This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Kolaborasi stakeholders dalam pengelolaan sampah rumah tangga merupakan suatu kerjasama melibatkan pemerintah, swasta dan masyarakat dalam mengatasi permasalahan pengelolaan sampah rumah tangga yang ada di Kecamatan Kampar Kabupaten Kampar. keadaan yang ada dilapangan menunjukkan bahwa pengelolaan sampah yang ada di Kecamatan Kampar belum optimal, hal ini dapat dilihat dari banyaknya tumpukan-tumpukan sampah yang ada di pinggir jalan, sungai, dan jembatan hal ini karena masih kurangnya kesadaran masyarakat akan kerjasama dalam pengelolaan sampah rumah tangga yang ada di Kecamatan Kampar Kabupaten Kampar. Penelitian ini bertujuan untuk mengetahui kolaborasi stakeholders dalam pengelolaan sampah rumah tangga yang ada di Kecamatan Kampar Kabupaten Kampar, dan untuk mengetahui faktor-faktor yang menjadi penghambat kolaborasi stakeholders dalam pengelolaan sampah rumah tangga di Kecamatan Kampar Kabupaten Kampar. Penelitian ini menggunakan teknik purposive sampling dengan jenis penelitian kualitatif dengan pendekatan studi kasus yang bersifat deskriptif dan datadata yang diperlukan baik data primer maupun sekunder yang diperoleh melalui observasi, wawancara dan dokumentasi kemudian dianalisis berdasarkan masalah penelitian. Hasil penelitian menunjukkan kolaborasi Stakeholders dalam pengelolaan sampah rumah tangga di Kecamatan Kampar Kabupaten Kampar belum optimal, hal ini karena beberapa faktor-faktor penghambat seperti belum adanya program kerja dan rendahnya kesadaran untuk melakukan kolaborasi dalam pengelolaan sampah rumah tangga yang ada di Kecamatan Kampar Kabupaten Kampar.

Performance Regional Technical Implementation Unit (UPTD) Tax Collection of ground water. The purpose of this study was to describe and analyze the performance UPTD District of Bengkalis in tax collection of underground water and the factors that influence it. This research method including qualitative research. The informants are UPTD Subdistrict Head Bengkalis, an employee of the District UPTD Bengkalis, tax payers and tax collectors officer. The technique of collecting data using interview techniques and documentation, while data analysis techniques using qualitative techniques with a descriptive approach. The survey results revealed that the District Bengkalis UPTD performance in tax collection of underground water in the Department of Revenue Bengkalis basically still low. While the factors that affect the performance of the District UPTD Bengkalis factor is still low awareness of the taxpayer in the form of an obligation to pay taxes as dependents. This makes the tax officers overwhelmed the field officers to collect and shortcomings in implementing tax collection.

Implementation, Development of Frontier Area.. The objectives of this research are to find out and analyze implementation of development in frontier area at Kabupaten Indragiri Hilir (Case Study in Kecamatan Kempas), impeller factor and resistor of development in spacially frointier area Kecamatan Kempas Kabupaten Indragiri Hilir. This research type is qualitatif descriptive approach. Research location in Kecamatan Kempas Kabupaten Indragiri Hilir. Technique in collection of sampel use sampling purposive technic. Data analysis use descriptive method of analysis. Technique analysis data is data collection, data reduction, data display, conclution drawing and verification. The result of research is implemention of development in spacially frointier area Kecamatan Kempas Kabupaten Indragiri Hilir have goodness. Planning process, implementation and observation of development executed better, but not yet maximally generalization of development. As for factor impeller implementation of development in frontier area is society participation and caring of society, while its resistor factor that is limitation of budget and conflict of authority.

Commitment, Competence, Morale and Employee Performance. This study aimed to determine the effect of competence and morale commitment to employee performance at Riau Provincial Education Department. The study uses a quantitative approach. The population is all employees of Riau Province Education Department a total of 210 people and a sample of 130 people using the formula slovin. The technique of collecting data using questionnaires. Data were analyzed with regression two predictors. The results showed that the commitment, competence and morale partially and simultaneously influence performance.

