Abstract

Abstract

Abstract

This paper describes the dynamics of cultural pattern of traditional fisherman working relationship (palawik) with Owner Capital (employer) and the role of government in economic empowerment of fishing communities in the island province of Aceh Singkil District Lots. Through the study of cultural anthropology found that the pattern of relationships between fishermen palawik still stuck in the control of the employer. Then added another goal improper government intervention in economic empowerment. The condition causes palawik fishermen have not reached economic welfare.

Abstract

Community satisfaction can be a benchmark for the work of bureaucrats as the bearer of the mandate of Bureaucratic Reform. Therefore, it is only natural that the expectation for the realization of Bureaucratic Reform on the state's commitment stated in the 2010-1014 Bureaucratic Reformation Design is so great. However, what happened and felt until the first period of the agenda would end was that the Bureaucratic Reformation had not been able to change the face of our bureaucracy, which until now was still chaotic if it did not want to be said to fail.

Abstract

Indonesia consists of various ethnics and cultures must have the various systems of indigenous life adopted for generations . Thus, the process of implementing the system of village government will be faced with the traditional governance system that has long been adhered to by the people in the village . This study answered how the role of government's indigenous in the governance of villages ( case study in the village of Tanjung Pauh Mudik Kerinci Jambi ). Research used qualitative descriptive approach, the data was obtained through interviews and observations of indigenous stakeholders and community leaders, as well as secondary data obtained from books or records of indigenous heritage. The result show that the process of governance in the village of Tanjung Pauh Mudik Kerinci Jambi will not run if it does not include the indigenous government. Development planning should be based on consideration of the indigenous government, as the object and regional development in the territorial government are bound by customary law and local custom values. Furthermore, the implementation of development programs by the village government should involve indigenous government in order not to deviate from customary norms. With the involvement of Indigenous Government, the implementation of rural development programs in more trusted and respected by the community. People are more obedient to the Indigenous Government, because it is a customary rule of law and governance systems that have long been attached to the people in the village and is considered clean and objective.

Abstract

Enthusiasm of the various parties to the implementation of the policy of minimum service standards turned out to be different. Ministry of the Home Affair (MoHA) , as the leading sector of the successful policy of SPM, is certainly a very active part in voicing that the policy should be run smoothly as mandated by legislation. But beyond that, many other parties actually give a different response, ministries / agencies, for example, assume that a SPM's problem is MoHA's domain so that ministries/agencies does not have to "bother" to pay attention in the implementation of SPM in the area. Meanwhile, local governments both provincial and district / city - especially district / city, assume that the implementation of SPM with outcomes predetermined considered a burden to the budget so it does not need to be supported to the maximum, except for the preparation of standard operating procedures ( SOP ) and standards public services ( SPP ), two terminologies that is often interpreted as an SPM . The debate arises because of ignorance about the definition of the concept of the SPM itself. If so, how can the government expect the achievement of the target.

Abstract

There are various kinds of identities held by an Indonesian citizen such as: Resident Identity Card (e-KTP), passport, driver's license (SIM), Taxpayer Identification Number (NPWP), etc. These identities make loopholes in disobedience with the rise of fake identity numbers and bad administration. In developed countries that have implemented a single identity number (SIN), a citizen can fulfill all his needs with an efficient, effective and transparent process, and without a complicated bureaucracy. The focus of the discussion in this study is whether Identity Number on e-KTP can be used as a reference, as the basis of information on the application of single identity number (SIN) among all existing identity numbers. Based on the results of the study, there are several problems including the problem of numbering formulations related to the number of digits and numbering codes that accommodate all of the numbering in many identity numbers in various government institutions. To accommodate these problems, technically this study proposes SIN numbering recommendations by covering 3 (three) important points, namely the addition of digits "Population Type" to accommodate the business identity of the Agency/ Foreigners, the specific formula in the last 6 digits and the digit cut of "region code".

Abstract

This study aims to find the role of managerial competency in improving individual performance and ignition of organizational performance in The Aceh Human Resource Development Agency. The method is a descriptive research method that explain the phenomenon of research objects and compared to previous research and other scientific references. The managerial competencies discussed include integrity, communication, cooperation, public service orientation, self and others development, change management and decision making. The results show that managerial competencies aree not directly related to organizational performance, but has a direct effect on individual performance. The relationship between organizational performance and managerial competencies is mediated by individual performance. Accumulation of individual performance which later will directly influence the achievement of organizational performance. The results of the study also find that the standard managerial competency documents has not been prepared yet so that competency development efforts are not fully based on planning.

Abstract

Mining sector in Indonesia is a sector that serves to get the largest foreign exchange of the country, but the existence of mines in Indonesia is now much questioned by various circles. Countries are often faced with dilemmatic conditions between optimal utilization and environmental and social losse. The people of Aceh Jaya are also tempted by high income in the mining sector, as is evidenced by the proliferation of unlicensed people's mining. As for the formulation of the problem is how the legal analysis of environmental pollution by people's mining in Aceh Jaya district?. The purpose of this research is to know and to explain the legal analysis toward environmental pollution caused by people mining in Aceh Jaya district.The type of research used is normative legal research, research that is focused to examine the application of norms or norms in positive law. The result of this research is that in the case of environmental pollution conducted by the people's mining in Gunong ujen Aceh Jaya, administrative sanctions can not be applied because the people's mining does not have the permit (illegal) issued by the local government, then the applicable law that is criminal sanction in case do not obtain permit and cause loss in the community. The government may stipulate the People's Mining Area because if the people's mining is done well, it is one of the local economic potentials that can drive the economy in the region.
