Abstract

The purpose of this study was to find out about the accuracy of news "Press the Rate of Covid 19, Rohidin Encourages the Regions to Perform a Bulk SWAB Test", on 4 September  2020 at Viralpublik.com Bengkulu Online Media in operationalizing the four structural dimensions of news as a framing device: syntax, script, thematic and rhetorical on Covid 19 news. This research method is based on the postpositivism or interpretive philosophy that is used to examine the conditions of natural objects, where the researcher is the key instrument, and the results of qualitative research are to understand meaning, understand uniqueness, construct phenomena, and find hypotheses. In this method of analysis, the Zhongdang Pan and Gerald M. Kosick Model approach uses psychological and sociological conceptions on Covid 19 news. The results showed that the Covid 19 news about "Pressing the Rate of Covid, Rohidin Encourages the Regions to Perform a Mass SWAB Test, 4 September 2020", psychologically the conceptions have changed humans in communicating and interacting with others, because the framing concept used has described the selection process highlighting certain aspects of media reality in placing information in the context of news accuracy, so that certain news content gets a greater allocation than other news issues, whereas in a sociological concept, it can be understood as the process of how a person classifies, organizes, and interprets his social experience to understand himself and the reality outside himself, because a pandemic can cause changes in behavior that have an impact on social upheaval in society

Abstract

This study aims to determine the performance of the Bengkulu Representative Ombudsman in handling public complaints. This study uses qualitative methods, with data collection techniques using observation, interviews and documentation. Researchers using kumorotomo's performance theory the results of this study show the performance of the bengkulu representative ombudsman in handling public service reports. Based on the results of the study, it can be seen that the performance of the Bengkulu Provincial Ombudsman representative in handling public service complaints are: (1) employee efficiency of the bengkulu province representative Ombudsman office totaling 19 employees consisting of 4 assistants. Furthermore, the ombudsman representative of the province is sufficient to carry out the duties and functions of the Ombudsman and the completion time of the Ombudsman complaint is 14 working days, the Ombudsman gets funds from the state revenue and expenditure budget (apbn) the funds are used to handle cases that go to the Ombudsman representative of bengkulu province . (2) the effectiveness of the settlement of public service cases is the task of the Ombudsman because the Ombudsman prioritizes public services that have been regulated by the government in the 2008 law on public services, the purpose of completing public services is to reduce extortion against the government and the relevant agencies regarding public services. Furthermore, the conditions imposed by the Ombudsman representative of the Bengkulu Province in handling complaints are carried out fairly and openly. (3) justice, inside the ombudsman office in completing a report, the Ombudsman office employee is guided by the existing standard operating procedures (sop) and the ombudsman does not take sides with either the reported or the reported parties. (4) responsiveness from the results of reports from the public the Ombudsman performs work on public complaints in accordance with existing procedures, the Ombudsman is a public service that is always open in deciding problems with public services.

Abstract

This study aims to determine the relationship between narcissistic behavior on the Tiktok application and the personality of teenagers in high school students (SMA) Negeri 2 Central Bengkulu. This shows that there is a strong and positive correlation between narcissistic behavior on the Tiktok application and the personality of adolescents at SMA Negeri 2 Bengkulu Tengah. This means that the higher the Narcissism Behavior on the Tiktok Application, the more it will reflect the personality of teenagers at the State 2 Central Bengkulu High School (SMA). From the results of hypothesis testing, the tcount value is 9.21 and then compared with the ttable value with the level of significance set at 95% with a one-way calculation and dk = n-2 = 40-2 = 38, it is known that the ttable value is 1.686. This explains that there is a close relationship between narcissistic behavior in the Tiktok application and adolescent personality in high school students (SMA) Negeri 2 Central Bengkulu.

Abstract

In Most of the opera theme in Indonesia ranges from about love between men and women or retaliation spawned violent scenes. Var Through the opera, The Voice of the Wife's Heart, the Friendly Episode Does Not Mean Sharing Husband is available, the media can display a picture of symbolic violence perpetrated by women against their friends. Ious forms of symbolic violence that are shown in operas. This study aims to look at representations of symbolic violence which refers to Law no. 23 of 2004 concerning the Elimination of Domestic Violence. The methodology used in this research is descriptive qualitative with the method of semiotic analysis by Roland Barthes. The data obtained for this analysis is obtained through selecting a scene in which there is an element of symbolic violence. Then, after selecting the data, they are grouped according to the form of symbolic violence they get. While the theory used is Roland Barthes' semiotic theory which consists of denotation, connotation and myth. The results showed that symbolic violence against women was shown various kinds of symbolic violence such as threats and belittling, as well as signs of ideology in operas the conscience of the wife in the friendly episode does not mean sharing the husband either symbolically or visually. And the ideology contained in the opera The Voice of the Heart for a Friendly Wife Doesn't Mean Sharing Husband is a patriarchal ideology.

