Abstract

Strategic planning of information systems is to establish policy and planning implementation of information technology as a supporter of bussiness process and solution of the problem with high accuracy and know the possibilities of the system is less precise procedure. To achieve this, an information systems strategy planning organizations (including universities therein) should be done through the stages: an analysis of objectives and issues / information needs (goals and poblem), critical success factor (CSFs), SWOT analysis, impact analysis information technology (technology impact analysis) and analysis of the vision or strategic view of the system (strategy vision system) and a review model of business functions (business proccess) organization. In STMIK Raharja, strategic planning and information system model was developed based on through these stages and includes information services to be provided by STMIK Prog as a university. Determination of information system strategic planning and selection of models developed subsequently determined by the specific needs and determinants with attention to rules and procedures. This paper presented a discussion about the foundation and information systems strategic planning phases of Higher Education as an organization by taking a model of information services at Raharja STMIK Tangerang, with academic information subsystem as an example the case of the implementation of the development. To clarify the discussion, at this writing are also discussed briefly about the strategy on information systems implementation STMIK Prog as a university organization.Keywords: critical success factor, model, business process, strategy system vision

Abstract

 Beberapa Perguruan Tinggi Swasta (PTS) di Jombang menerapkan proses seleksi Penerimaan Mahasiswa Baru (PMB) online, sehingga pendaftar cukup mendaftar melalui website PMB online milik masing-masing PTS, tanpa perlu ke Perguruan Tinggi (PT) tersebut. Namun dalam pelaksanaanya masih terdapat calon mahasiswa yang mendaftar secara langsung ke kantor PMB PTS, hal tersebut menjadikan perlunya pengukuran tingkat kesuksesan penerapan website PMB online di PTS. Selain itu, selama ini website PMB online PTS di Jombang belum pernah dilakukan evaluasi untuk mengetahui tingkat keberhasilannya. HOT (Human Organization Technology) Fit model merupakan model kesuksesan yang dapat dijadikan model dalam mengevaluasi sistem informasi. Terdapat 7 variabel yang digunakan HOT Fit, yaitu kualitas sistem (system quality), kualitas informasi (information quality), kualitas layanan (service quality), pengguna sistem (system use), kepuasan pengguna (user satisfaction), manfaat (net beneFits), struktur organisasi (organization structure). Hasil penelitian menunjukkan terdapat 3 indikator penilaian dengan nilai kepuasan di bawah 85%, yaitu kecepatan waktu respon 76,1%; adanya fasilitas bantuan 71,6%; dan kepuasan tampilan 64,2%. Sehingga 3 indikator tersebut perlu ditingkat lagi untuk mendapatkan hasil yang lebih baik dan dapat mengoptimalkan penerapan website PMB online PTS di Jombang.   Private Higher Education (PHE) in Jombang apply online admission of new students selection process, so applicants simply register through admission of new students online website owned by their respective private universities, without needing to the university. But in the implementation there are still prospective students who apply directly to the office of admission of new students PHE, it makes the need to measure the success rate of admission of new students website online application in PHE. Also, so far admission of new students online website PHE in Jombang has never been evaluated to determine the success rate. HOT (Human Organization Technology) Fit model is a model of success that can be used as a model for evaluating information systems. There are seven variables used by HOT Fit, i.e., system quality, information quality, service quality, system use, user satisfaction, net beneFits, organizational structure (organization structure). The result of the research shows that there are three assessment indicators with satisfaction value below 85%, the response time is 76,1%; the availability of 71.6% of aid facilities; and 64.2% display satisfaction. So that three indicators need to be increased again to get better results and can optimize the implementation of admission of new students website online PHE in Jombang.

