Abstract

Competence, Work Environment and Service Quality. This research is motivated by street vendors who are around the traditional market of Pekanbaru Government without permission and the location is in a zone that is forbidden to sell. This study uses a qualitative descriptive research method approach. The data is obtained directly through interviews with informants, namely the head of the section on Order, Hygiene and Guidance for street vendors, street vendors, and the community. The results of this study indicate that, the program carried out in the guidance and structuring of street vendors, namely, direction and counseling, arrangement and market development. The implementation of PERDA No. 11 of 2001 concerning the guidance and arrangement of street vendors through these programs has not run optimally. Minimal and unsustainable coaching programs and market development that are not well considered so that a market has been built but is neglected because it is no longer used. There are several factors that become obstacles in the guidance and structuring of street vendors in Pekanbaru, namely, human resources, facilities and budgets that are not met, lack of supervision, economic factors, education, weak public awareness of rules, and urbanization factors.

Abstract

The Ability Governance Implementation Management, Work Attitude,Work Motivation and Work Effectiveness. This study aims to determine the effect of theimplementation of government management ability, work attitude and motivation to workon the effectiveness of the headman, either partially or jointly. This research uses descriptivequantitative method with correlation and regression statistical analysis. The study populationwas urban village located in Depok were 63 wards. Samples were taken 15 villages with arandom sampling technique. Techniques of data collection using a questionnaire based on theperception of the respondents according to a Likert scale. Data analysis was performed in twoways: descriptive analysis and inferential analysis. The results showed that the ability of theimplementation of government management, work attitude and work motivation headman, eitherpartially or jointly have influence on the effectiveness of the headman significant and positive.The dominant influence on the effectiveness of the headman is variable work motivation. But theoverall effect of the implementation of the ability of government management, work attitudes,work motivation on the effectiveness of 0.707 and in other words the effectiveness of workcontribution headman only 49.9%. The remaining 50.1% is determined by other factors suchas employee loyalty, personality and expertise, and for the further research needs to be done inconnection with the performance of employees.Keywords: government management implementation ability, work attitude, work effectiveness.

Abstract

Effectiveness of the Implementation of E-Procurement in Supporting Good Governance. The purpose of this study was to determine the effectiveness of the implementation of eprocurement in supporting good governance in Riau Province. This study uses qualitative research methods with descriptive data analysis. In data collection researchers used interview, observation, and documentation techniques. By using key informants as sources of information and data analysis with triangulation techniques as sources in testing the validity of data. The results of this study by using an e-procurement program in the procurement of goods and services within the Riau provincial government have been carried out very effectively compared to the conventional system for the perpetrators of auction services.

Abstract

The objectives of this research is to find out the relation between NGOs and politicalparty in strengthening the public participation in Malang City. The research sample taken purpo-sively from 18 functional NGOs and 8 political parties which have representative in DPRD MalangCity. The data is taken from interview and documentary, and analyzed qualitative descriptively. Theresearch conducted in two stages. The first stage of this research is to identify and classify NGOsinto three categories, namely, developmentalist (parastatal), liberal reformist (professional), andtransformatorist (progressive). Meanwhile, the political party is identified and classified based onfive typological political parties, they are: clientelist linkages, encapsulating linkages, program-matic linkages, personalistic linkages and charismatic bonds, and marketing linkages. The NGOswhich has liberal reformation (professional) type because of its idealism and moderat character-istics has the most possibility to make relationship with other political party, meanwhile from thepolitical party side which has the most possibility to make relationship with NGOs is the politicalparty which has encapsulating linkages type, this happens because the political party with thistype has more transparancy ideology and identity, also more loyal cadres and constituent basic.

Abstract

Innovation Strategy of Hewlett-Packard Indonesia to Compete in InformationTechnology Industry. Research objectives : 1. Analyze the quality level of Hewlett-Packard (HP)Indonesia services provided to its customers in Indonesia, 2. Analyzing to what extent thedelegation of authority of Hewlett-Packard (HP) headquarters to Hewlett-Packard (HP) Indonesiawhich includes autonomy discretion in innovating both in terms of process and measurementinstruments (support). Knowing the information technology industry strategy in the case study isHewlett-Packard (HP) strategy in building a culture of continuous innovation that can becategorized as a strategic innovation. This study is generated through quantitative and qualitativemethod by disseminating questinaire to 112 loyal customers which have been at least 3 yearsexperience with Hewlett-Packard (HP) Indonesia as well as have spent at least 1 (one) million US$every year and interview top management of Hewlett-Packard (HP) Asia Pacific and Hewlett-Packard (HP) Indonesia. The result of research found human capital and the role of topmanagementhave played a very important role-model to implement A-to-F model in innovationand disseminate a socialization, externalization, combination and internalization (SECI) in spiralmode within company to create innovation culture. It is purposed to manage their sustainability oflife and growth in a changing strategic environment in Indonesia.