Abstract

Communication is very important in the continuity and success of an interaction both in everyday life and in organizational life. In the communication process, a communicator conveys a message to the communicant using the media. Media as an expansion of information is increasingly developing until emerging communication technology. Smartphones are concrete manifestations of technological advancements created to make it easier for humans to communicate. The growth of communication technology is also marked by an increase in social media. WhatsApp is one of the social media that is widely used for the purpose of socializing or as a message delivery both individuals and groups. Various facilities offered by WhatsApp, in addition to sharing messages between individuals, WhatsApp is also used for work purposes. With the various facilities and uses offered by WhatsApp, it attracts the interest of Bukittinggi Class II Rehabilitation center employees, so that employees can communicate with each other and deliver messages or information related to the tasks and functions of the agency. Therefore, researchers are interested in conducting a study entitled "Using the Whatsapp Application in Organizational Communication at Class II Rehabilitation center in Bukittinggi". This research is included in a descriptive study, which is a study conducted by collecting all key data in the form of words, pictures and data excerpts to provide an overview of the presentation of a research report. The data collection method is done through unstructured interviews and data analysis techniques are carried out using qualitative analysis methods according to Mile Hubermas (2007). From the research it was found that the Class II Rehabilitation center Bukittinggi has the main tasks namely; assistance, guidance, supervision of children in conflict with the law (ABH) and provide guidance and supervision of correctional clients as well as dealing with other law enforcement officials such as; the police, prosecutors and judges, therefore need effective communication media such as the WhatsApp application to speed up the delivery of information. so as to encourage the acceleration of the duties and functions of employees, especially in the handling of children who are dealing with the law (ABH).

Abstract

This study intends to determine the quality of service during the Covid-19 pandemic at the Karang Jaya District Health Center, North Musirawas Regency. This study uses a qualitative descriptive research method. The technique used is Accident Cluster Sampling, data collection techniques in this study are Observation, Interview, and Documentation According to Zeithaml et al (1990:63) there are seven dimensions of Service Quality: Tangible (Intangible), Medical equipment in the puskesmas is very lacking To carry out examinations and treatment of patients' illnesses, X-rays and ravid tests are not available, but they are limited in nature, there is only a laboratory for checking blood and patient diseases. So that people are disappointed with the limited facilities at the puskesmas. Reliability (Reliability) Treatments carried out by doctors and nurses are good because they have gone through a careful process starting with measuring body temperature, checking blood pressure and recording patient complaints before being examined by doctors. nurses in the treatment and examination of patients. The nurse in the treatment room and the examination is cool alone nagging with fellow friends so that the patient seems to be ignored, Assurance (Guarantee) Services and treatment carried out by nurses and doctors are not on time in providing services even though the service schedule and examination of patients' illnesses starts at 08 s /d 11:30 pm and Empaty . The services provided by the administration and doctors are very good with a friendly, polite and courteous attitude to greet patients when they pass in front of the patient. Meanwhile, nurses are less friendly and polite in front of patients, nurses do not greet patients in the waiting room at all.

Abstract

 A college is an educational institution that responsible to improve human resource. To do it, it is needed professional lecturers, competence and high quality. Lecturer is the main part to make a progress in a college beside the other parts. If those aspects have been done, it means that the purpose of Tri Dharma in a college was achieved. The assessments of lecturer performances are important to do as a measurement of a college in doing Tri Dharma of college. The objective of this research to know the lecturers performances in Sekolah Tinggi Teknologi Pagaralam. The method used was descriptive quantitative by interview for primer data and for secondary data by documentation and observation. The informant of this research was 11 people, they are; lecturer, student, alumnus, staffs, principle and vice principle of Sekolah Tinggi Teknologi Pagaralam. This research refers to four aspects of lecturer duties, quantity of occupation, autonomy of occupation, cooperation, and exact occupation. The result of this research showed that all of the lecturers’ performance in Sekolah Tinggi Teknologi Pagaralam were good. However, it is still necessary to imporve more especially the quantity of lecturer research. Based on the result of this research can be concluded that, Sekolah Tinggi Teknologi Pagaralam still necessary in doing the improvement supervision and motivate to all lecturers especially in doing a research.

Abstract

The development of information and communication technologies (ICTs) has been a major driving force in transforming patterns of public administration in different parts of the world. This article analyzes the influence of technology on the transformation of public administration, focusing on the trends and challenges emerging in the digital era. Through an analytical descriptive study, this research covers aspects of technology adoption, operational efficiency, community participation, data management, and the impact of technological globalization in the context of public administration.First, this article describes the trend of technology adoption at the national and local levels. The results show that most governments have integrated technology-based solutions such as e-government and big data to improve administrative efficiency and provide better services to the public.Furthermore, the focus is on the positive effects of technology adoption on operational efficiency and transparency. The implementation of digital systems has helped speed up administrative processes, reduce bureaucracy, and improve information accessibility for the public.Public participation in government decision-making was also highlighted. While technology provides tools to enhance participation, challenges arise regarding the digital divide and people's limited access to technology.Data management and cybersecurity are the next focus. The results show that some government entities face obstacles in managing data, especially in terms of security and privacy. Cybersecurity is a critical issue that needs serious attention to protect the integrity of government information.In a global context, this article discusses how technological globalization affects public administration. International cooperation and information exchange between countries have become easier, but challenges arise in dealing with differences in regulations and administrative standards. Compliance with sustainability principles and energy efficiency were also found to be positive impacts of sustainable technology adoption. Governments that implement green solutions can make a positive contribution to global efforts to safeguard the environment. Nonetheless, the article also highlights some challenges that must be overcome, including the digital divide, cybersecurity risks, and ethical considerations in the use of technology. Taking into account the results of this study, the article concludes by presenting suggestions for further improvements and future research in order to optimize the positive impact of technology on the transformation of public administration in the digital era.
