Jurnal Ilmu Administrasi Negara contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. Strategic Planning of Village Development (Village). This study aims to findout the development strategy of Kampung Sabak Auh Siak District. This research usesdescriptive qualitative research method. Primary data is obtained directly from keyinformants, ie stakeholders or layers required by the researcher. Secondary data is obtainedfrom research documents. In this study, the author uses SWOT analysis, namely internalfactors about strength (Strength) and Weakness (weakness) and the results of analysis ofexternal factors of opportunity (opportunity) and treatment (threats). The results of thisstudy indicate some strategic planning that can be carried out, namely human resourcedevelopment, community economy, health services and infrastructure development.

Abstract: Implementation of Bupatl Regulation No. 65 of 2015 on Enforcing EmployeeDiscipHne. The purpose of this research is to know and analyze the implementation of Regent Regulation No. 65 of 2015 about the enforcement of employee discipline in the Public Works Department ofPelalawan Regency. The type of research is qualitative. The research informants are BKD, Satpol PP, Inspectorate and Secretary of Subag Umum Public Works Department of Pelalawan Regency. Data collection techniques are observation, interview and documentation. Data analysis uses interactive model, starting from data presentation, data reduction and conclusion. The results concluded that the implementation of Regent Regulation No. 65 of 2015 on enforcing discipline of employees in the Office of Public Works Pelalawan District is fluctuating or not maximized. While the factors influencing the implementation of Regent Regulation No. 65 of 2015 about the enforcement of personnel discipline in the Public Works Office of Pelalawan Regency are the factors of applying the sanction which is adi, political will factor, supervision factor and awareness factor.

Penelitian ini bertujuan untuk mengetahui Bagaimana Peranan Dinas Kebudayaan dan Pariwisata Kota Pekanbaru dalam Mempromosikan Objek Wisata Belanja Pasar Bawah. Yang menjadi tolak ukurnya ada 3 indikator, yaitu : Pemasangan Iklan, Pengadaan Sarana Pendukung Penjualan, dan Hubungan Masyarakat. Perumusan masalah penelitian ini adalah Bagaimanakah Peranan Dinas Kebudayaan dan Pariwisata Kota Pekanbaru dalam Mempromosikan Objek Wisata Belanja Pasar Bawah. Lokasi penelitian ini adalah pada Dinas Kebudayaan dan Pariwisata Kota Pekanbaru. Populasi penelitian ini adalah Kepala Seksi Promosi dan Pemasaran, Pegawai dinas yang berjumlah 25 orang, dan Pedagang yang berjumlah 135 orang. Sedangkan jumlah sampelnya adalah 28 orang. Jenis data yang digunakan adalah data primer dan data sekunder, data primer merupakan data yang diperoleh langsung melalui wawancaradan kuesioner dan data sekunder merupakan data seperti Peraturan Daerah Kota Pekanbaru Nomor 13 Tahun 2000 tentang Promosi Pariwisata Daerah. Hasil penelitian ini menyimpulkan bahwa secara keseluruhan Peranan Dinas Kebudayaan dan Pariwisata Kota Pekanbaru dalam Mempromosikan Objek Wisata Belanja Pasar Bawah berada pada kategori “Cukup Terlaksana”. Adapun hambatan dalam mempromosikan objek wisata belanja pasar bawah ini adalah pemasangan iklan pada media cetak maupun media sosial masih kurang, penyebaran sarana pendukung masih kurang, dan belum adanya kerjasama dengan investor sehingga jumlah wisatawan pengunjung dari tahun 2017-2019 berkurang. Maka disarankan agar pemasangan iklan pada media cetak dan media sosial lebih sering lagi agar para pengunjung semakin tertarik berbelanja pada pasar bawah, lalu disarankan agar penyebaran sarana pendukung lebih banyak disebar lagi, dan juga diharapkan adanya kerjasama dengan investor.

