Jurnal Kebijakan Ekonomi (JKE), is a peer reviewed journal under the Magister Perencanaan Ekonomi dan Kebijakan Pembangunan Fakultas Ekonomi dan Bisnis Universitas Indonesia (MPKP FEB UI) study program that has been published since 2006. It is a scientific publication media containing the results of research, studies, thoughts, and critical analysis on economic policies as well as other related fields such as education, health and environment. This journal has scheduled to be publish in April and October every year. MPKP FEB UI publishes JKE as a media for academics, policy makers at the central and regional levels, as well as the private sector. It also facilitates the experts to communicate various public policy issues at national, regional and local scales.

Abstract

After the global financial crisis, Asian banks shifted funding from core to non-core liabilities. This study examines the impact of NCL on bank lending channels in Indonesia. Analyzing data from 95 banks during 2010-2019, the study finds that loose monetary policy significantly boosts loan growth, while tight policy curbs it across all banks. Higher non-core liabilities weaken lending channels, except for domestic banks. This underscores the central bank's role in using macroprudential tools to manage optimal NCL levels for banks, especially amidst financial innovations and business developments affecting future bank funding access.

Abstract

This study aims to determine the pattern of investor behavior using the Cross Sectional Absolute Deviation (CSAD) method with daily data yield of 10Year SUN for the period January 2007 to October 2020 and 10Year Sukuk for the period January 2013 – October 2020. The study shows that herd investors for SUN instruments are influenced by yields on the EMA associated with the economic crisis and yields on UST are associated with SUN ratings. Another factor is the use of appreciation and criticism variables that have an impact on the yield of SUN and Sukuk. The two instruments are complementary instruments in the SBN market, so the role of the Indonesian government is very important to address the behaviour patterns of herd investors in the government bond market.

Abstract

This study examines how the Covid-19 pandemic affects the political budget cycle in the election political year wich participated by incumbents and identify its impact on budget losses in Indonesia. The results of the study found that the political budget cycle occurred in the regional government budget of the simultaneous local elections. The proportion of grant spending and social assistance was higher than in other years. On the other hand, the regional elections which were held during the 2020 Covid-19 Pandemic actually significantly affected the change in the proportion of budget losses to be lower compared to other years.

Abstract

Macroprudential policy is a countercyclical policy that aims to reduce over-optimism during economic booms by curbing excessive expansion and mitigating over-pessimism during busts to ease credit contractions. Therefore, a macroprudential policy such as Loan to Value (LTV) aims to mitigate risks in the property sector. Bank Indonesia has relaxed LTV policy from June 2015 to December 2023. Research findings using individual bank quarterly data indicate that the relaxation of the LTV policy positively impacts property credit growth with a lag time of two quarters after the policy implementation. However, when analyzing on a regional basis, only positively and significantly impacts credit property growth in Java.

Abstract

Urbanization in Indonesia is increasing population growth and demand for habitable housing, presenting challenges. This study assesses uninhabitable houses (RTLH) across regions and provinces, examining their relationship with drinking water, sanitation access, and regional and macroeconomic factors. Despite progress, significant gaps in access to improved water and sanitation persist. Using data from the Central Statistics Agency, findings show a slowed decline in RTLH from 2019 to 2021, with an increase in 2022, highlighting uneven development. The study also finds that higher education levels correlate with lower RTLH rates, while a larger informal labor force is linked to higher RTLH.

Abstract

This study aims to examine the impact of land certificate ownership on access to loans from formal financial institutions. Utilizing data from Indonesia in 2018, we employ logistic regression analysis to investigate the relationship between land certificate ownership and loan access in the country. The examination of land certification in relation to loan access, by distinguishing types of land ownership evidence and loan types, is deemed essential. The findings indicate that the impact of land certification is less effective for low-income households. Beyond ensuring accessible and affordable land certification processes, the government should formulate policies for innovative loan schemes, such as the use of social collateral, to enhance the bankability of this social group.

Abstract

This study examines the impact of government intervention in asset management systems on the performance of state-owned assets. Using Asset Life Cycle Management (ALCM) indicators and binary logistic regression, the findings reveal that three key aspects of ALCM—strategy and planning, acquisition, and operation and maintenance—significantly influence asset performance. The impact of ALCM policies varies by asset location, categorized into five major regions: Sumatra, Java, Kalimantan, Bali-Nusa Tenggara, and Papua. These results provide empirical evidence that effective asset management policies positively contribute to optimizing the performance of state assets.

Abstract

Indonesia has the largest coral population in the world, contributed as the world’s second largest ornamental corals exporter after Japan. Coral trade sparked the issues of habitat destruction, illegal trade, and coral health problems has prompted the government to banning of ornamental coral export. This study aims to find an empirical evidence does the policies mentioned above affect the condition of coral reefs in Indonesia. The author uses the Fixed-Effect Model on the Difference in Difference regression equation whose result show that export banning of ornamental corals does not significantly affect the condition of coral reefs in Indonesia.

Abstract

This study examines the impact of intensity of household debt on domestic violence (DV) towards children in Indonesia. There is a positive relationship between the amount of household debt and the likelihood of domestic violence towards children based on literature review. This research uses a quantitative method with multinomial logistic regression analysis. The results of this study indicate that households with more than one household debt are correlated with an increased likelihood of both psychological and physical domestic violence towards children compared to the likelihood of no domestic violence, both before and after controlling variables added.

Abstract

This study aims to inquire the Political Budget Cycle (PBC) by examining the relationship between the presence of an incumbent during the simultaneous district/city level elections in 2015, 2017, 2018, 2020 and village financial assistant. Using the village financial assistant data in 2013-2021, this study conducts a random effect model. The results showed that the existence of an incumbent is significantly correlated with an increase in village financial assistant in one or two years prior to election. Meanwhile, in the election year, there is no significant relationship between variables. The PBC took place in the years prior to election.
