Abstract

Cybersecurity is a very strategic issue in maintaining a state’s stability, particularly in this modern era. The threats that can attack a state can no longer be physical or traditional threats but also cyber threat. In dealing with cases occurring related to the issue, Singapore initiated the establishment of ASEAN-Singapore Cybersecurity Centre of Excellence (ASCCE) to ascertain cybersecurity stability in ASEAN region. However, it of course results in various speculations and potencies likely occurring when cybersecurity is concentrated and controlled on one country only. Therefore, this journal analyzed ASCCE-related potency and threat likely occurring in ASEAN using Speech Act, Securitization, Wideners, International Cooperation, and Information Technology Management theories. In addition, the author also discussed the effectiveness of ASCCE performance in coping with cybercrimes and cyberthreats in ASEAN and their effect on ASEAN states.

Abstract

According to the theory of environmentalism, human civilization has a negative impact on the environment because of industrialization. It means that it cannot be separated from the perspective of the green movement that underlies environmentalism. Environmental issues are an implicative issue because it creates a chain reaction for many parties. In general, cities in the Southeast Asia region are facing the same issue, such as air pollution obtained from factories and motorized vehicles. Within the regional scope, ASEAN has taken the initiative to create regional cooperation that specifically addresses cross-border haze and other environmental issues within the framework of ASEAN cooperation. One of the ASEAN member countries, Singapore was able to hold down the Air Pollution Standard Index and become the 5th ranked country in Asia Pacific with the best air quality. Thus, Singapore experience better air quality than most other countries in Southeast Asia. The achievement of Singapore also involves government policies that pay great attention to environmental issues. The results of this paper provide views and alternatives that can be applied by other countries' governments, related to environmental issues

Abstract

This paper analyzes the diplomatic relations between Turkey and Greece which are constantly changing. The relationship between the two are volatile, where the relationship of cooperation and conflict occurred alternately over the years. Turkey and Greece have a dark history due to war, but in 1999 they decided to open diplomatic relations after implementing disaster diplomacy. However, the relationship between the two tends to lead to disputes over the territory of Cyprus, Aegean Sea, and Mediterranean Sea. Also land border problems due to global migration because both are neighboring countries. Although the relationship between Turkey and Greece often heat up, the two also carry out bilateral cooperation, especially in the economic field. This paper aims to analyze and explain the reasons behind the dynamics of diplomatic relations between Turkey and Greece since the opening of embassies in the two countries until now. To analyze this paper, rational choice theory and the concept of national interest are used based on a neorealism perspective.

Abstract

This paper seeks to analyze ASEAN’s ineffectivity in combating transnational organized crime, with special focus on the case of drug trafficking. With most member states being in a developing economy state, the region of Southeast Asia become a target for the various activities of transnational organized crimes (TOCs). One of the prominent TOC operating in the region is illegal drug trafficking, with its center in the region being at the Golden Triangle area—an intersection between Myanmar, Laos, and Thailand. The three countries themselves are known for being production points of illegal drugs, with little national effort to combat it. While the hope for regional action from ASEAN emerge, ASEAN’s various effort in combating illegal drug trafficking seems to be ineffective. This is evidenced by the constant increase of illegal drug production and distribution in the region and even outwards. This paper seeks to explain this ineffectivity. By utilizing the framework of security community, this paper argues that there is a lack of collective identity and community sense that become the underlying factor for this ineffectivity. Therefore, this paper concludes the need of ideational shift to increase effectivity in ASEAN’s effort.

Abstract

In carrying out a diplomatic mission, a diplomatic representative is granted a right of immunity and privileges in order to be able to carry out missions freely. But in practice, there is an abuse of the rights granted. One of them is North Korea's diplomatic representative to Bangladesh, Son Young Nam, who is known to have abused his rights to gold smuggling. This study aims to find out what are the rights of immunity and privileges obtained by diplomatic representatives and what are the legal consequences of the abuse of immunity rights and privileges, with an example of a case study of gold smuggling by a diplomatic representative of North Korea in Bangladesh. The research method used is a qualitative method with primary data obtained through the search results of journals, documents, and official websites. This research uses National Interest Theory in the analysis. This study shows that after diplomatic representatives receive various immunity rights and privileges, then abuse them, there are three ways that the receiving country can choose in responding to the abuse. Such as the declaration of persona non grata, the removal of immunity and privileges, or the termination of diplomatic relations between the two countries as a last resort.
