Abstract

Implementasi SQ (Spiritual Quotient) Melalui Pola Pikir dalam MenataKepemerintahan Yang Baik. Spiritual values are very easy to say, talk about and write down, butare very difficult to realize or practice. These values are sourced from religious values such ashonesty, caring, transparency, responsibility, courage, justice and many others. For example, wehave to be honest if we are suspected of being infected by the Corona-19 Virus pandemic, we don'thave to be ashamed to report ... We have to care about each other in handling the outbreak, aboutfinancing that must be transparent and so on. Because there are indications from certain elementswho are not responsible in handling these cases at the field level. Likewise with other values suchas responsibilities based on the values of Pancasila, when they want to do a Lockdown, then is thegovernment ready with logistics or food stock? which is the basic needs of citizens? because if thisis not done with careful planning, it will have an impact on the deterioration of the nation'seconomy. This is where Spiritual values are needed namely Ya Mu'min (honest) ,, ya Rahman(caring) and Ya Wakiil (Responsibility). But in its operation, these values are still biased, somebetrayed, such as the theft of tens of thousands of masks in Cianjur regency, West Java. Personalprotective equipment is limited to various hospitals in the country, blaming each other, sayingoffensive to the public and so forth. This condition is clearly very influential when it will realizegood and clean governance (Good and Clean Governance). This is interesting to study and discussrelated to the implementation of SQ (SPIRITUAL QUOTIENT).

Abstract

The Implementation of Integrated Licensing Services. The purpose of the study is tofind an overview of the implementation of OSS, especially in Bangka Regency. The researchuses qualitative descriptive method. Then, The primary data are obtained from interviews andobservations, and the secondary data are obtained from the documents. The analysis of the datausing triangulation method. The results show that the commitment of the Bangka Regency headin implementing OSS is good, but the problem is found in terms of the functions of coordination.It arises as the impact of institutional forms. The impact of the pull of interests between thetwo institutions in the public service licensing can result in low confidence of the businessmenbureaucratic public service providers.Keywords: implementation, integrated public services, coordination

Abstract

Organizational Culture of the Ombudsman of the Republic of Indonesia Representative of Riau Province. This study aims to analyze the organizational culture of the Riau Ombudsman as well as institutionalizing tips for the Ombudsman organization to realize the cultural equality. Key informants to the head of the Riau ombudsman and ordinary informants were 10 assistants and 3 clients and 1 civil servant as treasurer from the Ombudsman. This type of research is descriptive. The method of analysis is a qualitative approach. Data analysis methods are reduction, clarification and conclusion. The results of the study found that there were several organizational cultures that developed and institutionalized the Riau Ombudsman institution in achieving its success, namely: mutual respect and mutual trust is the key to a tolerant personality between assistants at the Riau Ombudsman. The success of this organizational culture has occurred from the attitude of the leadership who has a personality of mutual respect and mutual respect between the leadership and between assistants and other staff. To develop and maintain the organizational culture of the Riau Ombudsman institution, there are special tips, namely making leaders as role models, making socialization about organizational culture and choosing job applicants with ethics that are in line with organizational culture.

Abstract

Implementation of Financial Online Reporting Policy. This study aims to find out analyzing the implementation of the on-line reporting policy with Presidential Decree number 20 of 2015 concerning the Evaluation and Supervision Team for the Realization of the State Revenue and Expenditure Budget and the Regional Budget and Budget. This type of research is qualitative. The research informants consisted of key informants, key informants and additions. Methods of data collection are interviews, observation and documentation. Based on the results of the study Implementation of this online reporting policy is still not optimal, as is the case with problems that are still not optimal policy goals and objectives in the sense that they have not been well socialized to all staff working in their fields, then the problem of budget constraints to finance all supporting facilities for this policy . Factors that hinder the implementation of the policy of implementing online reporting in the transportation agency of the Kampar district is that the objectivity is still low, the assessment is only for those who have the ability, while those who have worked long but the limited ability to understand finally they cannot do what they should do it.

Abstract

This article addresses how to assess public-sector service from the perspective ofgovernment official performance in the Depok local government as a case study. We examineperformance from the factors that focuses on discretion authority, change orientation , paternal-ism culture, service ethics, insentive system, and team work. The population in this research is theofficial at the office (dinas) in the local government, Depok, which is directly have a contact andcommunication with public. This research applies simple random sampling. Data collection tech-nique is using questionnaire with closed type given to the respondents. Data analysis methods usedin this research is quantitative descriptive analysis. This study shows that the public service per-formance of the government officials in the local government, Depok in general is fairly good.Support if incentive system therefore must be improved.