Abstract

Teknologi informasi berkembang sangat cepat. Berbagai macam produk teknologi informasi makin banyak bermunculan di kalangan masyarakat. Sayangnya, tidak semua kalangan mampu beradaptasi dengan perkembangan teknologi informasi tersebut, sehingga terdapat beberapa kalangan yang mengalami kesenjangan digital.Access Index Digital (DAI) merupakan alat ukur kemampuan keseluruhan individu dalam suatu negara untuk mengakses dan menggunakan teknologi informasi dan komunikasi. DAI dibangun dengan empat faktor fundamental yang mempengaruhi kemampuan suatu negara untuk mengakses TIK yaitu: infrastruktur, keterjangkauan, pengetahuan dan kualitas.Kesenjangan digital perlu diukur sebagai bahan pertimbangan Pemerintah Provinsi Kalimantan Utara dalam menyusun strategi dan kebijakan yang berkaitan dengan TIK. Hasil pengukuran kesenjangan digital juga dapat dimanfaatkan oleh Pemerintah Provinsi Kalimantan Utara sebagai acuan dalam pemerataan akses dan kemampuan TIK bagi masyarakat melalui penyediaan infrastruktur maupun program pelatihan untuk pengembangan SDM. Tujuan penelitian ini adalah mendapatkan informasi mengenai kondisi kesenjangan digital yang terjadi di Kalimantan utara yang dilihat dari aspek kesenjangan akses TIK, dan untuk mengetahui besarnya nilai indeks digital divide serta menentukan prioritas pembangunan yang menitikberatkan pada peningkatan TIK .Hasil dari penelitian ini menunjukkan bahwa kesenjangan digital yang terjadi di Provinsi Kalimantan Utara pada aspek infrastruktur dan keterjangkauan layak untuk dipertahankan dan pada aspek pengetahuan dan kualitas memiliki prioritas yang rendah sehingga belum menjadi kebutuhan yang penting, dan kurangnya peran pemerintah dan swasta dalam pemerataan dan memasyarakatkkan TIK

Abstract

There are many benefits of using information technology in the health sector such as to make hospital information system, clinic or puskesmas. Now, queuing reservation system is still done manually or just using SMS / by phone, required a system that can be used patient to find and do doctor reservation. Thus, the patient when it comes can be directly checked without having to wait for a long time. Another problem when someone goes to a new area, then need medical services as soon as possible because of that is needed an application which contains information of doctor / clinic nearby. Therefore, in this paper will be discussed draft doctor reservation application by displaying a list of doctors. So the patient simply open the application and will be displayed a list of doctors, this will certainly facilitate the patient in finding and make a doctor reservation.

The measurement of the quality of service the website best of criteria Ease of use, Content, Accuracy, Timeliness of response, Privacy and determine the best Securities website of each criterion based on user presepsi service website in the Gallery of the investment. Abstract

Saat ini pembinaan terhadap koperasi yang ada di lingkungan Pemerintah Kabupaten Kotawaringin Timur sangat diperlukan karena adanya koperasi yang baru berdiri maupun yang telah lama berdiri kinerjanya menurun yaitu omset koperasi turun sebesar 30% dan lambat dalam melaksanakan Rapat Anggota Tahunan (RAT) yaitu pada tahun 2016 sebanyak 164 koperasi dan tahun 2017 sebanyak 140 koperasi. Dengan jumlah koperasi saat ini Dinas Koperasi kekurangan SDM pembina, oleh karena itu perlu menentukan koperasi yang diprioritaskan mendapatkan pembinaandengankriteria yaitu jenis koperasi, masa kerja, kategori, jumlah anggota, modal sendiri, volume usaha, dan SHU. Dinas Koperasi dan UKM Kabupaten Kotawaringin Timur melakukan pembinaan dengan bimbingan teknis terhadap koperasidan audit terhadap kepengurusan dan keuangan Koperasi, namun karena belum adanya pedoman dalam menentukan koperasi yang layak untuk dilakukan pembinaan sehingga sering mengakibatkan salah sasaran dalam memilih koperasi yaitu koperasi yang seharusnya mendapat pembinaan tetapi tidak dilaksanakan pembinaan.. Salah satu cara untuk mengatasi permasalah tersebut adalah dengan Data Mining dengan metode klasifikasi menggunakan algoritma K-Nearest Neighbour (K-NN). Penelitian ini menerapkan algoritma K-NN dalam menentukan koperasi yang layak mendapatkan pembina. Hasil yang dari penelitian ini adalah klasifikasi koperasi yang layak mendapatkan pembinaan dengan akurasi yang diperoleh sebesar 96,33%.Kata Kunci — Pembinaan, Klasifikasi, KNNCurrently coaching of cooperatives in Kotawaringin Timur District is very necessary because the existence of cooperatives that established and have long been established, their performance has decreased, namely the turnover of cooperatives fell by 30% and slow in carrying out the RAT, namely in 2016 as many as 164 cooperatives and in 2017 there were 140 cooperatives. Cooperatives currently the Department of Cooperatives is lacking in human resources, it is therefore necessary to determine which cooperatives are prioritized to get guidance with criteria such as type of cooperative, length of service, category, number of members, own capital, business volume, and SHU. Cooperative District conducts coaching with technical guidance on cooperatives and audits of Cooperative management and finance, but due to the lack of guidelines in determining appropriate cooperatives for coaching that often results in mis-targeting in choosing cooperatives, namely cooperatives that should receive guidance but not coaching is carried out. One way to overcome these problems is by Data Mining using a classification method with K-Nearest Neighbor (K-NN) algorithm. This study applies the K-NN algorithm in determining cooperatives that are eligible for guidance. The results is with an accuracy of 96.33%.Keywords — Coaching, Classification, KNN

