Abstract

According to Government Regulation Number 17 of 2018 concerning Sub-Districts, Article 10 letter (c) states that the Sub-District Head (Camat) has the authority to coordinate the implementation of public order and security within their jurisdiction. In practice, this coordination includes responsibilities related to regional stability, continuity of inter-agency processes, systematic regulation, unity of action, and achieving common goals. As an extension of the regional government, the Camat plays a strategic role in aligning various community elements, village officials, as well as vertical institutions such as the Indonesian National Armed Forces (TNI) and the National Police (Polri) to address issues related to public order. This study employed a descriptive qualitative method, with data collected through interviews, observation, and documentation involving informants such as the Camat, Head of Public Order (Kasi Trantibum), village heads (Lurah), community leaders, and security personnel. The results showed that the Camat of Pinggir Sub-District has regularly coordinated with related institutions, although several challenges remain. These include a lack of reports from neighborhood units (RT/RW), low community involvement, and weak supervision of social issues such as covert prostitution and alcohol distribution. Additionally, the lack of structured directives to field officers has hindered coordination effectiveness. Therefore, strengthening cross-sectoral communication and actively involving all stakeholders are necessary.

Abstract

This study aims to analyze the behavior of voters for the Prabowo-Gibran pair in the 2024 Presidential Election using rational choice theory as the main analytical framework. This pair's victory is interesting to study because it occurred amidst various negative issues such as legal controversies, accusations of nepotism, and political ethics, yet it actually gained significant electoral support. This study uses a qualitative approach with an in-depth interview method with ten informants consisting of elite political parties supporting and non-supporting, academics, and representative voters. Data analysis was conducted using thematic analysis techniques to find patterns of meaning from elite narratives. The results show that Prabowo-Gibran voter behavior is rational-pragmatic. Voters tend to assess the direct benefits offered by this pair, such as the continuity of development programs and political stability, rather than considering moral or ethical issues. In the context of rational choice, support for Prabowo-Gibran shows a realistic calculation of costs and benefits at the community level. This study concludes that voter rationality in Lampung is oriented towards practical benefits and the candidate's chances of victory.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan percepatan penurunan stunting di Kabupaten Kepulauan Seribu Provinsi DKI Jakarta dengan menggunakan pendekatan deskriptif kualitatif. Masalah stunting di wilayah ini menjadi ironi mengingat kekayaan sumber daya protein laut yang melimpah. Studi ini menitikberatkan pada produktivitas, linearitas, efisiensi implementasi kebijakan serta faktor-faktor determinan yang mempengaruhi keberhasilan dan tantangan pelaksanaannya, dengan mengacu pada teori implementasi kebijakan menurut Hamdi. Hasil penelitian menunjukkan bahwa intervensi yang dilakukan—baik gizi spesifik seperti pemberian makanan tambahan dan tablet tambah darah, maupun intervensi gizi sensitif seperti sanitasi dan edukasi kesehatan—telah tepat sasaran. Kebijakan dilaksanakan secara konsisten dengan regulasi nasional, seperti Perpres No. 72 Tahun 2021. Data menunjukkan keberhasilan signifikan, di mana prevalensi stunting turun dari 6,8% pada tahun 2023 menjadi 2,4% pada November 2025. Faktor-faktor penentu keberhasilan meliputi spesifikasi kebijakan yang adaptif, peran aktif lintas sektor dan masyarakat, serta penguatan kelembagaan lokal seperti TPPS. Sementara itu, kendala internal seperti rendahnya kesadaran masyarakat dan terbatasnya sumber daya diatasi melalui edukasi berkelanjutan dan optimalisasi kader. Penelitian ini menyimpulkan bahwa keberhasilan implementasi kebijakan di wilayah kepulauan membutuhkan pendekatan konvergensi multisektor yang kontekstual, responsif, dan berkesinambungan.

