Abstract

Evaluation of Public Service Management. The approach or type of research isqualitative. This study aims to determine how the public service management of PDAM Tirta Siak.Research informants are directors, staff of human resources, subscription relationships,transmission and customers. Data collection techniques are interviews, observation anddocumentation. Data analysis starts from data reduction, classification and drawing conclusions.The results of this study found that the public service management of PDAM Tirta Siak PekanbaruCity was not carried out optimally.

Abstract

Public trust in government is important because trust is social capital in governancesystem as such as relationship between government and businessman. The problems which arefaced by many government as such as Indonesia in this decade are the decline of public trust intheir government. This study is to explain the degree of businessman trust in Bandung CityGovernment in business licence service delivery. This study based on descriptive-quantitativemethods. Sample size are 100 businessman who were selected by nonprobability sampling withquota sampling technic. Sample were sampled from member of KADIN Bandung who applyed forbusiness license in 2001-2005. Research used survey design with questioner and interview as aprimary research instrumnet to collect data. The data were analyzed using descriptive statisticwith central tendency. Results of this study show that businessman trust in Bandung City Gov-ernment is low or distrusting. Businessman trust is low in local government because bureaucrat oflocal government have low integrity, commitment, concistency and loyality in business lincenceservice delivery.

Abstract

Civil Servant Performance Assessment Policy Based on Government RegulationNumber 46. Year 2011. The purpose of this study was to determine and analyze the workperformance appraisal of civil servants based on Government Regulation No. 46 of 2011 at theRegional Office XII of the Pekanbaru Civil Service Agency. This research was carried out with aqualitative approach, where the informants in this study were work performance appraisers andapparatuses who assessed their work performance. Data collection was done by observation andinterview, where after the data was collected then analyzed with qualitative descriptive method.The results of this study found that the employee performance appraisal based on GovernmentRegulation Number 46 of 2011 at the Regional Office XII Pekanbaru State Personnel Agency hasrun quite well, where in the process of work performance appraisal, the Regional Office XIIPekanbaru Civil Service Agency has followed the regulation. While the factors that inhibit theassessment of employee performance are centeral tendency factors and recency effect factors.

Abstract

The main problem in this research is that “the implementation of the public policy aboutRegency Minimum Wages in Kabupaten Bandung isn’t yet fully implementation in supportingindustrial relation between industries-workers”. Therefore, from the workers side the continue toeffort the implementation of the policy and to make the policy as base for workers payment asindustries remain unable to implement the policy and than become the problem industries-workers inKabupaten Bandung. The objective of research to measure influence of the Regency MinimumWages public policy on the workers relation. Population usearch are industries with category big,middle and little. Respondents consist of 110 people with using proportional random samplingmethods. The instrument of collecting data were questionnaire with using likert scale. The measure-ment uses the path analysis with the formula of statistical test based on the hypothesis to validatethe theory of the public policy implementation that consist of the Policy Content, the Policy Informa-tion, the Policy Support, and the Potency of the Policy Implementation. The result of researchanalysis shows that the content of Policy, the Policy Information, the Policy Support, and the PolicyPotency, have the influence on the workers relations between the industries and workers, which isstated in the value of multiple determination coefficient test from all variables. The research findingthat there are other aspect that must be added to complement the existing four requarment of theRegency Minimum Wages which are the aspects of justice, controlling and environment. Thereforeit is hoped that any requarment in the future could include theses seven requarment of the RMWpolicy implementation.

Abstract

Admission of P2 and its Contribution to Local Original Income. This study aims to find out and analyze the implementation of PBB P2 organized by the Dumai City Revenue Service in terms of policy aspects, administrative aspects and financial aspects, the development of PBB revenue P2 and its contribution to the Original Revenue. This study used descriptive qualitative method. The research informant is the head and staff of the Dumai City Revenue Service. Data collection techniques are interviews, questionnaires and documentation. Methods of data analysis using performance measurement analysis with the approach of PBB PBB amount P2 with approach of policy aspect, administration aspect and financial aspect. The results show that the largest contribution of PBB-P2 to local taxes began in 2013 and 2014.

Abstract

Mental Health and Behavior Monitoring Fitted Corruption. This study aims to identify and analyze the extent of the influence of mental health and oversight attached to corruption. This research is a descriptive research with quantitative approach. The population in this study were employees of the Faculty of Agriculture, University of Riau administration and teachers or lecturers. Data collection techniques were questionnaires, observations and interviews. Analysis of data through multiple regression statistical test program with the help of Statistical Product and Service Solution (SPSS) 16.5 for windows. The results showed that there are significant negative and significant correlation between mental health and oversight attached to the corruption of 66.7%. That is, the healthier the better mental and oversight attached to the action for corruption is getting low. Conversely, if the unhealthy mental and worse levels of supervision attached to the action for corruption is increasing.

Abstract

Reward and Punishment Implementation. The background of this research by In an organization or company, a program of rewards and sanctions is urgently needed, because this program is one of the important parts of the company's many work programs. This study aims to describe the implementation of reward and punishment and the factors that influence the implementation of rewards and punishments for employees of the Human Resources Development and Human Resources Agency in Batang Hari Regency. This study uses a qualitative descriptive research method approach. Primary data was obtained directly through interviews from key informants, namely the Head of the BKPSDM Batang Hari Regency, 2 (two) Heads of Fields, and 2 (two) Employees of the BKPSDMD in Batang Hari Regency. The results of the study indicate that the implementation of rewards and punishments at the BKPSDM office in Batang Hari Regency has generally been carried out as applicable regulations.

Abstract

 Ethos Private Morality, Competence, and the Public Service.This study aims to determine the effect of leadership qualities, personal moral ethics, andcompetence in the performance of public services in East Java legislators. The method used isa quantitative method. The study population was a community that metropolis, traditional andcivil society. Sampling was stratified random sampling and purposive sampling with as many as115 respondents. Data collection techniques using koesioner, interviews, and observations. Datawere analyzed with path analysis method with SPSS software. The results showed that the ethosof personal morality and competence indirectly influence on legislators public service throughleadership qualities. To improve the quality of public service leadership legislators in leading thepeople it represents needs to be improved.Keywords: performance, leadership qualities, personal morality ethics, competence, publicservice.

Abstract

Employee Integrity in Providing Services. This study aims to determine the integrity of employees in service at the Head Office of the City of Pekanbaru Rumbai Pesisir. Type of qualitative research. Research informants were employees of the Head Office of the City of Pekanbaru Rumbai Pesisir. Data collection techniques are interviews, observation and documentation. Data analysis is reduction, clarification and verification. The results of this study have not been wholeheartedly seen by employees in providing services, unfair employees in providing services, not yet responsive employees in serving the community, and not yet how employees keep their promises and are responsible for providing services.

Abstract

This study analysed factors affecting the family planning extension apparatur’s perfor-mance and their impact to the volunteer’s performance. A number of 165 family planning extensionapparatur from the district of Bogor and Cianjur and Depok Residence of West Java Province wereparticipated in this study. LISREL program with ‘SEM’ (Structural Equation Model) was used inanalyzing data. The results showed that the family planning extension apparatur’s performancewere influenced significantly by competence and environment factors and nonsignificantly bytheir work motivation. The total impact of them was 64 percent. Their performance impacteddirectly to the volunteer’s performance with coefficient 0,70. The suggestion was that their perfor-mance must be improved by providing special training in leadership and professionalism and alsoby increasing their social environment and local government’s support in family planning.
