Abstract

The Role of DPRD in Planning for Community Participation (Study of Community Participation in Development Planning Deliberations in Bengkalis District in 2018). This research is motivated by the realization of institutional participation represented by the Regional People's Representatives Council in the administration of the government. This is as mandated in Law Number 23 of 2014 concerning Regional Government which states that DPRDs and Regional Heads are domiciled as administering elements of regional governments that are given the people's mandate to carry out government affairs that are delegated to the regions. The purpose of this study was to determine the role of the DPRD in community participation planning in the Development Planning Connference in Bengkalis District in 2018. Data collection techniques in this study used interviews and observation. The analysis used in this study is a qualitative descriptive analysis consisting of data reduction (data reduction), data display (data presentation) and verification (describe conclusions).

Abstract

Implementation of Planning Policy Green Open Space. This study aims todetermine the implementation of the arrangement of green open space (RTH) in Malang andits impact on the development of Malang City, was based Malang Regional Regulation No. 7Year 2001 on Spatial Planning Malang. Descriptive research method uses quantitative methods.Samples were taken as many as 40 people using purposive sampling technique. Techniques ofdata collection using questionnaires, interviews, and documentation. Data analysis techniquesused the frequency table generated from the source data taken using a percentage according tothe indicators evaluated. The results showed that the arr0angement of the Malang City greenopen space is still less appropriate to use, needs, grouping, management, and development. Theimplications of the research needed serious attention and good cooperation for memathui rulesand regulations associated with RTH. Need to be a maintenance and preservation of green spacewhere a growing number of community needs clean environment, healthy and comfortable.Keywords: spatial planning, urban green space, the implementation of the policy.

Abstract

Evaluation of Rehabilitation of Disabled Persons Program. This study aimed to evaluate the implementation of the Disabled Rehabilitation Program at the Department of Social Dumai. This research is a descriptive study with qualitative approach. Informants in this study are those that play a role in the implementation of the Disabled Rehabilitation Program at the Department of Social Dumai. Data collection technique were interview, observation and documentation. Analysis of data through data reduction, data presentation and conclusion. The results showed that the implementation of the Rehabilitation of Persons with Disabilities Program in Social Service Dumai seen from indicators of effectiveness, efficiency, adequacy, equity, responsiveness and accuracy, there are still many shortcomings. None of the evaluation indicators used can be fulfilled in the Implementation of the Programme of Rehabilitation of Persons with Disabilities on Social Department Dumai.

Abstract

Poverty, Innovation and Hope Family Program. This study aims to determine the Implementation of the Hope Family Program Policy Innovation in Langgam District, Pelalawan Regency and to find out what are the supporting factors and inhibitors. The research method used is a qualitative descriptive method. Informants in this study were heads of social protection and security, district coordinators, district operators, social welfare officers, sub-district coordinators, social assistants, beneficiary families, independent bank employees. Techniques for collecting data using observation, interviews and documentation. Data analysis through stages, starting from data reduction, data presentation and drawing conclusions. The results of the study show that the implementation of the family planning program policy innovations in Langgam District, Pelalawan Regency has not run optimally.

Abstract

BPG (Teacher Upgrading Center) is a technical and operational units that are structurallyunder the Directorate General of Primary and Secondary, where widyaiswara are the spearhead forthe performance of the organization. Given the strategic position, widyaiswara required a qualitythat capable to perform optimally in their roles and functions. The basic assumption is that therecruitment, selection, motivation, also education and training, have a significant influence on theperformance of Widyaiswara. The purpose of this study was to determine and analyze the influ-ence of recruitment, selection, motivation, also education and training, to widyaiswara perfor-mance at the Directorate General of Primary and Secondary.The method used in this research isdescriptive and explanatory survey, with techniques of survey for data collection, and question-naire form for research instruments. This research is study to 80 people of Widyaiswara at theDirectorate General of Primary and Secondary Jakarta. Data analysis technique used to examinationthe research hypothesis is using correlation and regression techniques.Based on research out-comes, obtained findings the influence of recruitment, selection, motivation, also education andtraining, to the widyaiswara performance at the Directorate General of Primary and SecondaryJakarta. Thus, it is necessary improvements and continuous optimization of the recruitment, selec-tion, motivation, also education and training, within the Directorate General of Primary and Second-ary Jakarta, to improve widyaiswara performance.

