Tujuan Serunai adalah untuk saling belajar dan berbagi pengetahuan antara satau sama lain, tanpa memandang suku bangsa, budaya, ekonomi, disiplin ilmu, maupun profesi. Serunai memberi manfaat dan keuntungan bagi penulis terutama dalam menyebarluaskan gagasan, ide, temuan praktik-praktik baik pengembangan masyarakat kepada khalayak yang sangat luas baik di tingkat nasional maupun global.

Abstract

The gap between zakat potential and realisation of zakat collection has shown that there are problems in zakat management that need to be addressed. One of them is related to accountability. In relation to zakat institutions, accountability is a form of responsibility for their duties as zakat management. Therefore, as the magnitude of accountability demands, zakat institutions need to improve accountability because it will affect public trust. The focus of this research was on the financial accountability of zakat fund management. The purpose of this research was to determine the application of accountability in the management of zakat funds at BAZNAS Makassar City. This research was a qualitative descriptive research with qualitative methods. Data in the form of primary data and secondary data. Data collection was carried out by observation, interview and documentation. The results showed that the management of zakat carried out by BAZNAS Makassar City in implementing accountability, especially in financial accountability, was quite good but not optimal. This can be seen, first from the supervision system implemented by BAZNAS Makassar City. Supervision is carried out by BAZNAS internal parties and external supervision by the Public Accounting Firm (KAP). The results of this supervision can be seen from the reports that are accounted for to interested parties. Second is the responsibility for BAZNAS's compliance with established rules and laws. The success and responsibility can be seen from the reports that have been audited by the Public Accounting Firm (KAP). Third is the openness of BAZNAS on its information to the public that needs to be maximised. This is due to media management that has not been maximised, the delay of BAZNAS Makassar City in providing information to the public and there is still information that has not been conveyed to the public.

Abstract

The clean water reservoir construction programme is an important step in improving access to clean water for the community, especially in areas with water crisis. This study evaluated community satisfaction with the construction of clean water reservoirs through the implementation of the Patradaya Programme in 2022 in Rengel Village, Tuban District. Using a quantitative survey method, data was collected from beneficiary respondents. The analysis results showed a high level of satisfaction, with a satisfaction index value of 3.87 and an IKM conversion of 96.72. The quality of service was rated A, and the performance of the service unit was rated as highly satisfactory. The programme was considered successful in creating a positive impact on the Rengel Village community. The policy implications of this evaluation allowed the company to take the right steps in supporting community welfare in a sustainable manner. In conclusion, the 2022 Patradaya Programme in Rengel Village, Tuban Regency received very good ratings from the community, demonstrating congruence with their needs and expectations.

Abstract

This research is a qualitative research. Data collection was conducted through interviews. This research aims to find out how law enforcement against the perpetrators of online arisan fraud by conducting fictitious arisan auctions. Based on the results of the latest research by Kaspersky Lab and B2B International in twenty-six countries, as many as 26% (twenty-six per cent) of Indonesian consumers have been victims of online fraud, the results of the study also show that 48 per cent of consumers have been the target of fraudulent actions. In overcoming online fraud, supporting components are needed, one of these components is the law enforcement officers themselves as human resources. Based on the results of the interview, it is concluded that law enforcement efforts carried out by the police are pursued through two stages, namely the prevention stage (preventive) and the enforcement stage (repressive). Prevention efforts (preventive) carried out by Sukoharjo police are by appealing to the public through social media and carrying out socialisation to the public. Repressive efforts are carried out through several stages, namely the investigation stage, investigation stage, examination stage, settlement stage and case submission to the public prosecutor (JPU).

Litigation or non-litigation may be used to settle an environmental dispute in the environmental law court. the resolution of the environmental conflict through the legal system with a claim based on Article 1365 of the Civil Act and Article 87 of Act Number 32, 2009 about the Protection and Environmental Control. The absolute strict liability principle is applied to acts and/or conducts that use B3 disposal or that pose a substantial threat to the environment.

Abstract

This research was conducted by analyzing the issue of implementing a green economy on Indonesia's income growth. The country's growth by implementing a green economic system is a solution to obtain the country's sustainable development goals. This research is exploratory in nature using descriptive and inferential analysis techniques. The data used in the range 2018-2022 (5 years) with SEM-PLS data analysis techniques. The research shows that there is a positive and significant influence between the circular economy on sustainable development with the results of p (0.000) <0.05 which gives a magnitude of influence of 0.881. The influence value of 0.881 means that the implementation of circular economy will make a considerable contribution in realizing sustainable development in Indonesia. Finally, from the empirical study conducted, it was found that sustainable development can be realized through waste management activities and using renewable energy sources.

