Abstract

Coordination The Central Team Integrated Services Center for Women and Children. This study aimed to obtain in-depth description of how coordination of employee Tim Integrated Services Center for Women’s Empowerment and Child (P2TP2A) Riau Province. The informants are the core team (P2TP2A), community leaders and families of the victims. Data collected by interview, observation and documentation study. Analysis of data using an interactive model. The results showed that the factors that affect the coordination consisting of unity of action, communication, division of labor and discipline has been going according to the expectations of all parties, where the factor of unity of action is the factor most powerful influence on the achievements of the implementation of the settlement of cases P2TP2A handled by Riau Province during this time. Meanwhile, related to the coordination of existing P2TP2A Riau Province today has gone well.

Abstract

Analysis of Pilot Programs for Poverty Alleviation Projects (Case Study of Ranah Baru Cow Turning Grant in Kampar District, Kampar District, 2015).This research is motivated by the implementation of a pilot poverty alleviation program in this case the program of giving cows rotating in the village of Ranah Baru, Kampar District, Kampar Regency. The purpose of this study was to analyze pilot poverty reduction project programs in particular the existing cow rotating program, in this case the Ranah baru village, Kampar District, Kampar Regency and to find out and analyze the factors that influence the success and failure of the cows rotating grant program by the District Government Kampar Kepada Livestock farmer groups located in the Ranah Baru Village, Kampar District, Kampar Regency. This study uses a qualitative descriptive research method approach. Primary data was obtained directly through interviews from key informants, namely the Plantation, Animal Husbandry and Animal Health Service of Kampar Regency, Kampar Regency DPRD Member for the period 2014-2019, the Head of the New Ranah Village, the new Village Field Extension Officer, the Basamo Compact Farmer Group, Desa Ranah Baru, Data secondary obtained from research documents. The results showed that the elements of expansion or communication and coordination between the organizing agencies starting from the Plantation, Animal Husbandry and Animal Health Service, the Village Government to the Livestock Farmers Group supported the successful implementation of the Ranah Baru Cow Rotating Grant Program in Kampar District, Kampar District. successful implementation of the Pilot Project Program Poverty alleviation in this case the grant of rotating cattle in the village of the new Ranah Kampar District of Kampar Regency, Factors that Influence the Success and Failure of the Poverty Reduction Project Program in particular the cow rotating village Ranah Baru Kampar District Kamparantara District Other lack of available resources humans who have the competence to carry out the care and maintenance of cattle, this is due to the lack of willingness to care for and maintain the given cow grants, the quality of their sources of labor has not been adequately trained, influence the level of success and pilot programs of poverty alleviation projects, especially grants taking turns in the village of Ranah Baru, Kampar District, Kampar District.

Abstract

Characteristics Apparatus, Environment Organization and Organizational Performance Indicators. This study aims to determine the effect of the characteristics and environment of the organization to the achievement of performance indicators Riau Forestry Service. In keeping with its focus, this research uses descriptive qualitative methods to describe the state of the subject/object of research based on the facts that appear or as their (fact finding). The informants were employees of the Forestry Service of Riau. Samples were taken using snowball sampling. The data collection is done by observation, interview and documentation techniques. The results showed that the characteristics of the apparatus influential in achieving performance indicators Riau Forestry Service. Paternalistic and organizational culture change and organizational structure of the replacement officials in Riau Forestry Service so quickly affect the achievement of organizational performance indicators Riau Forestry Service.

