Abstract

Community Participation in the Program Implementation Desa Maju. This study aims to find out the Program Implementation Inhil Desa Maju Jaya in development planning with the socioeconomic conditions. This research is qualitative. The informants are elements of the district and village communities. Data collection techniques in this study using semi-structured interviews and observation. Analysis of the data in this study using interactive model analysis of Miles and Huberman which includes the step of data reduction, data presentation and verification of data or drawing conclusions. From the research it can be concluded that the process of activity at the level of community participation in the implementation of the Program Desa Maju Jaya Inhil not been implemented optimally and still low. Then the public participation in the implementation of Program Desa Maju Jaya Inhil with socioeconomic relationship with the level of participation is still low.

Abstract

The increase of Foreign Direct Investment (FDI) was improved greatly year to date in ourcountry. Despite of the positive development, there was anomalous condition in Indonesia. On theone side, the Indonesian government seriously done huge efforts to increase FDI realization withspecial facilities, but on the other side, many foreign companies in terms of Foreign InvestmentCompany did not pay Corporate Income Tax and file Income Tax Return which shown a tax loss forlong times. Those anomalous phenomenon was occured hypothetically due to the practice of taxavoidance by those companies policy. This research aim to capture practice of tax avoidance by theForeign Investment Company. The research methods using qualitative instrument and participa-tory observations. Qualitative instrument includes indepth interview with the key informants. Thisresearch result indicates there are five practices of tax avoidance which commonly performedthrough a scheme of transfer pricing, thin capitalization, treaty shopping, controlled foreign corpo-ration (CFC), and the use of tax heaven countries. Those tax avoidance practice was occured byusing the loopholes of Indonesian tax regulation. Another result of this research also depicts ourunderstanding on the close relationship between subsidiary company with its parent company abroad.For further research as theoritical implication, next researcher should be able to combine quantiativeas well as qualitative method in order to have robust research result and rigor recommendation.

Abstract

 Organizational Climate, Performance and Organizational Effectiveness. The study intends to find out the extent of the influence of the climate of ogranization and the organization's performance on the effectiveness of deconcentration fund management of government affairs in Riau Province. The method of this research is quantitative method with total population of 53 people. Data collection was done by direct research, interview and questionnaire. Then tested the validity and reliability, classical assumption test of data and multiple regression analysis using SPSS 16. The results showed that climate organization and organizational performance influence simultaneously on the effectiveness of deconcentration fund management government affairs with a contribution of 71.6%. While the rest of 28.4% influenced by other factors not examined in this study.

Abstract

The agricultural sector in Indonesia is very important in the national economy. Therole of government, private sector and farmers must work together to ensure the sustainabilityof agricultural development. Agriculture counseling organization as technical provider shouldbe ready to bridge the communication between the private sector, farmers and thegovernment itself. Although the improvements have been made several times, however in thefact shows that agriculture counseling organizations have not been working properly.This research with method of survey was conducted to know organization arrangement in theKantor Pengembangan Sumber Daya Manusia Pertanian dan Ketahanan Pangan (KPSDMP-KP) Garut Regency, review of the Hellriegel and Slocum theory (1998;581), development ofthe theory related to the issues in the research area, and alternative model of organizationstructure KPSDMP KP based findings on the problem formulation.Result of research indicate that human resources and technology get the lowest ratings of therespondents so that changes and improvements should start from both dimension. In addition,obtained by special finding that availability of information technology is very important insettlement of organization. The development of organization structure model of the KPSDMPKP Garut Regency is required two additional sections, that is 1) Study and Development ofAgriculture Technology and 2) Information Technology Section.

Abstract

Abstract: Transformational Leadership, Transactional Leadership and OrganizationalCulture. The purpose of this study to determine and analyze the effect of transformational leadershipand transactional leadership on organizational culture in rural credit banks Local CompanyRokan Hulu. This study uses a quantitative approach with a population of 35 respondents. Thetechnique of collecting data through questionnaires and observation. Analysis of data using multiplelinear regression. Contribution of the independent variable (X) on the dependent variable(Y) that is equal to 54.9%. This shows that transformational leadership and transactional leadershipaffect the Company’s organizational culture Regional Rural Banks Rokan Hulu.

