Serunai adalah jurnal yang terbit per semester yang fokus kepada studi pengembangan masyarakat dari berbagai multi-disiplin ilmu pengetahuan. Jurnal ini secara umum berupaya untuk mengungkap lebih dalam cara-cara meningkatkan taraf kehidupanan manusia, dengan menawarkan solusi potensial seputar masalah kemiskinan, kesetaraan gender, pengangguran, kerusakan lingkungan, akses kesehatan rakyat yang buruk, ketidakadilan akses ekonomi rakyat, dan kurangnya partisipasi rakyat dalam kehidupan politik. Serunai berkontribusi menawarkan ide, gagasan, analisis yang konstruktif, praktik-praktik baik dan memberikan pelajaran yang dapat diambil dari pengalaman berbagai, masyarakat, dan ekonomi. Pengembangan masyarakat merupakan proses perubahan yang melibatkan parapihak antara lain negara, sekstor swasta, masyarakat sipil, aliansi politik, organisasi kemasyarakat, pers dan individu. Pengembangan masyarakat memiliki cara dan proses yang berbeda pada setiap tingkatan. Perubahan dalam keluarga, perusahaan dan pertanian; baik pada skala lokal, provinsi, nasional, dan global. Tujuan Serunai adalah untuk saling belajar dan berbagi pengetahuan antara satau sama lain, tanpa memandang suku bangsa, budaya, ekonomi, disiplin ilmu, maupun profesi. Serunai memberi manfaat dan keuntungan bagi penulis terutama dalam menyebarluaskan gagasan, ide, temuan praktik-praktik baik pengembangan masyarakat kepada khalayak yang sangat luas baik di tingkat nasional maupun global.

Abstract

The process of drafting legislation that concerns the livelihood of many people needs to be a careful and participatory process, the Job Creation Bill has crucial problems when viewed from the methodological aspects, paradigm and substance of regulation in the policy field of over-regulated and over-lapping issues that occur in the regulation of fields related to development and investment will not be resolved because the Job Creation Bill requires around 500 derivative regulations so that it has the potential to create a complex hyper-regulated. Realising that there is a need to create a conducive investment climate to realise development, it should not ignore the principle of sustainable development. The purpose of this research was to find out the relevance of EIA in sustainable development in Indonesia where the problem with the current job creation law is suspected of changing the function of EIA which was previously one of the licensing requirements to something whose function is no longer important or only needs to increase the problem with the concept of regulation regarding the environment which was previously regulated by Law Number 32 of 2009 concerning Environmental Protection and Management (UPPLH) using a licensing-based approach. This research used normative or doctrinal research methods.

Abstract

One of the efforts that the Indonesian government can undertake to boost the local economy is by encouraging Village-Owned Enterprises, known as “Badan Usaha Milik Desa” or BUM Desa, to become more active. In the case of Tanjungharjo Village, there is a BUM Desa named Tanjungkarya. However, during its implementation, various obstacles were encountered, such as a lack of financial resources, human resources, infrastructure, and effective programme management. This research aimed to describe the Management Strategies of the Village-Owned Enterprise (BUM Desa) for developing the community's economy in Tanjungharjo Village, Kapas Sub-District, Bojonegoro Regency. The study employed a qualitative approach with a descriptive method, and informant selection is based on purposive sampling. The informants consist of the Village Head of Tanjungharjo, the Secretary of Tanjungharjo Village, the Chairman of BUM Desa Tanjung Karya, the Secretary of BUM Desa Tanjung Karya, the Treasurer of BUM Desa Tanjung Karya, and members of the Tanjungharjo community. Data was collected through observation, interviews, and documentary analysis. The data was then analysed through data reduction, data presentation, and drawing conclusions. The research focused on six criteria based on Koteen's strategy, which are 1) organisational strategy, 2) resource strategy, and 3) programme strategy. The research findings indicate that the management strategies of the Village-Owned Enterprise (BUM Desa) to enhance the local economy in Tanjungharjo Village encompass three main aspects. First, in the organizational strategy aspect, there was a formulation of a vision and mission involving various stakeholders, and the implemented programmes align with the vision and mission set by BUM Desa Tanjung Karya. Second, regarding the resource-supporting strategy, there were still several hindrances that impede the optimisation of this strategy. Third, regarding the programme strategy, this pertained to the evaluation and implementation of programmes. Based on the programmes conducted by BUM Desa Tanjung Karya, they had contributed to the Village Revenue (PAD) for the Tanjungharjo Village Annual Village Budget (APB Desa). Thus, the management strategies of BUM Desa had not been fully executed optimally due to the presence of these obstacles.

