Implementation Of Peraturan Daerah Kota Pekanbaru Nomor 7 Tahun 2016 Ten-tang Penyelenggaraan Administrasi Kependudukan Pada In Dinas Kependudukan Dan Pen-catatan Sipil Pekanbaru City. This research was motivated by the Peraturan Daerah Kota Pek-anbaru nomor 7 tahun 2016 changes of Perda nomor 5 tahun 2008 about Penyelenggaraan Admin-istrasi Kependudukan dan Pelayanan Publik. During the past 3 (three) years, problems in imple-mentation were found, one of which was that the Perda was not well socialized to the public. The purpose of this study was to determine the implementation of Peraturan Daerah Kota Pekanbaru nomor 7 tahun 2016, and analyze the factors that inhibit the implementation of Peraturan Daerah Kota Pekanbaru nomor 7 tahun 2016. This study used a descriptive qualitative research method approach. Primary data obtained directly through interviews from informants, namely the Staff, the Heads of Divisions and the Heads of Sub Divisions in the Disdukcapil Pekanbaru City as the im-plementor. The results of this study show that the implementation of Peraturan Daerah Kota Pek-anbaru nomor 7 tahun 2016is not good, this is indicated by the non-socialization of this regulation to the public and only through local area officials such as the Camat and Lurah who only use via internet or cellular telephone plus there are still human resources weak both in computer use and education skills.

Implementation of Vision 2020 in Riau Lembaga Adat Melayu Riau. This study aims to explain the Government’s efforts through the Institute of Adat Melayu Riau Riau Riau implementing Vision 2020 and the obstacles that occur in the implementation of the Vision 2020 Riau. This research is qualitative. Data collected through the study of documentation and interviews with informants informants research comes from the Government of Riau Province, LAM and Society. The data were analyzed descriptively kualitatiif. The study concluded that efforts Lembaga Adat Melayu Riau in implementing policies related to the development, preservation and development of Malay culture shows that the communication be the determining factor. While the resources and disposition contribute not much different. Is a constraint in the implementation of this policy is the development of resources, especially relating to budgetary resources and human resources.

Purwokerto City have to can identify strength, weakness, opportunity andthreat able to be allowed for Purwokerto design in harmony with available potency. Beside that, thiscity design have to in harmony with public interest of Purwokerto. Specification developmentstudies of Purwokerto City is required to harmonize analysis of SWOT with public interest. Implementation of Social Environmental Impact Analysis of Rubber Factory PT. Bangkinang Against Society. This study aims to find out and analyze the social environmental impacts of rubber factories for the communities surrounding the factory. The research informants consisted of industry groups, communities, and related institutions. Technique of collecting data by observation, interview, and literature study. Data analysis used qualitative descriptive method. In addition, SWOT analysis is used to see and study the factors that become the strengths and weaknesses as well as the factors that are the opportunities and threats for the rubber factory PT. Bangkinang and the surrounding community. The result of this research can be concluded that Rubber Factory PT. Bangkinang Kelurahan Tangkerang Tengah Kota Pekanbaru based on SWOT analysis, position or location of rubber factory PT. Bangkinang is now in a densely populated area likely to have more negative impacts than positive.

Abstract: Evaluation of Application of Siak Regent Regulation No. 27 Year 2011 on Systemsand Procedures Management of the Region. This study aims to determine the extent of adoptionof the decree No. 27 of 2011 on Systems and Procedures Management of the Regional Secretariatof Siak regency 2014. Informants in this study is the Regional Secretary, the users of goods,the head of the public, the head of the land, the head the administration building, fixtures Head,Head of finance, the board of goods, storage of goods, and the auxiliary board of goods withinthe Regional Secretariat of Siak. Data were obtained by interviews, observations and collect datain the form of asset reports and documents. The method used is descriptive qualitative approachto analyze data through data reduction procedures, data and conclusion. The results showed thatthe adoption of the decree No. 27 of 2011 Siak not completely worked up because there are somecycles in the asset management area is not in accordance with existing rules.

