Jurnal Lemhannas RI (JLRI) is multidisciplinary, focusing on all aspects of national resilience. This journal publishes articles 4 issues every year. JLRI aims to provide a platform for intellectual discourse on topics such as Geography, Demography, Natural Resources, Ideology, Politics, Economics, Socio-Cultural, Defense and Security. Theoretical and conceptual analysis, foundational and applied research using qualitative or quantitative approaches are welcomed. Papers submitted may be in English or Indonesian, and they will be evaluated by peer-reviewed and must significantly contribute to national resilience in general or specific application areas.

Abstract

Purpose: This article examines the role of tourism as a soft power instrument in strengthening Indonesia's geo-maritime resilience in the Indo-Pacific through collaborative governance based on the Hexa Helix model that supports cultural diplomacy, civil presence, and maritime sovereignty. Design/Methodology/Approach: This study uses a qualitative approach through a systematic literature review that includes the identification, selection, synthesis, and analysis of literature, policies, and reports related to maritime development. The Hexa Helix model is applied to assess the involvement of academics, business actors, communities, government, media, and political institutions, with a focus on the Natuna, Sebatik, and Morotai loci, in understanding the role of tourism governance in strengthening non-military national resilience. Findings: The findings show that tourism makes an evident contribution to reinforcing geo-maritime resilience by increasing the welfare of coastal communities, promoting national identity, and boosting the state's presence in strategic maritime space. Collaborative governance has proven capable of synergising economic, social, cultural, and geopolitical values in a sustainable manner. Originality/Value: This research develops a conceptual framework that integrates soft power theory, the Hexa Helix governance model, and the Asta Gatra framework into a national resilience strategy. The study provides a new perspective for policymakers and academics on utilising tourism as a community-based, non-military approach to strengthen Indonesia's sovereignty and strategic position as the Global Maritime Axis.

Abstract

Purpose: The purpose of this paper is to examine the relationship between the first term of the Trump administration (2017–2021) and the United States Intelligence Community (USIC), with particular attention to intelligence politicisation, bureaucratic politics, and the deployment of the “deep state” narrative. The authors argue that these dynamics are changing patterns of democratic governance and impacting the national resilience of the United States in the realms of politics, government, and security. Study Design/Methodology/Approach: This study adopted a qualitative approach to analyze the implementation of inter-institutional competition, while a national resilience framework based on the Asta Gatra framework was used to assess the interaction between political authority, administrative integrity, and security governance. Findings: Persistent distrust, populist rhetoric, and political intervention characterise the relations between President Trump and the Intelligence Community. These dynamics weakened analytical independence, institutional coordination, and transparency, thereby disrupting the balance between political and administrative resilience and constraining the state’s adaptive capacity in managing national security under political turbulence. Originality/Value: This study contributes to the literature by integrating bureaucratic politics and national resilience perspectives to reinterpret the Trump-Intelligence Community conflict as a test of institutional resilience, rather than a conspiracy phenomenon.

Abstract

Purpose: This study explores how individuals interpret online love fraud experiences and how these experiences reshape trust, meaning, and social interactions in digital spaces as part of a society's socio-cultural resilience. Study Design/Methodology/Approach: A qualitative phenomenological approach through Interpretative Phenomenological Analysis with in-depth interviews was used in this study to understand subjective meaning formation, emotional interpretations, and relational negotiations in online love fraud experiences. Findings: Digital love fraud develops through gradual relational constructions that shape emotional intimacy and symbolic trust, which are interpreted as disruptions to the sense of security and relational valuations and influence people's social interaction patterns in the digital world, thus impacting sociocultural resilience. Originality/Value: This research positions the lived experiences of victims as the analytical basis for understanding relational vulnerability in the digital space and demonstrates its connection to the formation of socio-cultural resilience in contemporary Indonesian society.
