Abstract

This research analyzes the impact of decentralization policies on the quality of local public services in the road infrastructure sector and evaluates the role of citizen participation in improving road accessibility in Ermera Municipality, Timor-Leste. Decentralization is viewed as a strategy to enhance service delivery and democratic legitimacy through community involvement, yet its effectiveness is often limited by institutional capacity, fiscal dependence on the central government, and weak citizen participation mechanisms. A qualitative case study approach was employed, with data collected through in-depth interviews with local officials, community leaders, and residents, as well as field observations and document analysis. Thematic analysis was used to process the data, ensuring validity through triangulation. The findings show that while decentralization has increased local government authority in road planning and implementation, fiscal constraints, lack of transparency, and weak coordination limit its effectiveness. Citizen participation has a positive impact on identifying needs and supporting project execution, but it remains largely consultative and insufficiently institutionalized, particularly in monitoring and evaluation. In conclusion, decentralization and citizen participation complement each other in improving local public services. Strengthening the technical and fiscal capacity of local governments and institutionalizing citizen involvement at all stages is crucial for achieving inclusive, responsive, and sustainable road infrastructure. The study offers strategic implications for decentralization reforms in developing countries.

Abstract

The case of a viral video featuring young preacher Gus Elham showing himself kissing a small child during da'wah activities has sparked widespread controversy on social media, especially Instagram. Various counter-netizens' comments expressed sharp criticism of the act, which was deemed inappropriate and exceeded the ethical limits of interaction between adults and children. This study analyzes the pattern of netizens' criticism in video uploads of Gus Elham's case recordings to understand how digital society builds moral narratives against religious figures in digital public spaces. This study uses a descriptive qualitative approach through the analysis of Instagram comment content, focusing on netizens' counter-comments as the main data. The results of the study show the dominance of ethical criticism, demands for child protection, moral delegitimization of religious figures, and calls for social and legal responsibility. These findings show the role of netizens as active social actors in shaping public ethics discourse and social control over religious figures in the digital space. This study recommends strengthening digital da'wah ethics literacy and preparing guidelines for public interaction ethics for religious figures on social media.

Abstract

Intestinal worm infections remain a health problem in developing countries, especially in areas with poor sanitation. Ascaris lumbricoides is one of the causes of helminth infections that can lead to serious complications, such as intestinal obstruction. This research aims to report cases of intestinal obstruction due to an Ascaris ball in adolescent patients. The method used was a case report on a 14-year-old female patient who was treated for six days with the main complaint of pain all over the abdomen, accompanied by vomiting containing worms. Physical examination showed abdominal tenderness and decreased intestinal sounds, while laboratory examination showed leukocytosis. Radiological examination revealed meteorism. The patient was diagnosed with abdominal pain secondary to ascariasis with suspected partial ileal obstruction due to the Ascaris ball. Initial therapy included intravenous fluids, antibiotics, antiemetics, analgesics, and albendazole. However, due to a total mechanical intestinal obstruction, an exploratory laparotomy was performed. During surgery, dilation of the jejunum and obstruction of the ileum were found to be caused by a collection of worms resembling a ball. Hundreds of worms were evacuated from the intestinal lumen, and intestinal flushing was carried out. The patient showed improvement in her condition after surgery and follow-up therapy. This case demonstrates that ascariasis infection can cause serious complications, such as intestinal obstruction, that require surgery. Early diagnosis and proper management are essential to prevent more severe complications.

