Abstract

The Village Fund Allocation (ADD) is a financial tool offered by local governments to villages in order to promote development and empower communities, as required by Law Number 6 of 2014 on Villages. With a descriptive approach, the study adopted a qualitative method. Data were collected via in-depth interviews, field observations, and documentation. The research informants included village heads, local officials, MSME managers, and community leaders. Data analysis involved employing data reduction techniques, presenting the data, and drawing conclusions based on the principles of good governance and Village SDGs. The study’s findings indicate that Village Funds (ADD) play a significant role in fostering community development and empowerment, though the direction of their application differs based on the unique potential of each village.  Mangliawan Village directed ADD towards bolstering education and economic empowerment through traditional herbal medicine (MSMEs), leading to enhanced community income and better educational facilities. Meanwhile, Sekarpuro Village employs Village Funds (ADD) to foster historical and agricultural tourism through the management of the Sekaran Site, melon-picking tours, and catfish farming. This initiative leads to economic diversification and the establishment of a tourism-oriented village identity. Regarding governance, both villages have adopted participatory planning mechanisms and ensured budget transparency through village deliberations and information publications. Nonetheless, there are ongoing challenges, such as a shortage of human resources, slow fund disbursement, minimal community involvement, and inadequate supporting infrastructure.

Abstract

This study was conducted to examine the service quality of Malang City Tour (MACITO) in increasing the number of tourists in Malang City. MACITO is a free tourist transportation service provided by the Malang City Government as a public service innovationin the world of tourism. The service is expected to provide a pleasant travel experience while supporting the city’s image as an attractive tourist destination. This research was conducted using a qualitative, descriptive approach through data collection from interviews, observations, and document analysis.The analysis is based on the ServQual model, which measures service quality across five dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The findings reveal that MACITO service quality is considered fairly good, particularly in terms of vehicle comfort, cleanliness of facilities, and staff friendliness, which create a sense of safety and convenience for tourists. Nevertheless, several challenges remain, including the online booking system that is still under improvement, and queuing facilities that are less comfortable at certain departure points. Despite these issues, tourists generally have positive perceptions of MACITO as it supports mobility and adds value to their travel experience. Therefore, this study recommends optimizing the utilization of existing fleets, accelerating the improvement of digital service systems, and enhancing the comfort of queuing facilities to further improve service quality and attract more tourists.

Abstract

The purpose of this study is to examine local wisdom-based branding strategies used in the growth of the Ranu Klakah tourist destination in East Java's Lumajang Province.  Despite having substantial social and cultural potential, Ranu Klakah, one of the most well-liked tourist attractions, has not been successfully included in tourism promotion strategies.  This study combines a qualitative approach with a case study methodology.  Between 2020 and 2025, data was gathered through field observations, stakeholder interviews, and promotional media documents.  The research indicates that local identity, including customs, cultural values, and folklore, is not purposefully emphasized in destination branding. The site appears generic and fails to set itself apart from other natural attractions due to the visual style of contemporary promoting materials, which frequently lacks a distinctive cultural story.  Additionally, there is still little local community involvement in the branding process and irregular stakeholder coordination.  However, there is a great chance to mix digital branding with local knowledge stories through community empowerment and training in digital content.  This study recommends a branding strategy that highlights regional cultural identity, promotes community involvement, and cultivates enduring cross-sector cooperation.  With this approach, Ranu Klakah might develop into a destination with a strong cultural legacy that is genuine, competitive, and long-lasting.

Abstract

Effective village infrastructure planning requires a model that balances technical aspects with active community participation, a core principle of sustainable development. This research critically examines the infrastructure planning process in Wates Kulon Village, Ranuyoso District, Lumajang Regency, through the lens of sustainable development. While the formal procedure for formulating the Medium-Term Village Development Plan (RPJMDes) adheres to the national regulation (Permendagri No. 114/2014), this qualitative descriptive study identifies a critical flaw: a participation gap. Findings reveal that minimal community involvement in the planning and monitoring stages has led to a misalignment between the documented plans and the community's actual needs and aspirations. Consequently, the resulting infrastructure projects risk being underutilized or unsustainable. This study concludes that the existing planning model is procedurally correct but substantively deficient. It proposes a shift towards a more participatory and inclusive planning model that actively integrates community voice as a fundamental component, thereby ensuring that village infrastructure development is not only accountable but also socially sustainable and responsive to local interests.

Abstract

The transformation of village governance has become an urgent necessity in the digital era. The digitalization of administrative services serves as a strategic step in realizing the concept of a Smart Village, namely a village capable of optimizing information technology to enhance public services, transparency, and community participation. This study aims to analyze the transformation process of governance in Kebonsari Village, Yosowilangun District, Lumajang Regency, towards a Smart Village through the implementation of digitalized administrative services. The research employs a descriptive qualitative method with data collected through interviews, observations, and documentation. The findings indicate that the digitalization of village administration has improved service efficiency, accelerated the issuance of official documents, and facilitated public access to information. However, challenges remain in terms of human resources and digital infrastructure. In conclusion, the digitalization of administrative services constitutes a crucial foundation for the transformation of village governance toward a Smart Village, with key prerequisites including the enhancement of village officials’ competencies and adequate technological support.