Abstract

Program Kampung Iklim (Proklim) sebagai upaya untuk mengurangi perubahan iklim dengan memberdayakan masyarakat setempat untuk turut berkontribusi pada setiap upaya adaptasi dan mitigasi yang dilakukan. Proklim dapat berjalan sukses karena adanya keterlibatan para aktor yaitu aktor Pemerintah, aktor pendukung dan aktor pelaksana yang bersifat partisipatif. Penelitian ini bertujuan untuk mendeskripsikan peranan aktor yang terlibat di dalam Program Kampung Iklim Khususnya di Proklim Anggrek RW 06 Kelurahan Bukit Cermin Kota Tanjungpinang. Metode penelitian yang digunakan yaitu metode penelitian kualitatif. Sumber data yang diperoleh melalui studi lapangan, observasi, pengamatan, wawancara tidak berstruktur, dan dokumentasi. Data dianalisis dengan teknik analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Dari hasil penelitian menunjukan bahwa didalam interaksi ini adanya keberhasilan penerapan jejaring aktor di dalam Proklim Anggrek RW 06 Kelurahan Bukit Cermin tercapai setelah terbentuknya jaringan aktor yang stabil melalui 4 tahapan translasi: Moment of Problematization (Problematisasi), Moment of Interessement (Penarikan), Moment of Enrollment (Pelibatan), Moment of Mobilization (Mobiliaasi) yang dilakukan oleh para aktor. Obligatory Passage Point (OPP) yaitu DLH Kota Tanjungpinang melakukan perannya sebagai inisiator dan para aktor saling mendelegasikan peran dan wewenang mereka serta senantiasa membimbing dan membina masyarakat dengan aksi mitigasi, aksi adaptasi dan membentuk suatu kelembagaan. Bagi aktor pemerintah dan aktor pendukung sebaiknya melakukan monitoring dan evaluasi secara rutin terhadap aktor pelaksana serta memberi dukungan berupa materil dan non materil. Diharapkan dapat memperkuat ikatan jaringan didalam program sehingga Proklim Anggrek RW 06 dapat berjalan secara kontinu.

Abstract

Incentives, Work Discipline, Organizational Climate and Employee Performance. The research objective is to investigate and analyze the influence of incentives, work discipline and organizational climate on employee performance. The study was conducted at the Department of Transportation Employees Kota Dumai. Quantitative descriptive research type with the number of respondents amounted to 78 people sampled in the study. Data were collected through questionnaires. Analysis of data using multiple linear regression method. The results showed that simultaneously providing incentives, labor discipline and organization Climate significant effect on employee performance. Partially each variable significant effect on employee performance. Variable work discipline is the most dominant factor affect the employee’s performance means more work discipline variables play a role in determining the performance of employees. Results of regression test hypotheses of the study showed that the value of determination coefficient of 0.686. It shows that 68.6% variable incentives, work discipline and organizational climate can explain its influence on employee performance variables at the Department perhu, while the rest is the influence of other variables that are not described in this study.

Abstract

Implementation of the Feed and Seed Assistance Program for Fish Farming Groups (Pokdakan). This research is motivated by the increasing needs of fish consumption but the productivity of fisheries is still not in accordance with expectations and production targets even though it has a very potential area for the development of fish farming in Kampar Regency. This study aims to analyze the Implementation of the Feed and Seed Assistance Program for Fish Farming Groups (Pokdakan) in Kampar Regency. Data collection techniques in this study used questionnaires, interviews and observations. Data analysis in this study uses interactive model analysis from Miles and Huberman which includes: data reduction, data presentation, and data verification stages to draw conclusions. The results of the study concluded that the implementation of the feed and seed assistance program for the 2017 fish farming group (Pokdakan) in Kampar Regency, Riau Province had run well and was able to provide benefits in increasing fish farming yields. But the program has not been managed well at the fishermen group level, where not all members of the fishermen who are members of the Pokdakan feel the same benefits from the aid donated by the Kampar District Fisheries Service. While the factors that influence the implementation of the feed and seed aid program in Kampar District, namely the contents of the policy, information, support, and potential distribution all have an influence on the successful implementation of the fisheries assistance program.

Abstract

Application Model Aspirations by the Regional Representatives Council. This study aims to determine the model of society by the application of the aspirations of the Regional Representatives Council (DPRD) at the Meranti Islands District. The informants are the chairman, deputy chairman and commissions in DPRD Meranti. Besides taken also from the media, civil society organizations, community leaders, youth leaders and education leaders in the District Meranti. Data collection technique was interview and observation. The data analysis is qualitative model from data collection, presentation of data, data reduction and conclusion. The results showed that the application of the aspirations of the people who do legislators Meranti district has been running well, although there are still people’s aspirations have not been followed up.

Abstract

Implementation of Permendikbud Policy Number 23 Year 2017 Regarding SchoolDays. The purpose of this study was to determine the implementation of Permendikbud PolicyNumber 23 of 2017 concerning school days in SMP Negeri 4 Pekanbaru. This study uses theoriesfrom Edward III about policy implementation. This research was conducted using qualitativedescriptive methods. Research informants were the Head of the Pekanbaru Education Office,School Principals, Teachers, Students, Parents of Students, and School Committees. The samplingtechnique used was purposive sampling, with data collection using the method of observation,interviews and documentation. Data analysis through the process of collecting data, presentingdata and drawing conclusions. The results of this study indicate that the implementation ofPermendikbud policy No. 23 of 2017 concerning School Days (Case Study of SMP Negeri 4Pekanbaru) went as expected. In addition, it was also concluded that the implementation of a fullday school affects students, both positive and negative, and the impact is generally seen in schools.
