Abstract

This paper discusses the Brexit phenomenon and lessons can be learned for ASEAN regional cooperation. Brexit or Britain Exit is the phenomenon when Britain ceased being a member of the European Union (EU). The main reason for British escape from the EU through referendum is immigrant issues. Besides, they are not too well informed about the EU and only see the negative impact of the EU on the UK. The conditions faced by the UK are essentially driven by single European market policy. So the flow of capital, goods, services, and workers can move freely in the EU member states. ASEAN has reached the similar level of integration through the AEC in 2015, therefore ASEAN should take lessons from the Brexit phenomenon since the same thing might happen to ASEAN. Knowledge or information of a regional cooperation is important to note for the ASEAN society to create mutual understanding among ASEAN community. Ignorance will result in fear and prejudice against particular policies of a regional cooperation. Tulisan ini membahas fenomena Brexit dan pelajaran yang bisa diambil oleh kerja sama regional ASEAN. Brexit atau Britain Exit merupakan fenomena keluarnya Inggris dari keanggotaan Uni Eropa. Isu imigran menjadi alasan utama masyarakat Inggris melakukan referendum untuk keluar dari Uni Eropa. Namun faktanya, warga Inggris sendiri tidak terlalu mengetahui apa itu Uni Eropa dan pendapat masyarakat Inggris justru melihat Uni Eropa membawa dampak negatif pada Inggris. Kondisi yang dihadapi Inggris pada dasarnya dipicu kebijakan single market sehingga arus modal, barang, jasa, dan pekerja dapat dengan bebas bergerak di negara-negara anggota Uni Eropa. ASEAN pada tahun 2015 mencapai tingkat integrasi yang hampir sama melalui ASEAN Economic Community, ASEAN harus dapat mengambil pelajaran dari fenomena Brexit bahwa hal yang sama mungkin terjadi di ASEAN. Pengetahuan atau informasi dari suatu kerja sama regional penting untuk diketahui bagi masyarakat di regional tersebut. Ketidaktahuan akan berakibat pada ketakutan dan prasangka terhadap kebijakan tertentu dari suatu kerja sama regional. ASEAN bisa saja menghadapi hal yang sama melalui AEC, sehingga Brexit memberikan pelajaran dan beberapa catatan bagi kerja sama regional ASEAN, tentang pentingnya pengetahuan terkait ASEAN kepada masyarakat ASEAN itu sendiri.

Abstract

Indonesia is a country that can conduct dialogue and humanitarian diplomacy to the Myanmar government related to the issue of humanitarian crises that occur in the Rohingya ethnic group in Myanmar. This is evidenced by the acceptance of Indonesia as a dialogue partner in talks related to humanitarian diplomacy which aims to open up humanitarian space so that humanitarian assistance can be channeled to the victims of the humanitarian crisis that occurred. The policy of providing humanitarian assistance is inseparable from the dilemma faced by Indonesia both internally, bilateral relations, and international norms and rules. This paper aims to describe the dilemma faced by Indonesia in the policy of providing humanitarian assistance that departs from the historical proximity of Indonesia and Myanmar, the non-intervention rules of ASEAN, the international norms of Responsibility to  Protect  (R2P) and the Islamic identity in Indonesia which constitutes the majority’s identity which urges the government to take responsive actions to resolve the humanitarian crisis. Findings from the paper describe much that was done by Indonesia. Of the various dilemmas faced by Indonesia, the biggest supporting factor in actions taken by Indonesia is the insistence of Muslim identity to take action based on shared identity with victims of the crisis in Rakhine.

