Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

EFEKTIVITAS KUALITAS PELAYANAN KESEHATAN MASYARAKAT

The purpose of this study is todetermine the effectiveness of the quality of public health services at the Public Health Centerin Palembang with service indicators; tangibles, reliability , responsiveness, assurance andempathy. The research methodology based quantitative descriptive survey. The unit of analysis isa clinic in Palembang. Samples use purposive sampling method : 2 main public health centers,four public health centers in a center of Palembang city, and 2 public health centers in suburb ofPalembang. Samples are 721 people. Data collection techniques using a questionnaire with fiveresponse categories in Likert Scale . The results showed that the quality of public health servicesin Palembang as perceived by the respondents is lower than what is expected of respondents(patients). The model used to improve the quality of health care in public health centers arestarting strengthen the chain of variable reliability, followed by empathy, responsiveness,assurance and tangibles.Keywords: quality of service, reliability, assurance, empathy, responsiveness

Solid Waste Management and 3R Program (Reduce, Reuse and Recycle). This study aims to find out and analyze waste management in a 3R program case study in Pebatuan Village, Tenayan Raya District, Pekanbaru City. This type of research is a qualitative approach with methods of observation, interviews and documentation. The informants in this study were the people who participated in this 3R program. The method of data analysts uses non statistical analysis techniques or commonly referred to as logical analysis. The results of this study indicate that waste management using the 3R program has not run optimally due to the lack of socialization related to the 3R program in the Pebatuan Sub-District of Tenayan Raya District, lack of budget to support the garbage bank program, lack of technical training related to the 3R program, facilities and infrastructure of waste banks which is inadequate.

Abstract: Evaluation of the Implementation of Civil Servants Income Supplement. Thisstudy aims to evaluate the implementation of policies and look at the factors that influence policyimplementation Income Supplement Civil Servants. The method used is descriptive explanatorywith a qualitative approach. The technique of collecting data using interviews, direct observation,documentation. Determination of informants pusposive engineering research with samplingand snowball sampling. The process of data analysis with interactive analysis. Implementationof additional policies have been implemented employee income well as payments are made ona regular basis each month, in accordance with the level of discipline and work performance ofemployees.

Program GenRe merupakan strategi pemerintah untuk mengatasi masalah pembangunan manusia khususnya remaja. Program ini berfokus pada pembinaan remaja-remaja Indonesia menjadi remaja visioner yang terhindar dari resiko Triad KRR (Seksualitas, HIV/AIDS, Napza). Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi sedangkan teknik analisis data dilakukan dengan menggunakan beberapa tahapan antara lain reduksi, pemaparan data dan penarikan kesimpulan. Kesimpulan dari penelitian ini adalah bahwa program ini memiliki dua pendekatan yaitu Bina Keluarga Remaja (BKR) dan Pusat Informasi Konseling (PIK). Program ini dilaksanakan dengan beberapa beberpa strategi antara lain : pendekatan, ramah remaja, pembelajaran, pelembagaan, dan pencapaian. Saran yang diberikan untuk penelitian ini adalah BKKBN Kota Palembang sebaikanya membuat SOP yag lebih jelas untuk melaksanakan program pada saat membuat perencanaan program lebih meningkatkan sosialisasi dengan lembaga terkait untuk mengembangkan program ini karena tidak semua remaja mengetahui keberadaannya, dan mengadakan suatu kegiatan evaluasi berkala untuk mengukur keberhasilan pencapaian targetnya

Development of Regional Civil Servants Seconded To The Commission Secretariat. This study aims to determine the development of the Regional civil servants seconded to the Secretariat of the Commission of Riau Province. This study used qualitative methods, while the technique of collecting data using interviews, observation and discussion. Data were analyzed using an interactive model. The results showed that the formation of the civil servants seconded to the Secretariat of the Regional Commission Riau Province nearly nothing is done specifically. Inherent in the nature of coaching positions KPU Secretary of Riau Province.