Abstract

 Performance of Integrated Licensing Services. The study aims to find out how the performance of integrated licensing services in Pelalawan Kabupten as well as to know what constraints faced. Methods in this study using qualitative, ie data obtained in the form of interviews and questionnaires processed through qualitative data analysis. In general, this study can be concluded that the Analysis of Service Performance in Integrated Licensing Service Office and Capital Investment of Pelalawan District The success of permit service at Pelalawan District's Integrated Licensing Service and Licensing Service (BPMP2T) has been "good enough" either because it has reached the medium level.

Abstract

Human factor plays an important role in ensuring the successful of theorganization. One of the main elements is how people in the organizations have theproblem solving capabilities in identifying and eliminating wastages. The purpose of thispaper is to review the challenges faced of the public sector and to find the solution inintegrating and implementing lean concept in their business. Based on a brief conceptthrough the public service, the paper proposed the conceptual framework of peopledevelopment system that can help public sector to enhance employees’ capability inidentifying and eliminating wastages continuously and effectively. In addition, anexploration is need on how performance measurement system carried out and designed topublic service appropriately.

Abstract

Analysis of Implementation of Accrual Based Government Accounting Standards. This study aims to analyze the readiness in the application of accounting standards based on government accruals in the District Government of Meranti Islands. The research type is quantitative, with population of unit apparatus in government of Meranti Islands Regency. Data collection techniques are questionnaires and interviews. Samples were taken as many as 80 people with purposive sampling method. Informant Research 5 people. The analytical method used is quantitative descriptive. Based on data analysis using Human Resource Indicators, Commitment, Information System and Standard Operating Procedure, it can be concluded that the Regional Government of Meranti Islands Regency is ready to implement the implementation of Government Regulation No. 71 of 2010 on accounting standard of government based on full accrual, but still lack of human resources Which background accounting, especially in the financial section which is also one of the indicators in the readiness of the implementation of PP No. 71 of 2010. Lack of bimtek and training on PP No. 71 Year 2010 is one of the existing human resource constraints are not too understand about the accrual-based accounting is .

Abstract

Abstract: This study aims to evaluate the implementation of self-isolation in local government isolation facilities based on the perception of Covid-19 in Pekanbaru City. This research combines quantitative and qualitative research methods with sequential explanatory research. The quantitative method uses online surveys while the qualitative method uses documentation studies, in-depth interviews, and observations. Analysis of quantitative data was carried out using descriptive statistical analysis in the form of frequency tables and graphs. Qualitative analysis was carried out through data collection, data reduction, data presentation, and conclusion. Qualitative analysis is intended to explain the results of quantitative analysis. The results of the study found that there are infrastructures of local government isolation facilities that still need to be improved, namely: entertainment and internet facilities, sports and waste management, and infectious waste. Most of the respondents assessed that the service at the local government isolation facilities was very good (62.71%) but the fulfillment of patient needs for data and internet was 42.37%) and entertainment (66.10%) was still not good. Implementation of self-isolation at the local government facilities is influenced by community participation and compliance, enforcement of sanctions, financial support, availability of facilities, data, and information, and coordination between relevant stakeholders. Based on these findings, this study recommends several things, including improvement of infrastructure in the local government self-isolation facilities, the availability of government support for self-isolation patients, both financial and non-financial, strengthening coordination between the COVID-19 Task Force, and improving the quality of data and information.

Abstract

Leadership, Motivation Work On Service Quality. The purpose of this study was to identify and analyze the extent of the leadership and motivation of employees affects the quality of health services provided at the health center Kundur West. The sampling technique used in this study is a census because of all the population sampled, the entire Civil Servants (PNS) amounted to 35 and people who are getting health care as a sample. Methods of data collection through interviews, questionnaires and documentation study. Methods of data analysis using multiple linear regression using SPSS. The results showed that simultaneous and partial leadership and employee motivation positive and significant impact on the quality of services provided by employees. Besides, the respondents (public) state is good about the quality of service. The value of coefficient of determination (R2) was obtained from this study at 89.3% of people, which means the leadership and motivation of employees to explain the effect on the variable quality of health services, while the remaining 10.7% is influenced by other variables not examined. The results of research known leadership variable is the dominant variable affecting the quality of service in this study.
