Abstract

Inventory management at the Frisian Flag Distributor requires a system capable of determining procurement priorities accurately and objectively. Inaccurately determining which items should be prioritized often leads to problems such as overstock, understock, and the risk of losses due to expired goods. To address these issues, a decision support system using the MOORA (Multi-Objective Optimization on the Basis of Ratio Analysis) method with ROC (Rank Order Centroid) weighting was implemented. ROC weighting is used to determine the importance of each criterion based on priority order, while the MOORA method is used in the normalization process, calculating optimization values, and determining alternative rankings. The criteria used in the decision-making process include sales level, remaining stock, market demand, product price, and expiration date. Data processing results show that the combination of the MOORA and ROC methods can produce a systematic, measurable, and objective order of stock procurement priorities. The designed system can assist distributor management in making faster and more accurate decisions. The implementation of this method is expected to improve inventory management efficiency and minimize the risk of losses due to errors in determining procurement priorities.

Abstract

Driver scheduling is an important process in public transportation operations because it is related to workload distribution, fleet readiness, and service quality. At Koperasi Pengangkutan Umum Medan (KPUM), driver scheduling priorities are still determined conventionally, making decisions potentially subjective and difficult to trace quantitatively. This study aims to develop a web-based Decision Support System (DSS) to determine driver scheduling priorities using the Weighted Product method. The assessment criteria consist of route mastery, discipline, work experience, working time, and health condition. Data were obtained through observation, interviews, and internal assessment of ten active drivers. The analysis process includes weight normalization, construction of compatibility ratings, S vector calculation, V vector calculation, and alternative ranking. The calculation results show that alternative A8, Binarto, obtains the highest preference value of 0.1311, followed by A5 with 0.1265 and A9 with 0.1234. Functional testing indicates that the login feature, data management, calculation process, and ranking display run according to the test scenarios. The proposed system can assist KPUM in preparing scheduling priorities in a faster, measurable, and more transparent manner.

Abstract

The selection of cleaning service foremen in government institutions is often subjective, leading to inconsistent performance evaluations. This study aims to design and implement a Decision Support System (DSS) using the ELECTRE method to objectively select the best foreman at the Indragiri Hilir Regent's Office. The system employs an outranking mechanism with concordance and discordance index analysis to systematically eliminate candidates failing to meet managerial thresholds. Five evaluation criteria were applied: leadership, discipline, responsibility, loyalty, and communication skills. The results show that the ELECTRE-based DSS successfully identified the most suitable candidate by eliminating alternatives with critical weaknesses, producing transparent and auditable recommendations. This system reduces cognitive bias in decision-making and provides a strategic instrument for improving public service standards within the regional secretariat. The findings confirm that ELECTRE is effective for operational staff selection where minimum competency thresholds are non-negotiable.

Abstract

The Free Nutritious Food Program (MBG) is one of the government’s efforts to improve the nutritional quality of the population, particularly for vulnerable groups such as toddlers, pregnant women, and breastfeeding mothers. However, the process of determining aid recipients often faces challenges due to the large number of potential recipients and the variety of criteria that must be considered, which can potentially lead to subjectivity in decision-making. This study aims to compare the Analytical Hierarchy Process (AHP) and Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) methods in determining recipients of the Free Nutritious Food program in Ujung Serdang Village. The data used consisted of 100 community members assessed based on five criteria: household income, number of dependents, nutritional status, housing conditions, and other assistance previously received. The AHP method was used to determine the priority weights of the criteria, while the MOORA method was used to rank the alternatives. The results showed that the “Nutritional Status” criterion had the highest weight at 0.488, followed by “Family Income” at 0.240, “Number of Dependents” at 0.136, “Housing Conditions” at 0.090, and “Other Assistance” at 0.046. The ranking results show that alternative A085 ranked first in both methods. The AHP method identified 60 viable alternatives and 40 non-viable ones, while the MOORA method identified 39 viable alternatives and 61 non-viable ones. The research results indicate that the MOORA method is more selective and objective in determining aid recipients; therefore, it is recommended to support a more targeted distribution process for the Free Nutritious Food program.
