capital and regulatory support to BUMDes units. Development is primarily hindered by low human resources capability and innovation.