Abstract

Community or member participation is one of the important aspects in the running of an institution or organisation. This research was conducted to analyse the participation of Gapoktan Sido Makmur members. It is a research that uses qualitative approach. Determination of informants was done by purposive sampling with key informants and snowball sampling techniques, a total of 12 informants. Data validity used triangulation as a method to validate the data. The discussion was conducted with reference to the theory of Totok Mardikanto and Subianto. The results show that the participation of Gapoktan Sidomakmur members is divided into four types, namely decision-making, implementation of activities, monitoring and evaluation of activities, and utilisation of development results. Participation in decision-making is still low due to lack of understanding, ineffective communication, and lack of awareness among members. In contrast, participation in the implementation of development activities is high due to members' commitment and awareness of the benefits. However, participation in monitoring and evaluation is still low due to a lack of understanding of the importance of these activities. On the other hand, participation in utilisation of development outcomes is high, indicating members' awareness and commitment to engage in economic and social activities resulting from development.

Abstract

This study explored the implementation and impact of community-based agro-silvopastoral systems integrating forestry, agriculture, and livestock to promote sustainable rural development in forest regions. The program achieved significant milestones through multi-stakeholder coordination, including partnerships with local government and active community engagement. The collaboration facilitated the development of tailored maintenance and production procedures, enhancing local understanding and acceptance of sustainable agro-silvopastoral practices. Key findings highlight the success of operational support initiatives, such as financial and technical assistance, which enabled farmers to adopt and sustain agro-silvopastoral practices. Additionally, enterprise support initiatives, including training and resource access, bolstered the development of diversified agroforestry enterprises, contributing to economic resilience and improved livelihoods. Continuous mentorship and guidance empowered community members with the knowledge and skills needed for sustainable management and expansion of agro-silvopastoral systems. Overall, the program's comprehensive and participatory approach significantly enhanced sustainability, economic resilience, and environmental stewardship in rural communities.

Abstract

Law Number 6 of 2014 defines a village as a legal community unit with the authority to manage governance and local interests based on community initiatives, ancestral rights, and traditional rights recognized within Indonesia's governance system. Villages are expected to establish economic entities such as Village-Owned Enterprises (BUMDes) to promote rural economies, as outlined in Article 87 of the law. BUMDes Sembodo in Kemamang Village was established in 2018, starting with a retail business and an initial capital of IDR 40,000,000 from the village. It was later expanded to include waste management. In 2022, BUMDes Sembodo received IDR 100,000,000 in Special Financial Assistance (BKK), but the funds have not been fully utilized. The management intended to use these funds to develop the BUMDes for the welfare of the village community. Proper management of these funds could increase village revenue and provide significant benefits, making it crucial to maximize their use. This research applied Grindle’s theory, dividing strategic management into Human Resource Strategy, Organizational Strengthening Strategy, and Institutional Reform Strategy. A qualitative method was used, including observation, interviews, documentation, and references from journals and previous research. Findings showed that BUMDes Sembodo’s management has strong human resources, supported by Village Government training. However, participation in forums remains limited. Most managers hold bachelor’s degrees, with some having only high school diplomas. The organizational development of BUMDes Sembodo needs strengthening through regular consultation activities, and collaboration with third parties has not yet occurred.

Abstract

This research aimed to analyze the technical efficiency of the performance of craftsmen at UD. Barokah Tani. Respondents were selected using purposive sampling and were craftsmen at UD. Variables were selected with reference to the Supply Chain Operation Reference or SCOR 12.0. The analysis was conducted using the Data Envelopment Analysis (DEA) approach of the VRS model with input oriented. The results of the study through the DEA VRS approach the majority of craftsmen who were at a high level of efficiency with a value between 0.824 - 0.999 were 18 people (69%). Then craftsmen at a moderate level with a TE value between 0.824 - 0.999 as many as 5 people (19%). Finally, craftsmen at the full efficient efficiency level with a value of 1.00 as many as 3 craftsmen or 12%. Peer group result is a reference for other DMUs for DMUs that are not yet efficient to refer to DMUs that are already efficient. For example DMU 2, DMU 2 can refer to DMU 11 and 7 where these DMUs are DMUs that are considered relevant to DMU 2. It can be seen in the table that the efficient DMUs are DMU 1, DMU 7 and DMU 11. DMU 1 is referred to by 4 DMUs, DMU 7 is referred to by 9 DMUs and DMU 11 is referred to by 23 other DMUs. This means that the DMU that most references other efficient DMUs is DMU 11, which is 23 DMUs. Each DMU can improve efficiency by reducing the input value of its variables. A total of 20 DMUs need to reduce raw material costs, 23 DMUs need to reduce shipping costs, and 1 DMU needs to reduce labor costs. In addition, 17 DMUs need to reduce cash to cash, and 21 DMUs need to reduce lead time.

