Papua Journal of Diplomacy and International Relations (PJDIR) is an open-access, peer-reviewed journal published by the International Relations Study Program, Faculty of Social and Political Sciences, Cenderawasih University, in collaboration with the Indonesian Association for International Relations (AIHII). As a region located strategically between Asia and the Pacific, the International Relations Study Program in Papua is committed to becoming a research center of excellence for disseminating original articles. This journal accepts articles covering the issues in the field of diplomacy and international relations from researchers and practitioners with interests in those issues. The PJDIR is published twice a year in May and November. Abstract

This study aims to discover how Amnesty International plays a role as a Non-Governmental Organization in supporting the freedom of expression of Veronica Koman, a prominent human rights defender in Indonesia, and investigates its boomerang effect. This comparative analysis used a descriptive-qualitative method. The data collecting technique used literature study from official sources such as Amnesty International Indonesia’s website and Twitter, and other relevant sources, such as books, journals, and online news. This study finds that Amnesty International has played several roles such as: release responses on its website and social media; form a coalition and release a joint statement with other NGOs; launch PENA campaign; request Interpol to stop red notice on Veronica Koman; and advocacy to ICT Law and criminal code revision. By the end of 2021, Veronica Koman is still being hunted by the Indonesian government 2021. Abstract

West Sumatra is one of the provinces in Indonesia where most of the people are of the Minangkabau ethnicity. People in the province base their lives on the customs and religion of Islam. As of October 2021, West Sumatra had not performed well in terms of vaccination rates. It was one of the two provinces in Indonesia with the lowest acceptance rate of the COVID-19 vaccine at the time. The government of West Sumatra did not sanction vaccine refusal either. This resulted in a slowdown in the government’s objective of creating herd immunity. This article, therefore, aims to analyze the local values of West Sumatra, which can be utilized as a means of overcoming this situation. The research method used in this study was qualitative, with primary data collected through interviews, and secondary data obtained from journals, books, reports, and news articles. The result shows that the Covid-19 is a global problem which requires a domestic response by involving local actors from social capital networks in West Sumatra.KEYWORDSCovid-19; Intermestic; Policy; West Sumatra

Abstract

As part of their energy cooperation, Indonesia and Denmark have signed a Memorandum of Understanding (MoU) in 2015, which was later upgraded to the Indonesian Denmark Energy Partnership Programme (INDODEPP) signed in 2022. This study aims to analyze the potential benefit arising from this energy cooperation. Data for this study was collected from secondary sources using a qualitative research method. This study found that this cooperation provides mutual benefits for both countries, with Indonesia gains the most. Indonesia has abundant renewable energy resources, while Denmark is a leading country, with a long tradition in the development and utilization of new renewable energy. These conditions offer Indonesia the opportunity to benefit from a partnership with Denmark in the development of renewable energy and help Indonesia with future energy provision. In addition, this cooperation has improved Indonesia’s energy supply prospects, as indicated by the development of a wind power plant and a hybrid power plant, which aligns with Indonesia’s target of achieving 23% renewable energy by 2025.KEYWORDSAbundant Resources; Cooperation; Partnership; Renewable Energy

Abstract

This study analyses the decline in Indonesian coal exports to China during the Covid-19 pandemic from 2019 to 2020. The timeframe was selected due to a decline in Indonesian coal exports to China during that period. Although literature reviews indicate that several previous articles have discussed Indonesia’s coal exports to China, they do not cover the timeframe during the Covid-19 pandemic, as is the case in this study. Consequently, this article is novel and contributes to the discussion in that area. This study was conducted qualitatively, as well as using the library research method to collect information from a variety of secondary sources. The findings of this study indicate that the decline in Indonesian coal exports to China during the Covid-19 pandemic from 2019 to 2020 occurred as the result of China’s domestic problems. These domestic problems include the decline in production in China’s industry because of the lockdown policy carried out during the pandemic. The pandemic significantly limited import activities and slowed down domestic production, in addition to the overall slowdown of the world economy which led to a decrease in demand for coal. Abstract

Since the Cold War era, the United States (US) and Russia have practiced the same pattern of diplomatic relations, namely the exchange of prisoners. The exchange started in 1962 and continued to the most recent one in 2022. To this end, this article examines the trajectory of the prisoner exchange between the US and Russia through a descriptive qualitative approach complemented by a transactional diplomacy perspective. A chronology of prisoner exchanges between the two countries is presented in this study, along with the costs involved and the benefits received by each nation. From various exchange events between the US and Russia, it was found that the relationship pattern is transactionalism, tends to be bilateral and even ignores the multilateralism framework. The two countries have taken similar roles as the initiators of prisoners’ exchange. In addition to the roles, the positions of the two countries also alternate with one another. If the US acts as the initiator, Russia will be in a “wait and see” position and vice versa. In the end, bargaining position becomes the determining variable for who is in the “wait and see” position and who acts as the initiator.KEYWORDSPrisoner Exchange; Russia; The United States; Transactional Diplomacy