Abstract

Community service on the decision-making process in foreign policy aims to improve awareness of high school students in Padang on the importance of foreign policy. Foreign policy is often identified with complexity and far from public sphere. The community service team expects this activity could help high school students understand the decision making process in foreign policy. The community service is conducted with lecture and role-play method of formulating foreign policy. The approach used in this program is Graham Allison’s concept regarding process of foreign policy- making. This activity is designed in several stages. In the initial stages, the team prepares working plans. The second stage is socialization and the last stage is program implementation. It can be concluded that this community service has increased the student’s understanding in regards to the importance of foreign policy. Result of this activity indicates that students’ knowledge on foreign policy is improving. This is calculated based on several indicators i.e understanding on the role of actors in formulating foreign policy, factors affecting foreign policy and impact on the state’s strategy to pursue its national interest.

Abstract

This paper seeks to explain Indonesia's response to the Rohingya humanitarian crisis in Myanmar in 2017. The purpose of this paper is to explain Indonesia's success in opening up humanitarian space. The Rohingya humanitarian crisis has come to international attention with manifestations such as the pressure on the Myanmar government to stabilize its domestic security, calls for dialogue, and the provision of humanitarian assistance by the United Nations. However, Myanmar declined the invitation and withheld the assistance provided. Amid the refusal, Indonesia emerged as an actor who sought to help deal with the humanitarian crisis which was responded positively by Myanmar. Indonesia's response to the crisis in 2017 was different when the crisis that occurred in 2012, i.e Indonesia rise the Rohingya crisis as a joint problem in the OIC and ASEAN forums. This paper uses qualitative methods using secondary data. The conceptual framework used is humanitarian diplomacy. The findings of this paper are that Indonesia responded to the crisis by coordinating with Bangladesh after holding a dialogue with the Myanmar government to open up humanitarian space. Furthermore, the establishment of AKIM shows that the response of the Indonesian government was also encouraged by Islamic groups in Indonesia. Indonesia's success is due to Indonesia's good track record of Myanmar.

Abstract

This study examines about China beauty market associated with beauty perception in their society. The beautiful perception in China differs from time to time, most contradictory to the Mao era; beautiful women are women who did not do self-beautification, while post-Mao era, in line with the opening of the economy, beautiful women associated with white skin, young, and tall. To meet these criteria, women do beauty treatments and buy cosmetics so the demand for cosmetics becomes high. This behavior encourages the rise of cosmetic trading activities in China, so China has become one of the largest beauty market on global scale continues to grow. The rapid growth of the market in China cannot be separated from the Chinese beauty perception of women. Such perception ultimately oppresses women through demands to fulfill the beauty perception that exists in society. Later, beauty perception actually provides a great benefit for beauty companies in China.  Keywords: Beauty, Market, Women, China, Oppression

Abstract

Tulisan ini berupaya untuk menjelaskan perubahan sikap Korea Utara terkait komitmennya dalam menghentikan program senjata nuklir. Dimulai dengan uji coba misil balistik pada tahun 2017, menuai beragam penolakan dari Cina, Korea Selatan, dan Amerika Serikat. Hingga pada April 2018, ditandatanganinya Deklarasi Pamunjom antara Korea Utara dan Korea Selatan, diiringi dengan diadakannya pertemuan Amerika Serikat dan Korea Utara pada Juni 2018 tentang denuklirisasi Korea Utara. Namun, lima bulan kemudian, IAEA melaporkan bahwa Korea Utara ternyata masih melanjutkan proram nuklirnya. Mangkirnya Korea Utara dari komitmennya disebabkan karena perbedaan identitas antara Korea utara dengan aktor lainnya di kawasan yang membentuk hubungan yang dipersepsikan sebagai rival dan kepentingan untuk mempertahankan diri.

Abstract

This research discusses China's efforts to eliminate China Threat's perception in the United States on Hu Jintao reign. The Gallup survey indicator shows that the people of the United States began to view China as a threat related to the rise of China. To eliminate this assumption, during the reign of Hu Jintao, China began to carry out public diplomacy efforts to the United States in order to improve its image. The purpose of this study is to explain China's public diplomacy efforts to the United States during Hu Jintao's time as an effort to improve the image. This research was discussed using the concept of R.S Zaharna's public diplomacy.This research uses qualitative methods with library research data collection techniques. China's public diplomacy is mostly carried out by state actors with a cultural approach that targets the community, institutions and community. This study saw that almost all public diplomacy efforts such as student exchanges, cultural institution development and the establishment of sister cities by China had a positive impact, marked by China's favorable index in the United States which rose 40% in 2012.

