Abstract

An integrated dynamic archiving information system aimed at managing electronic official documents within the Bekasi City Regional Secretariat was established in accordance with Bekasi Mayor Regulation Number 54 of 2023, which outlines the Guidelines for the Implementation of an Integrated Dynamic Archiving Information System for the Management of Electronic Official Documents in the Bekasi City Government. Management of Electronic Official Documents at the Bekasi City Regional Secretariat is carried out by all Office Holders and Policy Implementers within the Bekasi City Regional Secretariat. The reality that appears in the field is that there are still apparatus and office holders who do not understand the regulation massively, manual culture is still a pattern in the management of official documents, the standardization of the policy has not been determined so that it can be said that its implementation has not gone well. Therefore, the author wants to explore this topic further. This study uses descriptive using a qualitative approach. Data collection techniques include interviews, observations, and documentation. Data analysis methods consist of data reduction, data presentation, and drawing conclusions. The study findings show that the Implementation of the Policy on Guidelines for the Implementation of Integrated Dynamic Archiving Information Systems in the Efforts to Manage Electronic Official Manuscripts at the Bekasi City Regional Secretariat is not yet optimal, however, the author suggests that the solution that needs to be considered is Substantive Socialization to Officials and Implementers, Increasing the Capacity of Apparatus and Preparation of Standard Operating Procedures. In the future, it is hoped that this policy can be implemented in accordance with the provisions that apply to all Officials and Policy Implementers at the Bekasi City Regional Secretariat.

Abstract

Data breaches are one of the major threats to Public Service information security in the digital era. This paper discusses various prevention strategies that can be implemented by organizations to protect sensitive data. Focusing on the importance of encryption, strict access control, and employee training, this paper outlines the steps that must be taken to effectively detect, analyze, and respond to data breach incidents. In addition, it discusses the importance of a comprehensive incident response plan and follow-up to increase organizational resilience to future threats. This paper analyzes various strategies that can be implemented to prevent data breaches, including encryption, access control, and employee training. Analytical methods are used to evaluate the effectiveness of each strategy in the context of the organization. In addition, the importance of an incident response plan is also discussed, with an emphasis on mitigation and recovery steps after an incident. By implementing these best practices, organizations can minimize the risk of data breaches and protect the reputation and trust of stakeholders. The results of the study indicate that a combination of strengthening technological infrastructure, implementing data security policies, and educating users can minimize the risk of data breaches. This study provides strategic recommendations for government agencies in building a safe and reliable public service system.

Abstract

Development of PT. Pindad, as one of the main producers of defense and security equipment in Indonesia, plays an important role in the country's efforts to fulfill the Minimum Essential Force (MEF) policy. MEF policy aims toensure that Indonesia's military forces have the minimum capabilities necessary to defend state sovereignty and maintain regional stability. In the context of security in Southeast Asia, the role of PT. Pindad is becoming increasingly significant considering the geopolitical dynamics and security threats that are developing in this region. This studyanalyzes the development of PT. Pindad in increasing production capacity and technological innovation, as well as its impact on MEF fulfillment. Apart from that, this research also explores the contribution of PT. Pindad in supporting national defense policy and its implications for regional security in Southeast Asia. Using a qualitative analysis approach, the findings of this research show that increasing the capacity and quality of PT. Pindad contributes positively to fulfilling the MEF and strengthening Indonesia's strategic position in efforts to maintain regional stability and security.

Abstract

The purpose of this research is to determine and analyze the quality of service for Building Permit (IMB) for Residential Houses, as well as to identify and analyze the factors that support and hinder the quality of service for Residential Building Permits (IMB) in order to realize legal protection for the public at the Investment Management Unit and One-Stop Integrated Services of East Jakarta Administrative City.This research employs a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation. The informants in this study are the Head of the East Jakarta PMPTSP Unit, Coordinators of Service Implementation Units I and II of the East Jakarta PMPTSP, the community, community leaders, and religious figures. The data analysis in this study uses the interactive data analysis model from Miles and Huberman, which includes the following steps: 1) Data Reduction, 2) Data Presentation, 3) Drawing Conclusions. The findings of this research are: 1) The quality of service for Residential Building Permits (IMB) in terms of legal protection for the public, when viewed from aspects such as direct evidence, responsiveness, guarantees, and empathy, is still low. 2) Factors that support the quality of service for Residential Building Permits (IMB) are: a) The availability of legal frameworks, b) Community support for the department's work program, c) External support: the availability of law enforcement officers, as well as internal and external supervisors such as the Inspectorate and BPKP. Factors that hinder the quality of service for Residential Building Permits (IMB) are: a) Limited number of staff, b) Limited budget, c) Lack of community participation, d) Weak supervision of services, e) Insufficient implementation of Standard Operating Procedures (SOP), f) Delays in coordination

