Abstract

Karang Rejo is one of the villages in Simalungun district, Gunung Maligas sub-district, North Sumatra province, Indonesia. One of the things that is being focused on in the village is the road across the village which is increasingly deteriorating and dangerous for local people to pass through. Community participation is also very much needed to support the improvement of cross-village road infrastructure so that it is suitable for passage again and it is easy for people to carry out activities such as work, school, and other activities. Not only participation in decision making, but the community must also participate in implementing development. The purpose of this writing is to find out and analyze the role or participation of the community in the construction of cross-village roads in Karang Rejo village, Simalungun district. The author uses a method, namely a qualitative descriptive method where the author describes and analyzes the phenomena that occur in the problem. The results of this research are that there are still minimal people participating in the construction of cross-village road infrastructure in Karang Rejo village, Simalungun Regency, Gunung Maligas District. In the implementation of this development, those who are seen and participate are the people who give their energy and time rather than the people who donate materials and funds in the form of money. The government programs implemented are none other than for the community, so they require community involvement. The community needs to work together with the government to strengthen, facilitate, and maintain the implementation of development programs.

Abstract

Community development, which seeks to increase participation and a sense of participation and belonging together in the program to be implemented, must also contain elements of community empowerment. Empowerment refers to the ability of people, especially vulnerable or weak groups, to have access to productive sources that enable them to increase their income and obtain the goods and services they need and then participate in the development process and decisions that affect their environment. or themselves. In reality, this process often does not appear automatically, but rather grows and develops based on the interaction of local communities with external parties or social workers who work based on charitable encouragement or a professional perspective. These social workers act as social assistants. Who is present as an agent of change who is involved in helping solve the problems they face. Social assistance can be interpreted as a dynamic interaction between poor groups and social workers to jointly face various or various challenges. Community development is also interpreted as a strategy of choice in the context of alternative development, while the concept of alternative development in development discourse is then a reaction to the weaknesses of the development model, also overcoming the problem of poverty, preserving the environment and solving strange social problems that oppress society.

Abstract

In the era of globalization, development is often focused on the economic sector as a primary measure of success. One of the critical indicators of national development success is economic growth. Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in supporting regional economic development, including in Sidoarjo Regency. This study aims to analyze MSME development policies as a cornerstone of strengthening the local economy. Using a descriptive-qualitative approach, the study evaluates the effectiveness of local government policies, encompassing aspects such as financing, skill training, market access, and digitalization. The results show that although government policies have contributed positively, significant challenges remain that hinder the optimal role of MSMEs. These challenges include limited access to financial resources, low technology adoption, and insufficient collaboration between MSME actors and other stakeholders. On the other hand, local potentials such as handicrafts, food processing, and the creative sector have yet to be fully utilized. Recommendations from this study include enhancing synergy between the government, business actors, and local communities, providing incentives for technology-based innovation, and strengthening business networks through digital platforms. With more targeted policies and active participation from all parties, MSME development in Sidoarjo is expected to boost local economic competitiveness and create inclusive and sustainable development.
