Abstract

At this time, the government must have an active role in carrying out tasks, both duties within the institution and duties to serve public. To balance this task, the government must involve stakeholders. Collaborative Governance exists as a new concept so that there is continuity between public institutions (government and related stakeholders). This to assist the government in carrying out its duties. But now, often the governance of cooperation is not right, so that collaboration is not able to achieve goals. The purpose of this study is to find the right strategy for collaborative governance. The right strategy is expected to help the government to overcome problems in collaborative governance. This research uses a qualitative approach with library research strategy. This research explains that there are various kinds of processes in collaborative governance that can be used in solving existing problems. Through collaborative governance, it is expected that there will be a common perception by public institutions and stakeholders in identifying a problem so that it can be solved together. The results of this study found that the existence of a collaborative strategy in government is not seen from the results, but the existence of a model that is not only based on the process alone or the results. The model that was found in this research is expected to be the right solution in finding a collaborative governance solution for a government.

Abstract

“Camat” is the subdistrict leader, “Camat” or other designation is also a leader and coordinator of government administration in the subdistrict working area, and “Camat” can be appointed as an Acting Officer for the Temporary Land Deed for working areas where the official Deed Formation Officer is not sufficient. The formulation of the problem is how the position of a sub-district head as an official land deed maker. The purpose of this research is to find out about the position of the sub-district head as an official land deed maker. The approach used in this research is a statute approach, which is normative in nature, meaning that the study or discussion is emphasized on aspects of formal legal rules in force. The results of the research show that the position of the sub-district head as an official of the temporary land deed maker remains legal and valid.

Abstract

Organizational Citizenship Behavior (OCB) is the behavior of the freedom of determining which is not part of the formal job requirements of workers, but contributes to the psychological and social environment workplace. The aim of the research was to determine the effect of job satisfaction on organizational citizenship behavior (OCB) in Stella Maris Hospital of Makassar in 2015. The research was quantitative with analytic study and using survey method. The number of sample is 161 people. The determination of the sample size was done in total sampling. Data collection was done through observation, questionnaire, and documentation. Data were analyzed univariat, bivariate with chi square test. The results showed that job satisfaction has significant effect on organizational citizenship behavior with statistical test result (p=0.000).

Abstract

There are many reason why public organizations need for innovation. The most fundamental reason is due to the demand for accountability, transparency and good governance principles dribbling organizations to the higher performance. Innovation is an extremely powerful way to overcome the problem and bureaucratic deadlock. Therefore, public organizations should open up enough space for the growth of innovation by developing innovation culture. Developing such culture means accustoming to make a change, renewal and improvement in order to produce a better performance. They will improve the employees performance and eventually will improve organizational performance. To achieve a high performing public organizations, innovation product should have added-value and competitive advantages which can be felt by society, because public organizations aim at providing a satisfactory service to the community.

Abstract

The Law of State Civil Apparatus mandates Civilian Personel to possess the competencies of technical, managerial, and socio-cultural in carrying out their duties and functions. Sociocultural is a new competence introduced in the Law of State Civil Apparatus that could be measured from work experience related to the society in terms of religion, ethnicity and culture in improving national vision. In practice, there were already policies to accommodate the implementation of socio-cultural competence. One of these policies was made by the Provincial Government of Jakarta, namely competence of social sensitivity. Although it has a different name, the competence of socio-cultural and the competence of social sensitivity have the same meaning in substance. This research has identified the potential for socio-cultural values that exist in the region of Aceh and North Sumatra to be indicated as socio-cultural competence, and then to do an analysistoward the development strategy of socio-cultural competence in the region. By using qualitative methodand data collection through focus group discussions and interviews, the results of analysis showed that the historical aspects, pluralist and challenges of regional development had greatly influenced the formation of socio-cultural values. There was a lot of value identified which then classified specifically and in general. The purpose was to made a priority scale of values that can be used as a socio-cultural competence in a scale of local/specific, which then can be applied generally or nationally. In relation to the needs of development, both locus show that the level of needs was very high due to the heterogeneity exists in both regions. For its development strategy, the regions expect standard implementation as a parameter to be measured in order to improve the competence of the civil apparatus.