Abstract

Prambatan Village, Balen Sub-district, Bojonegoro Regency has the potential for a banana debog craft home industry, but currently only makes dry debogs resembling ropes, called "ndalung". This study aims to describe the contribution of home industry activities to increase the income of housewives. The subject of the research is one of the owners of the banana debog craft home industry in Prambatan village and its workforce. This research used a qualitative approach with a descriptive method. Data collection methods used in-depth interviews, observation and documentation. Data were analyzed using the miles and huberman method. The results showed that UD home industry activities. Barokah Tani home industry activities in Prambatan Village proved a positive impact in increasing the income of housewives. Thus, the success of the positive contribution of this home industry activity has been proven in encouraging economic empowerment and increasing the income of housewives in Prambatan Village.

Abstract

The Bojonegoro District Government, together with the Bojonegoro District Communication and Information Office (KOMINFO), had implemented the use of the OpenSID application as a means of providing better public services. One of the areas where this initiative was being carried out was in Kemamang Village, Balen Sub-district, Bojonegoro District. The objective of this research was to describe the Effectiveness of Implementing the OpenSID Application in Improving Document Services in Kemamang Village. This study employed a qualitative descriptive research method, focusing on effectiveness measurement based on Subagyo’s criteria, which included program targeting accuracy, program socialisation, program goal achievement, and program monitoring. The research findings indicated that the OpenSID programme in Kemamang Village had effectively achieved its goals and objectives. OpenSID had facilitated access and enhanced citizen satisfaction. However, the programme’s socialisation aspect had not been effective, leading to low citizen participation. Intensive socialisation involving the community was necessary. Programme monitoring needed enhancement to identify issues and improve programme quality. The challenge of application maintenance also required attention to ensure programme performance. By undertaking these measures, the OpenSID programme could become more effective and optimal. The implementation of the OpenSID application in Kemamang Village was ineffective in terms of the socialisation and programme monitoring indicators. The lack of citizen engagement in socialisation had resulted in a lack of awareness regarding document creation requirements. Therefore, the Village Government needed to actively participate in planned socialisation methods. Ineffective monitoring has also led to system maintenance issues. Therefore, the Village Government should conduct regular monitoring to address problems and enhance programme effectiveness.

Abstract

The role of stakeholders affect the implemented programme such as member participation and the impact of the role. This research used qualitative approach with descriptive method. The research method applied in this descriptive approach was a case study. The determination of informants was carried out by purposive sampling with key informants and snowball sampling techniques, a total of 12 informants. Data validity used triangulation as a method to validate the data. The results showed that the development of Gapoktan Sidomakmur in the food security programme involved five main roles of stakeholders. These roles included policy-making by the Bojonegoro District DKPP and Purwosari Village Government as policy makers, coordination by the Gapoktan chairperson and farmer groups as coordinators, and facilitator roles by BPP, PPLs, Village Facilitators, and Purwosari Village Government. Programme implementation involved members of Gapoktan, farmer groups, and the Purwosari Village Government as implementers, as well as the role of accelerators by the Purwosari District Government, PPLs, and Village Facilitators. Although cooperation between stakeholders in the development of Gapoktan Sidomakmur in Purwosari Village is quite good, not all stakeholders are fully involved in carrying out their roles, which was evident from the lack of maximum support for Gapoktan Sidomakmur’s programmes.

Abstract

Youth tend not to be interested in the agricultural sector. This study aimed to determine the perceptions that influence the interest of rural youth in the agricultural sector. This research was conducted using a quantitative approach and was conducted in Prambatan Village, Balen Sub-district, Bojonegoro Regency. The determination of informants was carried out using random sampling method and 70 youth in Prambatan Village were obtained as informants. Data analysis was conducted using the Structural Equation Modeling (SEM) method. The result was that there were three perceptions that significantly influence the interest of youth in Prambatan Village to do business in the agricultural sector, namely social perceptions (X2), psychology (X3), and convenience (X4). Meanwhile, economic perceptions (X1) and benefits (X5) had T statistics less than 1.96 and P values greater than 0.05. So for X1 and X5, Ho was accepted and H1 was rejected so that it was stated that it had no effect.

Abstract

The era of reform and democratisation, as well as the implementation of regional autonomy, is an important moment for women, especially in the regions, to actively participate in determining the direction of democracy in the life of the nation and state, but until now, politicians have more often shown interests that are not related to maintaining and implementing the sacred principles of democracy and the aspirations of the people. This situation occurs in the General Election Commission Regulation number 10 of 2023 Article 8 which is deemed not to represent women’s representation. For this reason, this paper discussed women’s representation in PKPU Number 10 of 2023 in the perspective of the theory of legal norms. The research method used was a normative juridical research approach. This approach involved legal research conducted by studying statutory materials and supporting literature to answer the problems being discussed. The result of this research was that PKPU Number 10 of 2023 not only contradicted the provisions of Article 245 of Law No.7 of 2017, but also did not provide certainty for the implementation of the zipper system as stipulated in the provisions of Article 246 (2) of Law No. 7 of 2017. Empirically, women’s representation was still a problem, both in political parties and when they became legislative members.
