Abstract

This study aims to analyze the strategy of the Women’s Empowerment and Child Protection Office (DP3AP2KB) of Sinjai Regency in reducing the incidence of child marriage. The research employed a qualitative approach with a descriptive design. Data were collected through observation, in-depth interviews, and documentation involving key informants, including the Head of DP3AP2KB, the Head of the Child Protection Division, the Head of the Office of Religious Affairs, and community representatives. Data analysis was conducted using thematic procedures consisting of data reduction, data display, and conclusion drawing. The findings indicate that the main strategies implemented include the establishment of Community-Based Integrated Child Protection (PATBM), periodic monitoring and evaluation, and intensified socialization regarding the risks of child marriage and the importance of child rights protection. Nevertheless, the implementation still encounters obstacles, particularly low public awareness and the uneven establishment of PATBM across villages. The novelty of this study lies in the comprehensive mapping of child marriage prevention strategies by emphasizing cross-sectoral collaboration and structured monitoring mechanisms. These findings imply that strengthening village-level institutions, expanding PATBM coverage, and enhancing community-based educational programs are crucial to achieving more effective and sustainable child marriage prevention in Sinjai Regency.

Abstract

This study aims to analyze the implementation of the supervisory function of the Makassar City Regional House of Representatives (DPRD) in regional development and to identify the supporting and inhibiting factors influencing its effectiveness. The research employed a quantitative descriptive approach with a census method involving all 50 members of the Makassar City DPRD as respondents. Data were collected through questionnaires, interviews, observation, and documentation, and analyzed using descriptive statistical techniques. The findings indicate that the supervisory function of the DPRD is conducted through the use of institutional rights such as interpellation, inquiry, and the right to express opinions. The effectiveness of supervision is supported by cooperation between the executive and legislative branches, which strengthens the checks and balances mechanism. However, limitations remain in internal control mechanisms and systematic preventive supervision. The study highlights that strengthening institutional capacity and transparency is crucial to improving legislative oversight in regional development governance.

Abstract

This study aims to analyze the effectiveness of the performance of educational staff at the Center for Basic Instructional Skills Development (PEKERTI), Universitas Negeri Makassar, and to identify the factors that influence it. The research employed a qualitative approach with a case study design. Data were collected through interviews, observations, and document reviews, then analyzed descriptively through the stages of data reduction, presentation, and conclusion drawing. The results indicate that the performance effectiveness of educational staff at the PEKERTI Unit is considered fairly effective, although it has not yet reached an optimal level. performance effectiveness is influenced by three groups of factors: individual factors, psychological factors, and organizational factors. The main constraint in individual factors is the limited digital technical skills. From the psychological aspect, work motivation is relatively high but not yet supported by a well-structured reward system. Meanwhile, from the organizational perspective, cross-department coordination and digital system support still need to be strengthened. Overall, improving the performance effectiveness of educational staff at the PEKERTI Unit requires synergy among the enhancement of individual competencies, the strengthening of motivation, and institutional support that is adaptive to technological developments

Abstract

This study examines the implementation of the Regional Head Election (Pilkada) in Mojokerto Regency, East Java, and Kuantan Singingi Regency, Riau. This study uses a comparative method with a descriptive qualitative approach. The focus of the study includes the level of public participation, the quality of the election implementation, and the effectiveness of the election implementation. The results of the analysis show significant differences, especially in terms of political participation patterns where Mojokerto Regency shows a very consistent increasing trend from 60% (2015) to 86.67% (2024), an increase of 26.67 percentage points and exceeding the national average. Meanwhile, Kuantan Singingi Regency experiences fluctuations with a "V" pattern, starting from 73.85% (2015), decreasing to 67.41% (2020) due to the impact of the COVID-19 pandemic, then recovering to 76.76% (2024). In terms of effectiveness, Mojokerto Regency shows higher Pilkada effectiveness due to the support of favorable geographical conditions, strong economic stability, and solid institutions. Meanwhile, Kuantan Singingi Regency faces significant challenges in all three areas that hamper the effectiveness of the regional elections. Difficult geographic conditions, compounded by economic constraints and institutional weaknesses, create complex challenges. Thus, this study underscores that the effectiveness of regional elections is not solely determined by national institutional design but also depends heavily on local preparedness, encompassing geography, economic capacity, and the quality of inter-institutional interactions

Abstract

This study aims to analyze the role of the Provincial Government of Central Kalimantan in improving human resource quality through the Satu Rumah Satu Sarjana (One House One Bachelor) Program as a strategic approach to family-based and socially inclusive educational development. Using a descriptive qualitative approach, the study relies on primary data obtained from in-depth interviews with key stakeholders and secondary data drawn from official government documents, statistical reports, and relevant publications. The findings indicate that the provincial government plays a strategic role in expanding access to higher education through regulatory support, scholarship provision, partnerships with universities, and mechanisms for identifying eligible households. The program has been shown to enhance educational motivation at the family level, strengthen the academic capacity of student beneficiaries, and generate broader social impacts in the form of increased educational aspirations among the younger generation. Nevertheless, the study also identifies several challenges, particularly the uneven distribution of information across regions and the limitations of program outreach. These issues highlight the need for more inclusive dissemination strategies and improved coordination among implementing institutions. Overall, the program contributes significantly to regional human resource development and serves as a replicable model of educational policy, provided that governance mechanisms and cross-sectoral collaboration are further strengthened.Recommendations are offered to enhance the program’s effectiveness, including improving evaluation systems, strengthening non-financial support for beneficiaries, and developing long-term planning related to graduate absorption and employment pathways