Abstract

This research aims to determine the phenomenon of gender stereotypes that often occurs, especially in work. Gender stereotypes are general views or prejudices regarding the attributes or characteristics, or roles that women and men should have or carry out. Gender stereotypes regarding women's roles then limit their abilities and even career choices, including in politics. This stereotype is closely related to the position where women and men have their respective places in social life. In the political context, the role and position of women is quite clearly discriminated against. This stereotype has been built up in the minds of society for a long time, which has led to low levels of women's electability even though it has been accommodated through affirmative regulations. This research uses qualitative research methods. Researchers apply in-depth interview techniques, where researchers will interview informants or subjects in depth. The interactive model analysis technique is reducing, presenting data and concluding data which is carried out interactively with a cyclical data collection process. Conclusions are drawn by observing the narrative text resulting from the data presentation. Drawing conclusions aims to describe the answer to the research problem formulation. The results of the research show that the representation of women as legislative candidates will ultimately return to how the democratic system shapes perceptions of women's position in politics as seen from the data. Data on elected legislative candidates in 2019 in Jambi City shows that there are only eight female legislative members out of a total of 45 legislative candidates. selected. Cadre formation is an important part of the role and function of political parties. It is not surprising that two (2) of the total eight (8) female legislative candidates elected are party cadres contesting with serial number 1. The priority of cadre numbering is important in this case considering that people's assumptions about numbers are still very strong. This also applies to other legislative candidates from competing parties. If we examine further, the majority of elected candidates with the largest number of voters and vote contributions from parties are legislative candidates with serial numbers from small to large. The reasons for the low electability of women in the 2019 legislative elections in Jambi City based on the indicators above include the still dominant stigma of men in Indonesian society as breadwinners and obliged to work. Politics, which in this case is considered work, makes it an open struggle between men and women regardless of their motivation. This is called a patriarchal culture which places men in the work domain.

Abstract

The authentic deed is a perfect instrument of evidence. A notary is a public official, authorized to make an authentic deed. One of the notary obligations is to compose the deeds in the form of minute and preserve them. The obligation to save the minute of the deed is to keep the authenticity of the deed by storing documents in its original form. In the event that a notary retires or dies, it is kept in place through the protocols of the notary. The notary protocol is a collection of documents which are state records that should be treated and properly stored by a notary who holds the protocol. As state records, authentic deeds are required by society as instruments of evidence to ensure legal certainty. Under the terms of the regulatory regulations, the protocols of the notary to be referred to the notary regency of notary (MPDN) by the notary. For the notary dead, the protocols of the notary must be handed over to MPDN by the heir of the notary who has passed away. So also the protocol of other notary notaries at the time of their being 25 (twenty-five) years of age or older also had to be submitted by notary recipients of notary protocols to the MPDN to then the MPDN appointed an active notary as the recipient of the notary protocols. The research aimed at knowing the extent of west Jakarta's performance in managing notary protocols, the obstacles faced and the efforts to overcome those barriers. This research method employs descriptive qualitative research methods. Research techniques use data analysis with data studies based on documents about MPDN, notary and notary protocols and the results of interviews with sources on the subject of research. Research suggests that the firmness of the MPDN is greatly needed in designating another notary as a notary holder of a notary protocols of a retired notary, passed away as well as other notary protocols of a notary of any other when it is 25 (twenty-five) years of age or older. Notary protocols that are not handed over to other notaries as protocol holders result in loss to society.

