Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Implementation, Function of the Plenary Mosque. This study aims to determine andanalyze the implementation of the function of the Plenary Mosque Level District in PekanbaruCity and its supporting and inhibiting factors. This research method uses descriptive qualitativemethod. The research informants were Vice Mayor Pekanbaru, Kabag Kesra, Chairman of theBoard of Trustees, Staff, Chairperson of the Mosque and Jamaah. Data collection techniquescarried out by interview, observation, and documentation. The results showed that the PekanbaruCity Regulation Number 2 Year 2016 regarding the implementation of the Function of the PlenaryMosque at the District level in Pekanbaru City had not been implemented optimally. This is seenbased on the behavioral elements of program implementers who are not aware of their duties torealize the functions of the Plenary Mosque in the fields of idarah, imarah, and ria’ayah.

Effectiveness Program Implementation of Community Empowerment-BasedCommunity Empowerment. This study aims to describe the effectiveness of the implementationof PMBRW in Meranti Village, Rumbai District, Pekanbaru City. This study uses a qualitativedescriptive research method approach. Primary data was obtained directly through interviews fromkey informants, namely the Village Head, the Facilitator Team leader, the RW Companion, theChairperson of the RT / RW Forum. Secondary data is obtained from research documents. Theresults showed that the implementation of the PMBRW program started from the preparationstage, planning stages and implementation stages and viewed from the criteria in terms ofachieving goals, integration and adaptation, that the community empowerment program in MerantiVillage was considered effective.

The increase in population or uncontrolled quantity dynamics can affect people's lives in various significant aspects, one of which affects the quality of life for the function of national development, the sustainability of the advanced population or smart people and the economic conditions of the local community. This study aims to find out how the Implementation and Challenges of the Mekar Wangi Quality Family Village (KB) Program in Tangkerang Barat Village. The research method used is qualitative research using a case study approach. This research resulted in the finding that Mekar Wangsi KB Village has implemented several main programs, namely the existence of a waste bank, improving the economy through handicrafts, from health aspects such as health checks for the elderly and doing regular exercise. The obstacles in this research are the 2019 Coronavirus disease, community participation, cadre resources, and budget.

Organizational Culture, Systems and Organizational Effectiveness Awards. The aim was to determine the influence of organizational culture and reward systems for organizational effectiveness at PT. Regional PLN Riau, Pekanbaru branch. The population is all employees, consisting of 64 employees were selected using census method. The technique of collecting data using questionnaires, observations and interviews. Data were analyzed using linear regression. These results indicate that the influence of culture and reward system simultaneously and partially on the effectiveness of the organization. Stronger influence of organizational culture on organizational effectiveness than the influence exerted by the award system.

Polsek Limapuluh merupakan salah satu Polsek Urban ( perkotaan ) yang berada di tengah kota Pekanbaru dan tak luput dari tindak kejahatan di lingkungan masyarakat dan menaungi 2 ( Dua kecamatan ) yaitu Kecamatan Limapuluh dan Sail.Untuk menangani hal tersebut Polsek Limapuluh berusaha dengan meningkatkan kualitas pelayanannya dalam menganangani pengaduan masyarakat yang ditujukan untuk mewujudkan keamanan masyarakat yang maksimal dan baik. Teori yang digunakan yaitu teori Gesperz dalam Hardiansyah ( 2011 : 51 ) Yaitu : ketepatan waktu pelayanan, Akurasi pelayanan, kesopanan dan keramahan dalam memberikan pelayanan, Tanggung Jawab, kelengkapan, kemudahan, Variasi model Pelayanan, Pelayanan Pribadi kenyamanan dan Atribut. Peningkatan Kualitas Pelayanan Kepolisian Dalam Upaya Menangani Pengaduan Masyarakat Pada Kantor Polsek Limapuluh Pekanbaru dari indikator yang ada bahwa sudah berjalan baik namun, masih ada beberapa indikator yang belum sepenuhnya berjalan maksimal seperti masih adanya sumber daya yang belum cukup berkompeten dalam menguasai bidangnya (sentral pelayanan) serta menguasai alat komputer sehingga masih ditemukan kesalahan atau kurang cermat dalam pembuatan laporan.masih terdapat sarana prasarana yang belum sepenuhnya terpenuhi pada polsek Limapuluh.yang diharapkan kedepannya lebih baik lagi.