Abstract

INTISARIPenelitian ini melakukan evaluasi aplikasi Secure System Of Payment (SSP) menggunakan metode end-user computing satisfaction (EUCS). Tujuan penelitian mendapatkan hasil evaluasi aplikasi mengenai tingkat kepuasan pengguna dan rekomendasi perbaikan teknis aplikasi SSP agar menjadi lebih baik. Prinsip end-user computing satisfaction (EUCS) menggunakan 5 atribut, content, accuracy, format, ease of use, dan timeline. Metode analisis pada penelitian ini menggunakan kuantitatif deskriptif. Hasil penelitian mendapatkan tingkat kepuasan sebesar 66%.Hasil tersebut dihitung dari analisis atribut, content 73%, accuracy 64%, format 72%, ease of use 54%, dan timeline 65%. Kategori penilaian end-user computing satisfaction (EUCS), pengguna aplikasi SSP menyatakan puas. Aplikasi SSP perlu memperbaiki beberapa bagian yang agar menjadi lebih baik lagi, terutama desain yang kurang user friendly dan aplikasi yang susah digunakan.Kata kunci— evaluasi, aplikasi, end-user computing satisfaction, likert, kepuasan ABSTRACTThis research evaluates the application of the Secure System of Payment (SSP) uses the end-user computing satisfaction (EUCS) method. Abstract

AbstrakPenelitian ini dilakukan untuk mengetahui capaian kemajuan dan memberikan saran untuk  pelaksanaan domain layanan SPBE di Dinas Perindustrian dan Perdagangan Kabupaten Banjar. Struktur penilaian SPBE dikhususkan pada Domain 3 Layanan SPBE tingkat kematangan pada kapabilitas fungsi dan menggunakan metode  CMM/CMMI Development versi 1.3.Perhitungan Indeks domain Layanan SPBE dilakukan berdasarkan hasil pengolahan data dari 12 responden pada kuesioner SPBE, kemudian Roamap CMMI dipetakan berdasarkan domain layanan SPBE yang memiliki nilai kesesuaian paling tinggi digunakan sebagai roadmap yang palin cocok, yang dalam penelitian ini adalah Process Roadmap yang kemudian diukur tingkat kematangan tiap Process Area- nya (Process area Organizational Process Focus, Process area Organizational Focus Definition, Process area Measurement and Analysis, Process area Causal Analysis and Resolution, Process area Process and Product Quality Assurance).Rekomendasi diberikan berdasarkan hasil perhitungan tingkat kematangan dari setiap Process Area agar saran yang diberikan dapat digunakan sebagai langkah perbaikan yang tepat dan berkelanjutan bagi instansi terkait.