Abstract

Presidential elections are often accompanied by various phenomena, including hate crimes that persist even after the elections have concluded. This phenomenon has not yet been thoroughly studied through social media analysis. In response to the gaps in previous research, this study focuses on sentiment analysis on social media, the forms of hate crime, and their contributing factors. The study presents three key findings related to hate crimes following the 2024 presidential election in Indonesia. First, Ganjar Pranowo received the least negative sentiment, followed by Anies Baswedan and Prabowo Subianto. Second, hate crimes directed at presidential candidates took the form of ethnic-based sentiment, anti-religion hatred, and threats of violence. Third, factors influencing the emergence of hate crimes post-election include the influence of social media popularity, sponsorship by electoral actors, weak enforcement of campaign violations, and the history of political and ethno communal violence. The study also emphasizes the need for future research to examine post-election hate crimes by integrating multidisciplinary approaches on social media. This would enrich the data and provide more comprehensive knowledge about hate crime phenomena and other forms of digital crime arising from the electoral process.

Abstract

Gema Village, Kampar Regency, has a unique river culture. In the river, an area called Lubuk Larangan has tourism potential that is developed based on local wisdom. However, there are several problems found in the lack of proper facilities and infrastructure to support ecotourism activities, lack of promotion and tourism marketing from the local government due to the absence of funding sources for the development of these tours. An effective environmental communication strategy is needed to convey conservation messages to visitors and local communities. This study aims to analyze the environmental communication carried out by Pokdarwis in managing the ecotourism-based Lubuk Larangan tradition in Gema Village, Kampar Regency. This research uses a qualitative method with a descriptive approach. By using purposive technique. Data collection techniques through interviews, observation and documentation. Data analysis techniques use data collection, data reduction, presentation and conclusion drawing. The data checking technique used is triangulation. The results showed that environmental communication carried out by the Tourism Awareness Group (Pokdarwis) played an important role in promoting and appreciating the cultural values and local knowledge contained in the Lubuk Larangan tradition through ecotourism with various communication strategies. This research concludes that by strengthening environmental communication strategies, Pokdarwis can be more effective in encouraging the preservation of the lubuk larangan tradition and supporting the development of sustainable tourism in Gema village.

Abstract

The phenomenon used as the object of research is the supervision carried out by the Legislature or the Tangerang City People's Representative Council in the implementation of local government in Tangerang City. The implementation of supervision is a manifestation of one of the functions inherent in the body of each Legislative Member. The supervisory function of the DPRD is the observation and direction of an action that is based on the applicable legal provisions. The supervisory function of the DPRD is used by the executive to process the examination, monitoring and evaluation of the implementation of public policies with the aim of ensuring the success of policies and programs that have been implemented in accordance with applicable laws. The research was conducted using a descriptive qualitative method approach with a total of 6 informants. The results of the research are (1) Supervision carried out by the Tangerang City DPRD in the implementation of local government in Tangerang City has been running optimally, this can be seen from the improving performance of bureaucrats in Tangerang City; (2) Factors that hinder the supervision of the Tangerang City DPRD in the implementation of local government in Tangerang City are Human Resources and Budget Resources; (3) The efforts of the Tangerang City DPRD in overcoming the factors that hinder the implementation of local government of the Tangerang City DPRD are by coordinating, communicating and socializing all programs planned by the Tangerang City Government.

Abstract

Throughout the history of a nation, reflections on governance often serve as a mirror of the spirit and direction of the civilization it aspires to achieve. This thesis explores the intellectual contributions of Prof. Sadu Wasistiono Wasistiono, a scholar who, in the twilight of his academic career, has significantly influenced the theoretical foundations and practical discourse of governance in Indonesia. This research employs a descriptive methodology with a qualitative approach. Data collection methods include field research— comprising observations, interviews, and documentation—and library research through literature review. The data is analyzed using techniques such as data reduction, data display,and conclusion drawing with verification. The findings reveal that Prof. Sadu Wasistiono Wasistiono's thoughts significantly contribute to the development of governance studies and remain highly relevant in addressing contemporary governance challenges. However, the research identifies several critical issues: the limited availability of theories, concepts, and models in governance studies; a persistent egotism among intellectual elits in articulating their viewpoints; and inadequate incentives and visibility for research and publications in Indonesia compared to countries like the United States and Japan. The study underscores the urgency of fostering a spirit of collaboration among intellectual elits and between academics and government stakeholders. Such collaboration is essential for developing governance theories rooted in local contexts yet aligned with international standards. Furthermore, the study advocates for increased incentives for research and publication, alongside the adoption of best practices from other countries, to enhance governance standards and contribute to national and global progress.