Effectiveness of Staffing Management Information Systems. The purpose of thisstudy was to determine the effectiveness of SIMPEG in Pekanbaru City BKPSDM and find outthe inhibiting factors. This study uses a qualitative descriptive research method approach.Primary data is obtained directly through interviews from key informants, namely the Head ofBKPSDM, Secretary of BKPSDM and BKPSDM Staff. Secondary data obtained from researchdocuments. Data analysis through stages, starting from data collection, data reduction, datapresentation and conclusion drawing. The results showed that the effectiveness of the CivilService Information System (SIMPEG) in the Human Resources Development and HumanResources Agency of the City of Pekanbaru was influenced by input, process and output.Information technology elements cannot be released in relation to the implementation ofSIMPEG. Synergy between technology and its implementation by employees can be seen fromthe implementation of procedures and system workflow processes which include input subsystems,process sub-systems and output sub-systems.

This study aims to analyze and examine the influence of commitment employee andcultural organizational factors towards employees of the Job Performance, Sekretariat Daerah (SetDa)Riau Province both simultaneously (overall test) and partial (individual test). Research methodused is verifikatif, while the population in this study are the Sekretariat Daerah (SetDa) RiauProvince based on esselonering totaling 402 people. By using the method of proportional stratifiedrandom sampling in the sample amounted to obtain 40 respondents. While data collection tech-niques used by the field study and library that includes observation, interviews and question-naires, and to determine the relationship and the influence of an independent variable to the modelvariables to use Multiple Linear Regression Analysis. The results showed that the calculationresults obtained statistically Multiple Correlation Coefficient (R) is 0.8950 with p <0.05 and thecoefficient value of Determination (R2) 80.11%. This means that approximately 80.11% factor ofemployee commitment and organizational culture have a significant influence on employee job,performance. Partial test showed that the partial coefficient of determination values contained inthe organizational culture variables for (r2) = 54.58% with p = 0.00000 and tresult = 7.515> ttable = 1.678and ttabel variables for employee commitment (r2) = 78, 74% with p = 0.00000 and tresult = 13.196> ttable= 1.678. These results indicate that organizational cultural factors and commitment employees havea relationship significant influence on employee job performance Sekretariat Daerah (SetDa) RiauProvince.

Management of Rural and Urban Land and Building Taxes: This study aims toknow management of rurar and urban land and building taxes of of Siak Regency in 2011-2015.Type of Research which is a qualitative approach. Qualitative data which is the result of interviewsand a list of research objects. The data obtained is then analyzed through organizing data,translated into units, compiled into patterns, choosing which data is important and which will bestudied, elaborating in the form of words and sentences and as long as making conclusions.Research informants were section, intensification, extensification and billing sections. The resultsof the study indicate that the PBB P2 which cannot be said maximal because there are stillintersecting, among others update database, inadequate Human Resources and facilities that havenot accommodated PBB P2.

The public sector organization in giving services to public is not tends standardizationyet. The purpose of using the standardization of public sector organization is to raise the publicservices performance. In the term of preparing the standardization is as one of the alternative way toincrease the performance through revitalization. Public sector revitalization should be arranged bythe strategic plan according to the conception of public administration with the final result that thestrategic plan can be implemented by the bureaucracy in area. Besides, the truth in choosing theacademic study is as the guidance in arranging strategic plan with excellent services standardiza-tion. So that, the arrangement process of strategic plan considering the right external and internalvariable and also the tool’s analysis which used in the concept. By using variable and tool’s analy-sis, the excellent services can be implemented and being responsible to public.

Regional Development Strategy of Muara Takus Temple Tourism Object. This study aims to determine the strategy of the development of Muara Takus Temple tourist attraction area conducted by the Department of Tourism, Youth and Sports. The research informant is Head of Kasi in the field of tourism business development, BPCB, chairman of GERNASTA, cultural and community figures and visitors of snowbell sampling withdrawal technique. Technique of collecting data is done by interview, observation, and documentation. Data analysis using triangulation method. The results showed that the strategy in the development of Muara Takus temple object area can not be implemented properly, because there are various obstacles that are so significant that affect the success of the strategy set by the Department of Tourism, Youth and Sports before.

It can not be denied that a person who plays an important role in an organization is aleader. The succees of leaders on taking the leadership of their employees is depend on theirleadership. One of the leadership approach is to study leadership behavioral while taking a leadershipon their employees to handle a job. This research is aimed to know a pattern of leadershipbehavior which emphasize on job centered and employee centered and to know is influence onofficers performance at Dinas Tata Kota Pekanbaru. Population of this research is taken from DinasTata Kota Pekanbaru are 60 people and all population to making sample. Research instrument is ina form of questioner with three option answer agree (score 3), less agree (score 2), disagree (score1 ). The result of this research indicates that leadership behavior at Dinas Tata Kota Pekanbarutends to apply employee centrered than job centered. The pattern ofleadership seems to improvethe performance at high category.
