Abstract

This paper derives from qualitative research on the construction of local democracy in Aceh Besar, Aceh. The research describes the experience of special autonomy governance in one the districts in Aceh after the Helsinki peace accord prior to social-economy-cultural damage due to conflict and tsunami. It captures the role of social and political actors in terms of synergizing a balance and good representative and participatory democracy. The focus issue is on the elite and society level. In elite level, there is a lack of leadership skill that hinders the performance of local administrative, while on the society level there is yet an ability to participate and utilize the public sphere including responding toward public policies. The bad governance is reflected through the ongoing conflict surrounding 2012 local election. This experience of conflict during local election seems to relive the trauma of violent conflict and civil rights repression, resulted in political apathy and fatalism among the people. This is surely contradicts the spirit of new model on local democracy that is expected differently with the way it has been practiced in the central government.

Abstract

To perform the task, every civil servant must have adequate competence in managerial, socio-cultural and technical competence. Government agencies both central and regional are required to develop civil servant’s competencies that aim to develop the quality of knowledge, skills and behavior of civil servants so that they can perform the task well. This research aims to understand the development competence of civil servants in the local government. The result of research using qualitative approach with secondary data collection technique through literature study, obtained some challenges and opportunities faced by local government institution in doing civil servant development. The law about Aparatur Sipil Negara requires government agencies to fulfill the right of civil servants to get competence development from a minimum of twenty hours per year. To implement it, there are some challenges faced namely the gap between the competency standard of an office and the competence of the employee. In addition, there is no document of competency development plan in each agency and limited budget allocation in the local government to finance the planned competency development activities. As an effort to overcome these challenges, it needs creativity and innovation as an opportunity from government institution to fulfill the right of civil servant’s competency development.

Abstract

Indonesian Land Border with neighbor state countries is based on Regulation Number 43 on 2008 about The Territory of the State is with Malaysia, Papua New Guinea and Timor Leste. The purpose of writing on the land mastery arrangement is to know the concrete steps related to the arrangement of land mastery in border area and spatial arrangement correlation with arrangement of land tenure. The physical condition of the border area is generally wavy to hilly. Land use in the border area consists of forests, farms and settlements. The status of land in the border area is generally divided into state-controlled free land, state-occupied land, property and ulayat lands. Arrangement of land tenure in general includes maintaining existing land status, granting of rights to land, disposal of rights and adjustment of land rights. The designation of border area according to the prevailing regulations is divided into areas of defense, cultivation area and conservation area. Arrangement of land tenure stipulated by the spatial is to refer to the function of the area. Development of border areas by strengthening land rights will provide legal certainty of land rights so as to provide a sense of security in investing and land use.

Abstract

The purpose of this study is to determine the implementation of human resource development based on the Minister of Home Affairs No. 114 of 2014 About Village Development Guidelines in Tungkulrejo Village, Padas Sub-district, Ngawi District. To Know the Supporting and Inhibiting Factors in the Implementation of Human Resource Development in Tungkulrejo Village, Padas Sub-district, Ngawi District. This research uses field research method which gives description about the implementation of human resource development in Tungkulrjo Village, Padas Subdistrict, Ngawi Regency. Data collection techniques use observation, interview or documentation techniques, by selecting subjects and informants who are involved and technically and functionally involved in human resource development. The data obtained are then analyzed qualitatively. The results of this study illustrate that; The role of village government in the development of human resources in Tungkulrejo Village, has made policy on activities that can build existing human resources. However, these activities have not been able to provide a good impact on the economy of the people of Tungkulrejo Village. Internal and external factors become an inhibiting and supporting factor in the development of human resources in Tungkulrejo Village.

Abstract

This study aims to examine the effect of fiscal decentralization and economic growth on human development on Sumatra. The data used are regional tax data that represent fiscal decentralization, economic growth and human development index. The data used in the form of panel data of each province from 2010 to 2016. To test its influence used panel data regression model, after the best model test is a fixed effect model. The results of this study indicate that fiscal decentralization in this case local taxes have a positive and significant influence on human development on Sumatra, while economic growth has a negative but not significant effect on human development on the island of Sumatera.

Abstract

The Non-Smoking Area Policy (KTR) in Banda Aceh City requires further studies in order to improve the effectiveness of the policy. Further studies help the implementation more smoothly and higher impact. Therefore, this study aims to map the need for further studies after the enactment of the Non-Smoking Area policy in Banda Aceh City. The result is based on literature review and mapping of issues. It indicates that there are at least three research agendas needed. One of them is a study on the prevalence of juvenile smokers after the Regulation. Increasing the prevalence of juvenile smokers shows that KTR has not been able to avoid youth from the dangers of smoking. In addition, research on the impact of KTR on regional income is also important to study. Concerns about a decline in advertising revenue from cigarette advertising have led to the seriousness of reduced local governments to fully implement cigarette promotion policies. The last issue that needs immediate research is the impact of smoking on poverty. The consumption pattern of people who are dominated by cigarettes causes smoking activities to cause an increase in poverty in Banda Aceh City. This study is important in order to optimize the KTR policy in reducing poverty in Banda Aceh City.

Abstract

The development challenges in Aceh is increasing in a row of strategic environmental changes, including globalization which bring new challenges of Aceh development. Several social and macro economic indicators shows that frustrating numbers. Poverty is becoming the main problems of development. The Huge fiscal authority has not able to brought improvement which show low level development synergy. Mapping of development threat is becoming more significant for collecting preventive or curative proceeding. This purpose research for mapping the development threat in Aceh province. The result of this research shows that Aceh will deal with four threaten namely politic, economic, social, and information technology. Poverty obtains huge attention while the other side poverty in Aceh still on the high level than the capacity of Aceh fiscal. Number of unemployment is high enough it because of low investment. Furthermore, natural disaster also affects the quality of development and the increasing of drugs trafficking.

Abstract

The number of people living in poverty in Aceh has continued to increase over the past five years. The poverty rate in Aceh on year 2017 is 15.92% or 829,080 people. Based on the results of the National Economic Survey (SUSENAS), Aceh has been ranked as the sixth poorest region nationally and as the poorest regions in Sumatra. This research aims to see whether there is a correlation between cigarette consumption and the poverty rate in Aceh. The method used in this research is the Panel Data Analysis with regression model. The results of this research shows that there is a positive correlation between the amount of cigarette consumption expenditures and the poverty rate in the Regency / City of Aceh. It means that when the number of cigarettes consumption is constant or growing continuously, poverty rate will increase linearly.

Abstract

A peace agreement does not automatically create a situation of positive peace in a post conflict area. In fact, many peacefully resolved conflicts have reverted back to become violent after a few years. The people living in these areas are always hopeful that a positive peace is achieved after a peace agreement, even if it is something very difficult to achieve. A peace agreement like the Helsinki MOU is only able to achieve a situation of negative peace in Aceh. To achieve a situation of positive peace, concrete actions must be undertaken by all stakeholders, especially the rulers of Aceh, or the Acehnese government. At the very least, there are three important aspects that must be observed by peace actors: politics, economic, and social. This paper will however only focus on two of these – politics and economy. The paper will analyse the political transformation and efforts made by the Aceh government to change the political situation and economy as a way to fulfill the needs of the Acehnese people. Based on this, a prediction can be made of the prospect to achieve sustainable positive peace in Aceh. Lastly, it is hoped that this study can contribute some thoughts to peace and development actors in their efforts to build peace in post-conflict areas.