Implementation of Pekanbaru City Regulation Number 10 of 2006 concerning Wa-ter Resources and Infiltration Wells. This study aims to determine and analyze the Implementa-tion of Pekanbaru City Regulation Number 10 of 2006 concerning Water Resources and Infiltra-tion Wells in the Rumbai Coastal District. This research method is descriptive qualitative. This study uses the Snowball Sampling technique with the Key Informant Head of Water Resources at the Office of Public Works and Spatial Planning in Pekanbaru City. Analysis of the data used is the triangulation technique. Data collection techniques carried out by interview, observation, and documentation. The results showed that the maximum implementation of the Pekanbaru City Reg-ulation Number 10 of 2006 concerning Water Resources and Infiltration Wells in the District of Rumbai Coastal with various kinds and kinds of problems both from the aspect of communication between agencies, socialization carried out was not optimal, oversight carried out weak. The inhib-iting factors are the lack of good communication between agencies, the ineffectiveness of supervi-sion conducted, the bureaucratic flow that is not clear and not carried out socialization.

Utilization of Health Services Childbirth Workers. This study aims to examine the use of service delivery by health personnel in Bengkalis. This study is a qualitative research. The informants include: midwives and family couples of childbearing age (the public) and which represents the Department of Health. Based on the survey results revealed that the utilization of delivery care health workers in Bengkalis still not optimal. The difficulty in obtaining health care from midwives. Factors affecting the utilization of delivery care health workers in Bengkalis, among others: the lack of socialization, quality of service and comfort is still lacking, inadequate health care infrastructure, attitude and tranpsortasi difficult conditions.

Fisheries Development. The research objective is to determine the implementation ofdevelopment in Kampar District. The research informants were the Head, Secretary and Head ofSection, Head of Section and Head of Subdivision of the Head of Regional Office, Members ofDPRD, UPT Train and Fish Culture Development Farmer Group. Data collection techniques areinterviews and observation. Data analysis through data collection, data reduction and conclusiondrawing. Factors that influence Fisheries Development in Kampar Regency consist of ConflictingGoals, Communication factors, Conflicting factors which are suppressed Cooperation Factors,Competition Factors, Decision Making factors, Response factors to Changes As well as in effortsto increase motivation can be done is to optimize staff performance .

Policies on the protection of child labor has been createdand implemented by the government, but cases of child labor issues always arise. This study aims todetermine the profile of child labor, the factors that lie behind them, and an alternative implementationof child labor protection policy. By the survey design, data were collected through questionnaireinstruments, in-depth interviews, and observation. The population was children trapped in theintolerable forms of child labor. The sampling technique used was purposive sampling with a sample of45 child labor. Data were analyzed using descriptive statistical analysis , and categorization analysis.The results showed that in general, children are not school workers, male sex, having work between 4-8hours per day, with an average income of Rp 25.000,- per day. The background conditions they work isbecause the economic conditions are worse, some have experienced sexual violence, and are victims ofsexual trafficking. In addition, the implementation of child protection policies have not been effectivedue to problems concerning child labor parties and is multidimensional.Keywords: policy implementation, child labor, intolerable forms of child labor, sexual violence, sexualtrafficking.

Employee Competency, Management Information System, ParticipantSatisfaction. This study aims to determine and analyze the influence of employee competenciesand management information systems on the satisfaction of participants in the Social SecurityService Agency (BPJS) in Pangkalan Kerinci. The study population was all participants totaling5049 people, researchers took 100 people as samples with cluster sampling technique. Datacollection methods were carried out by distributing questionnaires filled by participants. Inaddition, the researchers also conducted a literature review. Methods of data analysis usingmultiple linear regression using the help of SPSS version 18. The results showed that partially thecompetence of employees significantly influence participants' satisfaction. While the managementinformation system has a positive and significant effect on the satisfaction of BPJS participants inPangkalan Kerinci. Simultaneously employee competencies and management information systemshave a positive and significant effect on the satisfaction of BPJS participants in Pangkalan Kerinci.The coefficient of determination of employee competencies and management information systemson participant satisfaction was 77.4%. While the remaining 26.6% is an indication of other factorsnot examined in this study.
