Jurnal Pranatacara Bhumandala merupakan jurnal ilmiah, ruang diskusi akademik-teoritik yang dijadikan sebagai referensi serta rujukan ilmiah bagi para mahasiswa, dosen maupun akademisi dalam memperkaya khazanah keilmuan di bidang Perencanaan Wilayah dan Kota. Jurnal ini bertujuan untuk menyediakan ruang dalam menuangkan ide, gagasan, hasil penelitian, sekaligus pengembangan wawasan keilmuan khususnya di bidang perencanaan wilayah dan kota. Fokus dan ruang lingkup jurnal ini meliputi bidang studi perkotaan (urban studies), pengembangan wilayah, infrastruktur, ruang dan budaya, permukiman, pariwisata dan perancangan kota. Setiap naskah yang diajukan akan melalui proses review oleh dua orang reviewer. Jurnal Pranatacara Bhumandala dipublikasi dua kali dalam setahun, setiap bulan Juni dan Desember, oleh Program Studi Perencanaan Wilayah dan Kota, Fakultas Teknik, Universitas Hindu Indonesia.

Abstract

Subak is a community organization that functions to regulate the distribution system of irrigation flows that irrigate each plot of rice fields. Based on data from the Denpasar City Agriculture Office, the area of ​​rice fields in 2017 reached 2,464 hectares. Then, in early 2018 it became 2,444 hectares, or shrunk by 20 hectares. Therefore the authors conducted research on; First, identify the role of subak in reducing land use change that occurs in Penatih Village with its 3 subaks included in the government program, namely sustainable subak; Second, investigate what factors can reduce land conversion in Denpasar City, especially in Penatih Village. The purpose of this study was to determine the role of subak in reducing land conversion in Penatih Village and the dominant factors that play a role in reducing the rate of land conversion. Using descriptive qualitative and quantitative methods, this study found that subak has an important role in reducing the rate of land use change. This can be seen from the mindset that Subak already knows what land is and land use change. From the technology of rice fields, it is also currently easier for Subak to manage agricultural land. Now, how can Subak apply the existing and mutually agreed upon awig - awig to reduce land conversion and plan to develop the existing potential so that the income of farmers will increase. The dominant factors that play a role in reducing land use change are the rice field technology factor from the mindset subsystem, the awig - awig factor and subak organization from the social subsystem, and the suitability of land and rice fields from the physical subsystem.

Abstract

The availability of public space is a must for a city. Public space serves as a place for people to meet, gather and interact, whether for religious purposes, trade or building government. This study aims to assess the quality of public space in the area of ​​the Gedung Kesenian Dr. Ir. Soekarno, Jembrana Regency. This research uses the approach of Carr's (1992) public space theory about aspects of forming the quality of public space which consists of 3 aspects, namely aspects of needs, aspects of rights, and aspects of meaning. The quality value is set in four types, namely good, sufficient, less good, and not good. The range of values ​​as a benchmark for the quality of public space is calculated by multiplying the maximum number of values ​​for each item on the question item by the weight of each sub-factor. The results showed that based on the measurement of the quality of the public space, it was found that the quality of the public space in the Dr. Art Building area. Ir. Soekarno is in the good category. Aspect value of needs (needs) obtained is 71.07 meaning good category. For the rights aspect, it got a score of 40.87 in the good category. Meanwhile, for the meaning aspect, the public space of the Dr. Art Building area. Ir. Soekarno got a score of 15.88 with a fairly good category. Overall, based on the results of data interpretation and analysis, it was concluded that the Dr. Ir Soekarno Art Building Area can be said to be a good quality public space.

Abstract

This study aims to find out and understand deeply the phenomenon of spatial development patterns in the suburbs of Batubulan, Sukawati District, Gianyar Regency. This research is based on circumtances that the area is identified as a suburban area that is affected by the development of the city of Denpasar. This study uses a qualitative method with a naturalistic approach. Observations in this study were carried out to see the phenomenon of spatial development that occurred in the Peri Urban Batububulan area with a radius of 2 km from the Batubulan Highway corridor as the center. Morphological developments were analyzed periodically over 5 periods of time, namely data on built up land in 1997, 2002, 2007, 2012, and 2017. This tenth period can describe the pattern of land use in 2017. This study found that the pattern of morphological development that occurred in the outskirts of Batubulan in the form of a ribbon/ribbon with symptoms of urban sprawl. The factors that cause the spatial morphological pattern that occurs are due to the emergence of new growth poles, the spatial implications of the development of the city of Denpasar (multiplier effect) towards the periphery and the development of primary arterial road corridors, Jalan Raya Batu Bulan and Jalan Prof. Ida Bagus Mantra.