Abstract: Employee Capability, Work Procedures, Work Culture and Quality of PublicServices. This research study aims to determine and analyze the relationship between the variablesof employee capabilities, work procedures, work culture with the quality of public services.Design research using quantitative research methods. The population is customers as much as6204 and a sample of 100 people were taken by using the formula slovin. Data collection techniquesusing questionnaires and documentation. The analysis showed that the capability of employee,job procedures and work culture has a tendency to relatively weak positive relationshipwith the variable quality of public services. Thus the hypothesis statement “there is a positiverelationship between employee capabilities, work procedures and work culture, quality of publicservices at the Regional Water Company (PDAM) Indragiri Hulu” either individually or simultaneouslyacceptable.

E-government sebagai mekanisme baru dalam interaksi antara pemerintah dan masyarakat, dalam pemanfaatan teknologi informasi khususnya internet harus mampu meningkatkan pelayanan kepada masyarakat. E-government adalah pemanfaatan teknologi informasi dan telekomunikasi untuk penyelenggaraan pemerintahan yang efisien dan efektif, serta memberikan pelayanan yang transparan dan memuaskan kepada masyarakat. Sistem Pemerintahan Berbasis Elektronik (SPBE) adalah penyelenggaraan pemerintahan yang menggunakan teknologi informasi dan komunikasi untuk memberikan pelayanan kepada pengguna SPBE. Penelitian ini bertujuan untuk mengetahui implementasi e-government di Kotamadya Probolinggo dengan mengacu pada Peraturan Presiden Republik No. 95 Tahun 2018 tentang Sistem Pemerintahan Elektronik (SPBE). Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan adalah dengan menganalisis dan mempelajari dokumen. Dimana dokumen yang akan dianalisis adalah dokumen kajian kepustakaan, berita dan Peraturan Presiden Republik No. 95 Tahun 2018 tentang Sistem Tata Kelola Elektronik. Hasil dari penelitian ini adalah implementasi e-government di Kota Probolinggo telah memenuhi layanan sistem pemerintahan elektronik yang tercantum dalam Perpres No. 95 Tahun 2018 tentang Sistem Tata Kelola Elektronik.

Regional Company Performance Evaluation rural credit banks. This study aims to determine the performance of Regional Company of rural credit banks Rokan Hulu, Rokan Hulu Regency. Quantitative descriptive research type with the number of respondents totaled 50 people sampled in the study. The data analysis is based on the Balanced Scorecard method consisting of perspective, financial perspective and the customer (customer). The results showed that the performance Rokan Hulu PD BPR based financial perspective shows a good performance, because of the five aspects assessed, three aspects showed a good performance. Meanwhile PD BPR performance Rokan Hulu is based on the customer’s perspective shows good performance because three of the five aspects assessed increased and showed a good performance.

Building Entrepreneurial Ecosystems for Micro and Small Businesses in Indone-sia: A Literature Review. Micro and small businesses play a strategic role in reducing poverty and unemployment in Indonesia. Despite its important role, the ratio of micro and small businesses in Indonesia is still inadequate to sustain the national economy. There are various problems experienced by micro and small businesses, such as capital, human resources, regulations, government support, social culture, and lack of support from educational institutions. These problems are part of the entrepreneurial ecosystem, which is a theoretical approach to entrepreneurship development. The entrepreneurial ecosystem is composed of culture, policy, finance, human resources, markets, institutions and infrastructure that must be linked and coordinated both formal and informal. The entrepreneurial ecosystem in Indonesia needs to be developed into an ecosystem that supports each other among the actors and the factors within it in order to have a positive influence on micro and small businesses. Research on entrepreneurial ecosystems in Indonesia needs to be improved and developed in order to provide a conceptual description of the entrepreneurial ecosystem that matches the character of entrepreneurship in Indonesia.

Between Regional Development Disparities. The purpose of this study was to analyze the conditions of development disparity and the factors that most influence the development disparity between the Regency/City in Riau Province, as well as to analyze the correlation between the disparities of development and prosperity. The research method uses quantitative and qualitative approaches. Data used is secondary data obtained from the Central Bureau of Statistics and agencies associated with this research. Data were analyzed using multiple linear regression. After doing research, it was found that the value of the index development gaps between regions in Riau province is at a high level. Factors that most influence on the development disparity between the Regency/City in Riau Province is the Human Development Index. The disparity between the development and welfare of the community there is a causal relationship, as well as the correlations between them are positive.
