Abstract

In the practical Public Administration as an art is more develop than as a science ofdichotomy of anminstration and poliitics in the Old Public Administration paradigm also in NewPublic Management paradigm, with the transformation of orientation to efficiency and effective-ness of economy as the spirit of the entrepreneurship through the idea of Reinventing Govern-ment. The turning point of Public Administration as Public Administration Sicence got its powerfulcharacter through Public New Service hat seen the locus and the focus on the public services tothe public as the owner of the state sovereignty. This symton picturisqued and expressed thedemocratic principal in the public policy process. To gain a model for premium service, tne need ofknowing the real-time condition of empowering and intervention of technology or new method willappear integrated and synergic management between effectiveness and efficiency.

Abstract

  Implementation of Regional Regulation of Pekanbaru City Number 8 Year 2014 on Waste Management. This study aims to determine the implementation of Perda Pekanbaru No. 8 of 2014 on waste management. This study used descriptive qualitative method. Primary data obtained directly through interviews from key informan, namely Head of LKMD, Head of RW. Secondary data were obtained from research documents. The results showed that the elements of communication factors support the successful implementation of Regional Regulation No. 8 of 2014 in Simpang Tiga Village. Elements of the resource factor support the successful implementation of Local Regulation No. 8 of 2014 in Simpang Tiga Village, but support from the equitable distribution of human resources quality, availability of facilities and incentives is still inadequate. Similarly, elements of the disposition factor and elements of the bureaucratic structural factor also support the successful implementation of Regional Regulation No. 8 of 2014 in Simpang Tiga Village. The inhibiting factors include uneven quality of human resources, inadequate facilities, poor compliance. The supporting factors in the implementation of Regional Regulation No. 8 of 2014 include: leadership, organizational structure, number of administrators, offices, infrastructure and facilities, clear legal basis, increasing number of migrants, and rapid urban development.

Abstract

Artikel ini mendiskusikan tentang kepemimpinan kepala desa sebagai pemimpin tingkat bawah yang bertanggungjawab terhadap penangganan Covid-19 yang dihadapkan pada berbagai permasalahan. Kapasistas yang rendah, relasi yang kurang, komunikasi organisasi yang bermasalah. Tujuan penelitian ini adalah menganalisis tentang responsivitas dan tangungjawab pemimpin tingkat kepala desa dalam menagani bantuan sosial ditingkat desa. Metode penelitian adalah kualitatif, lokasi penelitian di Desa Muntang Kabupaten Purbalingga Jawa Tengah, sedangkan metode pengumpulan data melalui observasi dan wawancara mendalam. Hasil penelitian ini menunjukkan tingkat responsivitas kepala desa masih rendah karena kurangnya pengetahuan dan pengalaman dalam menghadapi bencana yang multikompleks, Namun demikian kepala desa dan perangkat lainnya bertanggungjawab terhadap keberhasilan dalam penanganan Covid-19 di desa dengan bertanggungjawab penuh dalam menangani warga desa yang berdampak pandemi. Hal itu terlihat dari proses pemberian bantuan sosial yang sesuai dengan aturan dan tepat sasaran dengan pola verifikasi yang sesuai dengan penataan data dari tingkat RT, dan RW.

Abstract

The Role of Social Capital in Implementing Institutional Indigenous Protected Forest. This study aims to describe the role of social capital in the implementation of traditional institutions and the Kampar Kenegerian to describe and analyze the form of forest management applied by indigenous peoples Kenegerian Kampar so that it can work effectively in defending the existence and preservation of Indigenous Protected Forest Kenegerian Kampar. The method used descriptive qualitative served basis. The informants are indigenous prince, community leaders, village heads and other informants that are relevant to this study. Data was collected through interviews, observation and documentation study. Data were analyzed using an interactive model, starting from data reduction, data presentation and conclusion. The results showed that the prohibition of Indigenous Forest Sustainability Kampar Kenegerian can survive because of the social capital (social capital) confidence (trust) and values (Value) in traditional institutions that are owned by Indigenous Peoples.

Abstract

Evaluation, Program, Empowerment, UMKM. This research is motivated by the large number of people who open businesses in various fields but these businesses have not yet reached the point of success. This is the homework for the government in this case the Maharatu village to act and find solutions so that the problem can be resolved. The purpose of this study is to evaluate the problems faced in the UMKM community empowerment program in the Maharatu Village and what are the factors that hinder the UMKM community empowerment program in the Maharatu Village. This research uses a descriptive qualitative research method approach. Perimer data was obtained directly through interviews from informants, namely Maharatau Village Chief Krisna Minang along with staff and Chairperson of UEK-SP Lyaniza Ika Rizki. The results of this study indicate that the implementation of the Community Empowerment Program Evaluation in the UMKM Economy in the Village of Maharatu Pekanbaru City has not yet achieved the expected results, where in the implementation of UMKM empowerment there are still many business ventures that have not yet been found to be fully successful.

