Abstract

The phenomenon in this study is the placement of PSP-3 participants, the activities of PSP-3 participants and the Cost of Living for PSP-3participants that have not been implemented in accordance with the stages of program implementation and guidebooks for implementing the PSP-3 program. The purpose of this study was to find out and analyze the Implementation of the Rural Development Program for Youth Development in the Department of Youth and Sports of the Regional Government of Riau Province in 2016, and to find out the obstacles or symptoms that made the implementation of the Bachelor Youth Program Driving Rural Development in the Youth Service and Sport of the Provincial Government of Riau in 2016. The indicators of assessment in the study of the Evaluation of the Implementation of the Undergraduate Youth Program Driving Rural Development in the Department of Youth and Sports of the Provincial Government of Riau in 2016 include Inputs, Processes, Outputs, Income. And this study uses Qualitative research methods, namely prioritizing interview lists, documentation as a tool for collecting data and data collected with this tool and then used as the main raw material to analyze the empirical conditions of the objectivity of the existence of research objectives at the meticulous location. The population in this study included the Head of the Riau Province Youth and Sports Office, the Head of the Youth Division of the Riau Province Youth and Sports Office, the Head of the Siak Regency Youth and Sports Office, the Kampung Tengah Village Head, the Mempura River Village and PSP-3 Participants in Siak Regency. Based on the results of the study assessing and concluding that the Evaluation of the Implementation of the Undergraduate Youth Driving Program in Rural Development at the Office of Youth and Sports of the Regional Government of Riau Province in 2016 was in the assessment of Not Implemented Well.

Abstract

The Village Building Index in its application is used to map village development and independence based on the implementation of village laws. The index of developing villages is measured through three indicators, namely indicators of economic resilience, indicators of environmental resilience and indicators of social resilience. Identification of problems related to the effectiveness of using village funds based on the developing village index (IDM) in Kuantan Singingi Regency has not been effective, besides that the village government has obstacles in the use of village funds. The purpose of this study was to determine how effective the use of village funds was in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency. Data collection techniques used in this study are through observation, interviews and documentation. Based on the results of the study, it shows that the effectiveness of using village funds in improving village status based on the developing village index (IDM) in Kuantan Singingi Regency is assessed according to the principle of using village funds according to village laws, namely to create villages with independent qualifications.

Abstract

This study aims to determine how the implementation of Rokan Hulu District Regulation Number 6 of 2011 concerning Certain Permits Retribution (Study of Building Permits Retribution) and to determine the obstacles. The indicators used in this research are communication, resources, disposition and bureaucratic structure. This type of research, which is located in Rokan Hulu Regency, uses descriptive types and qualitative methods. There are two types of data used in this study, namely primary data collected by interview techniques and secondary data collected by observation and documentation techniques. The informants in the study consisted of the Head of the One Stop IntegratedService Investment Service, Secretary of the Civil Service Police Unit and Fire Service of Rokan Hulu Regency, Head of Licensing and Non-Licensing A, Head of Licensing and Non-Licensing Section A/II, Staff of the Licensing and Non-Licensing Section A/II, Public. Data analysis in this research is inductive, data collected through data collection techniques will be described objectively in accordance with the factual conditions in the field. Based on the data analysistechnique, the research supposition is "Implementation of Rokan Hulu District Regulation Number 6 Year 2011 concerning Certain Permits Retribution (Building Construction Permits) is not implemented". Meanwhile the obstacles inimplementing this policy are limited availability of budget, still weak human resources of the leaders of the Investment and One Stop Services of Rokan Hulu Regency, which have an effect on the lack of dedication in increasing income from building permits retribution, still weak human resources. Rokan Hulu Regency community, which resulted in a lack of public awareness of the importance of building permits, the available facilities were inadequate. Meanwhile, thesuggestions recommended by researchers that need to be considered need to be maximized coordination among Regional Apparatus Organizations, increase socialization to the community, and need to carry out regular and continuous supervision, as well as the need for additional implementor incentives and additional facilities for adequate facilities andinfrastructure.

