Abstract

IMPLEMENTASI WORK–LIFE BALANCE DALAM PEMELIHARAAN SDM: ANALISIS YURIDIS MANAJERIAL DAN KERANGKA REGULASI PADA PT PLN (PERSERO) Human resource (HR) maintenance is a strategic function in modern management aimed at preserving employee well-being, loyalty, and productivity. Challenges such as high employee turnover, work-related stress, and work–life imbalance require organizations to implement comprehensive maintenance strategies. This study aims to examine the concepts, objectives, and methods of human resource maintenance through a literature review approach and to analyze its implementation at PT PLN (Persero). The research employed a Systematic Literature Review (SLR) method on scientific articles published between 2020 and 2025, complemented by document analysis of PT PLN (Persero) Annual Report 2024. The findings indicate that work–life balance (WLB), occupational safety and health, compensation systems, as well as employee welfare and  competency development programs are key factors in improving employee engagement and retention. Practices at PT PLN demonstrate strong alignment with modern HR management theories through the implementation of SMK3 with a Zero Accident target, internalization of AKHLAK core values, and strengthening of employee well-being initiatives. This study concludes that integrated HR maintenance not only enhances employee welfare but also significantly contributes to organizational sustainability and competitiveness.   Keywords: Human Resource Maintenance, Work–Life Balance, Employee Well-Being, Retention, PT PLN.

Abstract

The implementation of the New Criminal Code (Law No. 1 of 2023) as of January 2, 2026, marks the decolonization of Indonesia's criminal law system, shifting from a retributive paradigm toward restorative, corrective, and rehabilitative justice. This normative juridical research examines the dualism between the principle of legality and the recognition of living law, alongside law enforcement challenges concerning Artificial Intelligence (AI)-based crimes. The findings reveal three key issues: (1) potential legal uncertainty arising from living law lacking rigid parameters; (2) the necessity for an ideological reorientation among law enforcement officers regarding the application of alternative sanctions; and (3) a legal vacuum concerning the criminal liability of AI entities. It concludes that the 2023 Criminal Code requires precise derivative regulations. This article recommends standardizing customary law criteria to prevent over-criminalization, as well as strengthening the oversight of judicial pardon discretion to avoid sentencing disparities. Abstract

Abstract The development of information and communication technology has increased public demand for mobile phones, while also giving rise to a market for used phones as a more affordable alternative. However, transactions involving the sale and purchase of used mobile phones often create legal issues related to product condition, clarity of information, warranties, and business actors’ responsibility for consumer losses. Every citizen has the right to fair legal protection and certainty; therefore, consumers must be safeguarded from fraudulent and non-transparent business practices. This study aims to analyze consumer legal protection in used mobile phone transactions based on Law Number 8 of 1999 concerning Consumer Protection. The research employs normative legal methods with statutory and conceptual approaches. The findings indicate that the legal framework is adequate; however, violations still occur, highlighting the need to enhance legal awareness among business actors and consumers and to optimize the role of the Consumer Dispute Settlement Agency. .