Abstract

Background: Brugada syndrome (BrS) is a genetic cardiac channelopathy associated with an increased risk of malignant arrhythmias and sudden cardiac death (SCD), particularly in individuals without structural heart disease. The condition is characterized by specific electrocardiographic (ECG) patterns, with type I showing coved-type ST-segment elevation and type II showing saddleback morphology. Differentiating BrS from Brugada phenocopy (BrP), which is induced by reversible conditions such as electrolyte disturbances, remains a clinical challenge, especially in patients presenting with atypical features. Objective: This case report aims to describe the clinical presentation, diagnosis, and management of a patient with a type II Brugada ECG pattern. Method: A 38-year-old male presented with chest pain, diaphoresis, and syncope. Electrocardiography, laboratory tests, cardiac monitoring, and echocardiography were performed. Results: ECG revealed a saddleback ST-segment elevation ?2 mm in lead V2, consistent with the type II Brugada pattern. Laboratory findings, including electrolytes and troponin I, were normal. Cardiac monitoring recorded premature ventricular contractions. Echocardiography showed normal cardiac function. The Brugada pattern persisted on follow-up ECGs. Conclusion: Early recognition of the type II Brugada pattern is crucial in patients with syncope, even with normal electrolytes. Referral for electrophysiological studies and consideration of an ICD is essential to prevent SCD.

Abstract

Background: Shallot (Allium ascalonicum L.) is a high-value vegetable commodity in Indonesia, but its productivity remains low, particularly in North Toraja Regency. The use of organic fertilizers such as Azolla pinnata bokashi combined with inorganic NPK fertilizer offers potential for improving shallot growth and production through integrated nutrient management. Objective: This study aims to determine the response of shallot plants to the application of Azolla pinnata bokashi and NPK fertilizer. Method: A factorial experiment arranged in a randomized block design was conducted from May to August 2022. Treatments included three levels of A. pinnata bokashi (control, 30 tons/ha, 50 tons/ha) and three levels of NPK fertilizer (control, 250 kg/ha, 350 kg/ha). Data were analyzed using ANOVA and orthogonal polynomial methods. Results: The results showed that the application of 50 tons/ha A. pinnata bokashi gave the best results for all observed variables. The application of 350 kg/ha NPK fertilizer also produced the best growth and production. The interaction between 50 tons/ha A. pinnata bokashi and 350 kg/ha NPK fertilizer was the best combination treatment, significantly increasing plant height, number of bulbs, and bulb weight compared to other treatments. The response of shallot plants to the application of A. pinnata bokashi and NPK fertilizers was linear. Conclusion: The combination of 50 tons/ha A. pinnata bokashi and 350 kg/ha NPK fertilizer is recommended for optimizing shallot growth and production in highland areas. The integrated use of organic and inorganic fertilizers can improve shallot productivity through synergistic effects on plant growth parameters.

Abstract

The rapid development of digital technology has significantly transformed the music industry, particularly in the processes of production, distribution, and consumption. One of the key innovations driving this transformation is the Digital Audio Workstation (DAW), which enables musicians to produce music independently within a flexible and digital ecosystem. This research analyzes the role of the Digital Audio Workstation (DAW) in the convergence of technology and music production practices in the digital era. DAW is not only a music production tool but also serves as a communication medium that shapes musicians’ creative patterns. Using McLuhan’s technological determinism theory and Jenkins’ media convergence theory, the study finds that DAW introduces flexibility in music production, allowing cross-border collaboration. The results indicate that DAW has democratized music production, enabling independent musicians to control both the creative process and music distribution, although challenges such as digital literacy and quality standards remain. DAW plays a crucial role in shaping musicians’ identities, facilitating communication with audiences, and accelerating the emergence of a more collaborative and global digital music culture. This research also shows how DAW transforms the way musicians interact with technology and the broader music industry.

Abstract

In the era of global pop culture and digital media proliferation, celebrity endorsement has become a key strategy in marketing communication, particularly for engaging youth consumers who are deeply embedded in fandom communities. This research examines celebrity endorsement as a communication management practice by analyzing how the global K-pop group Blackpink functions as a brand ambassador for Oreo among teenage consumers in Cirebon City, Indonesia. Employing a qualitative case study design, the research draws on semi-structured interviews, non-participant observation, and documentation of Instagram-based promotional materials. The findings demonstrate that Blackpink performs three interrelated communicative roles: visual testimonial provision, endorsement and symbolic reinforcement, and narrative centrality within brand communication. Rather than relying on informational persuasion, Oreo strategically manages meaning through visual symbolism, fandom-oriented engagement, and platform-specific narratives that enable teenagers to co-create brand meaning. Conceptually, the study advances communication management scholarship by positioning celebrity endorsement as a process of meaning management, stakeholder engagement, and strategic narrative construction, particularly within secondary urban contexts shaped by global media flows.

