Jurnal Kebijakan Ekonomi (JKE), is a peer reviewed journal under the Magister Perencanaan Ekonomi dan Kebijakan Pembangunan Fakultas Ekonomi dan Bisnis Universitas Indonesia (MPKP FEB UI) study program that has been published since 2006. It is a scientific publication media containing the results of research, studies, thoughts, and critical analysis on economic policies as well as other related fields such as education, health and environment. This journal has scheduled to be publish in April and October every year. MPKP FEB UI publishes JKE as a media for academics, policy makers at the central and regional levels, as well as the private sector. It also facilitates the experts to communicate various public policy issues at national, regional and local scales.

Abstract

Public procurement is an important sector that supports national development. Public procurement in Indonesia still has problems such as lack of organizational and management which ultimately affects the achievement of procurement performance that is not Value For Money. One indicator of failure to achieve Value for Money is inefficiency in the use of the state budget. The government through the Government Goods/Services Procurement Policy Institute (LKPP) in order to improve procurement conditions in Indonesia applies the concept of organizational transformation with the procurement model. The procurement model consists of 4 domains and 9 variables that must be implemented by all Goods/Services Procurement Work Units (UKPBJ) of Ministries, Institutions, and Local Governments in Indonesia. The procurement model has 5 levels which sequentially must reach a minimum level of 3. This study aims to estimate the effect of the procurement maturity model on Value for Money for efficiency. The case study was conducted on 100 UKPBJ National Corruption Prevention Strategies (Stranas PK) in 2019-2020 which was specifically trained by LKPP. The research method used is multiple linear regression. The results of the study indicate that the application of the maturity model has contributed to the increase in Value for Money, especially procurement efficiency.

Abstract

The implementation of decentralization should have a positive impact on regional progress. Since its implementation in 2001, decentralization in Indonesia has become deeper and wider. Using the slum settlement policy as a study approach, this study will examine the impact of decentralization and how persistent these impacts are. The estimation results using RD-DiD shows that the implementation of decentralization has a negative correlation with the arrangement of slums in the Jabodetabek area. The area of slums is 45% greater than the year before decentralization or a non-decentralized area. Thus, in the aspect of structuring the slums, it can be concluded that decentralization does not work effectively and even tends to make things worse.

Abstract

The aims of this study was to examine the impact of implementation of the Large-Scale Social Restriction or PSBB policy on the concentration of particulate matter 2.5 (PM2.5). The observation period lasted from September 1, 2019 to December 31, 2020 in five major cities in Indonesia, namely Jakarta, Bandung, Yogyakarta, Semarang, and Surabaya. The data was processed using the fixed effect least square dummy variable (LSDV) model to test the impact of the PSBB policy or restrictions on citizen mobility to reduce the spread of COVID-19 on PM2.5 concentrations. As a result, the PSBB policy had a very significant impact on the decline in PM2.5 to 1,210 μg/m3. When testing the impact of PSBB per level, of the 4 PSBB levels, PSBB level 3 significantly reduces PM2.5 concentrations. While PSBB level 1, PSBB level 2 and PSBB level 4 can have an impact on decreasing PM2.5 concentrations, but not significantly. We hope this research can contribute to policy makers as a consideration when making decisions related to air quality control in Indonesia. Further research can be done by looking at the variable number of vehicles, the firmness of the apparatus in imple menting the PSBB. Keyword: Air pollution, COVID-19, PM2.5, PSBB

Abstract

One of the great progress that has been achieved by the Government in the procurement of goods/services or tender is the implementation of the procurement of goods/services through an electronic system (e-procurement). Although the implementation of e-procurement is believed to increase transparency and accountability, however in practice the unfair competition tenders are still found. Meanwhile, to enforce the Competition Law, KPPU uses indirect evidence that can be either an economic analysis or the evidence of communication for deciding collusion in tenders. This study aimed to analyze firm behavior in tender by testing a method that refers to the rules of a competitive tender offer, which are conditional independence and exchangeability test. Focusing on Jakarta’s road repairs tender, this study identifies that there are seven firms that suspected of doing a collusion in the tender as they are failed to pass both of tests.