Abstract

The Effectiveness Analysis of the Workload of Employees. The purpose of this study was to determine the effectiveness of the analysis of the workload of employees Meranti Islands regency Regional Secretariat and the factors that hinder the effectiveness of the work load analysis. Samples were taken every employee contained in the work unit or section at the Regional Secretariat. The data collection is done with work sampling method is the observation of the activities performed by employees during working hours with a distance of observation time every ten minutes. After the data collected then analyzed by qualitative descriptive approach. The research found that the use of working time of employees is implemented and shared in productive activities, are not productive activities and private events can be concluded that each unit is still not optimal in performing routine administrative activities and duties and functions assigned. Barriers were found on the effectiveness of Secretariat staff workload analysis of Regency Meranti, namely expense budget workload analysis, information accuracy workload analysis, workload analysis and policy implementation in the managerial workload analysis.

Abstract

Competence, Organizational Culture and Employee Performance. This researchuses a descriptive quantitative research method approach. The purpose of this study is to determinethe competence, organizational culture and employee performance. Direct data collectiontechniques through questionnaires to the State civil apparatus in the District of Rumbai, amountingto 56 people and secondary data obtained from the district of Rumbai. Data analysis uses productmoment regression correlation. The results showed that the performance variable of the employeesof the Rumbai district of Pekanbaru in the good category, from the four performance indicators itcould be seen that the highest indicator was the quantity and cooperation built by the employees inworking for the community. Based on the results of the analysis it can be seen that the influence oforganizational competence and culture on the performance of the employees of the Rumbai districtof Pekanbaru City simultaneously has a significant effect and partially also has a significant effect,which can be seen that the influence of organizational culture is greater when compared toemployee competency.

Abstract

Teacher certification application practice in Nangroe Aceh Darussalam, however, facesmany obstacles that caused derived from conflict and tsunami which killed and wiped 2.500teachers, even though 5,429 substitute teachers has available in early 2006, only 30% who consid-ered appropriates for teaching. This long period of multicrisis and tsunami resulted, many ob-stacles to implement this program. According to data 2007, in Nort Aceh regency, from 11,981teachers, both permanent and temporary, only 4000 teachers who hold post graduate and diploma4. Study objective were to analyze teacher certification implementation that intended to improveteacher quality and to indentify stakeholder interest beyond this program. Descriptive-qualitativeanalysis and explorative qualitative methods, informan taken from institution for giving a guarantedof education quality,training far teaching education, education department of Nort Aceh, headmaster, and the teacher passed with a certification, informan is choiced with purposive sampling.Data analysis and interpretation result reveal that teacher certification program had substanceshifting from professionalism to prosperity improvement, hence certification remain not signifi-cantly influence the quality improvement, This shows that this program was not reflecting goodpolitical will to improve teacher professionalism. this program was intended to prosperity improve-ment. Therefore, it is suggested that goverment should not generalizes that all teacher mustprofessional. it will highly wise if intended to increase teacher prosperity than enhancing salary asmuch half main fee can be performed, and another half given to those who work professionally.

Abstract

Implementation of the Tourism and Culture Office Policy on Hapanasan Leading Tourism Objects. This study aims to determine the implementation of the Tourism and Culture Department's policy on superior tourism objects hapanasan. Research informants are the head of the tourism department, tourism development staff, community, visitors and tour guards. The sampling technique uses snowball sampling, data collection techniques are carried out by interviews, observation and documentation. Data analysis by using data tringulation. The results show that in the implementation of superior tourism development, hapanasan is still not optimal. There are still many facilities and infrastructures that must be equipped, limited resources, minimal communication and less costs to renovate.

Abstract

Local government in long time has wished to build international airport in Tanah Awu –Lombok Tengah – Nusa Tenggara Barat Province. Pro and contra to this plan happened sincebuilding plan published by government. In a period of new order, some of local residents have gotcompensation and some of other not yet got it. Problems emerge when building plan will be started:Public disobedience for building plan in the reality was done by resident who have got compensa-tion and haven’t got compensation. Public disobedience by farmer of Tanah Awu for internationalairport in their land has left many important lessons for the public policy formulation. This article willgive conceptual answer for problems of public disobedience and public policy making in this case.The conceptual answers for public policy formulations are: First, public in the future have tomanage aspiration better and submit the aspiration to government more democratically. Second,government have to: create dialogue rooms for public who giving criticism and input to everypolicy; have commitment and try create pro poor policy maximally; create policy framework thatcapable to give win-win solution for all stakeholders.