Abstract

This study is grounded in the global and national challenges faced by the coal industry, particularly the tension between its economic contribution and the increasing environmental and social pressures. In Indonesia, coal remains a key driver of economic growth and employment, especially in resource-rich regions such as East Kalimantan. However, the industry is often associated with negative perceptions related to environmental degradation, which threatens its social legitimacy. The purpose of this study is to analyze the role of image maintenance and image creation strategies implemented by PT Asiatic Universal Indonesia and to examine their impact on job feasibility and regional economic growth. This research employs a descriptive qualitative method, using in-depth interviews, document analysis, and limited observation to obtain comprehensive insights from various stakeholders, including company management, employees, local communities, and government representatives. The findings indicate that image maintenance strategies, such as regulatory compliance, CSR programs, and transparent communication, play a significant role in maintaining public trust and securing the social license to operate. Meanwhile, image creation strategies focusing on economic contributions, job creation, and technological innovation help reshape public perceptions of the coal industry. These strategies collectively contribute to improving job stability, enhancing workforce quality, and increasing employee satisfaction. In conclusion, image management in the coal industry is not merely a communication tool but a strategic mechanism that directly affects employment feasibility and regional economic growth. Effective integration of image maintenance and image creation can ensure business sustainability, strengthen stakeholder relationships, and support long-term economic development.

Abstract

PT Syntax Corporation Indonesia operates in the F&B sector and requires a computerized employee attendance information system to provide precise, fast, and accurate information. The attendance process and recap calculations are still performed manually, which is time-consuming. With a computerized system, this research aims to analyze an Internet of Things–based employee presence system model using Agile methods. The method used to design and analyze the system’s advantages and disadvantages is the Agile methodology. The development flow is as follows: (1) Definition of Requirements, (2) Design, (3) Coding, (4) Testing, and (5) Operation and Maintenance. The results of this study indicate that the information system can minimize employee fraud in manipulating attendance and make it easier for institutions or companies to obtain detailed employee attendance and departure information. The implementation of an Internet of Things (IoT)–based employee presence system is an effort to facilitate employees in recording attendance and generating employee attendance reports. Based on tests and surveys on the use of an Internet of Things (IoT)–based presence system, it achieved an average usability of 79.16%, efficiency of 83.78%, and portability of 74.33%. The use of an Internet of Things (IoT)–based employee attendance system can simplify the attendance process, record employee attendance data, and reduce the risk of losing paper-based attendance records. This system can also improve the overall effectiveness and efficiency of attendance management through automation.

Abstract

Introduction: Leprosy is a chronic disease caused by Mycobacterium leprae and manifests as damage to the skin and peripheral nerves. Globally, a total of 176,176 cases (0.2 cases per 10,000 population) were recorded for treatment at the end of 2015. Southeast Asia accounted for 72% of the global burden of new cases and 60% of global leprosy disabilities. Out of 14 countries globally reporting more than 1,000 cases annually, six are from the Southeast Asian Region. Method: This research is an epidemiological analytic study using a cross-sectional approach. The study population includes all managers and leprosy focal points from all Community Health Centers (CHCs) in Timor-Leste, with an estimated number of 136. Result: The findings of the study indicate that health policy, human resources, and drug supply influence leprosy elimination status, with the following results: 0.631 > 0.05, 0.569 > 0.05, and 0.396 > 0.05, respectively, from the perspective of CHC managers, and 0.384 > 0.05, 0.195 > 0.05, and 0.071 > 0.05 from the perspective of leprosy focal points. These results show that the hypothesis of no influence of health policy, human resources, and drug supply on the maintenance of leprosy elimination status was rejected. Conclusion: Based on the results outlined above, it can be concluded that health policy, human resources, and drug supply influence the status of leprosy elimination in Timor-Leste. Despite these results, this study also found that 53% of Community Health Centers in Timor-Leste are not properly implementing activities related to these three variables.