Abstract

The purpose of this study was to analyze the effect of the income structure of Islamic banking to Islamic banking business risk in Indonesia. The results showed that the average level of business risk in Indonesia with 11 samples of Islamic banking are listed on the Stock Exchange in 2011 to 2013, shows the average value of 7.49% with a range of 1% to 23.5% with a standard value his deviation of 7.7%. Islamic banking is expected to minimize the risk of the business in order to survive and be able to provide financial facilities with financial instruments (Financial Instruments), which conformed to the rules and norms of Shariah Furthermore, the results confirm that mudaraba and ijaroh significant influence on business risk while variable musharaka and murabaha, no significant effect to business risk.

Abstract

This research aims to identify the patterns of spatial use to optimize the use of space equal distribution of education and health well as see the effect of education and health infrastructure facilities to NJOP (land value). The results of this research identified more than 50% the use of space on Batam city turn toward adopt Mix Land Use with the characteristics are: 1) is a district with a high service hierarchy; 2) have the education and health infrastructure which is more spread equally to be accessible for the public; 3) The gap between education and health infrastructure are smaller. The existence of education and health infrastructure does not affect the formulation on the value of NJOP. The results of these studies, recommends for using Mix Land Use in polices of RTRW Batam City, and the need for reformulation of NJOP determination as the potential for increased Original Local Income (PAD) to account the effect of the existence of education and health infrastructure in each region.

Abstract

Ministry of Marine Affairs and Fisheries (KKP) has made Smart Fishermen Information System (SINP), with application called Smart Fishermen (nelpin) on smartphone with Android system. This study aims to identify readiness in using SINP of traditional fishermen in Kali Adem Muara Angke Jakarta. The result of this study shows that readiness index of traditional fishermen in Kali Adem Muara Angke Jakarta in using SINP is 4.15 of 6. This means that traditional fishermen in Kali Adem Jakarta are ready to use SINP, but with conditional guidance The result of policy factors perform as a policy recommendations through give away cheap internet quota package to the fisherman, and an intensive training about how to using nelpin application.

Abstract

Fiscal decentralization in Indonesia is expected to improve efficiency of local government and further drive economic growth in the regions. This research studies correlation between the efficiency of the local government expenditure and the economic growth in West Java and North Sumatera. The analysis is divided into two stages. First, expenditure efficiency is measured by using Data Envelopment Analysis (DEA) method. In the second stage, regression analysis is conducted to estimate impacts of the local governments’ efficiency scores and other determinants on the regional economic growth. The research result shows that, in West Java and North Sumatera, the local government expenditure efficiency scores have positive and significant correlation with the economic growth in the region. Hence, the bigger the efficiency scores of the regional government expenditure, the higher the economic growth in the region.

Abstract

The main purpose of this study was to examine whether the health variable as proxied by government health insurance participation and the infrastructure variable as a proxy for steady road conditions were correlated with the electability of political dynasties in the district/city elections in Indonesia in 2017-2020. This study tested using an average of 5 years before the 2017, 2018 and 2020 elections and the sample used was 508 districts/cities. This study uses a probit and a heck-probit regression model. The results of the selection bias control show that the health interest variable, namely BPJS Non-PBI, significantly reduces the probability of being elected to a political dynasty. This negative direction is a form of retrospective economic voting in political dynasties. Voters consider that the government has no role in providing free health facilities. Voters must pay BPJS Non-PBI membership dues through their employers or pay them independently. Meanwhile, the infrastructure interest variable in the form of steady road conditions significantly increases the probability of being elected to a political dynasty. This indicates that improving road conditions is effective in increasing the electability of political dynasties and the community makes road conditions a tool for retrospective economic voting in political dynasties.

Abstract

This study aims to find quantitative empirical evidence on the Effect of Financing in the Era of Presidents Jokowi and SBY from 2010 to 2019 on the Equitable Improvement of Road Construction in Indonesia. The analysis was carried out using panel data regression and common effect method, with the unit of observation being 11 provinces in Indonesia over a period of 10 years, during from 2010 to 2019. The dependent variable in this study is the length of the national road, while the independent variables are the APBN, Foreign Loans, Population, GRDP, the leadership dummy and the regional dummy. After doing the overall analysis, it can be seen that the length of the national road during the Jokowi administration had a positive and significant impact on the development of national roads in Indonesia. When viewed from the regional dummy, all of them have a positive and significant impact on several islands such as Sumatra, Java, Bali Nusa Tenggara, and Papua Maluku. This indicates that equitable development during the Jokowi administration is going well.