Abstract

Health Service Innovation. This research is motivated by the importance of making a change in health services to the community by innovating health services. Innovation in the public sector is now a necessity to make the availability of services that are increasingly easy, inexpensive, affordable and equitable. The existence of innovation is very important for public services in order to provide the latest breakthroughs that can improve the quality of service. This study aims to analyze the innovation of health services provided to the community in the working area of Kampar Kiri Hulu II Health Center, Kampar Kiri Hulu II Subdistrict. This study uses a qualitative descriptive research method approach. Data collection techniques using questionnaires, interviews, and observations. Data analysis in this study uses interactive model analysis from Miles and Huberman which includes: data reduction stage, data presentation, and data verification to draw conclusions. The results of the study concluded that health services at the Kampar Kiri Hulu Public Health Center II desperately needed innovation in health services ranging from the number of officers, advice on service infrastructure, access that was difficult to reach, non-existent means of transportation, no network or access to information. This greatly requires changes and innovations in health services so that health services can reach people living in isolated areas such as the Kampar Kiri Hulu II area. While the factors that influence the innovation of health services are the relatively low number of officers, no means of transportation, and no access to communication. Whereas community support is good in accepting innovations in health services sought by health workers with all limitations.

Abstract

Theoretically, work motivation has an effect on public service quality. The research aimsto finding out whether in case of garbage services in Depok City such kind of effect also occur. Theresearch approach is quantitative. Independent variable is work motivation, and dependent vari-able is public service quality in garbage collection. There are 131 respondents consisting of govern-ment employees and members of community. The primary research instrument is questionnaire.Data are analyzed using correlation analysis, determination analysis, and regression analysis aswell. The research result that there is significant effects of government employee work motivationon public service quality in garbage collection in Depok City. In such manner, the effects of govern-ment employee work motivation is the result of condition and interaction among dimensions ofgovernment employee work motivation, namely: the arousal, direction, and persistence of effort inwork settings.” Research findings has enhanced the existing theory of work motivation and enrinchedsuch a theory as well by delineating some new aspects for analyzing the effects of work motivationon public service quality. Such new aspects consist of the priority of public interests, the opportu-nity of promotion and performance reward, and organizational attachment.

Abstract

Implementation of Forest Management Policy at Site Level. This study aims to find out how the implementation of forest management policies at the level of site in Production Forest Management Unit (KPHP) Unit Unit XVIII Kampar Kiridan what factors become obstacles facing toward actual condition as an independent KPH. Informant research is the people who are considered to know things related to research problems. This research is included in case study research. The method used in this research is qualitative descriptive, data collection by interview, observation and studying regulation. The results show that the implementation of forest management policy at the site level in KPHP Unit Model XVII Kampar Kiri not in accordance with the policy which narrated in the form of regulation which have been issued by Ministry of Environment and Forestry (LHK) and still not fully get support from Local Government of Kampar Regency. The activities undertaken in KPHP Unit Model XVII Kampar Kiri have not entirely refer to the Long Term Management Plan (RPJP) for 10 years (2015-2024).

Abstract

This research want to learn and describe about a couple thing related withfinancial format between kabupaten government and nagari government in implementingfiscal decentralization at Kabupaten Tanah Datar. The research question is how isfinancial format between kabupaten government and nagari government in implementingfiscal decentralization.To give explanation in research analysis, this research is a descriptive researchwith qualitative approach. Data collect by in-depth interview, observation, anddocumentation.In this research found that financial pattern or financial format between kabupatengovernment and nagari government obtain kabupaten government give simultan fund tonagari government every year with different amount in each nagari based on severalcriteria such as population, geographic vast, jorong amount, poor inhabitant amount andPBB reach. Fund come to nagari also have several type which is operational fund,empowering fund and development fund. For operational fund, there are arrangementsfrom kabupaten government so it can observe how the fund used, meanwhile fordevelopment fund it is not explicitly how much it amount but minimum is 100 millionsand maximum is 150 million. Development fund Liquefaction mechanism based onproposal submit by nagari government to kabupaten government via kecamatan. So,basically financial format build refer to PP No. 72 Year 2005 about Desa. So, in TanahDatar Kabupaten it does not know about DAUN / Nagari Allocate Fund but DAPN /Nagari Development Allocation Fund, in here possible to public participation in nagaridevelopment. Meanwhile the responsibilities notification for fund exertion report tokabupaten is via kecamatan.

