The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Effectiveness of Regional Cash Management in Increasing Original Regional Income. This study aims to determine the effectiveness of local cash management in an effort to increase the original revenue. This type of research is evaluative research. The research informants are PPKD, BUD authority and treasurer of PPKD acceptance. Data collection is used in the form of documentation, interview and observation. Data analysis using Ishikawa diagram (fishbone analysis model) draws conclusions on the weaknesses of conditions found during the study, analyzes the causes of the problems, assesses their impact, and sees whether or not improvements are made. The results show that the Cash Management of Riau Province Government Year 2014 and 2015 has been effective in increasing PAD.

The problem that will be discussed in this research is whether or not there is a relationshipbetween work motivation and effectiveness of work supervision in Pekanbaru. The objective of theresearch is to analyze the relationship between work motivation and effectiveness of work supervisionin Pekanbaru. The research concludes that there is a positive correlation between; and workmotivation (X) and effectiveness of work supervision (Y). This research uses survey with proportionaltechnique. The population of this research is school supervisors in Pekanbaru. The sample ofthe research is 40 of the population selected by using simple random sampling. The instrument ofreseach use the modification of Gutman scale mode questioner to take the data about work motivationand effectiveness of work supervision. This study used simple correlation, partial correlation,and double correlation technique in analyzing the data. The result of analyzing data concludes that(1) there is positive correlation between work motivation and effectiveness of school work supervisionwhere regression standard ? =57, 58+ 0.48X1correlation coefficient r u = 0.52 and significant level a= 0.0 1.

Kegiatan perikanan tangkap memiliki arti penting bagi sebagian besar masyarakat pesisir di Kabupaten Natuna. Kegiatan penangkapan ikan sangat berpengaruh terhadap kondisi sosial, ekonomi dan budaya. Guna menunjang kegiatan nelayan di Desa Kelarik, Pemerintah memberikan bantuan alat tangkap yang diharapkan mampu membantu meningkatkan kesejahteraan nelayan. Dalam perjalanannya, bantuan tersebut ada yang dimanfaatkan namuan ada juga bantuan yang diberikan tidak dimanfaatkan oleh nelayan. Penelitian ini dilakukan guna menjawab permasalahan tentang sikap nelayan terhadap bantuan alat tangkap dari pemerintah. Tujuan penelitian adalah untuk mengetahui dan mendeskripsikan sikap nelayan Desa Kelarik Utara Kecamatan Bunguran Utara Kabupaten Natuna terhadap bantuan alat tangkap. Dengan menggunakan metode penelitian kualitatif dengan pendekatan deskriptif, peneliti mendapati bahwa nelayan di Desa Kelarik rata-rata berpendidikan rendah. Sikap nelayan terhadap bantuan alat tangkap dari pemerintah terbagi ke dalam tiga kelompok, yaitu bersikap positif, bersikap negatif, dan bersikap netral (pasrah). Sikap-sikap tersebut dipengaruhi oleh, pengalaman, orang lain, pendidikan, agama, kebudayaan dan emosional.

Implementation of Corporate Social Responsibility Program for the Operationof Society Welfare. This study aims to determine the implementation of Corporate SocialResponsibility (CSR) and its impact on the welfare of society. This research uses descriptivequalitative approach to generate data and information that reliable and valid. Techniques of datacollection using interviews, observation and discussion of data sources is key informants takenwith snowball sampling method of the enterprise, government and society. Data were analyzedusing the interactive method. The results showed that the Program Implementation of CorporateSocial Responsibility (CSR) is not implemented optimally. Still found problems in economicdevelopment, land acquisition and environment that led to the conflict between the company,government and society.Keywords: program implementation, social responsibility, community welfare, conflict.

Sustainable Forest Management Strategy. The purpose of this study was to find out the strategies for sustainable forest management of forest management units (KPH) on the Kampar Peninsula. This type of research is qualitative. The research informants were UPTD KPH TBS staff and KPH observers from NGOs. Data collection techniques are interviews, observation and documentation. Data analysis through stages, starting from data reduction, data classification and drawing conclusions. The results of the study indicate that the program being implemented has not been well planned.