Abstract

The purpose of this study is to analyze the implementation of the recruitment policy for Polling Station Supervisors (PTPS) in Tempeh District and to assess the extent to which the principles of Good Governance are applied in the process. The background of this research stems from the importance of conducting elections that are transparent, accountable, and integrity-driven, in which the recruitment of supervisors serves as one of the determining factors for successful election oversight. This study employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation involving relevant parties, such as the District Election Supervisory Committee, PTPS candidates and members, as well as the local community. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the PTPS recruitment policy in Tempeh District has generally been conducted in accordance with applicable regulations. However, several challenges remain, including limited time, suboptimal dissemination of information, and difficulties in maintaining the objectivity of the selection process. The application of Good Governance principles is reflected in the efforts to ensure transparency and accountability, although the aspects of participation and effectiveness still require improvement. The main supporting factors for policy implementation include strong coordination among election organizers and community support, while the inhibiting factors consist of limited human resources and technical constraints in the field. Overall, this study underscores the importance of applying Good Governance principles at every stage of the PTPS recruitment process in order to realize an election governance system that is honest, fair, and trustworthy.

Abstract

Regional autonomy grants broad powers to local governments to manage government affairs and implement public policies according to the needs of local communities. This study analyzes the implementation of public policies in the regional autonomy era by examining various factors influencing their success and obstacles. Through a qualitative approach, including literature review and policy document analysis, this study finds that public policy implementation in the regional autonomy era is influenced by human resource capacity, budget availability, inter-institutional coordination, and community participation. The results indicate that although regional autonomy provides flexibility in policymaking, various challenges remain in its implementation, such as capacity gaps between regions, fiscal constraints, and a lack of vertical and horizontal coordination.

Abstract

Indonesia's tax system is undergoing major changes as a result of the development of digital technologies.  However, in order for fiscal policy to be focused on social justice, this modernization necessitates not just technological competence but also the integration of moral and spiritual principles.  With an emphasis on the duties and moral obligations of system management stakeholders (supervisors, IT professionals, and field managers), this study attempts to examine how Sharia ethical concepts are incorporated into tax digitalization.  This study investigates the connection between Islamic economic values like justice (al-'adl), reliability, and transparency with the current practice of tax digitization using a qualitative descriptive analysis approach and literature. The study's conclusions show that incorporating sharia principles is essential for encouraging administrators' moral and spiritual integrity, which will boost public confidence and increase taxpayer compliance. A digital system that guarantees open data flow and real-time accountability at every level, from reporting to fund utilization, based on the administrators' credibility, achieves the necessary transparency. Therefore, tax digitization is a way to realize public benefit through a synergy between spiritual values and technology, which requires fiscal system implementers to uphold high ethical standards.

Abstract

The purpose of this study is to examine how the Sidogiri Financial and Charitable Institution (LKAF) manages a sharia-based waqf using good governance principles. Waqf has strategic potential for the community's economic growth, especially if it is managed effectively and professionally. However, issues such a lack of accountability, professionalism, and openness continue to plague Indonesian waqf administration methods. Using semi-structured interviews with the head of the LKAF fundraising division and a literature case study, this study employs a qualitative descriptive methodology. The study's findings demonstrate how LKAF has put good governance concepts into practice through frequent reporting, internal audits, expert training, and adherence to state and Sharia laws. Drilled wells and flagship initiatives like the Thousand Waqf Program show how to maximize waqf assets, which directly affect community welfare. The digitalization of reporting and external audits still presents difficulties, nevertheless. These results show that the efficacy of Sharia-based waqf management in Indonesia can be enhanced by the regular application of good governance principles.

Abstract

Road infrastructure development in villages is a form of public policy that plays a strategic role in improving accessibility, economic growth, and the welfare of rural communities. However, the process of formulating village road development policies is inseparable from various dynamics involving the interests of actors, limited resources, and the socio-political conditions of the local community. This study aims to analyze the dynamics of public policy formulation in road infrastructure development in villages. The method used is a qualitative descriptive approach with data collection techniques through literature studies, observation, and documentation. The results of the discussion indicate that the dynamics of policy formulation are influenced by the process of identifying community needs, public participation in village deliberations, the role of the village government and the Village Consultative Body, and the influence of regional and central government policies. In addition, budget limitations and differences in interests among residents are major challenges in determining development priorities. The conclusion of this discussion confirms that participatory, transparent, and accountable formulation of village road development policies will produce more targeted and sustainable policies, thereby encouraging equitable village development.
