The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

Theoretically, work motivation has an effect on public service quality. The research aimsto finding out whether in case of garbage services in Depok City such kind of effect also occur. Theresearch approach is quantitative. Independent variable is work motivation, and dependent vari-able is public service quality in garbage collection. There are 131 respondents consisting of govern-ment employees and members of community. The primary research instrument is questionnaire.Data are analyzed using correlation analysis, determination analysis, and regression analysis aswell. The research result that there is significant effects of government employee work motivationon public service quality in garbage collection in Depok City. In such manner, the effects of govern-ment employee work motivation is the result of condition and interaction among dimensions ofgovernment employee work motivation, namely: the arousal, direction, and persistence of effort inwork settings.” Research findings has enhanced the existing theory of work motivation and enrinchedsuch a theory as well by delineating some new aspects for analyzing the effects of work motivationon public service quality. Such new aspects consist of the priority of public interests, the opportu-nity of promotion and performance reward, and organizational attachment.

Abstract

The main problem of this research is ineffectiveness of border area management. Toomany problems are faced by field administrator and local authority which is raised by lack ofinstitutional support from central and local government. New model of border area managementis needed in strengthening its effectiveness. This model was arranged by considering empiricalresult such as different function of multilevel government, lack of coordination and incapableinstitutional arrangement, and lack of management effectiveness. This study based on descrip-tive qualitative methods. Informan is choiced with purposive and collecting data used snowballing method the new model propose that there must be a clear division of authority betweencentral, provincial and local government through principle of externality, effectiveness and effi-ciency. This new model entails proper institutional design that strengthening coordination be-tween multilevel government and empowering institutional design in local authority.

Abstract

The increase of Foreign Direct Investment (FDI) was improved greatly year to date in ourcountry. Despite of the positive development, there was anomalous condition in Indonesia. On theone side, the Indonesian government seriously done huge efforts to increase FDI realization withspecial facilities, but on the other side, many foreign companies in terms of Foreign InvestmentCompany did not pay Corporate Income Tax and file Income Tax Return which shown a tax loss forlong times. Those anomalous phenomenon was occured hypothetically due to the practice of taxavoidance by those companies policy. This research aim to capture practice of tax avoidance by theForeign Investment Company. The research methods using qualitative instrument and participa-tory observations. Qualitative instrument includes indepth interview with the key informants. Thisresearch result indicates there are five practices of tax avoidance which commonly performedthrough a scheme of transfer pricing, thin capitalization, treaty shopping, controlled foreign corpo-ration (CFC), and the use of tax heaven countries. Those tax avoidance practice was occured byusing the loopholes of Indonesian tax regulation. Another result of this research also depicts ourunderstanding on the close relationship between subsidiary company with its parent company abroad.For further research as theoritical implication, next researcher should be able to combine quantiativeas well as qualitative method in order to have robust research result and rigor recommendation.

Abstract

The objective of this research was to identify and analyze deeply various poverty rootsof problem developing in both coastal and agriculture area as basis of formulating public policy inpoverty alleviation. Qualitative with multicase study method was applied in two villages in order togain complete description concerning roots of rural poverty. In-depth interview and observationwere used to collect qualitative data. Informants taken from farmer and fisherman leading actors,development agencies from district to village level, and other community organization actors werepurposively selected followed by snow-ball sampling in order to get more comprehensive data.Data was analyzed by interactive model consisting of interactive activities from data collection,reduction, display and verification/conclusion drawing. Results of this study show that roots ofpoverty in coastal villages are more complicated than those of agriculture one. This circumstanceindicates that coastal village area is the primary pocket of poverty. Some causes of poverty thatshould be paid attention by policy makers are low of education level, disadvantage developmentpolicy and marketing system for farmers as well as fishermen, and degraded coastal environment.Therefore, developmental efforts aimed at alleviating the poverty should be directed to improvethe primary roots of poverty problem.

Abstract

Although a transitional change of improving good services in organizational culture isslowly changing, the value transmission in Indonesia civil servants setting is very important to beunderstood optimistically. That is a self-adjustment of the employees working in a natural andpositive ways. But, how the value transmission of quality-oriented work culture occurs among ofthem? This study shows the description of the transmission of cultural values by working in aninterpretive analysis based on the Hawley’s knowledge (2001: 76-78) describing the gradationvalue of an organization has not grown into a thriving organization. Through a qualitative study,working with a leader on the top, ten employees in the middle, and fourteen employees at the lineas a participant observer (education consultant) for 2005 and 2006 at one of education offices inWest Java, this study concludes that the transmission of cultural values as well as an organizationalculture change requires understanding the noble values, especially comitments on the top level,dynamics in the middle, and loyalty at the line.

Abstract

This article addresses how to assess public-sector service from the perspective ofgovernment official performance in the Depok local government as a case study. We examineperformance from the factors that focuses on discretion authority, change orientation , paternal-ism culture, service ethics, insentive system, and team work. The population in this research is theofficial at the office (dinas) in the local government, Depok, which is directly have a contact andcommunication with public. This research applies simple random sampling. Data collection tech-nique is using questionnaire with closed type given to the respondents. Data analysis methods usedin this research is quantitative descriptive analysis. This study shows that the public service per-formance of the government officials in the local government, Depok in general is fairly good.Support if incentive system therefore must be improved.

Abstract

Policy Implementation Education Unit Level Curriculum Research in Lubuklinggau, SouthSumatra Province is using descriptive method with qualitative approaches. The purpose of thisstudy is to determine and analyze the application of the theory of Edwards III and analyzes impor-tant findings of fact in the Education Unit Level Curriculum policy implementation in Lubuklinggau,in order to development of theory. The results showed that among the four factors examined in thepolicy implementation that communication factor and resources still need improvement consis-tently in order to Education Unit Level Curriculum program can be implemented well. Importantfindings from this study that the culture was instrumental in Education Unit Level Curriculumimplementing policies