Inovasi Pelayanan Kesehatan di RSUD Arifin Achmad Provinsi Riau. Pelayanan kesehatan adalah pelayanan yang sangat dibutuhkan dan menjadi kebutuhan dasar bagi masyarakat selain sandang, pangan, dan pendidikan.Oleh karena itu pemerintah wajib yang dengan hal ini memberikan pelayanan kesehatan yang baik dan berkualitas kepada masyarakat secara menyeluh dan seadil-adilnya.Salah satu instansi penyelenggara pelayanan publik adalah RSUD Arifin Achmad Provinsi Riau.Inovasi yang dimaksud adalah aplikasi MIRAI (Mobile Information system of RSUD Arifin Achmad).Tujuan diciptakannya aplikasi MIRAI ini adalah untuk memudahkan pasien serta menekan lamanya waktu antrian yang ada di instalasi rawat jalan.Tujuan penelitian ini adalah untuk mengetahui bagaimana inovasi pelayanan kesehatan melalui aplikasi MIRAI di RSUD Arifin Achmad Provinsi Riau. Peneltian ini menggunakan teori atribut keberhasilan inovasi oleh Bugge at al, yang mana terdapat enam indikator, yaitu: Governance and innovation (tata kelola inovasi), sources of the ideas for innovation (sumber ide-ide untuk inovasi), innovation culture (budaya inovasi), capabilities and tools (kemampuan alat-alat), objectivies, outcomes, expense, and obstacles (tujuan, hasil, biaya, dan hambatan), collecting innovation data for single innovation (mengumpulkan data inovasi untuk inovasi tunggal). Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan fenomenologi.Pengumpulan data-data yang diperlukan baik data primer maupun sekunder dikumpulkan melalui wawancara, obeservasi, dokumentasi, kemudian dianalisis sehingga dapat ditarik kesimpulan dari masalah peneltian yang ada.Hasil penelitian ini adalah inovasi yang ada belum berjalan dengan baik karena masih terdapat masyarakat yang belum menggunakan aplikasi, dan kurangnya sosialiasi.

Policy Implementation of Environmental Document Ownership. This study aims to identify and analyze the policy implementation of SPPL ownership in Pelalawan and the factors that influence it. This study used a qualitative method with case study approach. Informants in this study was small and micro entrepreneurs, staff of Pelalawan Environment Agency and society. Data collection techniques using non-participatory observation, interview and documentation. Data analysis techniques through the procedure of presentation of data, data reduction and withdrawal / verification conclusion. The results showed that the implementation of policy ownership is still not optimal SPPL is seen from the policy objectives, the implementation process and policy results. Factors affecting policy implementation of SPPL ownership in Pelalawan is the wrong idea about the environmental impact of small and micro enterprises, lack of knowledge, budgetary constraints, socio-economic conditions of society and the ability to generate turnover is still low.

Effect of Financial Performance on Economic Growth with Capital Expenditures as Intervening Variables. This study aims to examine and obtain empirical evidence of the direct influence of the financial performance of local governments as measured by the ratio of the degree of fiscal decentralization, fiscal dependence, financial independence, effectiveness of local own revenue (PAD), and the level of contribution of BUMD to the ratio of capital expenditure allocation. This research uses a quantitative research method approach. The source of the data used is secondary data in the form of financial statements of regency / city governments throughout Riau Province in 2011 s.d. 2017. Data analysis techniques used path analysis with the program Eviews. The population of this research is all regency / city regional governments in Riau Province in 2011-2017. The results of this study indicate that financial performance simultaneously influences the allocation of capital expenditure and partially, the ratio of fiscal dependence and contribution of BUMD has a positive effect on the allocation of capital expenditure, while the ratio of the degree of decentralization, financial independence and effectiveness of local own revenue (PAD) do not affect the allocation capital expenditure. Capital expenditure allocation does not affect economic growth. Likewise, capital expenditure allocation does not have a mediating effect on the relationship of financial performance to economic growth.

Education, Training and Performance Civil Servants. This study aims to determine the effect of education and training on the performance of the Civil Service Agency for Community Empowerment, Government and Rural Development of Riau Province. This type of research is quantitative descriptive. The population is all Civil Servants in the Community Empowerment Board, Government and Rural Development Riau province that is numbered 91 people. All the population sampled. Data collection techniques were questionnaires, interviews, and observations. Analysis of data using multiple linear regression. The results showed that education and training each have a positive and significant impact on the performance of the Civil Service to the Community Empowerment Board, Government and Rural Development of Riau Province. While the constribution of education and training together has influenced the performance of 19.8%.