Abstract

Managing human resources personnel is one of the areas of change bureaucratic reform. Thereby improving the quality of civilian state apparatus becomes the main focus in structuring human resource roadmap. The problems identified in the capacity building of the state civil servants apparatus world class include the need for socio-cultural competence on the state civil apparatus, in particular acting as a high chief or the decision maker in each organization unit. Policy analysis is trying to formulate the dimensions of socio-cultural competence of personnel, which dielborasi of a series of panel discussions with experts, in order to form leaders of character dynamic, adaptive and acceptable in the administration of public services and governmental affairs. Where the results of the discourse can be seen that the formulation of job competency standards can be done through several aspects; (1) Categorizing the level of competency based on relevance. (2) Preparation of standards of competence should consider the development vision of the head of government. (3) The competency standards prepared by considering the purpose of implementation, the executing agency, strength of character, competence, environment and culture, community, quality of service, mental revolution, integration competency standards with ASN management, intelligence and balance.

Abstract

Aqidah silting in policy implementation Shari'a is a complex problem, so it needs a networkbased organization solution. The aim of the research was to describe the regulative, normative and cognitive pillars in the network of Islam Syari'ah policy implementation in Bireuen, Aceh Province. The research approach was qualitative. Data were collected with observation, interview, and documentation study, and analyzed with reduction, presentation and conclusions/verification. The results of the research indicated that (1) the regulatory pillar does not operate effectively, in the absence of sanction given to the offender, and also the absence of special rules made by TPWNAAS in their duties, which includes regulations, laws, sanctions and competence in carrying out policy implementation of Syari'ah in Bireuen. (2) normative pillar has not been fully effective, because of shortage of competent human resources in the Departement of Islamic Syari'ah as a member of TPWNAAS, and some staff with unsuitable educational background. (3) cognitive pillar has been running effectivelly, indicated by believes, goals, and actions jointly undertaken by institutions were incorporated in TPWNAAS and a shared vision and mission, as well as mutually agreed objectives in implementing the policy of Islamic Syari'ah in Bireuen.

Abstract

Policy to build Indonesia through village was realized with enactment of Law No. 6 of 2014 concerning the village. The village was positioned by the Law as a base of human resource, human resource and local wisdom so that the state is obliged to empower village as the center of development in order to improve the welfare of its people. Furthermore, the village head and the village community would be given opportunities to play a role as the subject of development. The village should be able to plan and implement their own development according to the needs and priorities of the community. To keep the condition balance, it is a must to strengthen the capacity of village government apparatus. The village requires adequate and professional apparatus resources to be subject of development which is capable to play strategic role to make a developed, independent and prosperous country. This paper shows that the development in the village suffered several problems including a weak system of planning at the village level, insufficient village heads competency, management of services to the community as well as the financial management of villages that have not been effective. All of these problems is basically a problem derived from the weak of apparatus resources ability in the village. To overcome the condition, there are at least (4) four agenda in strengthening the capacity of the village government apparatus that needs to be done and is owned by each village apparatus; the ability of government management, the ability of village development planning, the ability of village financial management and the ability in drafting village regulation. The implementation of the agenda requires leadership commitment to do the reinforcement. By strengthening the capacity of the village government apparatus, not only in terms of the theory but also in practice, the village government will be able to perform its functions in implementing development in the region.

Abstract

Globally, Indonesia still faces of the millennium development goals (MDG) challenges especially in ecological waste management. Then it is necessary to accelerate the innovation of government waste management performance and reduce the volume of waste. This research was focused at Coblong District, Bandung City and employed quantitative descriptive method. The method was used to describe the influence of people's behavior to the volume of waste that is produced. This research also recommends innovation on waste management model. This study shows that there is significant influence between the behavior of citizens and the volume of waste generated. Therefore, innovation model of independent waste management by the residents is very effective and efficient especially with the assistance of relevant NGOs. This research also recommends that it is necessary to create more impactful waste management by promoting citizen participation and more intense assistance from the Government and NGOs in the District Coblong Bandung.