Abstract

Abstract: Transparency of Public Information in the Implementation of the legislative electionsin 2014. Objective was to determine the type of data in the category of public informationtransparency and barriers to implementation of public information transparency in the implementationof the 2014 legislative elections in the province of Riau. As for the key informants in thisstudy is the Chairman of the Election Commission along with the ranks of Riau province Organickesektariatan Commission. Susulannya informant is using snowball sampling technique. Thetechnique of collecting data using interviews and documents. Analysis of data using an interactivemodel. The results showed that overall the 2014 legislative elections run in accordance withthe mandate of the Act. Irregularities and obstacles that occur in the form of issue of the capabilitiesand quality of human resources from the ranks of the organizers who have not been balancedwith the workload.

Abstract

Darah merupakan element penting dalam tubuh manusia. Ketersediaan darah sangat penting terlebih saat ini masyakat di dunia khusus nya Indonesia kini sedang melaksanakan jaga jarak fisik sebagai jalan menekan risiko penularan covid-19 dengan cepat. Hal ini berakibat pada menurunnya stok darah sangat dratis di Palang Merah Indonesia Kota Tanjungpinang. Setiap tahun jumlah darah yang diterima tetap tidak dapat memenuhi kebutuhan permintaan darah. Tujuan untuk mengetahui strategi serta faktor penghambat Palang Merah Indonesia Kota Tanjungpinang dalam penyediaan darah. Teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Teknik analisis data yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian tipe strategi adalah startegi program. Strategi program mengedepankan manfaat dari suatu kegiatan yang akan dilakukan. Strategi mencakup bagaimana Palang Merah Indonesia Kota Tanjungpinang memulai tahapan pengenalan program-programnya kepada masyarakat dengan bentuk sosialisasi. Sehingga dengan begitu dampak dari terkenalnya Palang Merah Indonesia Kota Tanjungpinang ini yaitu masyarakat mengetahui dan mengenal lebih jauh untuk lebih memahami dan ikut berpartisiasi dalam setiap kegiatan yang akan dilakukan oleh Palang Merah Indonesia Kota Tanjungpinang (1)Pada proses kebijakan organisasi Palang Merah Indonesia Kota Tanjungpinang dalam penyediaan darah belum optimal, berkaitan kebijakan sudah sesuai standart Palang Merah Indonesia Pusat, terkait pelaksanaan program dan kegiatan seperti sosialisasi sering diadakan namun kurang memperhatikan target dan tidak meluas. (2)Pada proses memotivasi pegawai berkaitan reward dan punishment dalam menjalankan tugas belum optimal. Hal ini berkaitan keterbasan anggaran dalam memberikan reward, namun berkaitan dengan punishment tetap ditegakkan bagi para pegawai yang melanggar aturan. (3)Berkaitan sumber daya manusia dan non manusia juga belum optimal. Berkaitan dengan sumber daya manusia khususnya para petugas ahli dalam mengambil, mengolah hingga pendistribusian darah masih kurang. Sarana dan prasarana sudah hampir memadai, berkaitan finansial masih terbatas dikarenakan anggaran APBD yang terbatas dan hanya mengharapkan Biaya Pengganti Pengolahan Darah dalam membeli bahan medis sekali pakai. Beberapa alat pengolahan darah belum dimiliki secara penuh.Kata Kunci: Strategi, Palang Merah Indonesia (PMI), Donor Darah

Abstract

Competence, Physical Work Environment and Performance. This study aims to determine the effect of competence and physical work environment on the performance of the Civil Service at the Library and Archives of Pekanbaru type of research is quantitative descriptive statistical test and multiple linear regression analysis method. The sample used includes all Civil Servants in the neighborhood of Library and Archives Pekanbaru City that is numbered 30 people.The results showed that the competence and lingkkungan physical labor each have positive and significant impact on the performance of the Civil Service at the Library and Archives of Pekanbaru. The effect of competence and physical work environment together influence the performance of 84,9%.