Abstract

The Government Agency Performance Accountability System (SAKIP) is a performance management system designed to promote accountability, transparency, and results-oriented governance in the public sector. However, in practice, the implementation of SAKIP at the local government level often remains administrative and has not been fully optimized as a strategic management tool. This study aims to analyze the implementation of SAKIP and identify optimization efforts to enhance performance accountability at the Regional Disaster Management Agency (BPBD) of Magelang City. This research employs a qualitative descriptive approach with a case study design. Data were collected through observations, semi-structured interviews with key informants, and analysis of performance documents, including the Strategic Plan, Key Performance Indicators, Performance Agreements, and the Government Institution Performance Report. Data analysis was conducted using the interactive model of Miles and Huberman, and data validity was ensured through source and document triangulation. The findings indicate that BPBD Magelang City has implemented SAKIP in accordance with existing regulations; however, its implementation remains largely administrative. Performance indicators are still more output-oriented, and the utilization of performance evaluation results has not been optimal. Therefore, optimizing SAKIP requires strengthening outcome-based indicators, enhancing human resource capacity, and reinforcing a performance evaluation culture.

Abstract

This research analyzes public service innovation through the implementation of the Tulungagung Teacher Information System (SIGUTAJAR) and the development of e-learning platforms at the Education Office of Tulungagung Regency. Employing a qualitative library research method, this study explores system design, factors influencing implementation effectiveness, and its impact on education service quality and teacher professionalism. Research findings indicate that SIGUTAJAR has successfully integrated personnel administrative aspects with a digital learning ecosystem, creating a secure, accurate, and accessible system for various stakeholders. Adequate technological infrastructure, human resource competency in information technology, and regional leadership support serve as determinants of successful implementation. However, teachers' digital literacy gaps, application user-friendliness limitations, and system instability remain challenges requiring continuous improvement. The positive impact of this innovation manifests in improved administrative efficiency, data management transparency, and optimization of teachers' time to focus on enhancing learning quality. This research concludes that the sustainability of digital public service innovation in the education sector requires infrastructure investment, continuous capacity development, and periodic evaluation to ensure responsiveness to user needs.

Abstract

The development of border areas constitutes a strategic national agenda that requires the involvement of multiple actors across different levels of government. The Aruk State Border Post (Pos Lintas Batas Negara/PLBN Aruk) functions not only as a symbol of state sovereignty but also as a potential driver of economic and social development for border communities. This study aims to analyze the implementation of collaborative governance in the development of the border area at PLBN Aruk and to identify the supporting and constraining factors affecting inter-agency collaboration. Employing a qualitative case study approach, data were collected through in-depth interviews, observations, and document analysis involving central and local government institutions, vertical agencies, and local communities. The findings reveal that collaboration has been formally established through inter-agency coordination forums; however, it remains largely administrative and has not yet evolved into substantive joint decision-making. Power asymmetries, regulatory fragmentation, and the limited meta-governance role of BNPP contribute to a functional implementation gap and partial institutionalization. This study concludes that governance at PLBN Aruk is in a transitional phase toward adaptive multilevel collaborative governance, which requires institutional strengthening, facilitative leadership, and integrated funding mechanisms to ensure sustainable border area development.