Abstract

The Inspectorate as the Government Internal Supervisory Apparatus is one of the important elements of government management in order to realize good governance that leads to a clean government / bureaucracy and the implementation of effective, transparent, accountable and free governance from KKN practices . The internal control system plays a key role in realizing financial accountability. Weaknesses in the financial system of government agencies so far occur because of the weak design and implementation of internal control systems. The Government has provided guidance on how Government Agencies operate the Internal Control System through Government Regulation (PP) Number 60 Year 2008) concerning the Government Internal Control System This research is a qualitative research with an exploratory approach. Choosing respondents through sampling techniques with a purposive sampling method. Data collection techniques through interviews, observation and documentation study. Interviews are transcribed into data transcripts, then analyzed, coded, and categorized into themes. The data analysis technique uses content analysis which is analyzed according to the topic and identifies into several topics. The results showed that the role of the Inspectorate in the implementation of SPIP in Pekanbaru City was in terms of internal supervision and assurance namely audit, review and evaluation. In addition, the Inspectorate also acts as an early warning provider, as a driver, as a companion and as a consultant. The main obstacles faced by the Inspectorate in carrying out these roles are commitment and competency constraints, while other obstacles are SPIP involving many parties, documentation and archiving in each OPD that is not optimal, lack of socialization related to SPIP, high turnover rates in the City Government Pekanbaru, APIP quantity and quality constraints and facilities and infrastructure constraints. The Inspectorate has made efforts to overcome obstacles including providing outreach to DPOs, increasing the competence of APIP, improving facilities and infrastructure.

Abstract

This research was carried out with the intention of knowing the Role of the Bengkalis Regency Public Works andSpatial Planning Service in Coastal Security at Pambang Pesisir Village Beach. Coastal Security is an effort to protect and secure coastal areas and river estuaries from damage due to erosion, abrasion, and accretion. . In its duties and functions, the Water Resources Sector controls the destructive force of water including prevention, construction, repair andmaintenance of facilities and infrastructure for controlling floods, abrasion, erosion, on rivers, beaches and lakes. The coastal area of Pambang Pesisir Village has shrunk due to coastal abrasion. The crashing of the waves is a real threat to the residents of Pambang Pesisir Village. The research objectives were to determine the Role of the Bengkalis Regency Public Works and Spatial Planning Agency in Beach Protection and to find out the obstacles - the obstacles of the Bengkalis Regency Public Works and Spatial Planning Office in Beach Protection. Therefore, in the implementation of coastal protection, the Department of Public Works and Spatial Planning, Bengkalis Regency, through Prevention,Development, Repair and Maintenance. This type of research is descriptive qualitative research. The results of the overall interview stated that the Public Works and District Spatial Planning Office in Coastal Protection was not good. However,the author suggests optimizing community involvement in coastal protection and budget efficiency for coastal protection.

Abstract

The Department of Fisheries and Food Security has a function in empowering fish breeders in Kuantan Singingi Regency. To carry out these functions, 20 types of activities have been determined as stated in the work plan in 2019. The research objective is to determine and analyze the Capability of the Fisheries Service and Food Security in EmpoweringFish Cultivation Groups in Kuantan Singingi Regency and to provide problem solving. Capability of the Fisheries Service and Internal Food Security. Empowerment of Fish Cultivation Groups in Kuantan Singingi Regency. This type of research is a descriptive survey using qualitative methods. Data were obtained from research informants who were determined bymeans of the informant determination technique using snowball sampling. Data collection was carried out by means ofinterviews, observation, and documentation, then all data collected was carried out by data validation steps and then analyzed one by one so that the research results could be drawn in the form of conclusions. The results of the study found that the capability of the Fisheries and Food Security Office of Kuantan Singingi Regency in empowering fish farming groups has been carried out with human resources, existing policies, predetermined budget allocations, and the existence of empowerment techniques that have been established every year. In the Capability of the Department of Fisheries and Food Security of Kuantan Singingi Regency in empowering fish farming groups, there are several obstacles in the form ofa lack of human resources and limited budget funds allocated for implementing programs in the aquaculture sector.

Abstract

The direct election system will provide opportunities for citizens to actualize their political rights as candidates or candidates as well as voters who come from their status as citizens. So that there is interaction between fellow citizens in an effort to participate in both the General Election and Regional Head Elections. The implementation of the Regional Head Election is the main task of the General Election Commission, which authority is then delegated to the Regional General Election Commission. In order to ensure that the Regional Head Election is carried out democratically as mandated in Article 18 paragraph (4) of the 1945 Constitution, the sovereignty of the people must be respected as the main condition for the implementation of elections at the local level. However, not a few dynamics have occurred since the Presidential and Vice-Presidential Elections were held in 2004 and the Regional Head Elections in 2005. This is an early reflection of the Indonesian nation implementing direct elections as a form of citizen involvement in determining their fate at the national and regional levels. This study uses a descriptive research method with a qualitative approach. Qualitative descriptive research is a type of research with the process of obtaining data as it is. This study emphasizes the meaning of the results while the deductive approach is reasoning that starts from certain facts to general conclusions. The implementation of updating voter data in the Election of Governor and Deputy Governor of Riau in Bengkalis Regency in 2018 was carried out according to the stages starting from the preparation of updating data, matching and research, the Temporary Voter List and the Permanent Voter List. The results showed that all stages of updating voter data went smoothly so that the Bengkalis Regency KPU could establish a Permanent Voter List. However, behind the smooth stages of updating, there are still people who have the right to vote that are not registered in the DPT.