Abstract

Blimbingsari Village is one of the tourist villages in Jembrana Regency. This village is an acculturation village of Balinese culture with Christians. This village has a rural natural atmosphere that is still very natural and very well organized, so it is considered to have the potential for developing a tourist village. The purpose of this study was to determine and formulate the potential that exists in Blimbingsari Village as a tourism village and how to develop its potential strategy. This study uses a qualitative approach with SWOT analysis. The data in this study were taken through interviews, observation and documentation. The results of this study indicate that there are 9 (nine) potentials to be developed as tourist villages consisting of; (1) The potential of the grojogan waterfall; (2) jungle tracking (jungle exploration); (3) Balinese cooking class (Balinese cooking class); (4) Village tour (Village tour); (5) Snorkelling (6) Bird watching tour; (7) Local conservation and farm tour (8) Cycling tour; and (9) Traditional painting and decorations. Based on the results of the SWOT analysis, it was found that Blimbingsari Village is currently in the development stage. The development strategy is directed at 3 things, namely; (1) Build a characteristic that is easy to remember by the wider community that distinguishes Blimbingsari Village from other villages that have almost the same potential; (2) Improvement of infrastructure, facilities and utilities as support in the Blimbingsari Tourism Village area; and (3) Increase public awareness, especially people of productive age about the importance of tourism or the benefits of tourism development for efforts to support regional economic development and improve community health.

Abstract

The purpose of this study is to understand and describe the phenomenon of land use change that occurs in the area around the Menanga Market. The research method uses qualitative methods, with data analysis techniques carried out by map overlap techniques (overlay). Data was collected by means of field observations and interviews to see and confirm the phenomenon of land use change that occurred at the research location. The results of this study found; First, the change in land use from undeveloped to built with a trend that tends to be in the west and southwest of the Menanga Market; Second, changes in the use of built-up land have turned into trade and service facilities, and changes in non-built land into trade and services have spread on the main road around the Menanga Market. Changes in land use around the Menanga Market are the area of residential land which is increased by 14.92 ha, the use of dry land is reduced by 3.38 ha, and the use of plantation land is decreased by 11.53 ha. Changes in land use in the form of settlements that occur around the Menanga Market are greatest in the west of the Menanga Market. The factors that influence changes in land use and building utilization around the Menanga Market are the increasing community economy, the increasing need for land for settlements, the main road, the existence of the Menanga Market as a village economic center, roads that connect to tourism sites and agglomeration of socio-economic activities around the menanga market.

Abstract

This study aims to identify the development of tourism destinations in Sakti Village, Nusa Penida. This study focuses on identifying and analyzing land use changes due to tourism activities in Sakti Village and their implications for the socio-economic conditions of the local community. The research uses mixed methods with data collection techniques using field observations and interviews. Data analysis was carried out using overlapping land use map techniques. The research found; 1) The development of tourism in Sakti Village has grown quite rapidly in terms of the completeness of attractions, amenities, and accessibility of existing tourism supporters. For DTW Crystal Bay Beach and Teluk Penida are more developed than Gamat Bay, the existing amenities in Sakti Village are also sufficient to accommodate visiting tourists, and access to Sakti Village, especially the road to Gamat Bay, is not adequate/proper; 2) Changes in dominant land use have changed, namely agricultural and livestock type land into settlements and tourism covering an area of 25.12 Ha; 3) The impact of tourism on socio-economics found from the existence of tourism activities in Sakti Village is the number of people who switch professions to the tourism sector. This is evidenced by the average level of income obtained by the community has increased by 1.375%.