Abstract

Penelitian ini bertujuan untuk menganalisis optimalisasi pengelolaan Penerimaan Negara Bukan Pajak (PNBP) dalam meningkatkan pendapatan negara pada Direktorat Jenderal Administrasi Hukum Umum (Ditjen AHU) Kementerian Hukum Republik Indonesia selama periode 2020–2024. Fokus penelitian diarahkan pada perencanaan, pelaksanaan, serta mekanisme pengawasan PNBP, termasuk efektivitas digitalisasi layanan melalui platform AHU Onlinedan integrasi sistem pembayaran SIMPONI. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan studi dokumentasi, analisis data sekunder, serta telaah regulasi terkait PNBP. Hasil penelitian menunjukkan bahwa penerimaan PNBP Ditjen AHU mengalami tren peningkatan signifikan dan melampaui target pada tahun 2022–2024, yang dipengaruhi oleh digitalisasi layanan hukum, peningkatan kebutuhan masyarakat terhadap layanan administrasi hukum, dan perbaikan proses pelayanan publik. Namun demikian, struktur PNBP masih mengalamiketimpangan yang ditandai dengan dominasi dua layanan, yaitu Fidusia dan Badan Hukum, yang menyumbang lebih dari90% total PNBP. Ketergantungan ini menciptakan risiko fiskal dan menunjukkan perlunya diversifikasi sumber penerimaan. Penelitian juga menemukan bahwa digitalisasi melalui AHU Online mampu meningkatkan efisiensi, transparansi, dan akuntabilitas pelayanan. Namun, pemanfaatan sistem digital belum optimal pada layanan non-dominan, literasi hukum digital masyarakat masih rendah, dan mekanisme pengawasan berbasis digital belum sepenuhnya terstandarisasi. Berdasarkan temuan tersebut, penelitian memberikan rekomendasi berupa diversifikasi layanan PNBP, penguatan integrasi sistem digital, peningkatan literasi hukum masyarakat, serta perbaikan pengawasan internal guna menciptakan tata kelola PNBP yang berkelanjutan dan sejalan dengan prinsip Good Governance.

Abstract

Penelitian ini berkaitan dengan penguatan governansi digital dalam pengelolaan informasi sejarah Tentara Nasional Indonesia (TNI) sebagai upaya penguatan keterbukaan informasi publik. Pusat Sejarah TNI (Pusjarah TNI) telah memanfaatkan website sebagai media publikasi sejarah, namun implementasi tata kelola digital masih menghadapi keterbatasan pada aspek kebijakan, kelembagaan, sumber daya manusia, integrasi data, dan pemanfaatan teknologi. Penelitian ini menggunakan teori Governansi Digital dan pendekatan Model Empat Tahap Pengembangan e-Government (Layne & Lee) untuk menganalisis tingkat kematangan tata kelola digital, serta strategi pemanfaatan teknologi digitaldalam merumuskan strategi penguatan. Metode penelitian yang digunakan adalah kualitatif melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa governansi digital informasi sejarah TNI masih berada pada tahap awal pengembangan, yaitu katalogisasi dan transaksi sederhana, serta belum terintegrasi secara optimal. Strategi penguatan difokuskan pada peningkatan kapasitas SDM, penguatan kebijakan dan kelembagaan, integrasi sistem informasi, serta pengembangan layanan digital yang mendukung keterbukaan informasi publik secara berkelanjutan.

Abstract

Business licensing is a state administrative legal instrument used by the government to control business activities while ensuring legal certainty for business actors and the public. Since the enactment of Law Number 11 of 2020 concerning Job Creation, which was later re-established through Law Number 6 of 2023, the licensing system in Indonesia has undergone fundamental changes through the implementation of a risk-based business licensing approach and the digitalization of licensing through the Online Single Submission (OSS). These changes have also influenced the configuration of regional government authority, including the Indragiri Hilir Regency Government, in issuing business permits. This study aims to analyze the authority of the Indragiri Hilir Regency Government in issuing business permits after the enactment of the Job Creation Law, as well as to identify forms of coordination and obstacles to the implementation of this authority. The research method used is normative juridical with a statutory and conceptual approach. The research results show that the authority of the Regional Government has shifted from a conventional licensing model to an integrated licensing service model through the OSS, so that the Regional Government plays a greater role as a facilitator, service implementer, and supervisor of the fulfillment of licensing commitments according to norms, standards, procedures, and criteria (NSPK). However, in practice, obstacles remain, including limited system infrastructure, staff understanding, harmonization of regional regulations, and coordination between the central and regional governments. Therefore, strengthening regional institutional capacity, harmonizing regional regulations, and strengthening the integration of public service systems are necessary to ensure effective business licensing and ensure legal certainty in the regions.