Abstract

This research entitled "Reverse Sweep Opportunity In Facing The Bad Pressure Of Early Marriage In Indonesia" aims to address the problem of early marriage that continues to increase in Indonesia, which is often triggered by economic and cultural factors. Unlike previous studies that tend to focus on statistical data analysis, this study carries the concept of "Reverse Sweep" which is oriented towards mental strengthening and social support. The researchers' motivation stems from concerns about the negative impacts of early marriage, such as mental health and lost life opportunities for the younger generation.The methodology used is a qualitative descriptive approach, with data collection through interviews, observations, and documentation at junior high schools in Tambakrejo Village, Bojonegoro Regency. The results of the study show that the application of the concept of Roots and Support in the counseling forum "CurhatYuk!" has succeeded in helping more than 1,000 clients in overcoming problems related to early marriage and mental health.The policy implications of this study suggest the need for an integrated, community-based intervention program, which not only educates about the risks of early marriage, but also provides emotional and economic support to the bride-to-be and her family. This research is expected to be a reference for efforts to create a Golden Indonesia through improving the quality of life and mental health of the community.

Abstract

Penelitian ini bertujuan untuk mengkaji ketimpangan gender yang terjadi di Kota Tarakan, dengan fokus utama pada pengalaman perempuan dan teman-teman disabilitas. Melalui pendekatan kualitatif, data dikumpulkan melalui observasi partisipatif yang mendalam. Hasil penelitian menunjukkan bahwa perempuan di Tarakan sering mengalami kekerasan dalam rumah tangga (KDRT), diskriminasi dalam pendidikan dan pekerjaan, serta minimnya akses terhadap layanan hukum. Faktor penyebabnya berkaitan dengan norma budaya patriarkis dan kurangnya pemahaman tentang kesetaraan gender. Di sisi lain, perempuan dengan disabilitas menghadapi tantangan tambahan, seperti stigma sosial dan ketidakaksesibilitas layanan. Penelitian ini merekomendasikan solusi preventif, termasuk program edukasi, akses pelatihan keterampilan, dan kampanye kesadaran tentang hak-hak perempuan dan disabilitas untuk mengurangi ketimpangan gender di masyarakat. Dengan memahami dinamika ketimpangan ini, diharapkan kebijakan yang lebih efektif dapat diimplementasikan untuk memberdayakan perempuan dan menciptakan lingkungan yang lebih inklusif.

Abstract

Women's representation in legislative institutions is an important indicator in measuring political progress and gender development in a region. This study focuses on the development of women's representation in the legislative institution of Tuban Regency, as well as the political dynamics that influence the process. The main objectives of this study are to analyze changes in the quantity and quality of women's representation in legislative institutions and to identify factors that support and hinder women's political participation. Using a mixed approach, data were collected through in-depth interviews, surveys, and document analysis. The results show that although there has been an increase in the number of women elected, they still face challenges in actively participating and influencing policy. Local political culture factors, party support, and political education were found to have significant influences on women's success in politics. This study suggests the need for systematic efforts to overcome these obstacles and strengthen support for women, to achieve better gender equality in legislative institutions. These findings have important implications for policymakers, political parties, and the community in formulating more effective strategies to encourage women's political representation.

Abstract

Pembangunan manusia kini menjadi fokus utama dalam menilai keberhasilan suatu bangsa, karena mencakup aspek yang luas seperti ekonomi, sosial, budaya, politik, dan lingkungan. Tujuan dari Penelitian ini menganalisis kebijakan Pendidikan dan struktur sosial yang erat kaitannya dengan Anggaran Pendapatan dan Belanja Daerah (APBD), indeks pembangunan manusia (IPM), dan pertumbuhan ekonomi. Salah satu Kabupaten di Jawa Timur, yaitu bojonegoro memiliki APBD terbesar ke- 6 di tingkat kabupaten/kota se-Indonesia, namun IPM dan pertumbuhan ekonomi Bojonegoro masih di bawah rata-rata Provinsi Jawa Timur. Disparitas ini mengindikasikan adanya ketidaksesuaian antara potensi finansial daerah dengan kualitas hidup masyarakat. Teori yang digunakan yaitu teori model analisis kebijakan William Dunn yang terbagi menjadi tiga model: perumusan kebijakan, peramalan kebijakan dan rekomendasi kebijakan. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan studi literatur. Hasil dari Penelitian ini menyoroti pentingnya pendidikan dalam meningkatkan IPM dan pembangunan. Pendidikan tidak hanya sebagai konsumsi, tetapi juga investasi jangka panjang yang berdampak signifikan pada kualitas sumber daya manusia. Berdasarkan teori model analisis kebijakan William dunn menghasilkan sebuah rekomendasi kebijakan yaitu penerbitan Peraturan Daerah (Perda) terkait dana abadi pendidikan. Dana abadi ini diharapkan dapat menjamin keberlangsungan pembiayaan pendidikan, meningkatkan kualitas pendidikan, dan memperluas akses bagi seluruh lapisan masyarakat. Berdasarkan model kebijakan Dunn menunjukkan bahwa dana abadi pendidikan memiliki potensi besar untuk meningkatkan mobilitas sosial, memperkuat modal sosial masyarakat, dan menciptakan lapangan kerja baru. Selain itu, kebijakan ini sejalan dengan tujuan pembangunan berkelanjutan (SDGs).