Abstract

Tujuan dari penelitian ini adalah untuk mengidentifikasi kondisi penyediaan infrastruktur dan mengevaluasi ketersediaan infrastruktur dalam pengembangan Kawasan Agropolitan Catur di Kabupaten Bangli. Metode dan teknik pengumpulan data dalam penelitian ini menggunakan pengumpulan data primer dan data sekunder. Metode dan teknik analisis data yang digunakan dalam penelitian ini yaitu teknik analisis skoring, dengan memberikan skor pada setiap indikator menggunakan rumus index %. Penelitian ini menemukan bahwa ketersediaan infrastruktur agropolitan catur yang telah ada secara eksisting di Kawasan Agropolitan Catur diantaranya jalan desa, jalan usaha tani, industri pengolahan, pasar, terminal, jaringa listrik dan telekomuikasi sudah berada pada kategori baik dengan skor 74% yang artinya masuk dalam kategori baik.

Abstract

Ubung Terminal is one of the terminals located in North Denpasar District, Denpasar City. Ubung Terminal is a type C terminal which in 2016 underwent a status change from type A based on the Decree (SK) of the Mayor of Denpasar Number 188.45/1060/HK/2016. The objectives to be achieved are to determine the internal and external impacts of the change in the status of the Ubung Denpasar terminal and how to optimize the function of the Ubung Denpasar terminal. This study uses a qualitative method with SWOT analysis. The data in this study were taken through interviews, observation and documentation. The results of this study are a decrease in the number of passengers, a decrease in terminal income, incompatibility of terminal facilities, a decrease in the number of vehicles at the terminal, a decrease in the number of traders in the terminal, misuse of sidewalks, arbitrary parking, increasing passengers outside the terminal and a decrease in consumers of food stalls and hotels. near Ubung Denpasar terminal. The strategy for optimizing the function of the Denpasar Ubung terminal is to develop terminal infrastructure and apply the concept of transit oriented development (TOD).

Abstract

Klungkung Regency is the first region to implement the Village Surgery program in Bali. Recorded since January 15, 2016 until now the Village Surgery program in Klungkung Regency has touched 38 villages from 58 villages and 6 villages, one of which is Aan Village. The Village Surgery program covers 4 aspects, namely Education, Health, Social Affairs and Infrastructure.Therefore, it is very important to conduct research evaluation of the success of village surgery program implementation. By conducting an evaluation can know whether the implementation of a program is in accordance with the main objectives, which further evaluation activities can be a benchmark whether a policy or activity can be said to be worth continuing, needs to be improved or stopped activities. This research was conducted in Aan Village, Banjarangkan District, Klungkung Regency, Bali Province. Research data is obtained through observations, interviews and agency surveys. Data analysis using scoring analysis techniques.Based on the results of the research showed that the evaluation of the successful implementation of the Aan Village Surgery program in Klungkung-Bali Regency was on a score of 4 which was included in the category "Walking Program". This assessment is based on the average score of 4 aspects with 15 indicators using the scoring method. From 4 aspects there are 2 aspects with a score of 5 with the category "Walking" can be said that this Village Surgery program has been successfully carried out in view of the aspects of Health and Social Society. As for the infrastructure aspect get a score of 2.7 with the category "Simply Running", this is because the Village Surgery program in the infrastructure aspect is still as much that has not been running as well as bridge repairs and temple repairs.

Abstract

The purpose of this research is to understand deeply related to land use conflicts along the Tukad Pakerisan river border. This study uses a descriptive method that produces descriptive data from the person or object being observed. For the discussion of data analysis carried out inductively. The observative-descriptive method in this study was carried out by observing changes in the pattern of river border land use in Tukad Pakerisan. The results of this study indicate that the conflict in the use of space that occurs along the Tukad Pakerisan border occurs between the use as a tourist attraction and the socio-cultural function of the community for rituals and sacred areas. Conflicts of interest in land use in the Tukad Pakerisan river border area occur due to the growing development of tourism activities, coupled with the ease with which investors obtain permits to construct buildings along the Tukad Pakerisan river border, especially in Pejeng Kelod Village, so that land conversion often occurs for the benefit of tourism accommodation. which will lead to conflicts over land use in the Tukad Pakerisan River Border area.