Abstract

The objective of this research was to evaluate fishermen‟s empowerment policies inPangandaran District. There were many empowerment policies that have implemented toimprove fishermen‟s welfare. But in fact, its result has not been felt significantly yet. Qualitativeapproach and descriptive method were used in this research based on five components, they are:concept, procedure, process, outcome, and benefit. In-depth interview and observation were usedto collect qualitative data. Informent taken from fishermen, fish distribution actors, PUSKUDMina‟s aparat, Fishermen Cooperaton aparat, and Fisheries and Marine Services of CiamisRegency were purposive selected in order to get comprehensive data. Data were analyzedthrough reduction, display, and conclusion drawing steps. Results of this study show that thereare no significantly benefits that can increase fishermen‟s welfare in long term. It was necessaryto find out well-concepted policy alternatives that can eradicate poverty root in fishermenvillages. One of policy alternative that can be tried was government intervention on fish farms. Itcan be traditionally approach or fishery industry cluster approach. Both of them should considerthe ideal future condition and the existing condition of fishermen, in order to get optimal resultof empowerment program.

Abstract

Implementation of Local Regulation About Village Owned Enterprise (BUMDes). The purpose of this study is to find out how the Implementation of Regional Regulation Number 18 Year 2007 About BUMDEs in Kampung Rempak Kecamatan Sabak Auh Siak Regency and any factors that hinder it. The research method used is qualitative descriptive method. The informants in this study are the companion from the sub-district, village head, village secretary, BPD, BUMDes board and some people. Data collection techniques using interviews, observation and documentation. The result of the research shows the implementation of Perda on BUMDes in Kampung Rempak Kecamatan Sabak Auh Siak Regency has not run optimally. BUMDes which is expected to be the motor of the economy in the village has not been able to maximize the potential of the village to develop its business units. Factors that impede the implementation of local regulations on BUMDes are the most prominent is the low competence of the less professional implementers in the management of BUMDes and the participation of the community is still low to contribute to advancing BUMDes.

Abstract

The Saber Mempro program was formed due to the low coverage of Birth Certificates in Pelalawan Regency, which means that many Pelalawan people do not yet have a child's birth certificate, besides that, public awareness when dealing is still lacking due to the vulnerability of the village distance to Disdukcapil which uses fees, and government attention is still lack of socialization in providing effective services to the community. The purpose of this research is to find out. The purpose of this study was to determine the support and process of service innovation through the one file program of at least four products (Saber Mempro) in Pelalawan Regency. The research method used is qualitative research with a descriptive case study approach. The results of the study stated that the Mempro Saber Program at the Population and Civil Registration Office of Pelalawan Regency was carried out through an analysis of four stages in the innovation process: The stage of submitting an idea, having an idea first, the stage of evaluating ideas that will be followed up, the stage of developing ideas into reality, and the implementation stage according to Sherwood in Marzuki (2016:5).

Abstract

Implementation of the Environment Policy of Infrastructure Development with the Pattern of Community Organizations. This study aims to determine the implementation of the environmental policy of infrastructure development with the pattern of local community organizations District of Pekanbaru City. The informants are Chairman of the District of Pekanbaru City CSO, Head of Pekanbaru City, Electric Companion (TPM) and the District of Pekanbaru City PPTK environmental infrastructure development activities with the pattern of OMS 2013. Data collection techniques used in this research is observation, interview and documentation with technical analysis of data using an interactive model. The result showed that the implementation of the policy by the Environmental Infrastructure Development Patterns Local Community Organizations (CSOs) District of the city of Pekanbaru Pekanbaru City in 2013 is not feasible because there are many problems related systems and rules as well as the resources to support the implementation of policies.

Abstract

Evaluate the performance of public services. The purpose of this study was to evaluate the performance of public services in the Regional Technical Implementation Unit of the Drinking Water Supply System (UPTD SPAM) of Siak Regency, and analyze the factors that hampered the public service performance of the Siak Regency UPTD SPAM. The study uses descriptive qualitative research methods, data collection techniques through interviews, observation and documentation. The results showed that the performance of the Siam District UPTD was not optimal and needed to be improved. Plan evaluation, performance process evaluation, performance measurement evaluation, evaluation of goals and objectives and evaluation of public service outcomes are still low. Human resource factors, budgetary and financial management factors, infrastructure factors, and work motivation factors influence or even hinder the performance of public services.