Security, Professionalism and Service Performance. The purpose of this study was to describe and to determine the safety, professionalism auction service employees on organizational performance Bengkalis Procurement Unit. This research is a quantitative method, the population is bidders who numbered 256 participants and 72 samples using random sampling populasional. Data was collected by questionnaire. The results using a variable sense of safety and professionalism in partial positive and significant influence together (simultaneously) significantly affects the performance of the ULP, with a 95% confidence level. Furthermore, the results of data analysis showed that the coefficient of determination (R2) of the model is 0764, which means that 76.4% of independent variables (a sense of security and professionalism) is able to explain the dependent variable (performance ULP) and the remaining 23.6% is influenced by variables other outside variables in this study

Evaluation of the Performance of Market Collector Levies in the Market Technical Implementation Unit at the Trade and Industry Office. This study aims to analyze the Evaluation of the Performance of Collectors Levies Market Services in the Market Technical Implementation Unit at the Department of Trade and Industry of the City of Pekanbaru and analyze the factors of obstacles and supporters that influence it. This study uses a descriptive qualitative research method approach. The research methods are interviews, observation, and study of literature. Data analysis uses descriptive qualitative methods. Research informants, namely: Head of Pekanbaru City Trade and Industry Office, Pekanbaru City Trade and Industry Office Market Head, Head of Levies Section, Head of Market Technical Services Unit, Market Levies and Market Traders. The results of this study indicate that an evaluation of the performance of market service levies collectors in the market technical implementation unit is needed to support the successful implementation of market service levies collection.

Coordination, Organizational Culture and Employee Duties. This study aims to investigate the influence of organizational culture on the coordination and execution of tasks of Spatial Planning and Building by employees. This research method is quantitative descriptive using statistics. The study population was all employees of the Department of Spatial Planning and Building Pekanbaru City amounting to 21 people and all the population sampled. In addition, the community is taken as many as 31 people at random method incidental. Data collection techniques are questionnaires and observation. Analysis of data using multiple linear regression. The results showed that the coordination with the organizational culture positive and significant impact on the implementation of employee duties. However restribusi coordination and organizational culture on the implementation of the duties of employees only 61.3% and the remaining 38.7% is determined by other factors.

Evaluation of Kampar District Regulation Number 10 of 2011 concerning walletbird nest tax. The purpose of this study was to analyze the Evaluation of Kampar RegionalRegulation Number 10 of 2011 concerning Taxes for Swallow's Nest and analyze the factors thatinfluence it. This study uses a qualitative descriptive research method approach. Primary data isobtained directly through interviews with key informants, namely the Head of the Legal Sub-Section of the Kampar Regent's office, the Head of the Kampar District Revenue Service, theRegional Secretary of Kampar Regency in the 2006-2011 period, Entrepreneurs of swiftlet nestbreeding and the communities surrounding swallow nest breeding Secondary data obtained fromresearch documents. The results showed that compliance factors determine the success of theimplementation of the Kampar district regulation Number 10 of 2011 concerning swallow nest tax,but the audit in the form of supervision has not been carried out optimally. Factors affecting theEvaluation of Kampar District Regulation Number 10 of 2011 concerning Taxes for Swallow'sNests include the lack of available human resources who have the competence to carry outevaluations, due to the lack of evaluation culture, uneven quality of human resources, inadequatefacilities, discipline still low, citizen compliance is still low.

DPRD (The House of Local People’s Representatives) as an legislative institution hasthe most important role in making the public policies. For strengthening the role of DPRD inenvironment mainstream so the caucus of DPRD was shaped. Through caucus channels, beprovided that many problems of environment getting the very serious concern from DPRD withusing their authoritative functions such as legislation, budgeting and controlling. The aims of thisresearch are evaluating how the role of caucus of DPRD and identifying supporting and inhibitingfactors of caucus role and recommendation for DPRD’s caucus in mainstreaming environment.This research using descriptive-qualitative method with purposive sampling. Depth interview anddocumentation as tehnique of gathering data. Unit of analysis in this research is environmentcaucus of DPRD at some regencies/municipalities of West Java Province and especially DPRD ofBandung municipality. The result of this research found that the caucus have tried to achieve thetargets in optimum although the caucus has to still work harder for actualizing green party, greenpolitician, green parlement, green policy and green budgeting and even green government. Theimplication of this research, there is the new paradigm in public policy study that based onmainstreaming environment. Further, it can be called Eco-Policy Study.

Management of Hotel Taxes and Restaurant Taxes. This study aims to find out hoteland restaurant taxes in order to increase the Regional Original Income Pelalawan District. Thistype of research is qualitative. The research informant is Head of Secretary of BPKAD, Head ofDivision and Taxpayer. Technical data are interviews and documentation studies. Data analysisusing interactive models. The results showed that the constitution of hotel and restaurant taxmanagement on the Realization of Pendapatan Asli Daerah (PAD) is still very minimum.
