Abstract

Perkembangan teknologi digital, khususnya Artificial Intelligence (AI) dan otomatisasi, telah mengubah struktur pekerjaan dan memicu kesenjangan keterampilan (skill gap) antara tenaga kerja dan kebutuhan industri. Penelitian ini bertujuan untuk menganalisis peran serta perbandingan reskilling dan upskilling dalam menghadapi otomatisasi pekerjaan rutin melalui pendekatan literature review. Metode yang digunakan adalah kualitatif dengan desain narrative literature review terhadap berbagai sumber ilmiah dalam rentang 5–10 tahun terakhir. Data dikumpulkan melalui studi dokumentasi dan dianalisis menggunakan analisis tematik serta sintesis literatur. Hasil penelitian menunjukkan bahwa otomatisasi mendorong pergeseran kebutuhan kompetensi menuju keterampilan digital, analitis, dan adaptif. Upskilling berperan dalam meningkatkan kompetensi tenaga kerja agar tetap relevan, sedangkan reskilling memungkinkan peralihan ke peran baru akibat perubahan struktur pekerjaan. Kedua strategi ini bersifat komplementer dalam mendukung pengembangan talenta yang adaptif. Namun, implementasinya masih menghadapi tantangan seperti keterbatasan infrastruktur, rendahnya literasi digital, serta kurangnya integrasi dengan strategi organisasi. Oleh karena itu, diperlukan pendekatan manajemen talenta yang terintegrasi dan berkelanjutan berbasis teknologi dan budaya pembelajaran sepanjang hayat untuk meningkatkan daya saing organisasi di era transformasi digital

Abstract

This study examines the operational effectiveness of private tutoring services by adapting the Overall Equipment Effectiveness (OEE) concept to the non-formal education sector. Using a descriptive qualitative approach based on a case study, data was collected through observations, schedule documentation, and evaluation records over an operational period. The analysis revealed Availability of 90%, Performance of 89%, and Quality of 90%, resulting in an OEE of 72%. This figure indicates that service effectiveness is quite good but has not yet reached world-class levels (generally around 85% or higher) as recommended by OEE literature adapted for the service and education sectors. The novelty of this study lies in the use of OEE as a data-driven measurement tool in the context of non-formal education services, specifically private tutoring, to encourage evidence-based continuous improvement. The implications of this study provide an evaluative framework and practical recommendations for private tutoring program managers to enhance service quality through systematic and measurable improvements.