Abstract

The environmental aspects and the community's environmental concern are an inseparable part of the Sports Diplomacy at the 2018 Asian Games. This study is aimed at examining the environmental aspects and environmental concerns of the community. Researchers used explorative and descriptive methods. The sampling technique in this study is purposive sampling. Data were gathered using online questionnaires in a google form for likert scale 1-5. The results showed that all the public facilities were considered to be sufficient for visitors to the Jakabaring Sport city during the 2018 Asian Games. Based on the asked opinions with likert scales 1-5 it was found that the respondents’ opinions on the environmental aspects of the games’ facilities  were quite good to very good, which included the availability of clean water, garbage boxes, availability of public toilets and smoke-free zones. Less than 10 percent of respondents are concerned about the adequacy of clean water and other public facilities.

Abstract

AbstractThis paper seeks to explain the importance of faith-based organizations as social capital during the new normal era in West Sumatra. Considering West Sumatra is identical with the strong Islamic Identity and the increase of Covid-19 cases which put the region in the 6th highest number in Indonesia, this research is imperative to be conducted. Referring to WHO’s policy, the local government of West Sumatra has imposed several regulations for new normal adaption and controlling the Covid-19 in the society. Therefore, this paper uses qualitative methods and social capital is applied for interpreting data. The data used in this study is the primary and secondary data—the primary data. We argues that the religious character of West Sumatra society provides opportunities for faith-based organizations to support the government in reducing the number of positive cases by educating people through Ulama who actively play a role in daily life. Abstrak Tulisan ini berupaya untuk menjelaskan mengenai pentingnya organisasi berbasis agama sebagai modal sosial pada masa new normal di Sumatera Barat. Sumatera Barat identik dengan identitas Islam yang kuat. Peningkatan kasus Covid-19 menempatkan Sumatera Barat pada urutan ke-6 di Indonesia. Maka dari itu penelitian ini menjadi penting untuk dilakukan. Mengacu pada kebijakan WHO, Pemerintah Daerah Sumatera Barat telah memberlakukan peraturan tentang adaptasi new normal dan pengendalian Covid-19 di masyarakat. Tulisan ini menggunakan metode kualitatif dan modal sosial digunakan untuk menginterpretasikan data. Jenis data primer dan data sekunder digunakan dalam tulisan ini. Kami berpendapat bahwa karakter masyarakat Sumatera Barat yang agamais memberikan peluang bagi organisasi berbasis agama dalam mendukung pemerintah menekan jumlah kasus positif dengan mendidik masyarakat lewat ulama yang aktif berperan dalam kehidupan sehari-hari.

Abstract

Qatar is a popular destination for migrant workers and ever become the world’s highest ratio of migrants to citizens. For decades, Qatar has adopted the Kafala System. Recently, Qatar received international spotlight due to human rights violation during preparations for the 2022 FIFA World Cup. In 2015, Qatar took step to change Kafala System but half of population still wants to maintain the system. The Government finally issued a policy in 2020 as the end of Kafala System’s reform. This research aims to explain the factors that have influenced policy changes for migrant workers in Qatar from 2010 to 2020. This research is analyzed with foreign policy change as conceptual framework proposed by Spyros Blavoukos and Dimitris Bourantonis. Research method used in this research is qualitative method and the type of research is descriptive analysis by using secondary data. According to the concept, this research found that Qatar has made changes to migrant worker’s policies due to conditions such as the Gulf Crisis, participation in the international system, political-institutional setting and policy making process, and change of leadership in 2013.