Abstract

The task of village assistants in assisting village development has not run optimally. If this happens continuously, it will affect the village development process as mandated in Law Number 6 of 2014 concerning Villages. The research method used in order to review, develop and test the truth to find a scientific knowledge. The methods that can be used are very diverse, of course the method to be chosen must be appropriate and closely related to the procedures, tools and research design that will be carried out by the researcher. While the research method is basically a scientific way to obtain data with certain purposes and uses. There are four keywords that need to be considered, namely, scientific method, data, purpose and usability. The scientific method means research activities based on scientific characteristics, namely rational, empirical, and systematic. Rational means that research activities are carried out in ways that make sense, so that they are affordable by human reasoning. Empirical means that the methods used can be observed by humans, so that other people can observe and know the methods used. Systematic means that the process used in the research uses certain logistical steps. The results showed that Tanah Grow District was measured by how the innovation model was applied, the innovation process and the benefits of innovation there was no initiative from village assistants because of the limited authority in implementing assistance in villages as regulated in the Regulation of the Minister of Villages PDTT Number 19 of 2020 concerning Guidelines General Village Community Assistance. The conclusions that can be drawn from the results of the discussion and research are as follows: Village assistants in village development in Koto Jayo Village, Tanah Grow District, Bungo Regency, Jambi Province, can guarantee that village performance has not met all indicators, only a few indicators, quality of work (Quality of Work) Work) villages that are assessed to meet the indicators, because every month village assistance must submit individual reports.

Abstract

Fundamentally, the implementation of Bureaucratic Reform within government agencies, both central and regional, mandates an objective change of the proportional bureaucratic institutional structure and the improvement of thequality of the human resources of the apparatus. The President, through The Ministry of State Apparatus Utilization And Bureaucratic Reform, encourages local governments to create government organizations that have the right function,process and size. One way to achieve this is through job analysis. Management of the implementation of a good job analysis will produce a good quality of job requirements planning. Management of the Implementation of Job Analysis consists of planning, organizing, actuating, controlling (Terry Theory) actions, which are carried out to achieveorganizational goals and use professional employees. From the results of research at the Regional Secretariat of Riau Province that in the planning phase, the preparation of the job analysis is carried out before the organizational structure change activity is determined, so that this jump is less effective and has the potential to repeat the preparation of the jobanalysis again. In the organizing phase, the average placement of employees is not based on educational qualifications and competencies. The name of the position attached to the employee actually brings the employee's exclusive nature and cannot do various work tasks (multi-tasking) for the organization. This has the potential to reduce performance and harm the organization. In terms of actuating, organizational leaders are still weak in moving their subordinates to be more professional. In the controlling phase, the preparation of the job analysis is supervised by 2 institutions, namely the Regional Inspectorate and the Supreme Audit Agency. However, in the preparation process, there were several steps thatwere not carried out, such as distributing the questionnaire form or direct interviews, this was not done because the preparation of the job analysis at the Regional Secretariat was already using the application system. Then the Teamwas only formed without a Regional Head Decree. It can be said that it does not have a strong legal umbrella inconducting the preparation of job analysis.

Abstract

This research is based on conditions in which there are still many deficiencies in the management process, there are still many assets of the Meranti Islands Regency Education and Culture Office that have not been properly recorded and recorded, so that the true value of assets is difficult to know and the whereabouts of these assets are difficult to trace. Apart from that, the information regarding the reporting of assets at the agency is not accurate. As for the purpose of the research is to find out whether the management of regional assets at the agency has been running well in accordancewith the applicable regulations and what obstacles are faced in the implementation of regional asset management at the Department of Education and Culture of the Meranti Islands Regency. In this study, the authors used the theoretical concepts put forward by George R. Terry, planning, organizing, actuating and controlling. The form or method used in this research is qualitative. While the data collection technique is done through observation, interview and documentation methods. The results of this study indicate that the regional asset management at the Meranti Islands District Educationand Culture Office has not been fully implemented optimally as regulated in statutory regulations, especially in data collection on the number of regional assets owned and the systems and procedures for managing regional assets. This is due to the lack of Standard Operating Procedures (SOP), not having a warehouse where assets are stored, not having conducted an assessment and evaluation of asset managers and a lack of experts in regional asset management. For this reason, the Meranti Islands Regency Education and Culture Office should have a Standard Operating Procedure (SOP) forregional asset management, and have a special warehouse for storing regional assets. Assess and evaluate the performanceof the asset manager periodically/quarterly and give appreciation or appreciation to the performance of regional assetmanagers in spurring morale and increasing a sense of responsibility, involving asset managers in trainings and having a special Accounting Staff in charge of assets.