Policy Implementation of Visa Free Visits. This research is motivated by the implementation of Presidential Regulation Number 21 of 2016 on Visa Free Visits to 169 Countries in the Immigration Area of First Class Pekanbaru. The purpose of this study is to find out how the policy implementation of Visa Free visits by Immigration Class I Pekanbaru in foreign supervision. This research uses qualitative approach with eskploratif research type. Key informants come from the Office of Immigration Class I Pekanbaru, Office of Manpower Riau Province, Municipal Labor Office Pekanbaru, Tourism Culture Office Pekanbaru, Kodim 0301 Pekanbaru, Pekanbaru Police and BNP Riau Province. Data collection techniques are interviews, observation and documentation. Data analysis uses interactive methods, ranging from data reduction, data presentation and conclusion. The results of this study indicate that Visa Free Visits Immigration Class I Pekanbaru not maximized, it is seen based on the element of inter-organizational relations behavior in the supervision of foreigners less coordinated so that it has inequality of authority between regional institutions and the behavior of lower level implementors who consider that the policy Visa-free visits will add to immigration work hours and harm the country. But related to the conductor in performing immigration traffic service at the Immigration Checkpoint of Sultan Syarif Kasim II Airport Pekanbaru to foreigners entering the city of Pekanbaru has done well.

This study analyzed the involvement of bureaucracy as a political actor in2006 Governor Direct Election (Pilkada) of Banten Province. The main goal of the studyis to capture a comprehensive picture about the involvement of bureaucracy actor inPilkada. This research used qualitative method. The data were collected through in-depthinterview and document analysis. Th eresult of this study find that: First, governor directelection has been fertile soil for paternalism culture in bureaucracy. Second, before andafter election, the strategic position in bureaucracy tended to be positioned as the giftsfor loyal persons. It became pulled factor to bureaucrats to be the candidate supportersin Pilkada. On the other hand, many persons in strategic positions were lost theirpositions due to political reasons. The other phenomenon was how the “outsiderbureaucracy” could show their power to make decision and allocate state resources tothe candidate‟s (mostly incumbent) interests.

Influence of Public Policy Evaluation, Cost of Connecting to Public Interest in Clean Water Utilization. This study aims to analyze the influence of public policy evaluation and cost connections on the interest of the community in the utilization of clean water. The population of the study was 1,199 family heads with 92 KK samples using slovin formula. This research uses quantitative approach. Data collection techniques through interviews and questionnaires. Technique of data analysis through Test Validity, Reliability Test, Normality Test, Linearity Test, Classic Assumption Test, Significance Test. Based on the results of research, evaluation of public policy and cost connections to the interests of the community simultaneously yield the coefficient of determination of 0.170. This means that the influence of public policy evaluation and cost of simultaneous connection to public interest is 17% while the rest is influenced by other factors.

This study aims to analyze how the Security and Order Section of the Pekanbaru Immigration Detention Center is carried out. In this study, the benchmark used is to pay attention to security, service and disposition of the security and order section. The population in this study were the Head of Rudenim, Head of Security and Order Section, Head of Security Subsection, Head of Order Subsection, Commander of Immigration Guards, and Detainees. And the entire population is used as a sample where the Head of the Rudenim is a key informant and the security and order section uses a purposive sampling technique. Then for the detainees, researchers used the Proportional Stratified Random Sampling technique to divide the population into small groups that do not overlap but represent the entire population. Data collection conducted interviews with informants, data collection with respondents was carried out by distributing questionnaires, as well as documentation and author observations to see how the implementation of the tasks of the security and order section of the Pekanbaru Immigration Detention Center analyzed using the percentage data technique to find out how many percent of respondents answered it was carried out, quite implemented and not implemented. So based on it, it can be concluded that the research on the Implementation of the Security and Order Section of the Pekanbaru Immigration Detention Center is in the "Sufficiently Implemented" category, according to the respondents' responses.