Abstract

This research was conducted to determine the progress achieved and provide suggestions for the implementation of the EBGS service domain in the Banjar Regency Industry and Trade Office. The Electronic Based Government System (EBGS) assessment structure is specific to the Domain 3 EBGS service maturity level in the capability of the function and uses the Capability Maturity Model/Capability Maturity Model Integration (CMM/CMMI) Development method. The EBGS Service domain index calculation is based on the results of data processing from 12 respondents on the EBGS questionnaire, then CMMI Roadmap is mapped based on the EBGS service domain which has the highest conformity value used as the most suitable roadmap, which in this study is the Process Roadmap which then measures the level of maturity of each process area (Process Area Organizational Process Focus, Process Area Organizational Focus Definition, Process Area Measurement and Analysis, Process Area Causal Analysis and Resolution, Process Area Process and Product Quality Assurance). Recommendations are given based on the results of calculating the level of maturity of each Process Area so that the suggestions given can be used as appropriate and sustainable corrective measures for the relevant agencies.

Abstract

INTISARITata kelola sistem informasi menentukan tingkat pencapaian dari tujuan bisnis perusahaan. Semakin baik tata kelola sistem informasi berdampak pada keberhasilan mengelola proses dan tujuan bisnis dalam aspek akuntabilitas, resposibilitas dan transparansi. Model COBIT 4.1 digunakan untuk dapat mengukur tingkat keberhasilan suatu tata kelola sistem informasi sesuai dengan tujuan bisnis perusahaan. penelitian ini dilakukan untuk mengetahui tingkat kematangan tata kelola sistem informasi dari institut teknologi budi utomo dengan menggunakan perspektif internal dengan focus peningkatan dan pemeliharaan fungsionalitas proses bisnis pada model Balanced Scorecard sebagai alat untuk memetakan rencana strategis perusahaan, lalu dilakukan pengukuran tingkat kematangan menggunakan sub domain terpilih pada COBIT 4.1. Dari pemetaan Balanced Scorecard dan COBIT4.1 diperoleh sub domain PO2, PO3, AI2, AI4, dan AI7 yang digunakan untuk mengevaluasi tata kelola sistem informasi pada institut teknologi budi utomo berdasarkan model framework COBIT 4.1. Hasil pengukuran tingkat kematangan sub domain terpilih didapatkan hasil tingkat kematangan level 2 atau proses sudah dilakukan namun belum baku dan terdokumentasi secara terstruktur. Sedangkan tingkat kematangan yang diharapkan berada pada level 3 atau proses sudah terdefinisi baku dan terdokumentasi dengan struktur yang jelas dan baik. Hasil akhir dari penelitian berupa rekomendasi perbaikan untuk menuju tingkat kematangan yang diharapkan. Kata Kunci : Tingkat Kematangan, Balanced Scorecard (BSC), Perspektif Internal, COBIT 4.1, Tata Kelola Sistem Informasi ABSTRACTInformation system governance determines the level of achievement of the company's business goals. The better governance of information systems affects the success of managing business processes and objectives in aspects of accountability, resposibility and approval. The COBIT 4.1 model is used to measure the success of an information system governance in accordance with the company's business goals. This research was conducted to study the maturity level of information systems governance Institut Teknologi Budi Utomo using an internal perspective with a focus on improving and maintaining business process functionality in the Balanced Scorecard model as a tool to map out the company's strategic plan, then measuring the maturity level using sub domains obtained in COBIT 4.1. From the mapping of the Balanced Scorecard and COBIT4.1, PO2, PO3, AI2, AI4, and AI7 sub-domains are used to collect information systems governance at the utmost Budi technology institution based on the framework of the COBIT 4.1 model. The results of the measurement of the level of maturity of the sub domain are taken the level 2 maturity level results or the process has been carried out but not yet standardized and structured documented. While the expected level of maturity at level 3 or process is standard and documented with a clear and good structure.