Ability of Employee Service Innovation. This study aims to analyze theperformance and tasks at the Bureau of Organization Office of the Regional Secretariat of RiauProvince. The method used is descriptive qualitative. primary data obtained from interviewdani. Secondary data is obtained from collecting data with documents. Data analysis usedgenetic data, data reduction, data presentation, and deduction of conclusions. The results ofresearch that shows optimal performance This is evident from the factors of leadership,mastery of technology in the mastery of information technology and imperfect governmentprograms move in its use.

Abstract

The aim of this study is to have aview of the implementation of the policy regarding women trafficking in the North SulawesiProvince. The method of the research through a qualitative approac, which is case study, throughin-depth interview, focus group discussion, observation as well as study of related documents,victims story and triangulation. The studies shows that the implementation of women traffickingpolicy covered the content of the policy and the context of the implementation. Based on theexploration of the both factors , in fact that the implementation of local policy on women traffickingis working, although it didn’t achieve as it is expected yet. The role of politics appearence sodominance influence the process, causes so many constrain in the program so far.

Abstract

Policy Implementation of Regulation of Pelalawan Regent Number 12 Year 2012 About Fostering and Enforcing Employee Discipline. This study aims to determine the implementation of the policy Pelupawan Puppet No. 12 of 2012. This type of research is qualitative. The research informants were taken by purposive sampling consisting of Secretary of Service, Head of Sub Division of General and Personnel, Treasurer, 10 employees of Local Revenue Office of Pelalawan Regency and society. Data collection techniques are interviews and observations. Data analysis techniques use interactive models ranging from data reduction, data testing and conclusion. The result of the research shows that the standard factor and the target of the policy made have not been well executed by the employee as the implementing agent of the policy. This can be seen from the many violations of discipline that occurred.

Abstract

Penelitian ini menggunakan metode kualitatif untuk mendeskripsikan pelayanan pengaduan masyarakat berbasis online SP4N LAPOR (Sistem Pengelolaan Pengaduan Pelayanan Publik Nasional Layanan Aspirasi dan Pengaduan Online Rakyat). Informan yang dipilih secara purposive sampling yang terdiri dari kepala sub bagian pelayanan publik dan tata laksana, pengadministrasian perencanaan dan program/web admin, pengelola pengaduan publik, serta masyarakat. Dengan menggunakan 6 indikator pelaksanaan E-Government Richardus Eko Indrajit (2005). Data penelitian ini dikumpul dengan menggunakan observasi, wawancara dan dokumentasi. Data tersebut dianalisis dengan menggunakan reduksi data, sajian data serta penarikan kesimpulan dan verifikasi data. Hasil penelitian menunjukkan bahwa 5 indikator pelaksanaan E-Government belum dipenuhi dengan baik oleh Kantor Bagian Organisasi Sekretariat Daerah Kabupaten Karimun yakni  Content Development, Competency Building, Connectivity, Citizen Interface dan Capital. Masih perlu adanya perbaikan untuk ke 5 indikator dari pelaksanaan E-Government. Hanya 1 indikator pelaksanaan E-Government yang memenuhi yakni Cyber Laws karena adanya kejelasan perangkat hukum yang mendasari pelaksanaan SP4N LAPOR di Kabupaten Karimun. Dalam pelaksanaan SP4N LAPOR di Kantor Bagian Organisasi Sekretariat Daerah Kabupaten Karimun, diharapkan untuk dapat terus meningkatkan pelayanan pengaduan berbasis online serta mendapatkan kepercayaan dari masyarakat agar dapat menggunakan layanan pengaduan ini sehingga menciptakan pelayanan publik yang lebih baik di Kabupaten Karimun.

Abstract

Employee Performance Through the Pillars of Virtue and Moral Development. This study aims to determine employee performance through the development of character and moral pillar in service revenue, finance and asset management Kampar district, as well as determine the factors that influence on employee performance. Data collected through interviews with informants consisting of kapala section, subsection all parts,. Analysis of data is supported by the observation and documentation relating to the problems examined. The results showed that the performance of employees through the development pillars of character and morals at the Department of Revenue, Finance and Asset Management Kampar regency has not been so good. However, the impact of the policy pillars of development of moral character and has been able to improve employee work discipline in the implementation of the tasks and responsibilities of each.
